PROFESSIONALS.. WHAT A JOKE.. Lazy, indifferent, Incompetent is more likley

 
Attention Quebec, Ministère de la Santé et des Services sociaux  
 
Merely tell anyone that now you are writing continually to the health ministers, news media, internet about the medical services you are getting and your services will improve immediately, dramatically cause clearly 50 percent of the professionals are pretentious, self centered persons who STILL BASICALLY CARE ONLY ABOUT THE MONEY AND do not care about helping others with their pain, sicknesses even in convalescent homes, hospitals .. It should not be that way.

It is well known that Quebec’s health care system already has long been considered quite poorly staffed. Quebec has no GPs, or real triage nurses, it has disgusting waiting lists for diagnosis and/or treatment of life-threatening illnesses, falsely refuses some costly treatments, while the hospitals all over the province are in shambles.  Both the French and English speaking Montreal hospitals are undeniably  too often pretentious, inadequate and mismanaged still too, all as simple as that too.  Self regulation by doctors is just more unacceptable masturbation too..
 
Medicare in Canada, Quebec is too often a joke.. Pretentious..  One any day at the Hospital, 1/3 of the employees actual  time  is on lunch, supper, coffee, rest breaks. A hospital is not a place for employees to have a good time, to socialize on the job with their friends, and to  visit the other medical staff.
Doctors even often make false assumptions about the patient’s sickness that are not scientifically based, iit is just their own personal opinions and it explain why you can see 5 doctors and receive 5 different diagnosis too often now too.
Nurses themselves often to me they do admit they do not read in detail even the  patient’s charts, files nor do they follow all the medical prescription schedules as well, cause they are too busy to do so ..
Nursing Managers and Ombudsman tend to be a pretentious service. I had told one nursing manager to stop playing around and get back to work and she said she was going to file a grievance report against me, I rightfully repeated my request to her.. stop playing and get back to work. This was in Canada’s worst Hospital, the Verdun Hospital  in Montreal.
It is not my duty is a common excuse why things now also are not being done.. Very sick Patients diapers are changed when the staff feel like it too often.
 
I too have witnessed, detailed many times on the net too that here in Montreal’s English speaking Hospitals or in the French speaking ones that there is  too often  the neglect of sick people still, very poor medical services provided  by too many bad and lazy medical professionals, Doctors, Nurses,  and hospital administrators,  ombudsman as well, to the sick patients caused by the Professionals own neglect, failure   to provide adequate  medicine, medical care  and even if it is only to one   senior, one  elderly person,  it is still a criminal act too.
Do note how come the medical services can greatly differ from one Hospital to another now even..
 
 In Quebec it still is   too often a  fake superficial  pretentious poorly managed medical system, where the bad doctors and bad nurses, often ostrich like too,  tend to often run around hurriedly in circle too often just like a chicken with it’s head cut off there , and  the very sick senior patients tend to have to return to the hospital many times to hopefully eventually get their problems looked after and thus unacceptable, undeniably  wasting the hospital’s resources, tax payers money in the process. 
This undeniably has been so also now in my father case the last few years now too even at the  Montreal, Lakeshore and Verdun Hospitals.
The bad medical services it all had occurred even cause the medical personal did not take the proper time, effort to do a full decent job the first time. 
 And why is it still that  a certain kind of medication that has severe negative side effects being given to a sick patient wrongfully as I had discovered by checking the medication on the internet.. .
Note this now and no matter how supposedly great the health care professionals may be involved with your family , your own advocacy for your patient in the Quebec health care environment is still critical.
The supposed fact that “this doctor/nurse deals with these situations all the time, so they know how to handle it much better than I do…” is a myth, as we get often 3rd class doctors, nurses too.
“About a third of patients over age 70 experience hospital delirium, and the consequences can be serious, delaying a patient’s recovery and even leading to placement in a nursing home.”  
Recently I was visiting persons on the Verdun hospital cardiac floor, and it is not  uncommon for many cardiac patients to have also diabetes and yet the nurses on duty were neither cardiac or diabetic nurses, and when a heart or diabetes crisis arose  they did not know now to handle it. The patients had to wait till the doctors came around much later especially weekends and evenings.. No wonder this is one of the worst Hospitals in Canada still.
 
As You are aware Montreal is now divided into poorly managed regional health care regions encompassing a pretentious health care, as the regional Ombudsman  of the Verdun Hospital, Montreal, Quebec, told me today face to face that since adequate medical health care is not a mandatory service, but a public optional services, it explains why many sick persons at these perverse hospital too  have even this year been sent home not properly provided for medically still today. the perverse Verdun Hospital ombudsman she  needs to reared the doctors Hippocratic Oath is as well as the Canada Health l care act too. It is also not an option that she fired replaced  now, it is still mandatory as well.
 
In comparison to the bad Verdun Hospital the smaller better Montreal LaSalle Angrignon hospital  it rather tries harder, and sends patients elsewhere temporarily to help them as I have detailed now too.
It is still amazing that the Quebec health and social services minister,  especially even my local Lieberal elected member of the Quebec Legislature now too as well, as well  as the Justice Minister and the police too they all  has still to properly act on the matters of the criminal abuse of a senior even to reply adequately, properly to one of one of my many letters to them  and when will they? Do they want more bribes or what?

A very sick and likley dying grumpy old man lying in a hospital bed today in the Montreal Verdun Hospital was asking me what the loud noise in the Hospital hallway was all about, it was the Hospital  ward, working  floor social club having a good time flirting with each other, talking, joking around with each other in fact. No wonder hospital employees tend to be too often so ineffective still.

I asked today the new young nurse on duty looking after 10 patients if she had read each patient’s file and all of their sicknesses details, especially their pills required. She admitted she had not  for likley it would take all her shift just to read that and she would have no time to look after the patients. When you consider that old and sick persons take over a dozen pills each day, and some pills are taken at various times of the day you would admit it is a full time job just distributing the pills never mind carrying out any other nursing duties.
 
Some of the sickest patients come through the emergency room, triage floor so really how is it even appropriate to have any young, inexperienced nurse merely in training there at all now too? 
 
One thing we all should have known by now in Canada from the bad RCMP was that their  managers were as bad as the bad, lying no good police officers. Sadly this type of scenario is reaped in other police forces, civil and public services, hospitals now as well. Canada the last 50 years had also not even been innovative in the management fields. Statistics Canada has  found that Canada’s police force expenditures grew for the 12th consecutive year, to about $11-billion, or $344 per capita. About 1,800 new officers were added, the third-largest annual jump in the past 30 years. The provinces adding the most new officers were Ontario, Alberta and British Columbia. In a recession too.. No one cares to manage the bad cops or make them work effectively, efficiently still.. so they sock it to the taxpayers again and again..
 
A new way of better management of Nurses and doctors is definitely needed here  as well.

 Capital Health uncovers $170K ‘discrepancy’ CBC –   Nova Scotia’s largest health authority has fired one of its business office employees and called for a police investigation after an internal audit revealed a financial “discrepancy” of nearly $170,000. This is not the first time there have been financial discrepancies in Nova Scotia’s health authorities. In April, a Nova Scotia man pleaded guilty to defrauding three health boards of nearly $400,000. Cary Lee Hollett, 42, will return to court July 21 to be sentenced in that case.
 
Canada not only has a two tiered Medicare system that favours one group of citizens over the other too often but it also has a two tired justice system that favours one group of citizens over the other too. These preferred, privileged groups are allowed to have their own self regulating bodies, standards enforcements,  all meaning the covering up bodies that tend to dispense token, pretentious justice now too, a fact we often have illustrated by the police, RCMP, doctors and Nurses now too. Sad isn’t it in  a supposedly progressive, liberal,  democratic nation.
 
As you and your love ones tend to grow older, you tend to have more involvement, with doctors, nurses, hospitals, emergency wards, old age homes and convalescent homes as well. I do have a personal great respect for competent, qualified doctors, and we cannot exist without them. Not all of them are competent clearly now too as many of us do know and explains why we often get a second medical opinion, diagnosis. The same fact is true with nurses.
 
It is undeniable that I have too often this ear seen new immigrants who cannot speak French being abused by French only speaking Quebec nurses. Specifically on the evening  of June 30, 2010  at 4:30 pm on the 7th floor of Montreal Manoir Verdun, a very elderly clearly distraught oriental person  in my presence was complaining to the on duty Nurse in English that his night pajama’s were missing. This senior evening nurse on duty next laughed at  him and then replied she could not speak English so she could not understand him and she thus did nothing about it too.
 
I have often encountered Nurses involved directly in patient care in hospitals, old age homes and  some are really good, rare too, but too many are really bad. I am often surprised how too many Nurses think they are big shots and do often demand more money, a bigger salary for the much too little good they really do too.  Now today I was lied to again by a Nurse.  I was complaining to a senior nurse in the convalescent home that   last night my very ill father did not get a sleeping pill. She said that last Wednesday she had even given him a sleeping pill and he still woke up in the middle of the night. That was a clear lie for last Wednesday my father was not in the nursing home but in the Hospital all last week. I am too often lied to by the both young and older Nurses who seem to have a great need to be shown as always being right, that they have done the  right thing. When you consider most of us even  undeniably do lie every ten minutes, it should be no surprise that too many nurses now are also major liars. Here is what I also  know for sure also that a doctor gives a pain prescription, the nurses  do too often interpret the prescription to suit their own desires, preferences and also the nurse reply to me often that they now cannot  increase the dosage specified but they can and do often now reduce the prescription dosage, even by not giving it to the patient cause it interferes with their personal desire to do the minimum amount of work possible too often too. Nursing standards have certainly been lowered the last few decades and not rather raised. One thing that often disturbs me is doing a time- work study on the acts of a typical nurse supervising a very sick patient, I simply measure how much time in an 8 hour shift do they actually spend time in looking after the good welfare of the patients,, and how much time is spent on personal breaks, coffee, etc., as well.. Sometimes I find it actually impossible to comprehend that the nurses are even being paid for the bad job they have been too often doing.
 
I AM AN UNBELIEVABLE BELIEVER IN “SEEING IS BELIEVING”, WHAT I WITNESS MYSELF, SEE IS THE REALITY, AND SO IS MY FATHER. WHAT YOU SEE IS WHAT YOU GET,  AND HOW THEY DO TREAT ME IS GENERALLY HOW THEY OFTEN STILL DO TREAT THE OTHERS TOO. What I too often have seen too many selfish, self centered Nurses do still is mostly to put their own desires, goals, such as coffee breaks, laziness, more money  ahead of the patients’ good welfare. Sad. My very senior father has an incurable, painful disease and he needs proper pain management in Hospitals, old age homes and rather often he still does not get it.
 
I am also even as of recently again  directly surprised as to how little medical knowledge they the Nurses tend to  have,  and how they tend not to be able to do most anything without the doctor  too. I have tried to have a serious discussion on real, important medical issue with too many of them, but have failed for  they tend to be mostly medically and computer  illiterate, and I am no  medical doctor myself, just an ordinary citizen. They do  lack even the most basic medical, health, dietary knowledge, as I often find out too,  and yet they are too willing to challenge doctors, and try to overturn the doctors written prescriptions, diagnosis as well. 
 
In Canada Nurses as well are clearly too often undeniably too mismanaged and  pretentious services and pretentious management is generally the way things are still done: for the last few decades too now. While clearly the patients in Hospitals, nursing homes, tend to be sick often now still even seven days a week, 24 hours a day, the nursing staff clearly as a whole are not adequate 24 hours a day, seven days a week. Now in a typical medical facilities there tends to be at least 3 types of classes of Nurses and related services being  provided. The main day shift of Nurses tend to be the generally the one the best, offering  the best, first class services. But even here there tends to be a mixture of both very high caliber  workers  and also some very bad ones too.  The second shift of after noon and evening shift, services tend to be the one  next composed of second class nurses, those who do generally themselves do offer a less substantial services. And next the late night and weekend nurses tend to be composed mostly of third class nurses, the undeniable worst, poorer Nurses, workers services being offered. The Nursing supervisors themselves tend to place the unwanted, the least desirable nurse for the late night and weekend shifts.

 7 medical Questions to Protect Elderly Patients in Hospitals, old age homes 
 
1. Do the nurses and doctors routinely screen for   or identify high-risk repeat  sick patients? Or do they not bother, care to at all still?
2. How does the hospital deal with  the patient’s severe pain if it develops? Replied indifferently by saying it is not their pain, not their concern, not their job, but that of another department’s..
3. What does the hospital really do to keep patients from becoming disoriented? Let’s a junior incompetent nurse deal with it..
4. What policies are in place to make sure patients get adequate sleep? and/or Prescriptions filled.. pretentious ones…
5. If my family member needs a urinary catheter or other bedside interventions, how does the hospital decide when to remove them? When the patient complains or gets an infection?
6. Will the physicians and pharmacy staff review my family member’s medications often to identify medications that increase a negative side effect  risk? Not likely!
7. How effective is the patient’s complaint procedure? Ha ha ha..
  
Often you’ll hear nothing but gripes and complains about their bosses, their superiors, their parents and the government, nothing about blaming themselves or looking towards constructive solutions to their so called problems

In 2009, The New England Journal of Medicine reported “one in five Medicare patients returns to the hospital within 30 days of being discharged.” Dr. Mark V. Williams, who worked on this study, suggests that part of the issue is due to the fact that doctors place much of their focus on the admission process, when the patient is most sick. When the patient leaves the hospital, they often have more medications and treatments to worry about than when they first entered. Some doctors suggest that this problem may also occur because it may benefit the hospital financially for patients to be readmitted.

California’s nursing disciplinary system is disgraceful. The state currently does not have a standardized method of monitoring suspensions or firings of registered nurses. The major nursing unions in California, opposed a bill for, primarily, a mandatory reporting clause that requires all employers to notify regulators about any  Nurses firings for serious violations, such as gross negligence or physically harming a patient.  We all in Canada do pay millions and millions, billions of dollars in taxes to our federal, provincial, municipals pretentious governments where too many civil and public servants, politicians in Canada undeniably  seem too readily to abuse them,   cheat, lie, steal , pass the buck and not help us the citizens rather. I do often write, send thousands of letters on justifiable, valid causes to them and I have often not seen one decent reply, acknowledgment, never mind any good actions on them as well from these still mostly pretences, lies and lies . They do the same thing mostly to all other  Canadians now as well and none of that is acceptable still too. But I have seen many of them not reelected because of me or fired.

Proper medical care and not pretentious Medicare is still each of our Canadian right. And anyone who denies, fails to deliver it  it needs to be incarcerated! Doctors, nurses, hospital administrators, Premiers, Ministers included.  We pay a significant part of the Doctors, Nurse education, development , Training  and then they falsely try to abuse it to us by their too often undeniable  on the job poor performances and false demands for more money.   The number of doctors practicing   in Quebec is about  16000, and about 58,000 nurses as the statistics shows now we are all naively now  to believe that all of these professionals are saints, perfect and not one medical worker  has killed a patient by accident, neglect, failed to do their job adequately in meeting the sick persons needs? How absurd. When in the last 6 months I myself have often seen Medical doctors disagree many times on the reasons a person was sick, so never mind them even helping him adequately, and I saw  in Quebec the nurses give the wrong medication to patients, due to mistaken identify or error. Canada’s medical regulating bodies, administrators, supervisors, ombudsmen too often wrongfully cover up, hide the mistakes of their own.. More Front line nurses are often wanted mostly for the pretentious CLSC where Quebec spends a lot of resources on pregnant women to build up Quebec’s dwindling population, but now what about the much needed better supervision  of the existing nurses in Quebec firstly?

I can no longer sit by and watch my husband die in front of my eyes while waiting for a government-allocated appointment for life-saving surgery,” Clifford said.  “We not only have to fight the cancer, we have to fight the Quebec health system.” Her husband, Wayne Benner, 63, was diagnosed with colon cancer in December 2005. He had surgery followed by chemotherapy. In December 2008, he was told the cancer was back in his liver and had spread to his lungs. He underwent more chemotherapy, but in late January this year he began having liver failure that caused fluid to build up inside him. Now he has to be drained at least once a week, a painful procedure that removes about eight litres of fluid and nine kilograms from Benner each time. The constant procedures have left him with four hernias and much pain as the pressure from the fluid builds up each time. It has also threatened his organs, especially his kidneys. After enduring months of this, Benner was told in April that a special shunt could relieve his pain. He was called for pre-op tests in May. Now I have spent the last months watching the too often lying, pretentious, incompetent nurses, doctors  at the LGH or Verdun unable, or mostly unwilling  to fully help my father and others.

Speaking of medical half ass jobs, one doctor prescribes medications for my father, another one cancels it, such as the latest   my father’s blood thinner .. and so my father has severe breathing, heart problems till the latest doctor  discovers that his blood thinner was not reinstated..
.
One of the too many false reasons too many patients die in Hospitals is that almost none of the medical staff feel any personal, real, negative repercussions themselves.

It is still a criminal act now for any doctor, nurse, hospital administrators, medical supervisor not to provide medical care to any seniors. How many have been prosecuted for this in the last year?

Note this undeniable fact if a police officer takes drugs, is an alcoholic, an adulterer, a liar, he likley also steals, makes false expense account statements, commits tax evasion and definitely makes a bad cop, SUPERVSIOR .
 
 
 One’s false denial can be an ACTIVE disregard for facts and circumstances or a more subtle expression of ones unreal personal preferences, their fanatsy.

 In the Montreal   Verdun hospital the patients ward does not have air conditioning but where the nurses work it is air conditioned by room window units. Visit the 3 floor for a great example. A sick elderly patient who is often cold, catches a cold easily too, was in one of these rooms for a blood transfusion and the nurse in charge was asked to temporary close the air conditioning for a few hours, but the selfish, self centered nurse next refused to do so because she would have to work under warm conditions. Whose welfare was more important? The Patient got sicker as a direct result too. Not just in Churches, amongst the police, politicians, civil and public servants, I have never seem so many lying, mental people in one place like I have amongst the medical workers I have dealt with this year in  in Hospitals, convalescent, old age homes who really do delude themselves too often about their self importance and the positive role they are functioning in.

When a medical professional cannot see what they are doing now is simply  so wrong they themselves do now need real professional help too.
 
The People who lie often, the  professionals now included, they   tend to have severe personal,  mental disorders next cause one tends to eventually believe next ones lies as being the truth, and they can no no longer differentiate their own lies from reality, the truth.
 
Narcissistic, selfish, self centered  Mental Disorders too evident now even in many of the so called medical Professionals leads  these persons to  dwell in self-absorption, fantasy, illusion, where she or he has exaggerated claims to talents, importance, or specialness,  manifesting evidence  of a need for constant admiration from others,  a lack of empathy for all others, persistent in this too,  have rigid personality traits and coping styles, clearly  inflexible, do show a  hypersensitivity to any criticism , defeat or  negative realities thus they rather  are pathological in  denial by the their falsity, contrived replacement of the truths which they still must  face eventually .  These SEVERE PERSONALITY disorders are generally personally ongoing too leading to more impaired social and/or occupational functioning and can make it difficult to pinpoint a clear dividing line between their  pathology and their so called normality. Most of these people with their personality disorders may not perceive that there is anything wrong with their behavior and thus they are not motivated to change it. It is important to note that these  personality disorders are considered to have their onset in late adolescence or early adulthood and they alone are responsible for it too.
Denial, it is very very common when many an individual, even amongst so called professionals, even in pastors now included,  are openly confronted with their own wrong doings, that they resort to a false denial. When confronted with the truth the denier they  often respond with a similar personal counter attack remark as   “you are crazy”.  “I reject your reality… and substitute my own.”  Their false denial, diversion, distortion does not change the negative reality about themselves still though.  Sadly it is a negative natural human tendency to devolve into denial.”    It’s not just a moral compass that’s lacking, but the ability to honest, or to stand apart. Denial often comes out of a false pride, a fear of being openly exposed as being wrong. Denial is a false convenient escape, excuse for inaction  for persons now  facing a situation that requires a decision or action that conflicts with his or her established past policy. Denial too often can be  further disastrous upon themselves and others.. for denial is not seeing data at all or seeing it and coming to an erroneous conclusion within oneself. One’s false denial is often based on a false assumption  of one’s past great success and often precedes their own severe personal failure next due to a personal disconnect with real life. Illustrated fully by the story of the Emperor with new clothes.
Denial (also called abnegation) is a defense mechanism postulated by Sigmund Freud, in which a person is faced with a fact that is too uncomfortable to accept and rejects it instead, insisting that it is not true despite what may be overwhelming evidence, a mechanism of the immature mind that conflicts with the ability to learn from and cope with reality. The subject may now deny the reality of the unpleasant fact altogether (simple denial), admit the fact but deny its seriousness (minimization) or admit both the fact and seriousness but deny responsibility (transference). The concept of denial is particularly related to the denial of one’s addiction to alcohol for example, or to one slandering others, abusing them stealing, lying.. their denial or their  minimization of their own wrong doings is the  essential part of what enables them next to to continue his or her behavior in the face of evidence that, to an outsider, that is   overwhelming.   “The American Heart Association cites denial as a principal reason that treatment of a heart attack is delayed. Because the symptoms are so varied, and often have other potential explanations, the opportunity exists for the patient to deny the emergency, often with fatal consequences. It is common for patients to delay mammograms or other tests because of a fear of cancer, even though this is clearly maladaptive.”

Types of Denial include now the Denial of fact: This form of denial is where someone avoids a fact by lying. This lying can take the form of an outright falsehood (commission), leaving out certain details in order to tailor a story (omission), This form of denial involves avoiding personal responsibility by blaming, minimizing or justifying.   Denial of responsibilityDenial of impact: avoiding thinking about or understanding the harms their behavior have caused to themselves or others.  Denial of awareness: they do not admit any previous awareness of the negative reality.  Denial of cycle: Denial of cycle is where a person avoids looking at their decisions leading up to an event or does not consider their pattern of decision making and how harmful behavior is repeated. Denial of denial:  This latter form of denial typically overlaps with all of the other forms of denial, but involves more self-delusion. People in a false denial are really nuts, delusional..

There are tools and practices that we can implement to overcome the psychological trap of denial. Public exposure and prosecution of the guilty is one of the best approach serving everyone’s best interest too. It is a clearly established fact with good basis as to why our Canadian leaders, politicians, police, military, public and civil servants  who are always to be exemplary are even personally are to held to a higher standard, accountability in reality.

People in leadership office do have to face higher penalties as an example now too. It is clearly established, accepted fact by most people that those in leadership civil and public servants cops, teachers, ministers, politicians included  are always to be exemplary in behavior,  conduct and they do need to maintain their high standards even out of their working hours, thus to do so they are also to be exemplary  judged, prosecuted  for their own wrong doings with a higher standard over those of us ordinary folks.

Too many police officers even are now too often guilty of their most serious neglect of public trust and their duty. The related truth is that neither an independent police investigation, a new police commissioner,  a promised provincial or federal investigation, or just more politicians promises too often still   will not bring the much needed justice. All of the governments can prohibit the initial and further employment of any known racists for any jobs, and can  punish them for their racists acts, views. Police managers continue to promise the reforming of bad cops and the bad cops keep killing, abusing  innocent persons. The possible retaining of bad  police officers is always anyway a false myth. What thus is always needed is the real  the dismissal, criminal prosecution, of the guilty cops. So where is it? Halifax man says a standard practice of closing operating rooms in the summer is causing unnecessary distress for his wife, who is in constant pain.  Anne Leech needs surgery but her doctor cannot get an operating room booking until mid-August. Her husband, Al Leech, says breaks should be staggered in order to keep operating rooms open year-round.  “The worst part is to watch your wife continually suffer,” he said. “She can’t sleep at night, nothing is correct. about time that a Life sentence in Jail meant a life time in Jail.

 

I am really rightfully still no fan of the too often pretentious, inadequate Canadian Courts and the related bad, often lying Attorney generals, Solicitor Generals as well
 
I continue to be amazed that almost no one any more is being prosecuted for perjury, lying to or  in the courts, It is like the judges themselves  know that even the judges and lawyers are liars too often themselves and if they prosecute the other liars they next would have to deal with themselves as well.
 
It is also really  about time that a Life sentence in Jail meant a  a life time in Jail. Most of us already seem to know that to many Judges are too lenient on the real criminals, those persons  guilty of rape, sexual and physical abuses, robbery, major tax evasion, violence, and major economic, white collared crimes too.. All the convicted the criminals should pay back all they now have stolen as well, yes they should be deprived of any keeping any of the benefits of their wrong doings too.
 
It is also time that all bad, crooked cops now also get what they really do deserve, real punishment, job dismissal as well
 
It seems very perverse too that  the only courts that are efficient and do not hesitate to prosecuted, punish the accused offenders are the revenue generating traffic tickets courts.
 
It is also time that all bad corporations, businesses  GUILTY OF FALSE, MISLEADING ADVERTISEMENT, UNACCEPTABLE BUSINESS PRACTICES GET THEIR REAL DUES, PUNISHMENT AS WELL..

I am glad you have agreed that the Charter of right forbids personal discrimination and allows any person to write to any news editor and to any elected official any concerns, but yes you all do still have the right not to read the material and the right to  delete it. Supreme Court creates new public interest libel defence for press and bloggers  OTTAWA – The Supreme Court of Canada offered journalists and bloggers a new defence against libel Tuesday in a pair of rulings that were hailed as a landmark victory for free speech.  The rulings effectively exonerated the Toronto Star and Ottawa Citizen newspapers and created the new “responsible journalism” defence that will give reporters more leeway to pursue controversial stories as long as they are deemed to be in the public interest.  Media lawyers hailed the creation of the new defence as a major step towards reducing so-called libel chill, which prompts journalists to back away from contentious stories for fear of being sued, often by powerful interests with deep pockets to pay their lawyers.  The rulings also saved the two newspapers from paying out more than $1.5 million in damages, including $1 million for punitive damages against the Star, one of the largest such awards in Canadian libel history.  The Star story in question was about controversial plans for a golf course, while the Citizen’s articles scrutinized the activities of a former police officer.  The rulings mean journalists can make factual errors, but as long as they take a series of steps to ensure fairness in stories that are deemed to be in the public interest, they cannot be successfully sued for libel.  Chief Justice Beverly McLachlin, writing for the unanimous 9-0 court, said the existing libel defences were too restrictive and contrary to the free expression guarantees in the Charter of Rights and Freedoms.  “To insist on court-established certainty in reporting on matters of public interest may have the effect not only of preventing communication of facts which a reasonable person would accept as reliable and which are relevant and important to public debate, but also of inhibiting political discourse and debate on matters of public importance, and impeding the cut and thrust of discussion necessary to discovery of the truth.”  The rulings were hailed by media lawyers and journalism organizations as a major step towards modernizing Canada’s archaic defamation law, bringing it in line with other jurisdictions such as the United Kingdom and Australia.  A broad coalition of organizations, including PEN Canada, the Canadian Civil Liberties Association, the CBC, the Globe and Mail newspaper and others supported the high court appeal by the Star and the Citizen.  “It’s probably the most important decision the Supreme Court’s ever decided on the law of libel. It modernizes our laws to better reflect freedom of speech and that’s in the public interest,” said Paul Schabas, the Star lawyer, who represented the newspaper in the defamation case brought by Ontario businessman Peter Grant.  “It means that the media and anybody else who’s acting responsibly can put something out for public debate and not be chilled because they can’t ultimately prove that it’s true in a court of law years later.”  “There’s now room been made under the Charter of Rights for freedom of expression, that if you don’t prove every fact true in a court of law there’s still room that your public interest story, done responsibly, is protected and you can’t get sued for libel,”  Dearden.

AND THE POLICE CHARGE WAS DUE TO ME SPEAKING OUT LOUD IN A PUBLIC PLACE.. BAD COPS ABUSE  THE LAW, AND NEXT THEY ALSO DO STILL WANT TO BE THE ONLY ONES HAVING A RIGHT TO BE HEARD AND NOT ANY OF THE CITIZENS.  AND WE SEE THIS SO OFTEN IN THE POLICE REVIEW BOARDS WHERE THE CITIZENS ARE NOT FAIRLY, EQUALLY REPRESENTED AS WELL.. A real stupid move a Liberalized divorce solution still it only seems like a cheap solution

 How many of you do now know that Politicians, not just many people, can be realy stupid, they can offer stupid advice in reality.. such as go on with your life..

 

Well the so called cold, indifferent experts now say have an easy  divorce and just move on.. but the too often grim reality in the news  is not so.. for when one spouse unexpectedly files for divorce the other one often can get violent, as well as the spouse who does not like the future as she sees it.. and next the damage done before anyone can deal with it .. a more  easy divorce will not help here.

EDMONTON – Autopsies have confirmed that two young boys found dead in their Millet home were slain, RCMP said  in the double-homicide that has rocked the small town about 50 km south of Edmonton.  The boys’ father, Curtis McConnell, had found them apparently drowned in the bathtub shortly after 3 p.m. Monday.  The 31-year-old dad was estranged from his wife, Allyson McConnell, also 31. She’s recovering in hospital from an apparent suicide attempt around 2:30 p.m. Monday in south Edmonton.  Allyson had suffered broken bones after jumping from the Gateway Boulevard overpass onto the eastbound lanes of Whitemud Drive. The parents were going through a bitter divorce that revolved around custody of their boys. Allyson wanted to take the kids to her native Australia to live likely with her parents, while Curtis was against the idea, according to court documents.  “The questions go through your head. How do we move on? Why did it happen? Why now? Nothing can undo what has happened.  .”  McConnell  wrote late Tuesday: “I need answers to unanswerable questions.”   

  Imagine this stupidty also that the cops who as many of us do know already themselves are some of the most screwed up persons in the world will be offering marriage advice, counseling..

 

The B.C. government needs to make fighting domestic violence a greater priority, a Victoria police officer said for too many people are dying as a result of domestic violence,  and  negotiations are currently underway to develop a very costly and very likely infective still too  regional domestic violence team that includes members of the area’s four municipal police departments, the RCMP, legal officials and members of anti-violence service groups and there is not a lot of extra money available anyway from the governments.  Alberta is now spending $1.5 million over three years to pair police with social workers to intervene in situations of domestic abuse. It is hoped the extra resources under the pilot program will provide a tailored response to families identified as high risk for repeated domestic violence. The team will focus on families who have had repeated incidents of domestic violence reported to police and who want to make changes before the courts become involved. “We want to provide support and resources before violence occurs and before they find themselves entering the justice system”.. Dream on..  the losers, the Police providing  martial support, they themselves are the ones with one  of the highest divorce rates amongst the professionals. Physician heal thyself first applies here too.  But that is just a beginning of the many extra costs too.  An Alberta threat assessment report says that between 2000 and 2006, more than 500 Canadian women were shot, stabbed, strangled or beaten to death by their intimate male partners. Those numbers are five times more than all of the Canadian soldiers and police officers killed in the line of duty during that same time period, the report said. The ministry of the Attorney General has been reviewing changes to the way the province addresses domestic violence, but isn’t convinced a single province wide model is the correct approach, it is very costly to put all of these people in jail. Domestic violence cases represent the second-largest share of prosecutors’ files, after  speeding, impaired driving, drugs..

Almost no members of the local police forces have completed specialized training on domestic violence, marriage counselling as their own lives reflect it too. A police Chief had promised his members will complete a mandatory, one-day online training program by next spring… ha ha ha.. really absurd.  How stupid, foolish can the Police now even get for if a one day online computer course can help a policeman, could not the citizens take the same online course? Absurd, really ludicrous.

 Vancouver police chief statement on wrongful arrest Vancouver Sun –  Last night I went to the home of Mr. Yao Wei Wu to apologize personally and on behalf of the Vancouver Police Department for the injuries and trauma he and his family have experienced after he became the victim of mistaken identity.

An outside police force will investigate allegations against five current and former Manitoba RCMP officers accused of offences ranging from fabricating evidence to torture. The charges relate to complaints filed in civil and criminal court by a Portage la Prairie man. Matthew Gray, 47, filed complaints against up to 15 RCMP officers after he was handcuffed and jolted multiple times with a Taser stun gun in June 2003.  It was recently announced that the Police in BC and Alberta would provide marital counseling, family help.. thisnext was, is the expected result of such police activities..  VANCOUVER, B.C. – Vancouver’s police chief has personally apologized to a man who was mistakenly arrested and roughed up by plainclothes officers responding to a domestic abuse call. The officers responding to the abuse call went to the wrong address in the same building, and Wu says he was pulled outside and beaten, suffering cuts and a swollen eye. Two Vancouver plains clothes police officers were responding to a domestic assault call when they knocked on the door of Yao Wei Wu. The officers had the correct building — but the wrong apartment. When they knocked on Yao Wei Wu’s door, they had woken him up. He came to the door — and the police roughed Wu up.  Yao Wei Wu’s said he was hit multiple times on the back, head and face, and he had not resisted them because they were armed. Apparently the officers only realized their mistake when they had cuffed Yao and asked his name. Yao also had said that  the officers failed to ask him for identification before they began to beat him.  Chief Jim Chu is also backing away from an earlier police statement that the victim, Yao Wei Wu, was injured while resisting arrest.  Chu says that information was prematurely released as fact. A Vancouver police investigation of the incident is being overseen by the Office of the B.C. Police Complaints Commission. of course the department will be doing its OWN investigation…..what a joke. A woman at the lodge told officers she had been assaulted by her husband, RCMP said. The woman did not require immediate medical treatment for her injuries. Hart, an eight-year RCMP member, has been charged with assault, assault causing bodily harm and choking to overcome resistance.  He was released from custody on a promise to appear in Gimli provincial court on Jan. 25. So what is the solution?
 
Many Spouses usually accuse the other  one of what they are guilty themselves, and that is why they are so conscious of it often.. On the disintegration of Canadian family,  society. Many can see now what’s broken but they  don’t know how to how to fix it.  The diagnosis is much easier than the cure. For  the cure may involve personal changes, actions that many would prefer to avoid.  They all mostly would like to avoid being discomfited personally, verbally and socially. A real valid first possible cure for our nation’s family ills too is neither new nor complicated, it is a very simple concept: Merely first replace those in power. Why? Simply  you must admit that their own  proposed solution is still also clearly inadequate and will not rectify the family problem but rather escalate it. A liberal divorce procedure with good intentions even   may in theory allow supposedly peace next into the broken Home? In reality DO DREAM on  for the root problem of the individuals personal unhappiness has not been dealt with, even their  own laziness ,  unrealistic expectations, negative charactheristics too.  People divorced once are likely next to be divorced 3 times.. and there has to be real negative consequences associated with it now too including their personal real next loss of fortunes, job income, productivity, pension savings, health and life insurance , loss of dental insurance too.
 
But next not only will the number of family violences increase, so will the number of alcoholics, you will also get  more single moms on social aid, and also the divorcees tend to live a shorter life, pay less taxes overall,  and they  tend to be often more sicker than the long term married couple.. all causing a big costly burden on the social, Medicare system now next too. 
 
The police  already presently, and the social workers too now are unable to handle the many domestic family calls, and what will they do when the family violence next escalates with the too easy divorce, when  because the husband finds out his wife is considering divorce, he now feels he is being cheated, has been lied too, he now is being robbed, he has been taken in, he has been abused and the negative anger, his rage just increases and builds up.. so  often into family violence. ” the husband was embroiled in a fight over the ownership of the family home,   he was jealous after finding his wife in a bathroom with another man, and   he had a bad relationship with his mother-in-law”…  sadly all very typical these days too…
 
Yeah in Theory Iraq was going to be free and prosperous when the dictator was removed, but what happened to that  liberalized society next? what the Increase of Violence.. but they were promised peace, prosperity, freedom initially.. and very few divorcees find it too..
 
A real stupid move a Liberalized divorce solution still it seems like an overall  cheap solution, but it is very costly next overall.. very costly for the state too.. someone really needs to look at this plan and come up with something better. Or are they all there really that stupid still now? The police services are costly, ineffective too often, and a bad solution for most things anyway..

British watchdog   fines Canadian bank 7.0 million pounds – Yahoo! Quebec-based internet service provider Cogeco Inc. has stopped advertising its services as the fastest in in two Quebec cities after the Competition Bureau ruled the ads were misleading. The federal agency said the misleading claims about Cogeco’s services services in Drummondville and St-Hyacinthe had been clarified, but didn’t didn’t provide details on when the ads ran or say if its probe was spurred by a consumer complaint. The bureau said consumers had no way to compare the speed of Cogeco’s services with those of all of its competitors in the two cities, and it was therefore impossible for Cogeco to claim that they offered “the fastest” service. Cogeco’s CEO Louis Audet defended the ad campaign, saying the firm at the time had used an internet site that rates broadband speeds globally.  Cogeco is now using another method to compare speeds with them. Audet said he considers the Competition Bureau’s investigation to be minor. “I think what we were doing was rather benign. On Wednesday, a B.C. court ruled that Bell Mobility could not claim it was Canada’s “most reliable network” after Rogers challenged Bell’s ads as misleading.  Last month, a B.C. court brought an injunction to force Rogers Communications to stop claiming it was Canada’s most reliable network. That was the result of a complaint by Telus.

The head of the Fraser Health authority–who was responsible for cutting programs and closing beds in the region’s hospitals–was paid $466,000 last year, including a $30,000 performance bonus. Police, church, province failed – Ontario abuse inquiry

 

A $50-million probe into rampant sexual abuse in Cornwall, Ont., ended yesterday without answering the key question it had faced – whether a sophisticated pedophile ring evaded the law for years while its influential members were preying on local children.

CORNWALL – Police, government, the Catholic Church and other institutions failed to respond to decades of alleged and real child sexual abuse here by probation officers, clergy, teachers and others, a public inquiry has found. In a devastating 2,400-word report, Cornwall Inquiry Commissioner Normand Glaude found a combination of systemic failures, insensitivity to historic abuse complaints and an official reluctance to act. “Institutions were reluctant to be forthright and own up to mistakes, fearing scandal or criticism more than they feared the breach of their duty to the vulnerable and the public,” Mr. Glaude said in a speech yesterday while unveiling his four-volume report. “For some, this resulted in revictimization by the institutions from whom they sought help.” He makes it clear, however, he found no evidence of any official cover-ups. Instead, the report says local institutions ill-equipped to deal with allegations about their own employees, whether a probation officer, teacher, priest or child-care worker, acted defensively and often in self-interest.  Mr. Glaude singled out the Ontario Ministry of Community Safety and Correctional Services for particular censure. The report describes how the ministry took no action against a Cornwall probation supervisor and another employee who failed to properly report two former probation officers who had engaged in sexual and other improprieties with young probationers.
 The report’s recommendations include:
– An internal investigation is needed if a probation or parole officer is suspected or has been charged with sexual assault or abuse.
– Police should be required to inform public and religious institutions and justice partners that an allegation of sexual assault or abuse has been made against one of their employees.
– Bishops, priests, employees and volunteers should encourage people who disclose sexual abuse or assault to report the allegation to police.
– The Diocese of Alexandria-Cornwall should have rigorous procedures for evaluating candidates it plans to present for study at its seminary.
 
None of these recommendations are binding so do not expect any positive changes, related justice to improve, in Canada’s often pretentious justice and police system

He supports Prime Minister Stephen Harper in his battle to scrap the federal gun registry, calling it an “obscene waste of taxpayer money.” The Vaughan riding, which is just north of Toronto and is home to a large Italian community, had been held by the Liberals since 1988.  Fantino, himself an Italian immigrant,  Fantino garnered 19,260 votes — 49.1 per cent of the vote.  A career cop, Fantino rose through the ranks of the Toronto police and served as police chief there, in London, Ont., and York Region — which includes Vaughan — and later served as commissioner of the Ontario Provincial Police. Fantino came to Canada from Italy at the age of 10. In 1969, the 27-year-old Fantino became a cadet with the Toronto Police Service. He later became a beat cop, working his way up through the ranks to undercover officer, homicide detective and division commander before his times at the helm of the Toronto, York Region and London, Ont., forces. But his storied law enforcement career was not without its share of controversy. Some of his most dogged opponents accuse him of enforcing two-tier justice in favour of aboriginals in Caledonia, Ont., the site of a long-running native occupation. Fantino was recently embroiled in a messy internal disciplinary hearing that stretched over two years and saw him accused of vindictiveness and witness tampering. The hearing came to an abrupt close last year when police prosecutors dropped misconduct charges against the two officers named in the case. Critics called for his dismissal after wiretapped conversations between Fantino and Ontario aboriginal activist Shawn Brant about First Nations blockades were released. They indicated Fantino told Brant he would do everything he could to “destroy” Brant’s reputation. These warnings came several months before Fantino made public assurances that alleged wrongdoing was isolated to Team 3 of the drug squad. Too many police officers are now too often guilty of their most serious neglect of public trust and their duty. The related truth is that neither an independent police investigation, a new police commissioner,  a promised provincial or federal investigation, or just more politicians promises too often still   will not bring the much needed justice. All of the governments can prohibit the initial and further employment of any known racists for any jobs, and can  punish them for their racists acts, views.

Police managers continue to promise the reforming of bad cops and the bad cops keep killing, abusing  innocent persons. The possible retaining of bad  police officers is always anyway a false myth. What thus is always needed is the real  the dismissal, criminal prosecution, of the guilty cops. So where is it? Speeding is not the main cause of car accidents, impaired driving is, but too many cops are alcoholics it seems who wrongfully do sympathize with drunks and as a result do not arrest drunks all year.

New Conservative Accountabiility report

 

One of the too many false reasons too many patients die in Hospitals is that almost none of the medical staff feel any personal, real, negative repercussions themselves.  That also includes the too many bad cops we seem to have now too, and bad civil and public servants too, bad politicians..

Just another bunch of thugs and crooks? Conservatives hold only slim lead: poll  The Conservatives have retained just a slim margin over the Liberal Party, according to a Nanos poll released on Monday.  The survey has the Conservative lead shrinking in the eight prior weeks from more than 9 percentage points to 1.7 points. Other polls have shown the Liberals slightly ahead. The Conservatives had been as much as 15 points ahead in the autumn, after the Liberals tried to bring down the government and force an early election. When the Liberals backed down, the margin began to shrink and then it virtually collapsed when Conservative Prime Minister Stephen Harper arranged at the end of December for the temporary suspension of Parliament until after the Vancouver Olympics. The opposition charged that he was trying to evade accountability.

” Prime Minister Stephen Harper’s government has paid out nearly $7 million to political staffers who have left their jobs over the past two years. The amount of “separation pay” that was doled out at the discretion of cabinet ministers is more than twice the amount of “severance pay” the Conservatives were obliged to pay departing political aides under government guidelines.

Under the government’s guidelines for ministers’ offices, political staffers are entitled to two weeks of severance pay for each year of service — regardless of whether they resigned, were laid off or dismissed.

EXTRA SEVERANCE

Those who had previously worked for a member of Parliament or for the public service could be entitled to an extra week of severance pay for each year of service in those roles.

However, cabinet ministers also have the discretion to pay departing staffers separation pay of up to four months salary on top of their severance pay.

“When they are letting go staff, they are treating the public purse like it was a Conservative candy store,” he said. Liberal finance critic John McCallum, a former cabinet minister who posed the original written question to the government, also found the total high.

Kevin Gaudet, of the Canadian Taxpayers Federation, called for the government to scrap the system of discretionary separation pay.

I get a big chuckle of the hypocritical Albertan, Western party, Reform- Conservative supporters, who  loudly advocate democracy, more freedom of speech, less censorship,  less human rights prosecution too… meaning they still do delete negative anti Conservative, Anti Harper messages on their sites… so much for the free  speech right of others.. typical police state Conservatives still..

1. More on police in schools

There’s a well known Canadian tradition that looks hard at American social policy, waits until the Americans realize it doesn’t work or shows perverse results, then puts that policy in place here in Canada. Stephen Harper’s Conservative government is in the thick of this practice as it brings in new laws and policies to put more people in jail longer, just as California realizes the folly of ever having done this in the first place.

The Toronto police force, with the active support of Toronto school boards, is now following the same tradition by putting police in most Toronto high schools.

Police have been in New York schools for more than a decade, and there are problems. An editorial (titled `Over-Punishment in Schools) in the New York Times on Sunday November 29, 2009, states Juvenile justice advocates across the country are rightly worried about policies under which children are sometimes arrested and criminalized for behavior that was once dealt with by principals or guidance counselors working with a student’s parents. It notes that children who are arrested or suspended tend to be disproportionately black and Hispanic and often have emotional problems or learning disabilities, and says School officials in several cities have identified over-policing as a problem in itself.

One can expect these problems to become more evident in Toronto. The incident at Northern Secondary School in October fits the profile too well: a black student apparently insulted a police officer who is seen on the video arresting the student, who was charged with assaulting policing and resisting arrest, then suspended. If the police had not been present in the school and the student insulted a teacher, he would have received a detention. Put police in schools in Toronto, and youth actions will be criminalized just as they have been in American schools. And those criminalized the most will certainly be from minority groups.

A study by the Annenberg Institute for Social Reform and the New York Civil Liberties Union titled `Safety with Dignity: Alternatives to the Over-Policing of Schools recommends sweeping changes. It says The number of police personnel patrolling New York City’s schools should be reduced significantly. This should generate financial savings that can be applied to expand guidance, social work, and other support services to respond to disciplinary issues in ways that strengthen the educational environment and avoid excessive reliance on law enforcement tactics and the juvenile and criminal justice systems. It recommends that disciplinary responsibilities be returned to educators, and that alternatives to harsh penalties be instituted. But here in Toronto, we are just settling into the program of police acting as School Resource Officers in high schools. A self-administered student survey concluded that most everyone is happy with the situation and relations between students and officers might even be improving. The report does concluded, strangely, that overall student perception of safety in their school and in the neighbourhood surrounding the school did not improve, a conclusion which throws the whole experiment into confusion. The press release accompanying the survey evaluation states airily The main goal of the School Resource Officer Program has always been to build relationships, provide mentoring, leadership, and develop extracurricular opportunities for the students. That is revisionist history: the goal when police were placed in schools in 2008 was never spelled out, but it was done in response to a fear of more violence in schools, and most people assumed that that’s why police were going in.

Related to this is the recently published 2010-2011 list of police priorities, goals and strategies, including the development of a “prevention and education initiative . . . relating to child and youth victimization in the areas of bullying and cyber bullying. Surely this instruction on bullying is more appropriately (and less expensively) accomplished by ordinary teachers or by social workers. This is the problem with putting the police in schools: their policing skills are rarely needed so they look around for something, anything, that might justify their presence. Tax dollars would be better spent on additional teachers and social workers whose skills fit squarely into the curriculum and the classroom.

Most worrisome is the statement School Resource Officers felt more part of the school management team at the end of the school year than at the start. In short, the police are playing a solid role in managing schools. What does this have to do with the new goal, which is to improve relations with youth?

Sounds like Toronto schools with police are headed down the same road as the American schools with police. Our children deserve better from school trustees, from teachers and principals, and from the police.

TPAC has wondered why more parents are not speaking up. We concluded that most middleclass parents think their children will never be on the receiving end of police action so they think they don’t need to speak up. Parents of minority children and those living in poverty don’t speak up because they fear they will be penalized if they do, or because they don’t have the resources to do so. It is no different than the fact that there is no constituency to speak up against the extraordinary number of people who are in jail before they have been found guilty of anything. Inequality in society hits those at the bottom very harshly.

2. 2010 police operating budget

On November 23 the Toronto Police Service Board released the 2010 operating budget that will be presented to the Board for approval on December 17. It asks that net spending increase from $842 million in 2009 to $899 million next year.

The Board asked for public comments by November 30. TPAC said that allowing just a week for comments was ridiculously short, making it almost impossible for individuals and organizations to provide meaningful comments. We submitted a draft letter by that date. Our final letter includes the following comments:

`We understand the city budget chief, Shelley Carroll, has asked the police department, as well as other city departments and agencies to cut their 2010 budget request by 5 per cent from last year. That would mean a 2010 budget of $812 million, or almost $90 million less than the 2010 operating budget request as it now stands, at $899.1 million.

`It is fair to say that kind of cut will not be achieved. But we believe a large cut must be made to the request so that the city has the funds needed to ensure there are programs available to reduce crime.

`Board members are surely aware that the best thinking currently available is that the best way to reduce crime among youth  and youth violence and safety is claimed in the 2010 police operating budget overview (page 4) as the leading priority for the police – is to spend more money on recreation and support programs for youth.

`The 2008 report by Roy McMurtry and Alvin Curling, `Roots of Youth Violence, makes it clear that spending more money on policing is not part of the solution – in fact the report shows that too much provincial money directed towards justice services to youth in trouble is eaten by police and is not available for the social programs that are needed.

`That report asks for a number of changes including: repairing the social context with programs which are created for youth; creating a youth policy framework to replace the patchwork of programs now available; creating strong communities out of weak suburban subdivisions and housing projects; and finding ways that government can actually exercise its oversight functions. These programs cost money, and if a great deal of that money is spent on police services, then that money is not available for those programs. That is the current problem in Toronto, as the city is not able to reasonably fund programs for youth. Constraining the increase in the police budget will permit funds to be available for reducing youth crime and violence.

`It is our opinion that the Board must make a clear commitment to reducing youth crime and violence and that will only happen by ensuring that the police budget does not gobble up the $899.1 million proposed in the 2010 budget request.

`We suggest that as a target the Board agree to request no more net funds than in 2009, that is, that the Operating Budget request for 2010 be no more than $845 million, and further that the Board ask the city to devote funds to youth programs in keeping with the McMurtry/Curling report.

`We suggest three ways of controlling the budget increase.

`1. Do not increase the staff complement from the 2009 request.

`As set out on pages 16 – 18 of last year’s budget overview, the 2009 target was to fund 5477 officers and 2021 full-time civilians. The 2010 target (pages 13  4 of the 2010 overview) is 5576 officers and 2056 full time civilians. That is an increase of 134 staff. The Board should decide not to increase staff.

`2. Do not hire new officers to replace those who leave the force during 2010.

`The budget overview estimates that 250 officers will resign or retire during 2010 (page 13), but it also assumes they will all be replaced. This year they should not be replaced, but a smaller force should be asked to do more.

`There are four reasons for advancing this position. First, crime continues to decline. As the overview points out (page 28), major crime (murder, sexual assault, robbery, break and enter, theft over $5000) is down 10 per cent from the same time last year, and last year was down 9 per cent from the year before. At the same time, the number of calls for service that police responded to, the number of arrests, the number of gun calls, and the number of traffic tickets issued have all continued to fall (pages 29  30). Police clearly have less work to do.

`Second, the 2008 Environmental Scan argued that police officers were spending considerably more time at each call for service than in the past. (see http://www.torontopolice.on.ca/publications/files/reports/2008envscan.pdf , pages 155, 156, 179.) It seems that productivity can be increased substantially, without a reduction in service to the public, by simply having officers reduce the time spent at each call.

`Third, the cost per officer is now considerably in excess of $100,000. The wage settlement agreed to by the Board last year pays officers very very well compared with other public employees. A recruit in training is now paid the equivalent of $51,000 a year. Once the recruit joins the force, the pay jumps to $57,000 for the first year and $81,000 for the fourth year (page 14). Benefits are worth another 25 per cent (page 15). These officers should be expected to work harder for this money, and in any case the public simply cannot afford to pay more and more staff at higher and higher wages.

`Fourth, we believe the current strategy of the police force widening its net to try to become all things to all people is inappropriate. Two examples of this are putting police officers in high schools (apparently to improve relations with youth) and assuming surveillance duties on the transit system (for reasons that remain ill-defined.) These initiatives are not useful ways to prevent crime, nor do they assist in obtaining convictions. It would be better if the police force decided to use its resources to become better at what they are expected to do. For example, we believe it would be more appropriate if some resources were used to ensure that police are adequately trained in Charter procedures so that charges are not thrown out for Charter reasons, and in ensuring that cases proceed in a timely manner, rather than being challenged for dragging on for many years. Bringing more focus to police work is more important that the police expanding into areas that have little impact on crime and safety issues.

`3. New compressed work week schedule

`We have seen the press release on the new compressed work week schedule, and we ask the Board to make public the actual changes agreed to so we can actually see what it proposes. Apparently the result is that at long last the number of officers on duty will bear some relationship to the calls for service rather than being spread almost equally through the whole 24 hour cycle.

`Assuming this interpretation is fair  we need to see the agreement to be sure of our reading of the matter – then the force should be able to operate with fewer officers. We suspect this change could mean that three or four fewer officers will be needed in each division during each shift, and that should result in reducing the force by a further 100 officers.

For the first year, the Board has posted the full operating budget for 2010 on the web site, http://www.tpsb.ca . It is long  815 pages  and takes forever to download, but it contains interesting commentary on a unit-by-unit basis for those who like to wallow in detail.

3. Compressed work week, new schedule?

The Toronto Police Services Board and Toronto Police Association issued a joint press release in late November saying they had reached an agreement on a new compressed work week. This is a matter they have been bargaining on for the last few years, at considerable cost.

The agreement apparently says that the new compressed work week schedule will be tried on one or two divisions staring next March, but won’t be fully implemented for a year or two. Unfortunately, no further details are available  the Board has yet to release the agreement.

The current arrangement certainly has it flaws. For one thing, three are three platoons working every day (the other two platoons are off) working shifts of 10, 10 and 8 hours. That means that we pay for 28 hours of policing for every 24 hour period. (Other police forces in the GTA work two twelve hour shifts in a 24 hour period, which is much less costly. The extra four hours a day in Toronto adds 12 per cent to salary costs for the Toronto force, or about $80 million a year.) None of the overlap in the three shifts occurs during peak time for police service needs, that is, the early evening  the overlap occurs during non-peak periods so Toronto residents get none of the benefit of these extra on-duty officers.

Does the new compressed work week schedule address either of these problems? We have not been provided with the details to know, and when information is not made available, one fears for the worst.

4. New complaints procedure in Ontario.

The new complaints office, Office of the Independent Police Review, is now up and running. The web site is http://www.oiprd.on.ca , and you can file a complaint on line.

But There’s a big problem you face as you begin to fill out the on-line form, namely the following statement: The information in this form will be forwarded to the appropriate police complaints authority for consideration. This includes a professional standards department or police authority of the relevant police service.

Obviously, the intention is to simply shift the complaint over to the police force you are complaining about, and that is bound to send shivers down the spine of many who think of making a complaint. There is nothing said about how this new provincial agency is there to protect your interest as a complainant and ensure that you are treated fairly, or that the police will be held to account. This is a significant oversight if this new agency is to be effective.

On the subject of complaints, one should note that Paul Kennedy, who has been the complaints officer with the RCMP, and who has urged that a better and more transparent complaints system be instituted by the RCMP, has not been reappointed by the federal government. The interpretation by the media and most others is that the feds don’t like having someone this reasonable within the bosom of the government’s police department.

5. New rules for tasers

Taser International announced in mid October that its stun gun should not be aimed at the heart  not that there were any real problems, but just in case, whatever. Toronto police (and other police forces) immediately came out with new policies recommending that officers aim lower.

One wonders when it will be suggested that the genitals isn’t a good area to aim at either.

Toronto Police Officer Charged MISSISSAUGA, ON, Dec. 22 /CNW/ – The Director of the Special Investigations Unit (SIU), Ian Scott, has reasonable grounds to believe that an officer with the Toronto Police Service (TPS) committed criminal offences in relation to an incident involving a 21-year-old man. Director Scott has caused charges to be laid against the officer.  The SIU was contacted on September 8, 2009, regarding a complaint of a sexual nature against one officer with the TPS. The alleged incident occurred six days prior, on September 2, 2009. The SIU was notified that on this date, the 21-year-old man was stopped for driving infractions. There was an interaction, and as a result, the man sustained injuries.  As a result of the SIU investigation, Constable Salameh Marji of the TPS is facing one charge of Sexual Assault, contrary to s. 271 of the Criminal Code of Canada and one charge of Assault, contrary to s. 266 of the Criminal Code of Canada.  A summons was served on the officer today, and he is compelled to appear before the Ontario Court of Justice at College Park Courthouse in Toronto on January 18, 2010. The Justice Prosecutions branch of the Ministry of the Attorney General will have carriage of the prosecution.  As this matter is now before the courts, and in consideration of the fair trial interests of the charged officer and the community, the SIU will make no further comment pertaining to this investigation.  The SIU is a civilian agency that investigates cases of serious injuries (including allegations of sexual assault) and deaths involving the police. Pursuant to section 113 of the Police Services Act, the Director of the SIU is mandated to consider whether a criminal offence has been committed by an officer(s) in connection with the incident under investigation and, where warranted by the evidence, to cause a criminal charge or charges to be laid against the officer(s). It is billed by the London Police Department Chief as “the best (shooting) range in Ontario.” At $22 million, it is certainly modern but one of the features might sit poorly with judges and civil libertarians.  While police can shoot a fleeing suspect that presents an imminent threat to the public, it is relatively rare in most crimes and raises obvious questions under Tennessee v. Garner. The entire project will ultimately cost $32 million and the facility’s gun range is billed as training officers to do a range of shooting,

Meanwhile  a Toronto doctor is facing a disciplinary hearing over allegations he approved special meal allowances for people on welfare and disability programs according to the College of Physicians and Surgeons of Ontario.  Dr. Roland Wong,  said he continues to approve applications for the special diet but only if he believes patients have an underlying medical condition that qualifies them for the financial supplement.  “Today, I signed maybe five, four,” he said. “Sometimes more, depends.”  He accused the auditor general of having a very “slanted view” of the program, and suggested he should be looking instead at the woefully inadequate support payments paid to people in need.  Wong said he wasn’t overly concerned about the disciplinary hearing because it was based on a complaint laid against him by a municipal councillor.  “This is a case of politicians against a physician, not the patient against the physician,” he said.  The Special Diet Allowance provides up to $250 per month to a person on social assistance who requires special foods for such conditions as diabetes.  Councillor Doug Holyday said  . “This can’t go on.”  http://ca.news.yahoo.com/s/torsun/091209/canada/doc_faces_probe_over_dietary_payouts     Quebec and other provinces have no such adequate help program and why?

Medical Errors are also still a  leading cause of Deaths. More and more people die from medical mistakes each year than from highway accidents, breast cancer, or AIDS. And bad pharmaceutical drugs kill more people every year than are killed in traffic accidents. Many hospitalized patients suffered a serious adverse drug reaction (ADR)  and died as a result. The researchers found that over 75 per cent of these ADRs were dose-dependent, which suggests they were due to the inherent toxicity of the drugs rather than to allergic reactions. The researchers concluded that ADRs are now the fourth leading cause of death  after heart disease, cancer, and stroke. Any deaths   from  misdiagnosis of the ailment , deaths from unnecessary surgery;  from medication errors in hospitals;  deaths from other errors in hospitals;  deaths from infections in hospitals;  deaths from  adverse effects of medications, or from adverse drug reactions used to treat the illness, they  are all always still unacceptable!

The Montreal police officer who shot and killed 18-year-old Fredy Villanueva in Montreal, his version of accounts has not been collaborated by independent witnesses. Lapointe’s report, as well as the one written by his partner, Const. Stéphthe officer drove up to a group of five individuals gathered in Henri-Bourassa Park. The officer said he “saw very distinctly” that the men were playing dice, contrary to a municipal bylaw.Among them, Lapointe said he saw Jeffrey Sagor Mettellus, a known member of the Bloods street gang, as well as another man that he also recognized as a street-gang member.anie Pilotte.  After stopping his car and calling the men over, Lapointe said all of them obeyed his order except one: Villanueva’s older brother, Danny, who walked away.Lapointe said he then got out of his cruiser and ordered the man to identify himself. When the elder Villanueva refused, Lapointe tried to take him into custody. He said he was concerned Villanueva was armed. Lapointe said Villanueva fought back, forcing the officer to push him to the ground. A crime scene technician’s photo shows injuries to Const. Jean-Loup Lapointe’s arm. Lapointe said Villanueva even managed to free his hands and “hit me with his right fist straight in the face, on the jaw.” Then, Lapointe said he noticed the other four men moving in on him. Two seemed to be stretching out their hands toward his neck and his belt, where he carried his gun. When one of them grabbed his neck, Lapointe said he realized his partner “was not in a position to come to [his] defence … and [he] was not physically capable of overcoming these men.” After the men ignored his order to back up, Lapointe said he “saw no other alternative than to fire immediately.”    Lapointe said he was so concerned about the threat of being disarmed by the men that he shot his gun “three or four times,” without even removing it from the holster. Lapointe’s gunshots struck and killed Fredy Villanueva. Sagor Metellus and another man, Denis Méas, were also injured. In her report submitted Aug. 15, 2008, Pilotte said that while trying to restrain Danny Villanueva she was so “focused on the lower part of his body” as he kicked that she “had no knowledge of what was going on around.” “I can’t even say what was the precise position of my partner on the ground,” wrote Pilotte, who had graduated from the province’s police academy 18 months before the shooting. The two reports provide a similar version of the events that Saturday afternoon But we have seen the same thing in Vancouver RCMP where it next became clear to many that the Police lied. The shooting sparked violent riots in the multi-ethnic working class community of Montreal North. Quebec’s Liberal government ordered a coroner’s inquest amid pressure from the Villanueva’s family, friends and community.   
 
 
UNDENIABLY TOO MANY MONTREAL POLICE OFFICERS ARE ALREADY KNOWN TO BE BULLIES, RACISTS, SEPARATISTS TOO. Excuse me they do not do racial profiling? Some say that the cops were already  looking to beat up someone merely, they falsely escalated the issue, for they could have called for local Police reinforcement beforehand if they knew who these persons now really were like, bad.    Villanaueva did not have previous criminal record nor a gun.  The charter of rights and freedoms does not give police the right to detain for arbitrary reasons.   “Anyone like myself who has Ontario plates on their car and been pulled over by the Montreal police knows they do profile people.. no matter what race you are.” As many local natives, blacks  have also found out now.   If the cop was killed instead, the news media would be flooded with “my condolences to the family of the fallen officer”. Why is it that when a cop kills someone, many people instantly assume immediately that it was a “justifiable” action?  “One less gang member on the street, both police officers who were doing THEIR JOB go home safe. Great ending.” what THE POLICE CAN NOW shoot all gang members on sight  too? The police in Canada now have become judge and jury? Unaccountable to no one?  But not all cops are good Angels for sure now too.
 
Almost since my first job after graduating from university I had learned that people are not to be trusted, need to be supervised, and corruption still exists in construction, universities, municipalities, governments, corporations, amongst professionals and politicians as well
  
Tax payer’s money abuses, false expense account statements, stealing, tax evasions,   obstruction of justice, cheating, lying,  drunkenness, impaired driving, pornography,  Adultery, VERBAL, PHYSICAL ABUSES, are all ESPECIALLY unacceptable for any civil and public servants. It is a clearly established fact with good basis as to why our Canadian leaders, politicians, police, military, public and civil servants  who are always to be exemplary are even personally are to held to a higher standard, accountability in reality.

Public exposure and prosecution of the guilty is one of the best approach serving everyone’s best interest too.

 People in leadership office do have to face higher penalties as an example now too. It is clearly established, accepted fact by most people that those in leadership civil and public servants cops, teachers, ministers, politicians included  are always to be exemplary in behavior,  conduct and they do need to maintain their high standards even out of their working hours, thus to do so they are also to be exemplary  judged, prosecuted  for their own wrong doings with a higher standard over those of us ordinary folks. Too many police officers are now too often guilty of their most serious neglect of public trust and their duty. The related truth is that neither an independent police investigation, a new police commissioner,  a promised provincial or federal investigation, or just more politicians promises too often still   will not bring the much needed justice. All of the governments can prohibit the initial and further employment of any known racists for any jobs, and can  punish them for their racists acts, views. Police managers continue to promise the reforming of bad cops and the bad cops keep killing, abusing  innocent persons. The possible retaining of bad  police officers is always anyway a false myth. What thus is always needed is the real  the dismissal, criminal prosecution, of the guilty cops. So where is it? Speeding is not the main cause of car accidents, impaired driving is, but too many cops are alcoholics it seems who wrongfully do sympathize with drunks and as a result do not arrest drunks all year
 .

Garner. The entire project will ultimately cost $32 million and the facility’s gun range is billed as training officers to do a range of shooting”

Meanwhile  a Toronto doctor is facing a disciplinary hearing over allegations he approved special meal allowances for people on welfare and disability programs according to the College of Physicians and Surgeons of Ontario.  Dr. Roland Wong,  said he continues to approve applications for the special diet but only if he believes patients have an underlying medical condition that qualifies them for the financial supplement.  “Today, I signed maybe five, four,” he said. “Sometimes more, depends.”  He accused the auditor general of having a very “slanted view” of the program, and suggested he should be looking instead at the woefully inadequate support payments paid to people in need.  Wong said he wasn’t overly concerned about the disciplinary hearing because it was based on a complaint laid against him by a municipal councillor.  “This is a case of politicians against a physician, not the patient against the physician,” he said.  The Special Diet Allowance provides up to $250 per month to a person on social assistance who requires special foods for such conditions as diabetes.  Councillor Doug Holyday said  . “This can’t go on.”  http://ca.news.yahoo.com/s/torsun/091209/canada/doc_faces_probe_over_dietary_payouts     Quebec and other provinces have no such adequate help program and why?

Racial profiling  also is a serious problem in Quebec and more needs to be done to address it, the province’s human rights commission said.  A recent investigation, focusing mainly on young people’s experiences, was launched after the commission said it had received 100 complaints involving allegations of racial profiling since 2005. More than half of the cases involved police — and seven of those are currently before the province’s Human Rights Tribunal.

  The latest survey of voter intentions, conducted in November by the Léger Marketing firm, showed the Parti Québécois pulling ahead of the Liberals in popular support.. The Léger poll, commissioned by Le Devoir, had the PQ up to 41 per cent support to 37 per cent for the Liberals, the best PQ showing in more than two years. Quebec Premier Jean Charest,   seemingly impenetrable ship has been taking on water in recent weeks.  Charest’s headaches began with shocking allegations of corruption involving construction companies, municipal politicians and the Italian Mafia.  Those scandals didn’t involve his government but they became his problem when, in the face of widespread demands for a public inquiry, Charest steadfastly declined to call one and sustained daily attacks for his refusal.  Attacks on his government intensified this week, when an opposition investigation suggested the province’s iconic $7-a-day childcare plan was being used in a pay-for-play scheme to benefit his Liberal party.  The Parti Quebecois found an astounding number of contracts — up to 70 per cent in one region — had gone to registered Liberal donors, and in some cases these people only became contributors after getting a daycare permit.  There was also a provincial auditor’s report that found Quebec’s regional venture-capital funds hadn’t complied with conflict-of-interest rules.  Instead of an inquiry, Charest has moved to tighten rules for political fundraising and construction contracts, and has created a $26.8-million police investigation unit. With the legislature now on its winter break, his Liberals will soon discover whether the daily demands for a probe might die down.

My local Quebec MLA’s seem to be so busy chasing the mighty dollar they say they are too busy to talk to me and seem too often to forget about me often, they had not even replied my last letter to them about bad Bell Canada now too,  and in the process they now had by their poor management even lost 30 percent of the Quebecers  pension fund.

 It is unbelievable that after I had written about it now to our Quebec even Health Ministers, Premiers, major news media too,  too even for many years later 15 years even  I can go to most local Hospitals or Convalescent homes in Montreal Quebec and there too easily see the typical and mostly poorly supervised doctors, nurse, medical care workers and when I write to you my own member of the legislature too about it, ( hand delivered it as well)  what neither you or your staff now  do not even bother to acknowledge  my emails, correspondences, never mind act upon it and why is that? She was today again too busy to talk to me.. my local MLA’s representative
 
Do I really now have to write to everyone, all the news editors too,  about his next too and post it it on the net before I will now get a satisfactory result too from you? RSVP
 
 Now no one by now, absolutely  still no one should underestimate me or get complacent with me as  I do not hesitate to fully expose to all, to demand full prosecution of all the guilty absolves persons I do run into still to all. I do not accept inappropriate actions lightly too.. It should be obvious to  all also that I merely do not  write to you too now for the fun of it and not only do I  also   post my unresolved complaints eventually on the internet even for the whole world to read, and I have been doing this for the last few decades too. Post-budget Liberals plummet in popularity Montreal Gazette –  A Léger Marketing poll conducted for Le Devoir and published yesterday establishes the level of dissatisfaction with Premier Jean Charest’s government at a record high of 77 per cent.

 
 
MONTREAL – A former Quebec justice minister has levelled a stream of bombshell allegations against Premier Jean Charest’s government, accusing it of serious ethics violations. Marc Bellemare says the Liberal premier was well aware of them.  Bellemare suggested the governing Liberals routinely flouted fundraising laws and also took orders from party bagmen on whom to appoint as judges.  He says he was pressured, on three occasions, to name a judge requested by influential donors. Bellemare also says stacks of cash were forked over by construction company bosses and funnelled into party coffers.  In the interview, Bellemare never used the word ‘illegal’ to describe the practices, preferring to describe them as ‘irregular.’ But Quebec’s landmark fundraising law, introduced by Rene Levesque’s Parti Quebecois government in the 1970s, forbids donations over $3,000.  Bellemare says he warned the premier after witnessing those big cash transactions – and says he was ignored.  He says he also confronted the premier twice – in the fall of 2003 and the spring of 2004 – when pressured by influential financiers to make appointments, including judgeships.  “I asked, ‘Who names judges? The justice minister – or this guy and that guy who’d raised lots of money,”‘ Bellemare said in the interview.  He says he ultimately wound up naming those judges.  “Because it was an order by the big moneymen of the party – and the premier was in agreement with it,” he said.  “I complained to the premier. But that, apparently, was the way things went.”

In yet another allegation, Bellemare says even the government’s legislative agenda was shaped by its fundraisers. He says certain bills were killed at their request.  Bellemare says influential moneymen “expected payback” for all the cash they pumped into the Liberal party. The premier’s popularity has plummeted spectacularly in recent months, partly due to allegations of ethics violations.

An unpopular budget loaded with tax hikes compounded those problems, with tens of thousands of protesters now regularly taking to the streets. Two newspapers had front-page pictures Monday of protesters holding up signs saying, “Damned liar.”  One poll listed dissatisfaction with the Charest government at a whopping 77 per cent. Just a few months ago, Charest was seemingly on cruise control, basking in the height of his popularity and frequently being cited as a possible future prime minister of Canada. That was before the first controversies broke. The troubles began with a scandal about Mafia involvement in the construction industry, and that industry’s influence over political fundraising at the Montreal municipal level. Radio-Canada reported that construction companies colluded to jack up the cost of public works contracts, shared their profits with the Mob, and intimidated rivals. Word that those same construction companies had helped raise money for political parties rocked Montreal’s mayoral race last fall. But Charest steadfastly refused demands for a public inquiry, when almost every major player in the province was asking for one.

Bellemare left politics only one year after the Charest Liberals were first elected. He says his abrupt exit stemmed from those ethics violations. “It disgusted me – and that’s why I left in the spring of 2004.” As for rampant rumours that construction bosses illegally pumped cash into Liberal party coffers, Bellemare says the allegations are true.
