Speaking of safety, health now too . It is absolutely shocking to me, and I  wonder how the federal government can make a budget distribution based on need, when there is no real credible statics in Canada easily, readily available as to how many people have died from all together, separately, annually for  cancer, heart attacks, diabetes, drunk driving, speeding, homicide   in Canada  and why is that? No one cares? not even the Ministers? If you have such latest real info do let us all know..

Motor Vehicular accidents and Homicides do not account for even 10 percent of the causes of all annual deaths in Canada. and  yet more  than 9,300 hospital patients died solely of sepsis – a form of blood poisoning caused by infections – last year in Canada, new data reveal. 150,000 people will be diagnosed with cancer and 70,000people will die as a result per year?.  “Trends suggest that by 2010, cancer will be the leading cause of deaths in Canada and  will surpass heart related deaths..,” Also  1 in 4 Canadians will contract some form of heart disease . There are about 400,000 related acute care hospitalizations per year.  Cardiovascular disease is still the leading cause of deaths in Canada and accounted for at least 33% of all deaths (34% among women, 32% among men) . 75,000 Canadians suffer heart attacks each year and there has been a decreasing trend as well.  All people yes  also will die anyway sooner or later but someone needs to care about the good welfare of the living in reality now.. not in pretence

 But none of them cancer or heart patients now will get any police tickets. Why? and what only speeders, drunk drivers will?

Not one cent of tax payer’s money should ever be used to purchase alcohol at any function, on any expense account.. and all alcoholics working in the government should be fired immediately if they are not getting proper treatment for it as well.

And it   seems the police in Alberta think we are all as stupid as they are rather now too..  here is some undeniable  facts the police in Alberta and elsewhere need to be educated with:

– Alcohol use is a factor in 2 out of every 5 car accidents. Many cops drive drunk as well..
– Major cause of accidents now  also are not caused by speeding. ” The official statistics showed that only five per cent of crashes are caused by drivers breaking the speed limit. Drivers who let their attention wander cause more than six times as many accidents.” Driver error accounted for 66 per cent of accidents.. and add the road rage, impaired, drunk drivers, bad poorly maintained vehicles to that too .. Police love to lie and say that all accidents are mostly speed related, to justify their fat cow cash grabs, especially in Alberta and in Ontario now too.. they lump all of their homemade statistics as the accidents, deaths realted all to speeding.. not in reality to drunk driver, bad drivers, road rage, poor roads, bad snow cleaning.. so the annual return of cold and snow will bring out another annual event, more car accidents.
– Most reasonable and reasoning people have seen the folly of speed cameras as a mere cash grab  for decades now too.
– Driver inattention is the leading factor in most crashes.
– Men who drive under the influence of marijuana are more likely to be involved in traffic accidents and what do the traffic police do about this? nothing?
–  Most accidents occur on rural roads and not in the cities.. yet the traffic police force is mostly in the cities..
– Now the Police, also the RCMP is so ready to monitor others it firstly cannot monitor itself.. how absurd and hypocritical still too..
 
In reality the too often self serving, money hungry, promotional and empire oriented police, and their superiors, bad justice ministers, bad politicians  really do not care about the citizens good welfare but only their own still

Research On Real-World Driver Behavior, Distraction And Crash Factors     Sep 27, 2006 Driver inattention is the leading factor in most crashes and near-crashes, according to a landmark research.   Driver inattention is the leading factor in most crashes and near-crashes, according to a landmark research report released by the National Highway Traffic Safety Administration (NHTSA) and the Virginia Tech Transportation Institute (VTTI). Nearly 80 percent of crashes and 65 percent of near-crashes involved some form of driver inattention within three seconds before the event. Primary causes of driver inattention are distracting activities, such as cell phone use, and drowsiness. “This important research illustrates the potentially dire consequences that can occur while driving distracted or drowsy.  It’s crucial that drivers always be alert when on the road,” said Jacqueline Glassman, acting administrator of NHTSA. Her remarks were made during a news conference at VTTI in Blacksburg, VA. 

   

Study Finds Correlation between Marijuana Use and Auto Accidents  A study, which was recently published by the University of Montreal in Canada, says that men who drive under the influence of marijuana are more likely to be involved in traffic accidents. A senior author of the study, Jacques Bergeron, wrote the following about his research conclusions: “Individuals scoring high on impulsivity or sensation-seeking scales demonstrated an elevated risk of driving under the influence of cannabis.”The study found that men who use marijuana are much more likely to be involved in accidents. In fact, of the 83 participants who were surveyed, 35 percent had been involved in a crash, resulting in material damages within the previous three years. Of these 83 men, 30 percent said that they had used pot and 80 percent of those said that they had driven under the influence of marijuana at least once in the year before the study. The age range of the men who were interviewed ran from 17 to 49 years old. The study itself was published in the journal: Accident Analysis & Prevention.

 

Study Shows that High Mileage Drivers are More Accident Prone   A recent study, released by Quality Planning, concludes that drivers who spend more time on the road and behind the wheel actually have a higher incidence of traffic accidents. This may be because the ratio of driving time to accidents is not taken into consideration; however, many drivers who use their cars for under 3,000 miles of driving each year have begun to demand lower rates from their insurance companies.  Such drivers are 44% less likely to be involved in an accident than those who drove an average amount. Those drivers who were behind the wheel for more than 28,000 miles each year are 28% more prone to accidents.

The BC justice minister is clearly scared to prosecute the dirty RCMP because he is guilty himself.. many unpaid speeding tickets.. The citizens expected their Attorney General’s Office to conduct a fair and comprehensive investigation of all police  matters too to determine if there is evidence of criminal wrongdoing but he could not do so cause his hands were tied..

A profile of collisions in Canada
In Canada, there were approximately 1,700 motor vehicle collisions every day during 2000, of which about 75 percent resulted in property damage only, and 25 percent involved an injury or a death. 
In 2000, eight people died on our roads every day, and 623 were injured, 2,566 fatal collisions
  
 Two-thirds of fatal collisions occurred on rural roads  Most deadly collisions took place on rural roads – primary and secondary highways and local roads  Approximately 67 percent of the 2,566 fatal collisions occurred on rural roads in 2000. Of all injury collisions, 42,700 or 28 percent occurred on rural roads, while the majority occurred in urban areas . Motor Vehicle Traffic Collisions 1991-2000
Three out of four serious collisions occurred in clear weather  road conditions for traffic deaths and injuries. But, in fact, the majority of collisions causing death and injury occurred in clear weather on straight, level roads with a dry road surface.( The drunk drivers drive often and have accidents on good roads, and good days )  More than half of fatal collisions and two thirds of the injury collisions occurred on such roads and the proportion of crashes on these roads has been on the increase. Almost one in five fatal collisions occurred on Saturday  A single three-hour time period, from 3 p.m. to 6 p.m., posed the highest risk for fatal crashes and those producing injuries. This high-risk time period was even riskier on weekends. Saturday was the peak day for fatal collisions, although the period from midnight to 3:00 a.m. was the most risky. Friday was the peak day for injuries. Fewer serious crashes occurred on weekdays, with Monday the safest day by a slight edge. 
 

July and August observed the highest frequencies of fatal collisions  On average, the peak months for fatal collisions were July and August. Injury collisions were also consistent: injury collisions involving two vehicles peaked in June, July and August, while single-vehicle injury collisions often peaked in November and December. 
 
The number of motor vehicles involved in crashes each year was still over 1.1 million in 2000, displayed by collision severity and vehicle type..  automobiles, light trucks and vans are most frequently involved in collisions.
 
The alcohol-related casualty figures remain grim. Of almost 3000 road users killed in 2000, alcohol was a factor in approximately 1000 deaths. Many of the fatally injured drivers who had consumed alcohol were severely impaired is about 40 percent.. Almost all Canadians, regardless of age group, were safer on the roads Almost all Canadians, regardless of age group, were safer on the roads, but two age groups showed increases in fatalities of 19 percent and 21 percent in the 45-54 and the unknown age groups, respectively, over the 10-year period. The 45-54 age group posted a strong increase in population as mentioned above.  All age groups under 35 years of age showed strong double-digit decreases in injuries. Injuries in all age groups over 34 years of age increased from 1991 to 2000 and were most notable in the 45-54, 65 and over, and unknown age groups showing increases of 28 percent, 12 percent and 52 percent, respectively. Commercial vehicle collisions accounted for one in five deaths In the National Safety Code for Motor Carriers, commercial vehicle is defined as a truck, tractor, or -trailer, or combination thereof exceeding a registered gross weight of 4 500 kilograms; or a bus designed, constructed and used for the transportation of passengers with a designated seating capacity of more than 10, including the driver, but excluding the operation for personal use.   The National Safety Code currently contains 15 standards addressing factors necessary for the safe operation of all commercial vehicles.  The federal government has jurisdiction under the Motor Vehicle Transport Act to regulate truck and bus carriers that operate beyond the limits of a province.  The Act creates a framework for shared responsibility between federal and provincial governments for the safe operation of motor carriers.  The provinces and territories regulate the operations of carriers within their respective jurisdictions.  Over the period 1991 to 2000, injuries resulting from commercial vehicle collisions fell from 15,564 to 14,860; and fewer people died – a decrease from 662 to 587.  As impressive as these improvements are, however, commercial vehicle crashes are often deadly, and particularly dangerous to other users of the road. Although commercial vehicles, on average, accounted for approximately 8 to 9 percent of all vehicles involved in crashes, they accounted for an average of 19 percent of all road user fatalities or one in five road fatalities in Canada. 
 
By far the majority of victims in commercial vehicle crashes were the occupants of the other vehicles involved. In 2000, for example, crashes involving commercial vehicles killed 587 persons; 447 of whom were occupants of the other vehicles involved. 
 
School bus travel is very safe The number of school bus occupants fatally injured over the ten-year period was ten, two drivers and eight passengers. From 1995 to 2000, only three passengers of school buses were killed.
 
While vehicle occupants account for over 75 percent of the deaths and injuries the  pedestrians still do face considerable risks. Crashes involving these vulnerable road users claimed 567 lives in 2000.   Motorcyclists accounted for one in 18 fatalities Motorcycle registrations in Canada  311,000 in 2000. In 2000, there was one motorcycle for every 57 motor vehicles registered. Nonetheless, motorcyclists still accounted for almost six percent  00-04

OTTAWA — Rapid contractions of both the Canadian economy and the job market eclipsed the Harper government’s stimulus package before the first dollar was dispensed, an economic think-tank says in study to be released Monday. The study by the Canadian Centre for Policy Alternatives says the stimulus package laid out in the Jan. 27 budget was too small, too late and failed to direct the money where Canadians would get the most bang for their buck. “The size of the federal government’s stimulus package is out of proportion to the threat that Canadians are currently facing and have already ensured,” says the report, entitled Too Little Too Late. Written by CCPA economist David Macdonald, the study urged Prime Minister Stephen Harper to increase the stimulus effort. The government ‘s    $29-billion stimulus package .. the economic impact of the stimulus package was “exhausted” by the end of December, almost one month before the government introduced the package, CCPA said. Revise listeriosis report, feds tell Ontario official Thu Apr 23, 7:24 PM OTTAWA – The heads of three federal agencies pivotal to last summer’s listeriosis crisis want a damning report by Ontario’s top public health official “clarified and corrected.” The most senior officials at the Canadian Food Inspection Agency, the Public Health Agency of Canada and Health Canada demanded the revisions in a recent letter to Dr. David Williams, Ontario’s acting chief medical officer of health. Williams’ report, released last Friday, rapped the knuckles of federal and provincial health authorities for failing to work together during the outbreak.  Twenty-two people died and hundreds more fell ill after eating contaminated deli meats from a Maple Leaf Foods plant in Toronto.  The letter says Toronto public health officials hampered the investigation by not including enough identifying information on food samples collected from Toronto hospitals and nursing homes that tested positive for Listeria. Williams’ report likewise singles out the Public Health Agency for not playing a leadership role during the outbreak.

RCMP Taser trainees told jolts don’t hurt heart or respiration, inquiry hears Thu Apr 23, 8:16 PM  VANCOUVER, B.C. – The Mounties who confronted Robert Dziekanski and stunned him with a Taser were told in training there’s no medical evidence the high-voltage device disrupts breathing or the heart, says the officer who trained them..  The veteran officer, who also teaches other Mounties to be Taser instructors, revealed he has never seen the infamous video of Dziekanski’s final moments that in part sparked this inquiry.  “You would wonder how the use-of-force expert for the province of British Columbia for the RCMP would not have taken the opportunity to review a Tasering event that has attracted worldwide attention,” said Walter Kosteckyj, lawyer for Dziekanski’s mother Zofia Cisowski.  Campaigning B.C. Green party leader Jane Sterk took advantage of the inquiry to call for banning Taser use and replacing the RCMP with a provincial police force.

The RCMP made a mistake by waiting 14 months before correcting misinformation about a fatal incident involving four Mounties at Vancouver’s airport, a media relations officer said Wednesday at the Braidwood inquiry.  Cpl. Dale Carr told the inquiry, which is probing the death of Robert Dziekanski at Vancouver International Airport after he was Tasered five times at about 1:30 a.m. on Oct. 14, 2007.   that the misinformation initially put out by the RCMP could have compromised the investigation http://www.vancouversun.com/News/Mountie+admits+RCMP+conveyed+misinformation/1525511/story.html

 
This was no mistake, this was an unacceptable blatant lie  where real, serious punishment should be applied to all the RCMP personnel  involved.

The inquiry heard last month that in the first two days after Dziekanski died on Oct. 14, 2007, the RCMP’s public statements on the incident contained false information about how many officers were involved, how many times Dziekanski was stunned and what state Dziekanski was in when approached by officers.

Inquiry commissioner Thomas Braidwood ruled that Supt. Wayne Rideout could only address his decisions about what RCMP media spokespeople had told the public following Dziekanski’s death — despite a request by the lawyer for the Polish government to expand the scope of questions Rideout can be asked when he returns. Don Rosenbloom wanted to question Rideout about why the RCMP fought to withhold amateur video of the Taser incident, and why investigators failed to question the four Mounties who were deployed to handle Dziekanski when discrepancies were discovered in their statements.

Every day police officers leave their homes and families and put their lives on the line for a salary, cause this is what they are being paid for, hired for and this does not mean that they are now even free of any negative criticism while they are doing their paid  duties, especially when there are so many outstanding questions regarding their    inappropriate use of authority, force by too many police officers,  plus the unacceptable false  cover ups of their wrong doings and their unacceptable lying now  too.  Plus basically  nothing has even changed in the Vancouver airport customs area since the RCMP’s death of the police immigrant Dziekanski. And there are still concerns about Liberal candidate Kash Heed and his former role as West Vancouver police chief and his unexpected retirement from the force less than two years into his contract, “There’s still a lot of anger about a $40,000 severance payout even though he voluntarily quit in February, leaving many unanswered questions about his status on the force,”  to supposedly avoid legal prosecution too. “The cops have a responsibility to follow moral leadership and let me tell you, the cops do not have that here [in Abbotsford] “NDP candidate for Abbotsford South, Bonnie Rai. These are all valid issues, concerns too.  

 

Mulroney didn’t want cash made public, probe told  Toronto Star –  OTTAWA–Author William Kaplan said yesterday Brian Mulroney repeatedly tried to stop him from making public that the former prime minister took cash from arms dealer Karlheinz Schreiber.

 

I am often still surprised also to  how supposedly professing Christian Churches, persons do wrongfully still do deviate from what the Bible says, these often mere parrots tend to follow some of their past leaders doctrinal statements and not the Bible too.. I know that they do  have a hidden agenda and that they  are twisting their messages   to suit it.. thus not giving honest Biblical answers.
 
Sadly one of the typical evidence of false teaching is how overboard a teacher is by their inconsistencies with, distortions related to  the whole scripture… all of related Bible’s teaching too now that they  had now left out..
 
It is absurd for any person to even imply there is no sin, or  that God now, next punishes no one here on earth, or after for any of their sins,   or to say that that they the sinners are merely punishing themselves, God does have  higher laws too, the  laws he has designed with  negative consequences for their violations undeniably as well. The negative Consequences are not by chance, or unrelated to God. Even the new Testament still says people reap here on earth what they have sowed and God punishes people for their unrepentant  sins. The Bible also says that Adultery is God’s trap, punishment for those whom he is upset at.. and the same Bible says that God does still punishes some people even for their sins even if they have been forgiven as a deterrent even for them not to sin anymore. Yes there is still really unacceptable sins, negative consequences for sins and the liars now too, and yes there is a real hell as well. an  initial place of separation from God and a final place, a permanent separation from God. When you sin and you do not repent you start to be separated from God.. and you might end up there permanently by your own acts,  free will too.

So still now  what really is needed  firstly is not more CHEAP, PRETENTIOUS  self regulations,   the supposed discipline of their members , or even their ensuring their education, but real INSPECTIONS, EFFECTIVENESS , competency testing. 

 For it is a fact that anything that will put a self regulating body or a Ministry into a negative light will have a built in  tendency still to be denied,   suppressed, minimized in reality, to be ineffective .  

 
There in reality is the main  one important step that all consumers can take to protect themselves from any unscrupulous persons  and that is enforced, exemplary public exposure and prosecution of the supposedly guilty persons by a recognized judicial public body,  and so now how many such bad persons now have really been exposed, prosecuted in the last few years in reality too by the responsible Ministers as well?  None? and why not?   
 
Exemplary Public exposure and prosecution of the guilty serves very ones best interest… too often still missing in the PROFESSIONAL BODIES, EVEN IN THE RCMP, police   forces, ALL GOVERNMENTS  as well it seems too.

First you merely ask the guilty, bad persons personally to repent twice, the first time without a witness, the second time with witnesses THAT you have asked them to repent.. and   proof, substantiation is NOT required.. after you have done that you can next post it openly on the net, tell all the others.
 
Next God is fully free to deal with the unrepentant guilty offenders and believe me he will.. I have now been doing for decades too..

– The federal governments hands billions of dollars to the provinces and territories for various programs, but lacks any way to ensure the money is actually spent on those programs, the auditor general reported Thursday.
 
– The federal government also can’t say for sure whether billions of dollars being spent on green programs are actually protecting health, habitat or air quality, says the environment commissioner. Scott Vaughan’s first report to the Commons bluntly concludes that Ottawa too often “does not know the impact of its efforts.”  

“Canadians have high expectations that the government will take action to tackle environmental degradation,” said the audit, tabled in Parliament on Thursday. “The government needs to know what works, what doesn’t, and why.”

– Canada’s parliamentary budget officer is casting doubt on the federal government’s rosy projections in the budget, saying the recession will likely be deeper than expected and Ottawa’s stimulus package smaller and less effective.
 
– The federal Conservatives are engaging in pork-barrel politics by funnelling millions of dollars in infrastructure spending to friendly ridings. The Liberals say more than three-quarters of federal infrastructure money doled out since 2007 went to Conservative ridings. A Liberal analysis of the first $1 billion worth of specific projects financed by the Building Canada Fund concludes that 77.8 per cent of the money went to Tory constituencies. Gerard Kennedy, the Liberal infrastructure critic, says 21 of 27 projects that received funding were in Conservative ridings, He says that shows Stephen Harper’s Conservative government is using the fund to reward supporters and punish regions that did not vote Tory. The fund is the government’s flagship infrastructure program. It was supposed to dole out $37 billion over seven years but the country’s mayors have complained that very little money has actually flowed to municipal infrastructure projects. With billions of dollars in new promises for infrastructure in the recent budget, opposition-held ridings could be frozen out of job creation efforts, Liberal MP Gerard Kennedy said.  “They’re not getting enough out the door, and what they’re promising is going to Conservative ridings,” Liberal Leader Michael Ignatieff said.
 
 
Kevin Page also told a parliamentary committee Thursday the government’s claimed $39.9 billion stimulus package over two years is effectively about 20 per cent smaller, at $31.8 billion. 

And he adds that a portion of the smaller amount may not find its way into the economy because $10 billion is contingent on shared spending by other levels of government. 

The difference will mean the extra spending is unlikely to create or save the 190,000 jobs projected by Finance Minister Jim Flaherty, Page said, estimating the number at closer to 120,000. 

Liberal finance critic John McCallum called the discrepancies and the expectations of a more severe downturn alarming, adding that the government may have to raise its stimulus spending within the next few months.

First we need still a full  review of the waste, fraud, and abuse that has plagued governmental. efforts. What is also needed is a program to remove public officials from office that take our money and spend it on their own false pet projects while many of our people still are not getting the help that they need.
 
Federal Deficit , economic, job creation and capital expenditure programs… are still untrustworthy. Being a past  senior civil, mechanical , projects engineer, project manager myself here now are   the major problem I righty still do had with capital expenditure projects even under PM Jean Chretien and never   mind next under PM Stephen Harper firstly: and it is  is that when you give do monies for a specific capital expenditure projects to the Provinces, Municipalities as well, and just like in many of the non profit organizations now too, a significant portion of the money firstly never even gets to the intended sources but it is diverted elsewhere.. Diverted to: such as paying for existing deficits, debts, unprofitable civil and public services, departments, Crown Corporations too, ineffective overheads, unrelated operating costs  in the provincial , municipal departments. Now since all that happens even before it hits the supposedly private sectors we need to address that too. Now next as to the supposedly private sectors and related projects expenditures , totally honest and fair governmental competition bids still tends not to exists. So no one can make me into a believer that this all of this taxpayer’s money will solely go all into a valid job creation program spurring on the general economy. The existing projects, capital expenditure safeguards are still just not totally there, not the related transparency, accountably as well.. even even you try to use an ex retired, RCMP officer as a supervisor in the contracts, purchasing department, for by now we all should now who immoral, untrustworthy even the RCMP now are too in fact. Some of the money will likely be used even out of the country for a selected few persons rather too.. Are many of the  civil servants, politicians still taking their holidays overseas at tax payers expenses? There are still much too many abusive and questionable expenses: All still Unacceptable too.

• A new $1.5-million performing arts centre in the Burlington, Ont., riding of Mike Wallace.

• An investment of $20 million for a new recreational facility in the Regina-Lumsden-Lake Centre riding of Tom Lukiwski.

• The twinning of the final stretch of Route 1 in the New Brunswick Southwest riding of Greg Thompson for $137.5 million

Almost since my first job after graduating from university I had learned that people are not to be trusted, need to be supervised, and corruption still exists in construction, universities, municipalities, governments, corporations, amongst professionals and politicians as well.
 
Here still  is what I cannot understand about the federal job creation programs carried out under both the liberal and conservative governments, is the necessity it seems to give money firstly to the municipalities, as though they have a direct effect on voters.. Nothing can be farther from the truth for  neither the police themselves, nor the municipalities have a significant vote as to how the citizens will vote on election days. The only group  that can likely have any effect on the voters are pastors, and priests in fact.
 
 Here is what I know for sure in Canada proper policing, management ,  supervision  human rights commissions are a real fact of life, society, in schools, life,  in churches, governments, commerce, institutions, civil and public services, professional services too,  and elsewhere, even on the net,  for you will always have those 30 percent at least of the persons who will try to cheat, lie  , steal, bend the rules, falsely believe they are above the laws, Self  regulation alone is too often pretentious, farcical, often not applied as well. That applies especially to the professionals, civil and public services, police, municipalities, politicians now as well..

VANCOUVER – The B.C. Civil Liberties Association and the union representing airport workers will have standing at a B.C. public inquiry into the death of a man hit by a Taser at Vancouver’s airport.  Inquiry commissioner Thomas Braidwood has also approved the participation of Robert Dziekanski’s mother at the inquiry slated to begin next month.  In a ruling released Tuesday, Braidwood says Zofia Cisowski clearly has an interest in the findings of the commission and granted her lawyer the status to call witnesses and ask questions.  The Vancouver Airport Authority, the Polish government, weapon manufacturer Taser International and Richmond’s fire and rescue department, whose members tried to revive Dziekanski after his collapse last October, will also appear.  It’s unclear if the RCMP will participate in the inquiry. Patrick McGowan, counsel for the commission, said the force was granted an extension to apply and may do so by Friday.  Walter Kosteckyj, who represents Cisowski, said he’s surprised neither the RCMP or Canadian Border Services have indicated their intention to participate in the inquiry.  “I’m presuming it’s their attempt to avoid dealing with the issue,” he said.  “Any government agency involved in this seems to be trying to avoid full participation.”  In August, a report said the Mounties did not get enough input from medical experts about the impact stun guns have on people.  The report, ordered by RCMP Commissioner Bill Elliott, said the Mounties relied too much on advice from Taser’s U.S. manufacturer before approving the device as a less-than-lethal weapon for its officers.  Murray Mollard, executive director of the B.C. Civil Liberties Association, said his group aims to make sure all the facts – including those related to RCMP policies preceding the incident – are understood.  “Ultimately this is about another death in custody,” Mollard said.  “We have on average almost 18 deaths in custody each year in B.C. alone, and it’s going to be important to have an understanding about how the RCMP responds to these incidents.”  Braidwood’s report to the B.C. government related an earlier phase of his inquiry, into the general use of conducted energy weapons by police, is expected in November, McGowan said.  The six weeks of hearings related to Dziekanski’s death begin Oct. 20.  That inquiry is expected to look at events leading up to Dziekanski’s trip from Poland to Vancouver, up to and including his death after being shocked by an RCMP Taser.  Dziekanski’s death on Oct. 14, 2007, was caught on video by a passerby, shocking Canadians and raising questions about the use of Tasers.  http://ca.news.yahoo.com/s/capress/080916/national/taser_inquiry

Too Many major ISP suppliers are unacceptably guilty of

Too Many major ISP suppliers are unacceptably guilty of initial and subsequent false misleading advertising practices, and an immoral  “Bait and switch” business   practice as well.
 
Here is the undeniable reality.. Many bad ISP corporations beforehand do not disclose the amount of capping that they do to their customers., or after wards, or lie as to much they supposedly cap. For example I have a Bell Sympatico connection or I can use a second party proxy connection, and next I get twice the download speeds with the proxy over the Bell’s capped services even  during the non peak hours as well, such as all day Saturday.. not just  evenings  4.0 pm to 2. am when Bell admits it caps their lines. Now that is a fact any potential bell customer should know now too.

Sprint’s mobile broadband service is the latest to abandon the term and the principle in favor of a monthly cap designed to keep their heaviest users from overwhelming their network.
 
But Sprint isn’t alone: its two 3G competitors also cap usage, and two wireline broadband operators are testing explicit caps as well. In the earliest days of broadband, service was either heavily capped, with ridiculously low limits–I recall DSL plans that had 1 GB monthly downstream limits for business-grade offerings–or totally uncapped. 
 
 Now, the idea of capped service with metered rates, stern warnings, or cancellations above a monthly limit are fully in fashion. For the last few years, companies like Comcast and Verizon’s wired broadband division have warned users about excessive downloads, degraded their service, or canceled their accounts, often with little recourse, and sometimes denying it all the while. Enough states’ attorneys general and FCC staff and commissioners have been involved that what was implicit has become explicit, but with the related effect that caps have become much lower than what they were in the ad hoc days before these changes. Driving all this is not scarcity, because there’s plenty of headroom out there on the Internet, but two interrelated issues: service providers always dramatically oversell their service, and some users are actually abusers. ( But really how can one be an absuer when he pays for and uses what was advertised now?
 
 On the first issue, if an ISP has 500 people connected to a central office DSLAM (a DSL aggregator) with a total downstream bandwidth of 2 Gbps, there’s no universe in which a phone company makes available 2 Gbps to that location. Rather, they allot a fraction of that, which works when traffic is bursty, not continuous. Many people downloading or streaming a lot impact everyone in the same grouping. (I’ve seen this at home when I complained about my 3 Mbps DSL dropping to 500 Kbps at night. A Qwest technician explained I was lumped with heavy users, and with about 20 minutes of waiting on the phone, regrouped my line to another, less used pod of users, and my service has been fine since. The nice part is that was a logical change; no one had to walk over to a cage and move my wires around.)
 
The second issue has provoked a lot of debate. But without explicitly labeling the limits on a service, a subscriber can’t technically abuse it. If you know when you sign up for Comcast that they limit your use to 10 GB and provide tools to monitor as well as an understanding of what that bandwidth would allow you to “consume” each month, it’s a very different matter than “all you can eat. “
 
Verizon had long promised unlimited Broadband Access for their 3G EVDO mobile broadband service. But it was well documented that unlimited had fairly strict limits. After an investigation by the New York attorney general’s office, Verizon agreed to change its disclosures, pay some costs to the state, and refund money to some subscribers. The company now fully discloses its 5 GB per month limit for combined upstream and downstream data. Verizon charges you 49 cents per MB ($490 per GB) when you cross that limit, and the company says that they use email, SMS, and a live data usage display in their connection manager to keep you apprised. Note that a single high-definition movie download might consume nearly 5 GB.AT&T, likewise, has a 5 GB cap each month on LaptopConnect, its 3G cell data offering, with unspecified behavior when you top that amount–additional charges may apply, but clarity would be helpful. They note in their PDF-only terms and conditions: “The parties agree that AT&T has the right to impose additional charges if you use more than 5 B in a month. Prior to the imposition of any additional charges, AT&T shall provide you with notice and you shall have the right to terminate your service.”Sprint has joined this club with first the leaked news and then official confirmation that starting July 13, 2008, its 3G service would also have a 5 GB cap. A spokesperson told me that off-network roaming–ostensibly with Verizon or Alltel, the only other major providers of 3G in the US using the EVDO flavor–is capped at 300 MB per month. Now these are all 3G providers, who have limited spectrum over which they have to make sure all contending users in each cell get approximately the same kind of experience. They can’t afford one user sucking down all bandwidth. However, we’re seeing the same kinds of limits start to be tested for cable-based broadband.

Comcast is testing delaying traffic–slowing down packet transmission to throttle the bandwidth rate–in two Eastern cities they cover for the heaviest users of their service. This is an effective cap, rather than a cutoff. (Comcast has been delaying BitTorrent P2P traffic for all its users prior to this; this change affects all traffic, not just BitTorrent, and is being announced, instead of sub rosa.) In a town in Texas, Time Warner Cable is experimenting with offering different speed packages each of which is coupled with a monthly limit on usage. The lowest-priced package offers a ridiculous 768 Kbps downstream and 1 GB per month for $30 per month; the highest-priced is 15 Mbps downstream with a more reasonable 40 GB per month limit. Charges are $1 per GB above that. With cable companies traditionally and telephone companies newly offering television programming, premium channels, and on-demand video, the caps are another tool to prevent competition from over-the-Internet sources of things to watch. In a situation in which a few carriers control all the pieces, it’s unclear whether rate caps can stick. If both telcos and cable companies decide to impose such limits and restructure their networks, who do you turn to? People with broadband are unlikely to cancel it. In a monopoly or duopoly market, you can’t switch brands. There has to be a happy middle–a role that the FCC may help to negotiate. A 40 GB cap switched to 400 GB might serve precisely the right purpose without penalizing average users who have no other market choice. With Time Warner Cable charging a buck a gigabyte above their monthly limits in their test market, but with Amazon’s S3 service delivering it retail for as little as a tenth that, it’s not hard to see that carriers are looking to caps to solve network problems and make a little scratch on the side.”  http://news.yahoo.com/s/pcworld/20080615/tc_pcworld/146752
