Shocking Canadian facts

I have to say I was surprised, dismayed to be informed that school employees have presented a serious risk to children in their care and even  the number of school employees sexually offending against children.  The School employees were not alone in this, it included both male and female educational assistants, student teachers, lunch monitors, volunteers, secretaries, custodians and school bus drivers, the report says.

K-12 school personnel suspected or found guilty exclusively of child pornography offences included 77 males (99%) and one female (1%). The mean age of these individuals was 47.57 years — noticeably higher than those suspected of contact offences. Their primary occupations include certified teachers (73%), principal/vice-principals (8%), custodians (6%), and educational assistants (4%)
Collectively, the search of disciplinary decisions, media sources, and criminal case law yielded a total of 750 cases of sexual offences against a minimum of 1,272 children, carried out (or allegedly carried out) between 1997 and 2017 by 714 employees working in (or formerly employed by) Canadian K-12 schools

Among the study’s findings:

  • 87 per cent of the offenders were male
  • 75 per cent of the child/student victims were female
  • 55 per cent of the victims were sexually abused on school property (including field trip locations and school buses)
  • 29 per cent of the victims were abused in the offender’s car or residence
  • More than two-thirds of all victims were high school students

The frequency of such cases is certainly occurring more than one would expect. While one such case is too many, the fact this study identified 750 Canadian cases involving 714 school personnel from the last 20 years alone is  unquestionably alarming.”

Many offenders in this study engaged in grooming, a method that involves building trust with a child and the adults around a child in an effort to gain access to and time alone with the child. Some offenders in this study did not appear to employ grooming but instead displayed opportunism. Finally, there was a group of offenders in this study whose offences consisted solely of those committed online against children with whom they had not had in-person contact. This pattern was offending was characterized as online luring.All of this clearly demonstrates the need for enhanced efforts to protect children in schools. elsewhere too.

 Child sexual abuse includes a range of behaviours, from obvious contact offences,  to less obvious non-contact offences which include exposing a child to sexually explicit material, voyeurism, luring a child online for a sexual purpose, and inviting a child to sexually touch themselves or someone else. Children can experience trauma from both contact and non-contact sexual offences.

Furthermore, a study published in the Canadian Medical Association Journal showed that 10% of the population (corresponding to some 3.6 million Canadians) reported having experienced sexual abuse before they were 16 years old.

The Criminal Code of Canada prohibits the offences  of sexual interference (touching of a child under 16 for a sexual purpose whether directly or indirectly, such as with an object) and invitation to sexual touching (encouraging a child under 16 to touch themselves or someone else for a sexual purpose, whether in person or online). The offence of sexual exploitation applies to children aged 16 and 17.And new offences have been added to the Criminal Code to address online risks to children, including the offence of online luring (which prohibits electronic communications with children that are designed to facilitate a sexual offence against the child), and the offence of agreement or arrangement (when two or more individuals use technology to agree to or arrange for the sexual abuse of a child). The Criminal Code also criminalizes the creation, distribution, possession and access of child pornography.

Those who pleaded guilty and those who were found guilty following a trial, a criminal conviction was entered for 78% of teachers charged with a criminal offence.

RECOMMENDATIONS FOR POLICIES AND PRACTICES TO PROTECT CHILDREN FOR SCHOOL BOARDS
-Policies and practices that formally recognize commitment to safe communities.

-Policies and practices for bringing forward and responding to inappropriate behaviour and boundary violations.

-Policies and practices for managing situations when school personnel are criminally charged with sexual abuse, but not convicted.
-Policies and practices for managing situations when school personnel are not criminally charged, but there is still reason to be concerned about the individual’s actions.
-Standards outlining the expectations of school personnel demonstrating appropriate boundaries in their interactions with students.
– Appoint a team of at least two individuals for school districts who handle all incidents and concerns regarding teacher misconduct in an effort to centralize the information reported. This is where all rumours, allegations, or complaints are reported. Having all information centralized allows patterns of inappropriate behaviour to be identified and managed early.
RECOMMENDATIONS FOR EDUCATION AND AWARENESS FOR SCHOOL PERSONNEL

– Educate staff regularly about the policies, practices, and guidelines to protect children during staff meetings or in-service trainings.

– Make sexual abuse prevention training mandatory for educators and school personnel. Training should outline the behaviours that are considered inappropriate so that everyone is working from the same set of expectations
– Educate new staff about the policies, practices, and guidelines to protect children as part of their orientation.

-Require new staff to take boundary/child sexual abuse training as condition of employment (with statement of professional standing, criminal record, vulnerable sector, and child abuse registry checks). ;

-Remind staff about policies, practices, and guidelines during annual evaluations, in newsletters, or communications on related issues.

– Include copies of the policies, practices, and guidelines in teacher handbooks.
-Have teachers take an oath as part of teacher certification — an agreed upon credo in which they pledge to their duty of care of children

Starved to death in a Hospital

 

WINNIPEG — The Winnipeg Regional Health Authority is investigating a complaint from a woman who says her elderly mother was improperly deprived of food and water for 14 days in hospital. Rozalynde McKibbin said Thursday her mother was malnourished for two weeks and left without a bath for 36 days before she died at Seven Oaks Hospital two years ago. “Representatives of Seven Oaks and the Region are hoping to meet with Ms. McKibbin when the review is finished to discuss her concerns,” WRHA spokeswoman Heidi Graham said. Anne Rostecki, 98, died Aug. 31, 2009, 45 days after she was admitted for treatment of a stroke.Three days after the elderly woman was admitted she accidentally swallowed some food and it lodged in her lungs. “They had to pump out her lungs and that’s when the problems . . . began,” McKibbin said, saying medical staff concluded her mother’s ability to swallow was impaired and she could not eat solid food any longer.The adult children said they believed hospital staff would then insert a feeding tube but, on their daily visits, they noticed their mother was steadily losing weight.A flurry of complaints followed, including at least one meeting with the patient care team manager, and a feeding tube was inserted.There were other problems. The family claims the elderly woman was not bathed until 36 days after she was admitted. They claim a bed sore on her tailbone was allowed to putrefy until it was gangrenous.After her death, the family pressed their complaints and obtained Rostecki’s medical records.McKibbin said she was shocked when the records appeared to document the malnourishment and lack of hygienic care in her mother’s medical chart.The authority, meanwhile, offered two independent investigations by senior doctors, both of which McKibbin said she were rejected outright.”That’s not an independent investigation, using your own doctors,” McKibbin said Thursday.”I want them to admit our mother was starved; that she wasn’t kept clean; that she had a wound on her tailbone that was getting worse. . . . I have even seen and witnessed the same thing in two Montreal Hospitals, West Island Hospital, Montreal and Montreal St Luc Hospital, and I detailed it, even on the net and yet no one investigated my complaints..

How to deal with the bad doctors

People often complain to me they received poor medical care from a bad charge card happy doctor, and I know it is true, cause I have experienced it many times.

There are many good ways to deal with this issue:
– One of the best thing you can do is to take someone else with you, a loud mouthed friend to see the doctor, he or she  likley will not abuse or neglect you in front of a witness.
– Most doctors also do want to be well respected in the community and they are associated with a local pharmacy.. so I have often gone to the local pharmacy and told them directly that  such and such a doctor is incompetent and he or she had provided me a very poor medical services.. the pharmacy employees do gossip as well.. and it eventually gets back to the bad doctor and he is made ashamed
– I often tell the doctor face to that when I leave his office I do write a letter to the health minister stating what kind of medical services I got from him, and in one case the medical services next improved ten fold.
– Or I tell the doctors staff that I truly will write a report on the net about my experiences with the doctor… that works well for me too.

I even do lodge in writing many complaint against hospitals all the time still. I WRITE A LETTER OF COMPLAINT AND I HAND DELIVER TO THE HOSPITAL OMBUDSMAN and I also so mail them to to every legislative member and to every MP, major news editor stating that I cannot get the proper medical care.. for in Canada medical care is a right and according to the doctors oath they cannot refuse to treat you..

I disregard everything anyone says to me, on the phone included, I put my complaint in writing..

I still wrote a letter to the Quebec Ombudsman and they appointed a lawyer to review the matter..

Incidental they have a security guard in every hospital and I hand delivered the letter of complaint to him and he passed it on to the right party.

Now somehow I seem to be able to get by all the obstacles, cause I persist  it in writing!

We all do deserve to get better and to get real medical services.

The Ottawa doctor at the centre of a public health investigation that has thousands of patients wondering if they inadvertently contracted hepatitis or HIV under her care is the plaintiff in $3.3-million lawsuit claiming she has “limited ability” do her job because of chronic back pain. Dr. Christiane Farazli and her spouse allege wrongdoing by the Ottawa Hospital, two other doctors and a nurse.She claims the medical staff misdiagnosed back pain she was experiencing starting in December 2007. If you are a senior do not see a doctor alone

  

I have had the unfortunate task of too many times of being a personal security guard, a witness, a facilitator with senior patients  while they were in the hospital,or in old age homes or with their doctors.. and what I have seen now is too often pretentious medicine, doctors and nurses now  too doing as little as possible cause not only do they still get paid out of sight next is out of mind.. and cause the pain of others tends not to hurt the doctors.. I can say that the medical services drastically, exponentially improves when I do make I known that I do fully expose, and prosecute all bad medical services I do see. By the way I am realy tired of those pretend, incompetent doctors, the nurses who have such a basic rudimentary medical   knowledge that it even

tends to be useless, and they tend to go overboard with it as well…. so they too often have  have become pretenders, imposters, fools..

it all  tends to be very useless….  and that is always unacceptable.. always do have a loud mouthed witness for a threat of a law suit tends to make doctors and nurses work better..  a lot better..

It is now up to Canadians to have an adult discussion about how to manage it.” Indeed, not only does Canada face higher spending by patients and employers for health services that aren’t insured by the provinces, the authors argue that the country will need to decide on some combination of unpalatable options. Namely, finding other services that can absorb deep cuts to maintain current healthcare standards, raising taxes to finance rising healthcare costs, tolerating poorer-quality care and longer wait times, or Canadians contributing more out of their own pockets, through co-payments or by governments covering fewer services. “Even under an optimistic scenario,’’ the report says, “private citizens will have to devote an increasing share of additional income to private health insurance, direct out-of-pocket expenses on healthcare services, and long-term care, assuming no change in the private-sector share of total healthcare financing.”

Now we all tend to hate bankers and have so little view for them especially even when they now evn do say that our Chronic Healthcare Spending is a Disease that is critical so all Canadians must make a tough decision to save the medical standards in our health care by privatizing it. An Ex-central banker now even warns on the need of curbing Canada’s public  health  care spending.  But don’t be mislead by this crap the problem is not that medicine has become costly the problem is that it is not being managed cost wise as well. what we need is not more useless doctors and nurses but firstly realy to get the existing doctors and nurse working better. More money in this too often medicare cesspool of what they call  a buck full of holes is  not the answer.. rather do plugs all of the holes first.. and that is real economic sense as well.

It should be an election issue – the Bad phone companies

 

At reelection times they all do make promises, and once elected they even do make some laws, but they also do tend to  pass the buck next generally as well. That is the unacceptable general problem with Canada’s pretentious politicians,  consumer affairs Ministers, Health and justice  ministers, Civil and public servants, the RCMP police included too often now as well who like to dump, dumb you, leave you on your own as quick as possible. Civil and public servants, and Phone cell companies employees are all very much the same,, they seem too often to lie claiming they will do a good job to get a pay but when it comes to delivering the work effectiveness promises they start to quote established polices.. buck passing excuses.

The consumer abuses by   Bell, Rogers, Virgin, Telus, Primus  etc. they all should be an election issue..

Majority of Canadians they just want  all pricing to be fair — and Bell, Rogers, Telus, Shaw and Videtron etc., so far have been anything but.

  The present truths about Canada’s  phone, cell phone, internet communication businesses

 

Truth 1  The federal government including the CRTC and the Consumer affairs, industry Ministers do  not consistently regulate, monitor, supervise     Canada’s  phone, cell phone, internet communication business, major telecommunications firms and their employees as well for their false, misleading advertisings, blatant lies, abusive of the customers, nor specially  for their too often bad, immoral, pretentiously lying service departments and the CRTC itself does not all even investigate, prosecute the immoral company representatives who lie, mislead the customers.
 
Truth 2 Dealing with the service departments of the internet providers, cell or phone companies,in obtain a new service or cancelling an existing services  too often is one of the worst personal experiences as these firms tend to be vague, uncooperative, unhelpful, and seem to place deliberate customer obstacles in the way. In the last year I  have personally dealt with Rogers, Primus, Bell, Virgin mobile and none of these firms customers services were acceptable.These firms have the ability to make the customer services department to be helpful, cooperative, friendly, informative, to be simplified  and to expedite  matters instead they seem undeniably to like to confuse issues, put obstacles into the customer’s ways too. These sales customer representatives tend to talk to me falsely as though they themslves now are qualified, lawyers, judges and do sate that their own interpretation of the laws, contract is always right and this in reality now is far from the truth, not in reality in accordance with the applicable federal and provincial laws too.
 
 
Truth 3  Canada’s  phone, cell phone, internet communication business Industry too often mislead the customers by claiming that their industry is regulated and they would not even exist in business if they had  cheated, lied, for the government would not let them, but nothing can be further from the truth now as well. For they also do lie  when it claims that it tends to follow their own High  industry standard, for they themselves tend  not regulate their own  bad employees, as their self regulation tends to be another form of masturbation.The industry standard also now generally  is one it seems of lying to the customers, the potential customers, working at obtaining and keeping the customers at any costs,immoral acts included.
 
For example many of the major internet supply firms too often too they also now  do  tend to claim , advertise the fact they do have the highest  internets speed , and a simple truth is that they all cannot make a similar statement for sure.
 
Truth 4  The phone, cell phone, internet communication companies individually like to lie, mislead the customers by claiming that their too often abusive, one sided contracts now  are all legally bind, even if they already do break even existing  federal and provincial laws even. The rather too often hypocritical INDUSTRY often still ask the customers to hold to their own definitions of the contract rules while they themselves too often undeniably do not hold the normal rules of decency and ACCEPTABLE standard.
 
Truth 5   Furthermore each firm has its own standard but not always applicable  contracts that vary significantly  between the firms as well that too often are not detailed firstly to the customers beforehand as well during the initial contract stages
 
 My being used to producing engineering designs, reports, cost control reports I am used to put it into writing but I am next realy surprised how many persons in the governments, telecommunication industry find an excuse not to write back, ask instead to talk to me by phone, cause they do not want any evidences of their wrong doings in writing firstly. Just for example ask your phone company to send you a copy of your specific contract, your latest agreement details with them  and you will see jowl they are all reluctant to do so now. While they will even on the phone promise to do so they will next not do so generally. Virgin Mobile Canada As I have found many times in March 2011 even even weekly firsthand there is no reality between the cheap mere words of Virgin’s advertised statement for caring about the customer and next still the actual  very unsatisfactory poor Virgin Mobile Canada  customer service   provided when it comes to dealing even with a valid Virgin customer complaints.. next in six weeks now they all I had talked to at Virgin still were unable to cancel the original request of mine to my cell phone service or even to  give me a proper Virgin  finalized statement of account. and instead the Virgin customer care, the Virgin Billing and accounting departments  continued to bill me for my phone services and to disregard my requests and all of Virgin had even failed to correct their inadequacies towards me even  many times..

Virgin is clearly a  bunch of crappy liars and are all incompetent, pretenders, for  talked to their phone support by phone 5 days and all they did was, do lie.. they instead of cancelling my phone insisted on trying to make more money by not cancelling it.  I was promised last week by Virgin on the phone i would get my updated balance statement and the refund for my cell phone overpayment,  as well in the mail immediately mail by next week and so far I got neither.. You Virgin do all lie when you say you care about the customer and that you will service them properly even..
   
   So I now again phoned Virgin and Virgin now says in contrast that it will take up to 90 days for me to get my money back.  Virgin is stealing my money by not giving it back to me… next Virgin again promises by next week to have all of this issue resolved. Can you belive any of what they say for I do not..

 

Virgin Mobile Canada  screws up a simple cell phone and the related cell phone number cancellation procedure. Virgin Mobile Canada Customer services again  told me  today by phone that they have no power, control over the Virgin Mobile Canada billing , account procedures. statements. refunds, departments.. Now even months later from Feb 15, 2010 Virgin Mobile Canada  has not even kept any of their many last Virgin Mobile Canada promises to escalate my Virgin Mobile Canada billing statement, money refund  and on April 13, 2011 Virgin Mobile Canada BECAUSE  clearly is so incompetent they Virgin Mobile Canada that they do continually   do on the phone make useless Virgin Mobile Canada promises . Next Virgin Mobile Canada again informed me that  there is nothing else they can now even do for me cause they are the  Virgin Mobile Canada customer billing  inquiry representative and they are are only a basically useless, powerless Virgin Mobile Canada Customer billing, phone representative, and so they  Virgin Mobile Canada do not know when I will next get my due Virgin Mobile Canada credit,  my money,  my Virgin Mobile Canada cheque, my Virgin Mobile Canada final bill  in the mail, they Virgin Mobile Canada do continue to send me for moths the wrong bills, and it takes Virgin Mobile Canada 4 to 6  weeks to next  correct them so, but over 2 months had passed and they Virgin Mobile Canada have missed their original promised deadline too to do so.. so  they Virgin Mobile Canada continue to lie to me all the time.. they Virgin Mobile Canada do in writing promise you a good Virgin Mobile Canada customer service, they Virgin Mobile Canada claim they have got an award for 5 years for the best customers services, but the reality as I see it differs now  .. Now I get a new Virgin Mobile Canada promise i will get my Virgin Mobile Canada cheque 3 to six weeks from the first  week of April 2011 when my Virgin Mobile Canada account was now supposedly closed.. Virgin Mobile Canada they cannot  DO ANYTHING GOOD FOR ME HERE..The next  Virgin Mobile Canada final statement will only be billed to me on the 16 of April, plus it will take at least another 5 to 9 days and then it may be shipped to me? Deputy Chief Chris McNeil has been suspended with pay from Halifax Regional Police while investigators look into allegations he might have lied under oath.
 
My own real experiences is that most cops lie when confronted with their own wrong doings..
  
So now another cop is even suspended with pay which by itself  is bad enough but when their court costs are also being paid by the taxpayers that is now going to far as well..
 
In the real world in the private sector if you were going to court facing a criminal charge you were unpaid for the days you not only were unpaid for the days you take off from work, and none of your legal fees would be paid by your company, but likley you would be immediately fired without a everance pay as well.. for mostly no one wants a bad reputation person  around the office as it is bad for business, morale, productivity…
  
And don’t try to give us all  the crap that any  bad police officers can be next still retrained, reformed .. the police themselves tend not to believe that any of the bad guys can be reformed

GREAT NEWS FOR CANADA’S MANY CRIMINALS RARELY ARRESTED AND CONVICTED TOO..

 

We all  can already readily know that the police brass in Canada and Canada wide also tend to be guilty of empire building too  and they are too often beating a dead horse asking for more and more money too since most cops, the RCMP included they do tend to be very ineffective in their jobs still…. still in Ontario A first-class constable starts at a salary of $83,259. this is even an uneducated person. . Cleary the police are also now very much  not cost effective.. In fact most criminals in Canada are never apprehended.. Now also they the police cannot have it both ways.. the Police brass  often do like to point out that the overall crime rates are down indicating  that the police have been doing a good job at the while they same time while they are asking for more money to improve, upgrade the police services.. this distortions fails to admit the high number of criminals never caught, jailed, apprehended and now still when the   police are given a  whole bunch of money, millions of dollars to spend it always  should still be their job still  to spend the money in a responsible, accountable  manner. Recently I ,myself had encountered a, on the job  cop supervisor with a radio shopping in a bicycle store trying to buy a bike outfit for himself, and he was called away  to deal with a an ongoing crime, that also still is not an acceptable use of tax payer’s money.. shopping while on duty!

It has been the undeniable experience of many many Canadian citizens, consumers that Canada’s major telecommunication, phone and cell sales, service companies are already known to be poorly managed, greedy, guilty of FALSE MISLEADING ADVERTING,  OFTEN KNOWN to be liars who even do falsely deny any accountability, personal responsibility for their poor acts. I too have recently had bad experience myself with Bell, Rogers, Primus and Virgin as well. These same firms TEND not TO like dor you to deal with them in writing, they want you rather TO PHONE THEM SO THEY THERE OFTEN DO LIE TO YOU AND YOU HAVE NO RECORD OF WHAT WAS SAID.
           

Virgin Mobile Canada As I have found many times in March 2011 even even weekly firsthand there is no reality between the cheap mere words of Virgin’s advertised statement for caring about the customer and next still the actual  very unsatisfactory poor Virgin Mobile Canada  customer service   provided when it comes to dealing even with a valid Virgin customer complaints.. next in six weeks now they all I had talked to at Virgin still were unable to cancel the original request of mine to my cell phone service or even to  give me a proper Virgin  finalized statement of account. and instead the Virgin customer care, the Virgin Billing and accounting departments  continued to bill me for my phone services and to disregard my requests and all of Virgin had even failed to correct their inadequacies towards me even  many times.

Now even months later from Feb 15, 2010 Virgin Mobile Canada  has not even kept any of their many last Virgin Mobile Canada promises to escalate my Virgin Mobile Canada billing statement, money refund  and on April 13, 2011 Virgin Mobile Canada BECAUSE  clearly is so incompetent they Virgin Mobile Canada that they do continually   do on the phone make useless Virgin Mobile Canada promises . Now I get a new Virgin Mobile Canada promise i will get my Virgin Mobile Canada cheque 3 to six weeks from the first  week of April 2011 when my Virgin Mobile Canada account was now supposedly closed.. Virgin Mobile Canada they cannot  DO ANYTHING GOOD FOR ME HERE..The next  Virgin Mobile Canada final statement will only be billed to me on the 16 of April, plus it will take at least another 5 to 9 days and then it may be shipped to me? The Virgin Mobile Canada customer service by Virgin was, is stated to me today as being  the best in the world according to the last 5 years but my own undeniable witness and reality is that Virgin Mobile Canada statement itself as well is all crap. stating lies,  mere  useless words.. having to me no evidence of such a fact.

Virgin is clearly a  bunch of crappy liars and are all incompetent, pretenders, for  talked to their phone support by phone 5 days and all they did was, do lie.. they instead of cancelling my phone insisted on trying to make more money by not cancelling it.  I was promised last week by Virgin on the phone i would get my updated balance statement and the refund for my cell phone overpayment,  as well in the mail immediately mail by next week and so far I got neither.. You Virgin do all lie when you say you care about the customer and that you will service them properly even..

   So I now again phoned Virgin and Virgin now says in contrast that it will take up to 90 days for me to get my money back.  Virgin is stealing my money by not giving it back to me… next Virgin again promises by next week to have all of this issue resolved. Can you believe any of what they say for I do not..

Yes many Quebecers seem to rightfully believe, do  presently feel, that  the Quebec Liberals have allowed too often the misappropriation of tax payers money in Quebec, even due to corruptions, bad management , they now do try to  balance the budgets  at the expense of the suffering , citizens, especially the sick , elderly, and do now still have a bad medical care.
In addition there’s not only still an inadequate number of family doctors available to all of the sick patients, but  even too many existing family doctors are firstly overworked, thus they are not giving proper time, attention to all of their patients even. Many patients are waiting too  long of a time  to see a doctor too. And just cause you have a family doctor it still does not mean he or she are doing a good job now even  as well.
Plus there is still an unacceptable long waiting time to see a medical specialists, or to access further medical tests. Hospital qualified Doctors working only weekdays 9- 5 is unacceptable when patients are sick 24 hours a day, seven days a week.
McGill University has figured out that it can generate more of it’s own profits, revenue by training more foreign students  at a higher, extra costs, since an education in Canada still is generally less costly over  an education in the US and this is not only    an inadequate use of the Canadian tax payers money, needed for the additional training facilities, resources needed to do so,  but it is also  not much help to the local sick persons. Hospitals, triage using trainees, interns as substitute doctors too often is another general waste of time, and a a bad approach.
 Hiring more incompetent even nurses to try to do any of  the doctors job is another unacceptable existing absurdity as well.

OTTAWA – In an  unprecedented double rebuke of the minority Conservative government the Speaker of the House of Commons Peter Milliken has ruled the government breached parliamentary privilege by refusing to fully disclose cost estimates for its tough-on-crime agenda, corporate tax cuts and plans to purchase stealth fighter jets. He also ruled that International Co-operation Minister Bev Oda breached parliamentary privilege by misleading MPs about an altered document.
           
 
The Opposition parties calla for Minister of Natural Resources Christian Paradis  to resign over revelations that  that two more of his staffers tried to block the release of access-to-information documents specically Sebastien Togneri, and the Minister of Public Works, where Togneri was employed under the former minister Christian Paradis. Public Works has since changed the process so now there are no more face-to-face meetings between bureaucrats and minister’s aides. The political staff are no longer allowed to know the category of requester, whether news media or opposition MPs.  The RCMP is supposedly investigating  a Tory staffer for political interference in access to information which has exposed the unacceptable secretive practice of flagging sensitive requests for scrutiny by ministerial aides. Canada’s information commissioner, Suzanne Legault, was highly critical of a so-called “purple file” process at Public Works where an access request in 2009 from The Canadian Press was tagged sensitive, put into a purple-coloured folder, labelled “media,” then handed over to Sebastien Togneri, a political aide to then-minister Christian Paradis. In a face-to-face meetings with compliant bureaucrats, and in terse emails, Togneri ordered the release package withheld, then heavily censored, even though he had no legal authority to do so. Legault recommended the current minister, Rona Ambrose, call in the Mounties to consider whether charges should be laid against Togneri, who had uit government last September under fire for other alleged breaches. Ambrose agreed.  Public Works Minister Rona Ambrose said in a statement  that her department has implemented the recommendations made by the information commissioner in this matter. This, she said, is “consistent with our government’s commitment to openness, transparency and accountability.”But next A spokesperson for Ambrose later refused to release a copy of the report that was received in February.   A great start for the Public Works Minister Rona Ambrose  but what about a great finish as well?

Date: Tuesday Mar. 15, 2011 2:58 PM ET An Ottawa police officer has been charged with sexual assault in connection with the treatment of a woman taken into custody in 2008 who was seen in surveillance video having her shirt and bra cut off. The charges stem from an investigation launched late last year by Ontario’s Special Investigations Unit, which probes incidents of death, serious injury or allegations of sexual assault involving police. Last November, the SIU began investigating the case of Stacy Bonds, who was arrested for alcohol-related offences, including public intoxication, on Sept. 6, 2008. She was also charged with assaulting a peace officer. The SIU launched its investigation after the video of the police search of Bonds surfaced, showing Special Const. Melanie Morris kneeing her in the back, after which Sgt. Steven Desjourdy cuts off her shirt and bra. Last October, after seeing the video, Ontario Court Justice Richard Lajoie stayed the charges against Bonds, and expressed concern about the conduct of the officers during her time in custody. In December, Bonds filed a $1.2-million lawsuit against the Ottawa police force. In her statement of claim, Bonds says police violated her Charter rights because her treatment while in custody came close to torture. Quebec’s education department has been battling the move, saying it undermines the key principle underlying the province’s university system: broad access.
 
The government finally announced Tuesday that the Montreal-based school would also be fined for its actions.
 
“It’s an exceptional measure,” Education Minister Line Beauchamp said in Quebec City. “We will have figures on the penalty (amount) soon.”
 
Beauchamp added that it was unacceptable for a Quebec university to charge such high rates for a regular degree program, arguing that it hurt the integrity of the university system.
