We need full ACCOUNTABILITY , TRANSPARENCY, AUDITS

 

We need full ACCOUNTABILITY and TRANSPARENCY especially from this Canadian Conservative Government. This is tax payer’s money, not a general slush fund for the elected, hired. Where are the full audits on any and also on all of  the really big Governmental spending that Canadians mostly aren’t allowed to know about from their own governments? Federal, provincial and Municipal as well,  And now do the ‘whole’ job . DO ALL receipts and all expenses, or get out of the way! Audit the MP’s, audit the Fake lake, the $1.2 Billion summit fiasco in the armed camp, do really audit any and all of the BIG SPENDING Harper Government on the $100’ Billions they’ve also likley wasted over the last 4 1/2 years.  All THIS sis still not   good enough. There needs to be provisions to allow for a forensic audit of individual MPs if anything suspicious comes about from the performance audit. We also all do want real accountability. We do  also  like to see people go to jail if they misused any money. Good members should all anyway voluntarily submit to an audit. The names of those who do not should be published and reviewed in full. All this now should be common place and accepted Parliamentary procedure too. So where is it?

People in leadership office do have to face higher penalties as an example now too. It is clearly established, accepted fact by most people that those in leadership civil and public servants cops, teachers, ministers, politicians included  are always to be exemplary in behavior,  conduct and they do need to maintain their high standards even out of their working hours, thus to do so they are also to be exemplary  judged, prosecuted  for their own wrong doings with a higher standard over those of us ordinary folks.

We are  astounded that each MP has not already been, annually, audited. 20 years? Are you serious? These are all public employees, and should be treated as such!

We do have a right to know. We demand it rightfully too now. And what does the con Harper have to hide that his government will not allow it? He asked the same thing of the previous Lieberal government. Imagine that – the Cons the MP’s now are blocking the FEDERAL AUDITOR GENERAL from looking at individual MP’s expenses. Are they afraid that the AUDITOR GENERAL will find something untoward in her audit.  Whatever happened to “transparency” and “openness”? That was  just a line of BULL that these parliamentarians give in order to get elected, but rarely do, did  they allow  “transparency” and “openness” as we know, see.

They should audit every MP individually. They are spending our money, and we all  want to know how.  “Every other department of government gets audited, so it should be no different for MP’s. After all they work for us and we have every right to know how their spending (our) money.”

President Obama pushed Israel to stop settlement construction and signed a resolution calling for Israel to join the Nuclear Nonproliferation Treaty.   Gaza now is one big concentration camp. Palestinians are predominate in the area and claim it as their future capital. A $257,500 bonus was included in the payout, MacDonald said. The bonus is of particular concern to MacDonald. He believes Meade wasn’t in her position long enough to have an annual evaluation.”Yet they saw fit to give her the maximum amount for two years when they let her go after less than nine months’ service,” he said.

The Alberta health minister Ron Liepert is up to something, he has delisted chiropractic services and replaced regional hospital boards with a province wide super board that, among other things, suddenly decided this year we have a glut of nurses, not a shortage. Rumours of layoffs in health care got a boost last week when word came the super board, Alberta Health Services, is running a $1.3-billion deficit. Stamp it ‘Secret’ and you’re safe   By GREG WESTON  The day after CTV News broadcast its scoops from Lisa Raitt’s misplaced confidential government documents, some of our readers wondered why the Mounties didn’t bust the network for spilling state secrets. It certainly wasn’t because the Conservatives are soft on leakers. Two years ago, the RCMP hauled a 27-year-old temporary clerk out of his government cubicle in handcuffs for supposedly leaking fluff from an environmental plan.  This time, CTV broadcast information from Raitt’s binder full of ministerial memos on the broken-down medical isotope reactor at Chalk River, and the federal agency that runs it. Each page was stamped with a big “SECRET.”  Yet, the network’s disclosure of so much supposedly hyper-sensitive material didn’t bring a single Horseman galloping to the scene of the crime.  All CTV got was a whine from the PM’s message police, arguing they hadn’t been given a chance to proffer their usual denials and spin. Raitt’s office even sent a junior to retrieve the binder.  Truth is, no one got excited about a breach of official secrets because there were none in the documents. The misplaced binder was a briefing book full of mainly background information and talking points for the minister to spew to media.  No question, it contained plenty of revealing information the government would have preferred to keep secret from the public — the staggering $1.7 billion taxpayers have poured into AECL for not much over the past three years, for example. The Harper government kept that information hidden even in the last federal budget.  Most of those documents contained information nowhere near a high level of sensitivity. The designation does, however, thwart reporters and other Canadians who might try to obtain government documents under the Access to Information Act.  The public’s right to know, be damned. Canada Post, for example, recently rejected an  access-to-information request to disclose the cost of posties’ uniforms, claiming the information is “trade secrets.” Welcome to Steve’s World, an Orwellian realm of promised government openness and transparency that is decidedly neither.  Last week, Canada’s watchdog of government secrecy once again bit hard into the Harper government for allowing “pervasive neglect and the attrition of a fundamental democratic right.” In his annual report, Information Commissioner Robert Marleau paints a picture of a “transparency- averse culture” in government that goes to extremes to prevent release of information. For instance, the Access to Information Act demands that departments make every effort to fulfil requests for information with 30 days. It is to laugh — Marleau reports that in the past year, fewer than half of all requests for information were met within 30 days, and a third were beyond even the most extended timelines allowed by law. The record is held by the PM’s own department that has been in court almost 10 years fighting a 1999 request for Jean Chretien’s daily agendas. Some departments try to charge massive fees for access to information in a deliberate attempt to scare off requests. Others simply dunk documents in Wite-Out and invite requesters to complain to the information commissioner if they don’t like it. Marleau says his office had over 2,500 outstanding complaints as of March — a rise of almost 80% since the Conservatives’ first year in office.   It’s anyone’s guess what accountability and transparency meant to the Conservatives during the 2006 election campaign, when they pledged to improve these things. When they took office, then Treasury Board president John Baird said the government was working “to regain and rebuild public trust.”  Three years on, there is little indication accountability and transparency have been improved — all you need to do is look at how the government deals with access to information requests.

‘OTTAWA – Members of Parliament have exempted the cash and benefits they receive from political parties and riding associations from restrictions and public disclosure under the House of Commons conflict-of-interest code.  The move was unanimously approved without a vote in the Commons after a series of committee hearings conducted entirely in secret.  The closed-door decision counters a trend to more accountability in government and should have come under public scrutiny, a democracy advocate says.  The change also could erode the independence of backbench MPs and make them more beholden to party bosses instead of voters, adds Democracy Watch chief Duff Conacher.  All four parties in the Commons approved the change last Thursday after a House rules committee and one of its subcommittees held eight meetings on the topic that were closed to the public.  The watchdog over conflict of interest for MPs and public office holders, Ethics Commissioner Mary Dawson, gave evidence and advice at four of the closed-door meetings.  But her comments will remain a secret, along with all statements and comments MPs made about the topic during the in-camera hearings.  Conacher – who says he gave an invited opinion at one of the meetings on condition that portion remain open to the public and then answered questions in camera – criticized Dawson for taking part in the secret deliberations.  “She’s a watchdog,” he said. “A watchdog does not meet behind closed doors with the people they watch.”  A committee report on the change says Dawson advised MPs to replace a blanket prohibition on gifts related to their positions, other than those they receive as a normal expression of courtesy or protocol, with a more relaxed test that nonetheless is aimed at preventing improper influence.  The code requires MPs to disclose all gifts and benefits valued at more than $500.

The MPs expanded the change to specifically exclude money that is not repayable and property and services obtained from a political party or riding association from the definition of “benefit” in the code.  The amendment means there is no limit on money or goods and services MPs may receive in that context, and no obligation to report it on a public registry maintained by the ethics commissioner.  “Political parties and riding associations oftentimes pay, or reimburse, registration fees, travel expenses and hospitality to members for their participation at political events,” the committee report says.  “These benefits cannot, under any circumstances, be seen to compromise their personal judgment or integrity, and, therefore, should be excluded from the definition of ‘benefit.”‘  Conacher argues the change means MPs might be able to build up campaign war chests under the radar between elections – a practice Parliament itself ended several years ago with the elimination of blind trusts in riding associations.  He says the change could also lead to the kind of MP expense abuse that has rocked the British Parliament.   “If you look at the whole scandal of what happened in Britain, this will allow parties to give all those kinds of gifts, those were gifts of services and money, to MPs in secret,” he said.  “It will allow the parties to buy off MPs in secret and make it much more likely that they will toe the party line instead of representing voter concerns.”  Conacher also noted between 30 and 60 per cent of the coffers of federal political parties come from taxpayers through tax deductions for contributions, election reimbursements or public allowances from Elections Canada.  Dawson did not respond directly to the criticism that she took part in closed-door hearings to amend the code, but confirmed she earlier raised concerns with MPs about difficulties interpreting the previous ban on gifts.  “This committee decided to hold in-camera meetings to consider the provisions of the code that relate to gifts,” Dawson’s communications officer, Jocelyne Brisebois, said in an email.  “The commissioner was pleased to work with the subcommittee.”  While MPs exempted the monetary and other benefits from their own conflict-of-interest code, an Elections Canada spokesperson said the transactions must be disclosed if they occur during an election campaign.   “If the benefit given to a candidate by a party or a registered association is given to the candidate personally and not for the use of his campaign, it is a gift and the candidate will be required to report it under the Canada Elections Act if the value exceeds $500,” said Maureen Keenan.  “The cost of the gift would eventually be reported by the party or a registered association in its financial reports.  “If the benefit is used to directly promote the candidate during an election period, it constitutes either a monetary or non-monetary transfer and will be required to be reported both by the candidate and by the political entity that made the transfer.”  http://ca.news.yahoo.com/s/capress/090606/national/parl_secret_meetings

 

Almost since my first job after graduating from university I had learned that people are not to be trusted, need to be supervised, and corruption still exists in construction, universities, municipalities, governments, corporations, amongst professionals and politicians as well.
 
Here still  is what I cannot understand about the federal job creation programs carried out under both the liberal and conservative governments, is the necessity it seems to give money firstly to the municipalities, as though they have a direct effect on voters.. Nothing can be farther from the truth for  neither the police themselves, nor the municipalities have a significant vote as to how the citizens will vote on election days. The only group  that can likely have any effect on the voters are pastors, and priests in fact.
 
 Here is what I know for sure in Canada proper policing, management ,  supervision  human rights commissions are a real fact of life, society, in schools, life,  in churches, governments, commerce, institutions, civil and public services, professional services too,  and elsewhere, even on the net,  for you will always have those 30 percent at least of the persons who will try to cheat, lie  , steal, bend the rules, falsely believe they are above the laws, Self  regulation alone is too often pretentious, farcical, often not applied as well. That applies especially to the professionals, civil and public services, police, municipalities, politicians now as well..
 

Now as I was reflecting about my many past posts on the net  in the last few years I was really saddened to note that too many of them were about bad , greedy people trying to steal , trying to get other people’s money for themselves, stealing the money, or getting  it under false pretences. The love of more money is still the basis of what many of the wrong doings is, was all about..(Eccl 8:11 KJV)  Because sentence against an evil work is not executed speedily, therefore the heart of the sons of men is fully set in them to do evil.

“CTV reports on a Conservative Party strategy to block the Liberal resurgence by … wait for it … cooperating with the NDP and the Bloc Quebecois to avoid a non-confidence vote and an election that they will probably lose.  In exchange for continued support, the Bloc seeks tax harmonization with the federal government and improvements to Employment Insurance. The NDP also wants changes to EI, plus more pension protection and stricter rules for credit card companies.  Of course, this is precisely the way Parliament is supposed to work: the governing party is supposed to introduce legislation that has the support of a majority of MPs in the House of Commons so that it can retain the confidence of the House.  But damn, the optics sure don’t look good for Prime Minister Stephen Harper, who excoriated the Liberal Party in December and provoked a Constitutional crisis for doing the same thing.  At the time, Harper managed to avoid the defeat of his government in a non-confidence vote by successfully petitioning the Governer General to prorogue Parliament and avoid facing the elected House of Commons until announcing the 2009 Federal budget in January.   By that time, the Liberal Party had replaced lame duck leader Stéphane Dion with Michael Ignatieff, who decided that the Liberal Party’s agenda could better be served by withdrawing from a coalition with the NDP (and supported by the Bloc) and biding his time until public sentiment shifted away from the Conservatives. A good leader knows when he’s in trouble. And Stephen Harper, on his 50th birthday, is in deep trouble. He’s in trouble in the country, especially in Quebec; in trouble with the public service, which is putting down tools with his government; and increasingly in trouble with the Conservative Party, whose fault lines are cracking under the divisive and mean-spirited management style of the Prime Minister’s Office. But Harper is apparently oblivious to how much trouble he’s in, because there’s no one, other than Laureen Harper, who can tell him. He is a leader without confidants and without mentors. Federal Finance Minister Jim Flaherty spent much of the weekend scolding other western countries, in particular the United States, for slow action on delivering stimulus packages and implementing reforms in their banking systems. He should take a look around his own backyard.. Where is all that money the Harper Conservatives promised to start rebuilding the Canadian economy? what’s stopping him from speeding up the response in Canada? He is the finance minister, after all.  it is less clear that the Harper Conservatives have delivered on promises to move swiftly to stimulate the Canadian economy.   “We are facing harsh economic conditions, and while the government must be applauded for its budget focus on infrastructure and job creation, we are concerned that delays in announcing details on how municipalities can access the fund might mean that we will lose this construction season,” Halifax Mayor Peter Kelly. The economic problems have only deepened. The longer Ottawa drags out this process, the longer a recovery will be delayed. By the time municipalities get approval from Ottawa and the province for their projects and then qualify for funding with CMHC, several more months will likely pass. .  Diane Finley, minister responsible for the Canadian Mortgage and Housing Corp., announced a $2-billion fund for low-cost loans to municipalities. The money will help municipalities cover their share of funding for infrastructure projects. Typically, these projects comprise equal one-third funding shares from the federal, provincial and municipal governments. and when they do, it is because they often have borrowed money from the money from some other budget of theirs, and next it has to be repaid, so that money is actually not available for any real expenditure programs. More jobs now are still being lost, access to capital is still squeezed, provincial tax revenues are shrinking and people are also still having trouble getting employment insurance benefits in a timely manner. A federal budget focus on infrastructure and job creation based on Municipal projects mostly is also a very bad approach.. Business persons also now need real support as well to develop, to find new effective products, services, markets. A lot more real effective work needs to be done by the finance minister and the federal government still as well.. Now do it.. Action speak louder over  cheap words.

Auditor General slams BC failure on homelessness The British Columbia government has so far failed to develop a plan to reduce homelessness, according to a report released by Auditor General John Doyle  “We found significant activity and resources being applied to homelessness issues but there is no provincial homelessness plan with clear goals and objectives,” Doyle wrote. “The absence of clear goals and objectives raises questions about whether the right breadth and intensity of strategies are being deployed.” The government does not even have a grasp of the size of the problem, he said. “The lack of good comprehensive information about the nature and extent of homelessness in the province” makes it difficult to plan, he said. The only figures available are from homelessness counts conducted by municipalities and regional districts that likely underestimate the problem, he said. Those counts have been rising. “The continuing increase in the number of homeless counted suggests a lack of success in managing homelessness, let alone reducing it.” There is a good financial case to be made for better addressing homelessness, he said. “The cost of public services to a homeless person is significantly higher than to that same person being provided with appropriate housing and support services.”

 You need to get used to this fact  people lie, and often too, so does our PM stephen Harper, so do  the politicians, ministers, civil servants and cops, RCMP  now too as we all do know.. so do the statistics, polls as well.. and when you read about 10  percent uemploynment, 10 percent of reduction in manufacturing in  Canada this year, so you  now can easily, safely double those figures and that is how bad the situation really is too..

Anyone who takes home a pay cheques has definitely promised to do an assigned task honestly, and to do a full day’s related work, labor as well, Now you all know that if you have a dozen workers, at least a quarter of them next do not do their fair share of the work next.. they rather goof off on the job, they do other things on the job, they only pretend to be good workers in reality.. now that also includes our civil, public servants, politicians, ministers included..

 Recession hits young workers hard  OTTAWA – Mark Bresee had all the trappings of a successful young graduate a year ago: the plasma TV, the posh apartment and a new engineering job.    

As recession deepens, more and more jobless fall through the cracks Sat Apr 18, 1:19 PM    OTTAWA – The most severe recession in decades is exposing the gaping holes in Canada’s vaunted social safety net.  Only six months into an economic downturn, social advocates and the jobless say the employment insurance system that was supposed to cushion the fall is in reality either inadequate or so hard to access that tens of thousands of newly unemployed just don’t qualify for benefits.  As is always the case in times of economic troubles, it’s the most vulnerable in society that are being hurt most by the recession.   And it’s those Canadians, along with a smattering of individuals with unusual circumstances, who are finding the EI system not as advertised.  After giving birth last May, Maninder Rehsi of Maple, Ont., north of Toronto, was only able to acquire 430 insurable hours of work before her employer Progressive Moulded Products succumbed to the recession and went out of business, idling 2,000 workers, including her husband. Under EI requirements for her region, she was out of luck because she hadn’t accumulated 600 insurable hours over the previous 12 months.  Now Rehsi says her husband’s benefits are close to exhausted and she doesn’t know how they’ll make ends meet if they don’t find a job soon. 

  • Martin Smith of Guelph, Ont., a British manufacturing engineer who was recruited by auto parts maker Linamar (TSX:LNR) four years ago and had been paying EI premiums ever since, only to find out that for him the system was a one-way street.  When he was laid off for about seven weeks this winter, he was told his permit allowed him to work only for Linamar, hence he didn’t qualify because he couldn’t seek employment elsewhere without a new work permit.  Or Deonarine Persaud of Toronto who lost his nine-year job at a car parts supplier last May and is now barely getting by on his wife’s Wal-Mart Canada (NYSE:WMT) salary, after his EI benefits of about $400 a week ran out.  “It’s not like I don’t want to work,” said Persaud. “I used to work 50, 60 hours a week sometime. There are no jobs, not just for me, lots of people can’t get jobs now.”
  • Canada’s previously robust labour market began stalling last spring and went into a tailspin last fall, dropping 357,000 jobs since October. Economists believe as many as 600,000 Canadians could become victims this year of the worst recession in decades and possibly since the Great Depression.  It is precisely for such times that unemployment insurance was created and worked relatively well during the recessions of the early 1980s and 1990s.  But unlike the past two slumps, when about 80 per cent of the unemployed collected unemployment insurance, today less than 43 per cent, or 560,000 of the 1.3 million Canadians who were officially jobless in January, are collecting benefits.  What’s more, they are likely covered for fewer weeks and are earning far less. Regardless of a worker’s salary before being laid off, EI’s top payout is $447 a week, and the average payout is abut $325 a week, the equivalent of minimum wage.
    That’s significantly less than the $595, in today’s dollars, that EI recipients were receiving in 1995, according to a calculation by the Caledon Institute, an Ottawa-based social policy think tank.  Sylvain Schetagne, an economist with the Canadian Labour Congress, explains that successive Conservative and Liberal governments in the late 1980s to mid-1990s, cut away at the employment insurance safety net until it was in shreds. 
  • There are two explanations for why the EI system was gutted, or as governments of the day put it, “reformed,” says James Struthers, a professor of Canadian studies at Trent University in Peterborough, Ont.  The first was to save cash-strapped Ottawa money. The second was based on the prevailing deregulation mood of the times that put faith in markets and not governments to solve social problems.  That’s the nice way of putting it. The blunt way, says Struthers, is that governments felt benefits were too generous and that some Canadians were avoiding the plentiful work that was going begging during a period of economic prosperity.  The pogey-collecting Canadian sunning himself on a Florida beach was an obvious overstatement.

    Judge that led inquiry into sponsorship scandal blasts lack of transparency Sat Apr 18, 3:14 PM  REGINA – REGINA – A retired Quebec judge who oversaw an inquiry into the federal sponsorship scandal said Friday that unnecessary delays or outright denials of requests under the Access to Information Act are creating a lack of transparency in government.   John Gomery, speaking to a Canadian Bar Association luncheon in Regina, said this type of transparency is crucial to the Canadian public, to democracy and to society at large.   “It’s a danger to open government and to our democratic institutions, frankly. A public this isn’t informed is a public which isn’t able to vote intelligently,” he said.   Improving the flow of government information through such requests is not really on the radar of most politicians, he said.  “The whole subject has a low priority in the minds of too many politicians and definitely access to information is regarded as a pain in the neck to bureaucrats,” Gomery said.  He said he hoped that Canadians would pressure the federal government into improving the flow of information to the public.  Gomery has been critical of Stephen Harper’s Conservative government in the past.  Last year, he said that it had largely ignored the 19 recommendations he made in his report on the Liberal government sponsorship scandal.   At the time, he also voiced concerns about the growing concentration of power in the Prime Minister’s Office and warned members of Parliament about what he saw as a troubling trend.  “I suggest that this trend is a danger to Canadian democracy and leaves the door wide open to the kind of political interference in the day-to-day administration of government programs that led to what is commonly called the sponsorship scandal,” Gomery said in an interview in March 2008.   In his first report, delivered in November 2005, Gomery lambasted the former Liberal government for letting politically connected middlemen skim millions of taxpayers’ dollars from sponsorship projects designed to promote federalism in Quebec.  A second report with his recommendations was released in February 2006, shortly after Harper took power.   In that report, Gomery recommended that the prime minister’s power to appoint deputy ministers and senior bureaucrats come to and end.   He also recommended limiting the authority of the Clerk of the Privy Council, the prime minister’s right-hand bureaucrat, and giving more money and staff to the Commons public accounts committee, which acts as a spending watchdog.

    OTTAWA — Rapid contractions of both the Canadian economy and the job market eclipsed the Harper government’s stimulus package before the first dollar was dispensed, an economic think-tank says in study to be released Monday. The study by the Canadian Centre for Policy Alternatives says the stimulus package laid out in the Jan. 27 budget was too small, too late and failed to direct the money where Canadians would get the most bang for their buck. “The size of the federal government’s stimulus package is out of proportion to the threat that Canadians are currently facing and have already ensured,” says the report, entitled Too Little Too Late. Written by CCPA economist David Macdonald, the study urged Prime Minister Stephen Harper to increase the stimulus effort. The government ‘s    $29-billion stimulus package .. the economic impact of the stimulus package was “exhausted” by the end of December, almost one month before the government introduced the package, CCPA said.     Liberal Ignatieff makes gains at HARPER’S EXPENSE- Poll

    OTTAWA — The popularity gap between the government and the official Opposition has narrowed once again, with 37 per cent of decided voters supporting Stephen Harper’s Conservatives and 31 per cent behind Michael Ignatieff’s Liberals, according to the results of the latest Ipsos Reid poll.
     
    The poll conducted for Canwest News Service and Global Television showed the Liberals have steadily narrowed a 23-point gap behind the Conservatives in early December to six points in the two months since Ignatieff replaced Stephane Dion as leader.

    “Ignatieff’s clearly in the game,” John Wright, Ipsos Reid senior vice-president, public affairs, said in an interview Friday.

    Nationally, the Conservatives retain a commanding lead in British Columbia, Alberta, Saskatchewan and Manitoba. But the Liberals have overtaken the Conservatives in Ontario for the first time since the federal election, and retain a firm lead in Atlantic Canada. The Bloc Quebecois widened its lead over the Conservatives and the Liberals in Quebec since results of the last poll were released Jan. 9.

    The Bloc has the support of 42 per cent of Quebecers, an increase of seven points, over the Liberals at 24 per cent, the Conservatives at 18 per cent, the NDP at 11 per cent and the Greens at 10 per cent. Five per cent of voters are undecided.

    Nationally, the Conservatives still hold a commanding lead of 48 per cent in British Columbia, 70 per cent in Alberta, and 55 per cent in Saskatchewan and Manitoba. The Liberals lead Ontario with 39 per cent support, compared to 37 per cent for the Conservatives, 14 per cent for the NDP and 10 per cent for the Greens.

    In Atlantic Canada, the Liberals are on top with 48 per cent, followed by 25 per cent for the NDP, 24 per cent for the Conservatives and four per cent for the Greens.

    – The federal governments hands billions of dollars to the provinces and territories for various programs, but lacks any way to ensure the money is actually spent on those programs, the auditor general reported Thursday.
     
    – The federal government also can’t say for sure whether billions of dollars being spent on green programs are actually protecting health, habitat or air quality, says the environment commissioner. Scott Vaughan’s first report to the Commons bluntly concludes that Ottawa too often “does not know the impact of its efforts.”  

    “Canadians have high expectations that the government will take action to tackle environmental degradation,” said the audit, tabled in Parliament on Thursday. “The government needs to know what works, what doesn’t, and why.”

    – Canada’s parliamentary budget officer is casting doubt on the federal government’s rosy projections in the budget, saying the recession will likely be deeper than expected and Ottawa’s stimulus package smaller and less effective.
     
    – The federal Conservatives are engaging in pork-barrel politics by funnelling millions of dollars in infrastructure spending to friendly ridings. The Liberals say more than three-quarters of federal infrastructure money doled out since 2007 went to Conservative ridings. A Liberal analysis of the first $1 billion worth of specific projects financed by the Building Canada Fund concludes that 77.8 per cent of the money went to Tory constituencies. Gerard Kennedy, the Liberal infrastructure critic, says 21 of 27 projects that received funding were in Conservative ridings, He says that shows Stephen Harper’s Conservative government is using the fund to reward supporters and punish regions that did not vote Tory. The fund is the government’s flagship infrastructure program. It was supposed to dole out $37 billion over seven years but the country’s mayors have complained that very little money has actually flowed to municipal infrastructure projects. With billions of dollars in new promises for infrastructure in the recent budget, opposition-held ridings could be frozen out of job creation efforts, Liberal MP Gerard Kennedy said.  “They’re not getting enough out the door, and what they’re promising is going to Conservative ridings,” Liberal Leader Michael Ignatieff said.
     
     
    Kevin Page also told a parliamentary committee Thursday the government’s claimed $39.9 billion stimulus package over two years is effectively about 20 per cent smaller, at $31.8 billion. 

    And he adds that a portion of the smaller amount may not find its way into the economy because $10 billion is contingent on shared spending by other levels of government. 

    The difference will mean the extra spending is unlikely to create or save the 190,000 jobs projected by Finance Minister Jim Flaherty, Page said, estimating the number at closer to 120,000. 

    Liberal finance critic John McCallum called the discrepancies and the expectations of a more severe downturn alarming, adding that the government may have to raise its stimulus spending within the next few months.

    First we need still a full  review of the waste, fraud, and abuse that has plagued governmental. efforts. What is also needed is a program to remove public officials from office that take our money and spend it on their own false pet projects while many of our people still are not getting the help that they need.
     
    Federal Deficit , economic, job creation and capital expenditure programs… are still untrustworthy. Being a past  senior civil, mechanical , projects engineer, project manager myself here now are   the major problem I righty still do had with capital expenditure projects even under PM Jean Chretien and never   mind next under PM Stephen Harper firstly: and it is  is that when you give do monies for a specific capital expenditure projects to the Provinces, Municipalities as well, and just like in many of the non profit organizations now too, a significant portion of the money firstly never even gets to the intended sources but it is diverted elsewhere.. Diverted to: such as paying for existing deficits, debts, unprofitable civil and public services, departments, Crown Corporations too, ineffective overheads, unrelated operating costs  in the provincial , municipal departments. Now since all that happens even before it hits the supposedly private sectors we need to address that too. Now next as to the supposedly private sectors and related projects expenditures , totally honest and fair governmental competition bids still tends not to exists. So no one can make me into a believer that this all of this taxpayer’s money will solely go all into a valid job creation program spurring on the general economy. The existing projects, capital expenditure safeguards are still just not totally there, not the related transparency, accountably as well.. even even you try to use an ex retired, RCMP officer as a supervisor in the contracts, purchasing department, for by now we all should now who immoral, untrustworthy even the RCMP now are too in fact. Some of the money will likely be used even out of the country for a selected few persons rather too.. Are many of the  civil servants, politicians still taking their holidays overseas at tax payers expenses? There are still much too many abusive and questionable expenses: All still Unacceptable too.

    Almost since my first job after graduating from university I had learned that people are not to be trusted, need to be supervised, and corruption still exists in construction, universities, municipalities, governments, corporations, amongst professionals and politicians as well.
     
    Here still  is what I cannot understand about the federal job creation programs carried out under both the liberal and conservative governments, is the necessity it seems to give money firstly to the municipalities, as though they have a direct effect on voters.. Nothing can be farther from the truth for  neither the police themselves, nor the municipalities have a significant vote as to how the citizens will vote on election days. The only group  that can likely have any effect on the voters are pastors, and priests in fact.
     
     Here is what I know for sure in Canada proper policing, management ,  supervision  human rights commissions are a real fact of life, society, in schools, life,  in churches, governments, commerce, institutions, civil and public services, professional services too,  and elsewhere, even on the net,  for you will always have those 30 percent at least of the persons who will try to cheat, lie  , steal, bend the rules, falsely believe they are above the laws, Self  regulation alone is too often pretentious, farcical, often not applied as well. That applies especially to the professionals, civil and public services, police, municipalities, politicians now as well..

    Let me say it again and again that Self regulation is an unacceptable form of masturbation  rather too often. That applies to Professionals, importers, manufacturers, corporations, the police, civil and public servants.  

    Recently we have been reading, hearing about bad food, contaminated food. We were supposed to have a federal department looking after our welfare, food inspections, health matters, but we find out too often instead that it is another typical  back passing, pretentious department, that is willing to take their pay home but not willing to work for it. Now most of the problems that arise through food contamination are raised by the importers or manufacturers themselves and then a voluntary arrangement is usually made with the company to remove those goods from the marketplace and shelves. “This has not always been successful.” We need real, enforced regulations. All food processing plants should be required to have a safety plan and document their compliance. And  standards for imported foods must be upgraded. There’s also consensus that real inspections should be carried out according to common requirements meaning a food safety system  which the sets rules that all players in the food industry must comply with and one that is enforced.

    OTTAWA—The Canadian Food Inspection Agency is not doing enough to make sure pests and diseases that destroy crops and trees stay out of the country, Auditor General Sheila Fraser said Thursday. In a  report, Auditor General Sheila Fraser raised alarms about backlogged inspections meant to prevent disease and infestations from invasive alien plants and pests. Canada’s agriculture and forestry sectors produce goods worth about $100 billion a year – industries that can be irreversibly damaged by pest infestations, Fraser said. Yet she found that the Canadian Food Inspection Agency is facing a backlog of plant health risk assessments that would take a year to clear.The agency’s pest surveys focus on known invaders to the virtual exclusion of emerging threats, she said. “Our audit findings are serious. The agency needs to conduct a comprehensive assessment of the way it handles imports under its plant health program.”  

    While Stephen Harper does nothing good about it? President Barack Obama has ordered a comprehensive review of the U.S. Food and Drug Administration as the investigation and peanut product recalls continue in the salmonella outbreak. “I think that the FDA has not been able to catch some of these things as quickly as I expect them to catch,” Obama said . “And so, we’re gonna be doing a complete review of FDA operations.” Obama said Americans should be able to count on the government to keep children safe when they eat peanut butter, and that includes his 7-year-old daughter, Sasha, the AP reported. “That’s what Sasha eats for lunch probably three times a week,” Obama said. “And you know, I don’t wanna have to worry about whether she’s gonna get sick as a consequence to having her lunch.” http://health.usnews.com/articles/health/healthday/2009/02/02/obama-orders-review-of-fda-in-salmonella-outbreak.html
     
    Meanwhile, the recalls of peanut product continued to mount. As of Monday, more than 80 companies had issued recalls for everything from cookies, crackers, cereal and candy to ice cream, trail mix and dog treats . 
      
    We now know that inspectors from the Georgia Department of Agriculture repeatedly noted dirty food contact surfaces, mildew and metal shavings in food preparation areas. But the agency never closed the plant. The company ignored 12 positive test results in a two-year period showing the presence of salmonella. Instead of stopping production and thoroughly cleaning, Peanut Corp. continued to ship its products to market . The Food and Drug Administration hadn’t inspected the plant in eight years.
     
    Since 2006, numerous large  outbreaks have occurred – everything from E. coli-tainted spinach to pet food contaminated with melamine, the ingredient that sickened so many Chinese infants when it showed up in infant formula, bakeed goods, cookies, chocolate bars.. In 2007, Veggie Booty, a fully processed snack for children, caused severe salmonella poisoning in dozens of toddlers. The same year, the FDA recalled canned products containing botulism toxin; state and federal officials went to corner stores all over the country to help remove products that could have caused severe paralysis and death. It was the first major recall for this deadly toxin in decades.  Last summer, Salmonella Saintpaul caused a massive outbreak that was traced first to tomatoes and then to hot peppers. Peanut butter caused another nationwide outbreak, affecting more than 600 people in 2007. While Agriculture Department-regulated meat and poultry plants are visited by a federal inspector every day, the FDA has no minimum inspection mandate. This results in infrequent inspection, averaging one inspection per plant every 10 years. Especially disturbing is how antiquated the penalties are against companies that knowingly violate their food safety responsibilities. There are no civil penalties, and the criminal penalties under the statute would expose Peanut Corp. of America officials to a modest fine of $1,000 per violation, and less than one year in jail. With eight people dead from peanut butter, this is hardly a fair punishment. And it provides little incentive for the industry to improve its food safety practices.

    In Canada, the recall of various peanut products has now grown to 120 items. Another 19 products were added to the recall list late Tuesday. Among them is Kawartha Dairy Heavenly Hash Ice Cream in 1.5 and 11.4-litre sizes. Also included are another 17 American products under Cinch, Detour, Oh Yeah!, Disney, Sinbad Sweets and no-name brands.
      
    “It was filthy and nasty all around the place,” And a whistle blower hotline is needed because many of the employees often talked among themselves about the bad factory conditions, but   most workers did not complain to management because they wanted to keep their jobs.
        
     
    First we need still a full  review of the waste, fraud, and abuse that has plagued governmental. efforts. What is also needed is a program to remove public officials from office that take our money and spend it on their own false pet projects while many of our people still are not getting the help that they need.
     
    Federal Deficit , economic, job creation and capital expenditure programs… are still untrustworthy. Being a past  senior civil, mechanical , projects engineer, project manager myself here now are   the major problem I righty still do had with capital expenditure projects even under PM Jean Chretien and never   mind next under PM Stephen Harper firstly: and it is  is that when you give do monies for a specific capital expenditure projects to the Provinces, Municipalities as well, and just like in many of the non profit organizations now too, a significant portion of the money firstly never even gets to the intended sources but it is diverted elsewhere.. Diverted to: such as paying for existing deficits, debts, unprofitable civil and public services, departments, Crown Corporations too, ineffective overheads, unrelated operating costs  in the provincial , municipal departments. Now since all that happens even before it hits the supposedly private sectors we need to address that too. Now next as to the supposedly private sectors and related projects expenditures , totally honest and fair governmental competition bids still tends not to exists. So no one can make me into a believer that this all of this taxpayer’s money will solely go all into a valid job creation program spurring on the general economy. The existing projects, capital expenditure safeguards are still just not totally there, not the related transparency, accountably as well.. even even you try to use an ex retired, RCMP officer as a supervisor in the contracts, purchasing department, for by now we all should now who immoral, untrustworthy even the RCMP now are too in fact. Some of the money will likely be used even out of the country for a selected few persons rather too.. Are many of the  civil servants, politicians still taking their holidays overseas at tax payers expenses? There are still much too many abusive and questionable expenses: All still Unacceptable too.

    Budget office will be ‘crippled’ by cuts

    Tories will cut funds by one-third after two critical reports. The Parliamentary Budget Office, source of two reports this year that have been critical of the government, is about to have its annual operating budget frozen, despite promises to boost it.

    The Parliamentary Budget Office is a creation of the Conservative government through its Federal Accountability Act and is supposed to provide independent analysis of the government’s economic and fiscal position.

    The first budget officer, Kevin Page, has published two major reports since starting his job in March, including one in early November that suggested Canada’s finances were about to go into deficit. At that time, Prime Minister Stephen Harper was insisting such a conclusion was premature.

    But Page’s biggest clash has been with his bureaucratic boss, William Young, the parliamentary librarian. Young has insisted that since Page reports to him, Page ought to publish his work through the Library of Parliament. The Library of Parliament does not normally release the information or research it prepares for MPs. Page, on the other hand, believes that it is a fundamental part of his job to make his reports available to the public and to MPs.

    This year, the Library of Parliament’s budget, to be allocated by Young, is about $40 million. Of that, just $1.9 million is set aside to operate the Parliamentary Budget Office.

    Page’s budget next year was to increase to $2.6 million, money Page needs to hire more staff to respond to MPs’ requests for economic research. Canwest News Service has learned that Page’s budget has been frozen.

    “That will cripple us,” said a source close to the budget office.

    Officials with the government tried to distance themselves from the decision.

    “The Government of Canada has no control over the budget of the PBO,” said a spokesman for Jay Hill, the Government House leader.

    “All recognized political parties are represented on the board and their decisions are made by consensus and are confidential,” said Hill’s spokesman.

    Neither Young nor Page returned telephone messages left Thursday.

    Both of the major reports Page’s office has published could be seen to be critical of the government. Opposition parties relied heavily on both reports to attack the government.

    “He knows his stuff. He’s got a good team. He’s not being partisan. He’s being honest,” said Liberal finance critic Scott Brison.

    The first report, published in the middle of the election campaign, examined the costs of the Afghanistan mission. Page calculated that the full cost of the mission will be about $18.1 billion by 2011, but he said it was difficult to get an accurate accounting of that mission because the government was neither consistent nor transparent when it came to maintaining financial records.

    In November, Page published his first major economic and fiscal assessment. It came out a few weeks before Finance Minister Jim Flaherty tabled his fiscal update that provoked the current political crisis in Ottawa. Among other things, the budget officer concluded that the federal government was, in all likelihood, heading for a deficit next year.

The glossy, 14-page booklet, quietly tabled Wednesday in the House of Commons, showed ombudsman Steve Sullivan and his staff fielded roughly 500 complaints from the public in fiscal 2007-08. But it offered little analysis of how the cases were handled and provided only a bare-bones summary of policy recommendations delivered to the ombudsman’s political masters – Justice Minister Rob Nicholson and Stockwell Day, who has since been replaced by Peter Van Loan as public safety minister.

    I get a really big chuckles when I  see the Conservatives still giving social welfare to the Corporations, in fact these days I cannot tell the difference between the liberals or the conservatives.. So what is the real difference between  a bad Liberal and a bad Conservative these days?

    “Conservative MPs should not be permitted to spend “in-and-out” rebates July 17, 2008    

     

    OTTAWA – Conservative candidates who may have received inflated rebates before Elections Canada discovered the “in-and-out” scheme should be required to put the money in a trust fund until the Federal Court rules if they are entitled to it, Liberal Justice Critic Dominic LeBlanc said today.  

    “I am calling on Prime Minister Stephen Harper to ensure that all of his candidates who received potentially inflated rebates due to the “in-and-out” scheme put these funds in a trust fund pending the Federal Court’s review,” said Mr. LeBlanc. “No candidate should have a political advantage by being able to spend funds they received as a result of a scheme which Elections Canada says may not comply with the Elections Act.”

    Mr. LeBlanc noted Elections Canada has ruled that certain rebates may be higher than should have been allowed under the Elections Act. We learned yesterday that 17 Conservative candidates got taxpayer-funded cheques before Elections Canada discovered the “in-and-out” scheme.

    “I’m sure Canadian voters would be concerned if the Conservatives permitted these candidates, who we now learn include three members of cabinet, from using these funds, while the Federal Court is reviewing Elections Canada’s ruling that the Conservatives had no right to claim this money,” he said.
    Mr. LeBlanc noted that in media reports today, Elections Canada has for the first time revealed that 11 sitting Conservative MPs are among the candidates who may have taken part in the “in-and-out” scheme and have already received rebates. They include Transport Minister Lawrence Cannon, Heritage Minister Josée Verner and Chief Government Whip Jay Hill. Calculating the 60 percent rebate that each of these MPs would have received on the additional advertising expenses that Elections Canada has ruled ineligible, reveals that the Conservative MPs alone would have received over $100,000 in inflated rebates.

    Mr. LeBlanc noted that the “in-and-out” scheme centres around allegations that the Conservatives attempted to put over $1.3 million in national advertising spending on the books of 67 of their local candidates, allowing these candidates to claim over three-quarters of million dollars in inflated, taxpayer-funded rebates. The independent Elections Commissioner is currently conducting an investigation and if the ad costs are assigned to the national Conservative Party, it will have exceeded the $18.3 million spending cap by over one million dollars and the party and its officials may face serious consequences including fines and jail time.

    Conservatives Attempt to Stifle Democracy

    The Conservative government is further trying to stifle democracy by attempting to muzzle Officers of Parliament, the Liberal Opposition said 

    “The Auditor General of Canada has been forced to defend her independence from the government’s attempt to vet her communications with Canadians,” said Liberal Leader Stéphane Dion. “Why is the Conservative government at war with Canada’s democratic institutions?”

    Mr. Dion was referring to Auditor-General Sheila Fraser’s testimony yesterday at the House of Commons Public Accounts Committee, where she denounced the Conservative government’s proposal to review public statements of Officers of Parliament before they are released.

    Deputy Leader Michael Ignatieff said that the Conservative government has a track record of showing disregard for independent regulative authorities.

    In particular, he pointed to the recent controversy between it and Elections Canada, an independent institution respected around the world.

    “Elections Canada is an institution that’s earned the respect and confidence of the entire world,” said Mr. Ignatieff. “It has provided electoral assistance in a hundred countries. It has organized missions in over a hundred countries, including recent elections in Afghanistan and Haiti.

    “But on Tuesday, we learned that there’s one government, this government, that no longer has confidence in Elections Canada.

    “How can this government possibly explain that to Canadians and to the world?
    Why does this government no longer have confidence in Elections Canada?”

    Considering the Conservative Party ran on transparency and accountability during the last election, it is increasingly clear that this government doesn’t practice what it preaches.
