EDMONTON – A lengthy investigation into the trafficking of steroids within the Edmonton Police Service has resulted in charges and suspensions against two veteran officers, while six others have been removed from their current duties. “Edmontonians expect their police officers to be honest and ethical, and answer to a higher standard,”   “Behaviour contrary to these expectations brings reputational damage to our police service and violates the public trust.”

VANCOUVER — Many years later the RCMP officer who stunned Robert Dziekanski with a Taser at Vancouver’s airport lied at a public inquiry into the Polish immigrant’s death, a judge ruled. Const. Kwesi Millington fired his Taser multiple times after he and three other officers were summoned to Vancouver’s airport in October 2007. Dziekanski, who spoke no English, had been throwing furniture in the international terminal.  Millington’s verdict marks the first time a judge has concluded that one of the officers lied. Another Mountie, Const. Bill Bentley, was acquitted in 2013, while two other cases have not yet concluded.  The Crown alleged the officers colluded on a story to tell homicide investigators and write in their police notes in an attempt to heighten the threat that Dziekianski posed. Prosecutors argued the officers’ statements and notes all contained similar errors, proving they worked together. The Crown further alleged the officers met in the Vancouver area in the days or weeks before testifying at the inquiry in early 2009 to plan their testimony. A witness, whose ex-husband is Bentley’s cousin, told the court the officers met at her home, but the defence presented telephone records, credit card receipts and other evidence to cast doubt on her testimony. The judge  noted that the officer’s errors all exaggerated the threat Dziekanski posed.

A Quebec  SQ officer is facing charges of falsifying evidence. Constable Sebastien Grenier was suspended with pay last April while police investigated allegations that the officer had handed out bogus speeding tickets in the Eastern Townships. Grenier will appear in court only on  March 27th. His status with the police force is expected to be re-evaluated in the coming days. Meanwhile he gets fully pay..

A constable with B.C.’s Abbotsford Police Department has been criminally charged and 16 other officers are under investigation for allegations related to the integrity of statements used in a number of criminal cases to obtain search warrants. Const. Christopher Nicholson has been charged with  breach of trust, obstruction of justice and conspiracy to traffic a controlled substance, the Office of the Police Complaints Commissioner (OPCC) said in a statement released Wednesday.  During the Vancouver Police Department investigation, it says it uncovered further allegations of misconduct against 16 other members of the APD and a total of 148 accusations of misconduct against seventeen members of the Abbotsford Police Department. The accusations include corrupt practice, deceit, and neglect of duty. The OPCC says it has not been able to adequately determine the extent to which prosecutions may have been compromised “due to the lack of adequate disclosure from the police. Deputy Police Complaint Commissioner Rollie Woods says the officers are accused of making up information to secure search warrants. “The concerns raised have an impact of the interplay between key institutional stakeholders within the criminal justice system which include the federal prosecution service, judicial officers and the police. Furthermore, what remains an active concern to the OPCC is the extent to which the search warrants in issue may have contributed to potentially unsafe prosecutions,” reads a statement from the office.

Canada’s health-care system compared to other public systems world wide is a let down and the US private system also doesn’t score very well internationally.

There are many , many reasons for a start the Doctors and nurses who kill patients, neglect them do not face any negative consequences at all for a start.

I have had many American tell me in the US that we have a good Medical system because it is free.. Being free does not  insure a good medical care system if Doctors and Nurses are rarely supervised. The public-private Swiss health system comes first.

The Canadian  system also like the U.S. system does  sucks up loads of  money all without producing discernibly better outcomes.

In most categories, Canada comes between the middle and the bottom – except in spending, where Canada is in the upper third, per capital.

It is the  politicians crap that  Canada having the best Medicare system in the world.

” Among 11 countries, Canada ranks last or second-last in getting same- or next-day doctor appointments, finding after-hours care, waiting for more than two months for a specialist appointment or four months for elective surgery.” Getting to see God can be a real nightmare..

Canadian patients spend more time in Hospitals per stay, than anywhere else except Japan. Why?  There are too few doctors to look after the patients, the medical system relies on interns  in training and nurses mostly still for the average patient care. Having more beds will not help .

Governments, and Hospitals are working  next, now on kicking more people out of hospitals, to  get them out more quickly and still not rather insuring they get helped medically.

What does the public think of Medicare? You have to  firstly get admitted to the hospital to find out you are not getting the best care  there possible.

When people ask for  “fundamental changes,” what do they mean..  They firstly do want the bad doctors and bad nurses, bad  hospital administrators, fired, discharged not covered up over and over again..

The problem is there is not only a lack of accountabilty, but the money is not properly managed.. Ottawa transfers $32-billion a year to the provinces for health care,  but how well is it spent? Many useless  medical test are done in hospitals still as well.

So “Ottawa spends another $7.2-billion for specialized health care, including $2.5-billion for aboriginals, $1.1-billion for veterans, $571-million for the military and $614-million for the Public Health Agency. Ottawa also spends money to sponsor medical research.” So what?  Putting more money in pails full of holes is wasteful..

As if the oil downturn, recession is not enough for Alberta

The Canadian Food Inspection Agency confirmed on Friday that it had found a case of bovine spongiform encephalopathy (BSE), also known as mad cow disease, in a beef cow in Alberta.  BSE — a progressive, fatal neurological disease — is believed to be spread when cattle eat protein rendered from the brains and spines of infected cattle or sheep. Canada banned that practice in 1997.  Exports of Canadian beef were repeatedly  badly hit in 2003 after the first case of BSE was found on a farm. A fresh discovery of BSE may close borders to Canadian beef and reduce the price of beef for Canadian Consumers again.

The  scenario that’s unfolded in Alberta in the past month is frightening .  The drop in oil prices has hit Alberta like a bomb. Few saw it coming.   A long-term over supply means “the new equilibrium price of oil will likely be much lower than over the past decade.”  So the news out of the oil towers in downtown Calgary, Edmonton gets worse every day. Everything from employment to local real estate markets are starting to  seriuosly suffer. Job losses in the Alberta oil patch have become almost daily events in oil patch and are even mounting  as the oil price collapse is pushing the past-vibrant Alberta economy into a dramatic downward spiral,  meaning more than 60,000 lost jobs . The Alberta  Government is facing $21-billion resource revenue shortfall over three years. Finance Minister, Robin Campbell, announced the upcoming budget will have a 9 per cent cut in program spending. In addition, the province will cut five per cent across the board, which will mean a $2.2-billion reduction in overall spending, year over year.  Likely nothing, including health care and education, is considered  untouchable.  “They’re destroying business confidence by threatening to tax anything that moves — tax on sugar, tax on gas, Alberta health-care premiums, and raising our 10-per-cent flat tax rate.”  Alberta’s premier Jim Prentice has said public-sector unions must do their part in light of low oil prices, as he called the present wages for teachers, nurses and other civil servants unsustainable. The cities of Calgary and Edmonton, both of which  depend on significant cash infusions from the province, will likely have to put their dreams on hold for a long while.The budget cuts trigger outrage in Alberta.  ” The news was reminiscent of the mid-1990s when then-premier Ralph Klein — faced with a crippling, $20-billion debt — gutted parts of the provincial civic service, eliminating thousands of jobs. Grants to schools, hospitals, universities and municipalities were frozen. ”  People in other parts of the country are saying  Albertans have not resided in real world for some time.  Only now are there concerns about the Alberta’s poor as the spending reductions could have severe consequences for family, child and disability agencies that rely on government grants to pay staff and administer social services. The pain felt elsewhere in Canada  now in Alberta is real.

Never mind what the spin doctors will say about Alberta’s future, the  present home of Canada’s prime Mister Stephen Harper  as the present reality is  that Alberta is mainly an  oil and gas, tourists, dependent on its resource sector and  the province has long relied on both the economic activity and the direct revenue from royalties and land sales to underpin government budgets but now this bubble has burst again,  the Oil’s price plunge means a bumpy ride in  all  sales, the economy in Alberta.   ‘Oil Prices are not going to bounce back:’ Prentice gloomy about quick oil recovery. Oil’s price collapse sends shiver across Alberta’s real estate market. Home prices fall also  in Calgary as real estate chill deepens.  Sales are down 7.5 per cent versus a year ago, while the  new listings have   “gushed” 42 per cent higher.  The Bank of Canada’s decision this week to slash its trend-setting interest rate a quarter of a percentage point to 0.75 per cent will not help to pay the high home mortgages many have there. You also cannot borrow more money, or buy more when facing a job cut.  School fees in Alberta triple in five years.   The out-of-pocket cost of sending a child to public schools in Alberta nearly tripled in five years as boards became increasingly dependent on fees to meet their budgets, and the Edmonton police are focusing more energy on   property crimes which  have climbed significantly. There have been 23 break and enters, 28 thefts from vehicles, and 20 thefts of vehicles in the area during the first few weeks of 2015. That is double number of property crimes the neighbourhood experienced at the same time in 2014 .  “The fact that these school fees have increased during a period when this province had record revenues is just not fair to the average Alberta family,”

Alberta’s surprise recessions are not much of a surprise to the wise… for false pride still comes before a great fall.. lay off the too many abusive cops, bad city hall employees as well in Alberta and save the money now too. You have to be rather kind, nice to everyone, even the Albertans now too, cause you do not know to whom you will go begging for help next as well.  In reality History repeats itself.. remember the 1980’s. 2009-10 when in Alberta Jobs were lost, homes went into foreclosures, property values went down due the flood of homes for sale on the market. divorce increased. Sadly they in Alberta do not learn not the first, second or the third time. When they were rich, proud and arrogant the Conservative leaders of Alberta were too proud to heed to others, to take advice… but now that they are facing serious ,drastic economic downturn they merely pretend they are ready to listen.. and how long will that next last? Instead of saving , planning effectively for a rain days the politicians of Alberta were living high on the hog, spending the citizens money, and not really caring about the citizens own good welfare. ” The Alberta government didn’t have a plan unless you consider shovelling money out the back door as fast as it came in the front to be a plan. “Making use of the revenues” meant spending the revenues. When times were good it outspent every other province in the country on a per-capita basis. It may have been a Conservative government in name, but its spending was liberal, in every sense of the word. Many Albertans told them to save more, even the Liberals. It might be hard for many Canadians, particularly in hard-hit Ontario, to feel much sympathy for this western province. After all, there was a distinct cockiness in the way “The New West” asserted its newfound position of fiscal superiority this decade over Central Canada in particular.” They had often rubbed it all proudly in our face, Alberta’s wealth, it’s importance, no taxes, a great future, and what ever before that.. Because too many Albertans were openly bashing the poor people for decades as well, now they too do have to walk in a poor man’s shoes themselves.. I REMEMBER WHEN MANY ARROGANT ALBERTANS, POLITICIANS USED TO FALSELY BOAST ON THE NET ABOUT THEIR PROSPERITY.. and I would reply they need to be really now more considerate of the poor people and the rest of Canada for they too will ONE DAY be on social aid, EVEN asking other Canadians to help them.. it is funny how reality comes to pass with time even in Alberta.

Since then, the Bank of Canada has opted to use $55 oil for its forecasts, and earlier economic projections of a significant rebound in prices this year have evaporated in recent weeks.” The country’s largest private mortgage insurer Genworth MI Canada Inc.,  says it expects rising losses on its portfolio of Alberta mortgages this year.  The Alberta mortgages in the last two years,  borrowers tended to have relatively high loan-to-value ratio, with equity averaging just 16 per cent in 2013 and 9 per cent in 2014, due to slow home price appreciation and borrowers paying off less of the principal on their mortgages in those years, the company had  said. Genworth Canada’s own stock has plummeted 25 per cent since November.

In the last 10 years, crime rates have fallen roughly 27 per cent but costs have risen 44 per cent in policing and 33 per cent in corrections. Our prisoner population has managed to stay constant.  Is that a paradox? Or is that because those in the system are smart enough to ensure they all keep working and our prisons remain full, even though there are far fewer crimes. Also the report notes “the most embarrassing lacunae in Canadian data” is the lack of useful information on our courts — “we have no systemic way of assessing whether the courts are getting more or less effective in dealing with the cases that they see, let alone understanding how much as a society we are paying. For a developed nation, this is disappointing to say the least … How bad is it?”  It’s appalling — even mischief cases take more than half a year on average to process.  First Nations represent about four per cent of the population but more and more of them are being imprisoned — from 13 per cent of the offenders in custody in 1998 to 20 per cent a decade later. In Saskatchewan, 80 per cent of inmates are native. Canada goes out of the way to help Ukraine and gives satellite imagery to Ukrainian military but  at the same  Canadian government is unable to insure that  the satellite pictures supplied to Ukraine  would only be used to help Ukraine take defensive measures and not offensive operations such as targeting the Ukrainian rebels opposing forces.

These satellite imagery that would give Kiev’s forces new high-resolution battle intelligence in their long-running conflict with Ukrainian rebels,   separatists.

RADARSAT-2, a satellite launched in 2007, is operated by Richmond, B.C.’s MacDonald Dettwiler and Associates for the Canadian government and is used for everything from coastal surveillance by the military to mapping and keeping track of sea ice, crops, pollution and ships.

Ukraine had agreed to trade a broad autonomy for the east to get back control of its Russian border by the end of this year under a peace deal hammered out  in negotiations between Russia, Ukraine, France and Germany. French President Francois Hollande  said the announcement of a new cease-fire deal has come as a “relief to Europe.”  Russian President Vladimir Putin told reporters that the agreement envisages a cease-fire beginning Sunday (2200 GMT (5 p.m. EST) Saturday) as well as a special status for Ukraine’s separatist regions and provisions to address border concerns and humanitarian issues. The deal,  requires the Ukrainian parliament to give wide powers to the eastern regions as a condition for restoring Ukraine’s full control over its border with Russia. “But the concrete steps of course have to be taken, and…

The biggest factor in crash fatalities, OPP

 

In spite of the fact only 21 percent of deaths in car crashes were caused by speeding the police issue the most resources, tickets, fines on “speeding” still.

Driver inattention the biggest factor in crash fatalities, OPP say Drawing on 10 years of data from investigations, the Ontario Provincial Police are concluding the majority of fatal collisions on OPP-patrolled roads and highways are a result of poor driving behaviour or driver error.  There were 287 deaths from 265 fatal crashes in 2014.  According to the OPP, 73 were related to distracted driving, 46 were related to impaired driving, 61 were related to speeding, and 50 were related to not wearing a seat belt or a helmet.  There are other factors in collision fatalities as well, police said, and they include animal-related collisions, a driver being under medical distress, and so on. But those factors are not a part of the majority.

Though for the past seven months Saskatchewan drivers have faced fines for texting or emailing while driving, three Regina driving instructors have seen little decrease. In 2013, there were 5,745 collisions related to distracted driving, according to SGI; 32 people died and nearly 2,000 were injured. In a recent CAA poll, Canadians ranked texting while driving as their top road safety concern, above drinking and driving, running red lights, speeding and other concerns.

Alcohol-related charges up 37% from last January: OPP The number of alcohol-related charges is up in January compared to the same time last year, according to statistics released by the Ontario Provincial Police (OPP). Police laid 118 impaired driving charges in January, versus 86 charges in January of 2014, which is an increase of 37 per cent.

Meanwhile, data from Statistics Canada (1986 to 2011) shows the vast majority of those charged with drinking and driving are male. In 2011, there were 90,277 impaired driving incidents with 82.4 per cent charged being males and 19.6 per cent females. However, there’s been a steady increase in impaired female drivers since the 1980s, while the number of impaired male drivers has decreased slightly.  Statistics Canada numbers from 2011 also show the highest impaired driving rates occurred within the 20 to 24 age group. The rates decrease with increasing age. Also, drivers under 35 years old account for two-thirds of those accused of impaired driving causing death and causing injury in 2011.

Too many people Canada wide do now often complain about still being harassed, bullied by Traffic cops and getting unnecessary traffic tickets, especially it seems in Ontario, Alberta too. Cops are no angels themselves for sure.

OTTAWA — The federal revenue agency can now hand the police possible evidence of serious crime — including terrorist activity — that it happens to come across while reviewing taxpayer files. The Canada Revenue Agency gained the little-noticed new authority, which does not require a judicial warrant, through an amendment tucked into the government’s most recent omnibus budget bill. Previously, confidentiality provisions in the law prevented the agency from handing information about suspected wrongdoing, on its own initiative, to law enforcement. The exception was information that pointed to tax-related crimes.  The new provisions apply to offences including breaking and entering, vehicle theft, arson, corruption and kidnapping. They also allow authorities to pass along information about any offence with a minimum prison term, or one with a maximum sentence of 14 years.The list of offences is disturbingly broad and amounts to a fundamental change in allowing the agency to hand information to police without a court-ordered warrant — even when the alleged crimes have nothing to do with taxes

Everyone can and should be held accountable even for their acts and their words now too.. no matter who you are too.  Accountability needs to start with the politicians, civil and public servants firstly and not just the ordinary folks..  And do not forget the Federal Conservatives. You know, the people who had  claimed many years ago they were going to clean up Ottawa and end entitlements and misspending and were going to show us all a better way.. and now next  they did the same bad thing as all the others.. they even falsely still refuse to be accountiable for their expense accounts .. they clearly also  now have  much too many unacceptable liars still. We all tend to know by now that the crooks on their own do falsely  deny any guilt or wrong doings now  too. Water unrestrained runs down hill, so do self supervised Professionals, Doctors, Nurses, Cops, Mayors, Civil and Public Servants, RCMP,  Business persons  now too..  and self supervision does not work as  it tends to be only masturbation and not the real thing still too. The existing justice system has been the subject of persistent criticism from those who charge  that even the police are biased in favour of their fellow officers, establishment  and there is no  guarantee of impartiality, fairness. Civil liberty groups, student federations and social, human rights  activists have been rightfully calling even for an open,  full public inquiry into what they call excessive force against the Quebec Students by the police last spring and summer. An estimated 3,000 people were arrested or abused  during more than four months of widespread Quebec protests, social unrest. The other unacceptable Malaise of sweeping refuse, shit under the rug.. the civil servant managers serious, personal failure to deal with ther unacceptable, crooked, dishonest, thieving subordinates rather than disposing of them, firing them, putting then into the garbage bins is still needed as some people only learn to do good the hard way, when they feel real negative repercussions. I strongly suggest we get rid of these bad managers, firstly, immediately, all bad cops included..

President Barack Obama had originally said that he had opposed to arming the Ukrainian military, fearing a proxy battle between the US and Russia. “If you are talking about Ukraine and arming the Kiev government to fight the separatists, what you are really talking about is getting into a proxy war with Russia, Where does that end?” Still President Barack Obama is reconsidering his opposition to giving Ukraine defensive weapons and other lethal aid to help its struggling military repel the Ukrainian rebels, lying he is not alone in coming to that decision for the majority of Americans support him in this too.. Obama hopes to coordinate the U.S. response to the Ukraine crisis with Europe. German Chancellor Angela Merkel, has said Monday that Germany will not provide weapons to Ukraine and prefers economic sanctions and negotiations to “solve or at least mitigate the conflict.” “It is my firm belief that this conflict cannot be solved militarily,” Merkel said after meeting with Hungarian Prime Minister Viktor Orban in Budapest. or at least mitigate the conflict.” No amount of arms would put Ukraine on par with the Russian military.

Canada’s Foreign Affairs Minister John Baird

I was reading the many New media comments about John Baird is unexpectedly  leaving federal politics they sounded mostly like obituaries where you do not say anything bad, negative about the dead. Baird might be a rat leaving a sinking ship?

Baird’s criticism of the stance of several African countries on same-sex rights and of the Russian Federation for its ban on “homosexual propaganda” and other moves to suppress LGBT rights have been condemned by the social conservative lobby group REAL Women of Canada which issued a statement accusing him of “abuse of office” claiming that “Mr. Baird’s actions are destructive to the conservative base in Canada and causing collateral damage to his party.”

Mr. Baird, 45, is  one of Prime Minister Stephen Harper’s   senior  political lieutenants  but undeniably still  Employment Minister Jason Kenney is arguably the cabinet minister with one of the biggest responsibilities on his plate right now.. Sources say the veteran politician wants to start a new career in the private sector. “The minister is looking to turn the page on 20 years of public service and like anyone in public office is looking for new opportunities,” a source close to the minister said.” Really? sounds like there is much more to it..  “After spending the past few years listening to Mr. Baird going out of his way to legitimize the banality and brutality of a 50-year-old Israeli occupation…  He should first apologize to his own citizenry, many of whom are God-loving Jews, Christians and Muslims who would never condone nor cheer for an Israeli government that stretches support to Israeli settlers who attack churches and mosques. Mr. Baird should apologize for his active encouragement of Israel’s brute and ugly occupation and its apartheid policies. He should apologize for failing to promote those things Canadians hold dear such as freedom, dignity and human rights and for replacing those ideals with an outspoken support of Israel’s clear and undisputed violations of international law. OTTAWA (Reuters) – The sudden resignation of Canada’s foreign minister John Baird has revealed strains inside the ruling Conservatives and complicates their bid to extend a decade in power in elections this October… insiders said Baird had become increasingly frustrated with officials in Harper’s office, both on major issues and also over what he saw as excessive micro-management. John Baird  joined the Canadian government’s condemnation of the  “barbaric” attack on the Paris offices of Charlie Hebdo magazine that left a dozen people dead. Canada stands united with France against acts of terrorism.  “We want to condemn in the strongest terms, this barbaric act. To see 12 people, including two or three law enforcement officials killed in downtown Paris is just horrific,” he said. “I immediately placed a call to my counterpart, to say that we stand in solidarity with the French people at this time.”

Baird has recently  been working to secure the release of an accused terrorist  Egyptian-Canadian Al-Jazeera journalist  Mohamed Fahmy from a Cairo, Egypt  prison. Fahmy, who was arrested in 2013 and has been in jail since was sentenced to at least seven years in prison on terrorism-related charges last year in a trial. He was  over their coverage of the violent crackdown on Islamist protests following the military overthrow of President Mohammed Morsi in 2013. Egyptian authorities accused him of providing a platform for Morsi’s Muslim Brotherhood, now declared a terrorist organization.  The family of Mohamed Fahmy has confirmed that the Egyptian-Canadian journalist has given up his Egyptian citizenship in the hope that it will get him released from a Cairo prison. People with dual  citizens are basically non Canadians anyway. Foreign Affairs Minister John Baird has said  he is hopeful Fahmy will be released from jail soon? but gave no specific timing. He believed that Mr Fahmy, the news channel’s Cairo chief who recently gave up Egyptian citizenship, would be deported like his Australian colleague Peter Greste. But a retrial has thrown that into question. John Baird failed here too..
