Poor people and the unemploynment rate in Alberta

 What happened in Alberta is no surprise to the honest, decent folks. Socialists elected in Canada’s oil patch.    A study says shrinking budgets in the oil and gas industry could lead to as many as 185,000 direct and indirect job losses this year in Canada.  In the one horse province  Alberta would be the hardest hit .  Loonie plunges as oil’s slide continues; One-in-four oil, gas jobs could be lost in 2015 but for decades the Politicians did not plan ahead for the rainy days..  Bleak numbers showing that Canada’s economy shrank in the first three months of 2015 have already created a torrent of downgraded economic projections on how the rest of the year will unfold.

Alberta unemployment rate highest in 14 years CBC – Sat Apr 10, 7:03 PM EDMONTON (CBC) – Alberta’s unemployment rate ( falsely adjusted too – it is a lot higher now for the true rate would have  included all people out of work, those who had as a result left the province, and those persons now on social aid too) rose to 7.5 per cent in March, the highest level since 1996, according to figures released Friday by Statistics Canada.The rate climbed 0.6 percentage points from February. The federal agency attributed the increase to a higher number of people entering the work force an increase of 9,700 in Alberta. “The main reason for what we’re seeing is the fact that we are still not fully recovered from recession,” said Thomas Lukaszuk, Alberta’s minister of employment and immigration.

System failing city’s poor, critics say The Ottawa Sun – Sat Apr 10, 9:04 PM  For those fighting poverty in the city, the outlook is bleak.  Fractured families, unemployment, minimum-wage jobs and a tide of immigrants lacking language skills threaten to further inflate the already staggering numbers of people wrestling with the question of whether to buy food or pay rent. Single parents  83% of them women  now lead one in every four families in Ottawa. Because they rely on a single income, these families tend to earn the least and experience higher levels of poverty than two-parent families. Worse, many working women with children have jobs that are precarious, with irregular or part-time hours, lower wages and limited benefits. A recent report from the Social Planning Council of Ottawa illustrates a disturbing trend. Households and Families in Ottawa — which is based on 2006 census data  warns of increasing child poverty and immigrant unemployment that could continue for generations to come. In 2006, 32,853 children under 18 in Ottawa lived below the poverty line.  “That was in 2006 and before the recent economic crisis hit,” said poverty council research director Clara Jimeno. “And immigrant women with children younger than six had an unemployment rate of 30% before the recession as well.”  The Overbrook-Forbes Community Resource Centre is one of the organizations that stands on the front lines in the war on poverty, with 14 branches servicing low-income communities across the city. Anti-poverty community co-ordinator Dominique Paris-MacKay said the situation has become dire.  “The gap between the rich and poor is growing, and that’s because the poor are getting poorer. Food banks don’t have enough food and the fact we have them at all is a failure of our system.”

Good news the oppressive bad cops in Alberta are  likely to face more lay offs.. Imagine this job creation absurdity, one third of the annual Calgary city hall budget is used to support the police services.. fire 85 percent of them for they are too often slackers, pretenders anyway

The popularity of Robin Hood even centuries later personifies some great simple truths about what bad rulers do and do not do.. at both the federal and provincial levels. A good ruler runs the wheel over the wicked persons, even bad cops, those who abuse their offices, who live high on the hog too,  but also does  care  about the welfare of all the persons, the poor included.. Interesting that not only the Conservative Prime Minister Stephen Harper but now also the Liberal premier of three Provinces BC, Quebec and Ontario, and the Conservative Premier of Alberta  clearly are unpopular these days with the citizens cause they fall short in this areas

Canada’s too often bad Justice Ministers

 

Tell the too often rather lying spin doctors, Conservatives, Liberals, all of  the Justice ministers and special prosecutors that they do  need to avoid all appearance of evil, not just evil itself still.

Over and over again and one too many of Canada’s Justice ministers have been forced to resign from their offices, likley cause they were really bad cops and bad  lawyers now too..

NB justice minister resigns over privacy issue CBC.ca  Justice Minsiter Bernard LeBlanc resigned Thursday after being accused of violating the privacy rights of a Fredericton-area woman. There have in the last few months been too many other NB cabinet Minister’s resignations now as well.. LeBlanc is the fourth minister to step down in the last seven months.  Former justice minister Michael Murphy and former environment minister T.J. Burke have also left the Liberal cabinet. 

 It is sad that too many lawyers hoping to become judges next do now  make political contributions to the party in power too… and it seems to work?

 Election financing allegations force B.C.’s top cop to quit cabinet The Canadian Press –  VANCOUVER, B.C. – British Columbia’s top cop has found himself on the other side of the criminal justice system, facing an RCMP investigation that has forced him to resign from his post as solicitor general. Kash Heed, a former police chief and star Liberal candidate in the May 2009 vote, announced his resignation Friday, citing allegations that his campaign office violated advertising and finance rules in the Elections Act. RCMP confirmed a commercial crimes unit investigation and the criminal justice branch announced a special prosecutor has been appointed to oversee the case. Heed said he has no idea what allegations prompted investigation, but he was adamant that, whatever they are, he had nothing to do with it.”I am absolutely confident that I’ve done nothing wrong, that’s why I’m going to fully co-operate with the RCMP and it is that reason that I’m stepping aside to maintain the integrity of this office and to maintain my integrity,” he said at a hastily called news conference at his constituency office in Vancouver on Friday afternoon.”I have no idea what this is about, but I can tell you again, I have done nothing wrong.” Neither Heed nor the RCMP are revealing many details.Heed said he first learned about the probe at the end of March, from RCMP. But he said they originally told him he was not being investigated.That changed earlier this week when he said he was told the RCMP were now looking into whether he had any role in the allegations, and on Wednesday he learned a special prosecutor had been appointed to the case.In fact, Terrence L. Robertson was appointed special prosecutor in January, and the RCMP started their investigation within weeks of last May’s election, which returned the Liberals to power for a third term.Insp. Tim Shields said the investigation was prompted by a complaint to the province’s chief electoral officer, who forwarded the allegation to RCMP last June.Shields said a report to Crown counsel will be complete by June, noting a one-year statue of limitations on Election Act violations.”The allegations are concerning the campaign office of Minister Kash Heed, and although there’s more than one person who can potentially be involved, we’re not going to be naming names,” Shields told reporters.”It’s a very sensitive investigation, and the priority of police is to get to the truth and discover the facts.”Shields said several people from Heed’s campaign office are under investigation, but declined to elaborate.

Heed is the third Liberal solicitor general forced to resign amid allegations of wrongdoing in the past two years.

John Les resigned from the post in March 2008 after it was revealed he was part of an RCMP investigation that alleged he improperly benefited from land deals while he was serving as mayor of Chilliwack.

And John van Dongen resigned as solicitor general in April 2009 after it was revealed he lost his driver’s licence for numerous speeding tickets. He was serving as Superintendent of Motor Vehicles at the time.

Attorney General Mike de Jong will fill the position for now, although Heed said he plans to return to his cabinet post once his name is cleared. He will continue to represent his riding in the meantime.

Heed’s profile rose while he was an RCMP district commander with a view to reducing property crime in south Vancouver. He spearheaded the creation of the gang violence task force, and is credited with reducing gang-related violence by more than 40 per cent, according to his website. He became chief of the West Vancouver Police in 2007.But since announcing his entry into political life last year, Heed has been dogged by a defamation suit filed by a former West Vancouver officer.Heed has spent his time in cabinet championing increased accountability for the RCMP, demanding the force change the way it investigate itself or risk losing its contract for provincial policing in B.C.Jane Thornthwaite acknowledged in February she made a mistake after she was stopped by police for drunk driving.

Tue May 4, 8:38 PM  VANCOUVER (CBC) – The special prosecutor who cleared newly reinstated solicitor general Kash Heed of wrongdoing has resigned. Terrence Robertson quit the job on Tuesday, saying his law firm, Harper Grey LLP, donated $1,000 to Heed’s political campaign. The news came just hours after B.C. Premier Gordon Campbell announced Heed had been reinstated as solicitor general. On Monday, it was announced that Robertson’s investigation into Heed’s 2009 election campaign cleared Heed of any wrongdoing. Heed had stepped down from office in April when it was revealed the RCMP was conducting an investigation into his campaign in the Vancouver-Fraserview riding. The investigation was related to an unregistered election campaign brochure, which accused the NDP of planning to legalize heroin and cocaine and said the party would consider instituting an inheritance tax. Two of Heed’s campaign workers were charged with a variety of offences, but it was determined Heed had no prior knowledge of the pamphlets. In a letter outlining the reasons for his resignation, Robertson said he was aware of the contribution before taking on the investigation, but said he “did not believe that it was a conflict of interest” that would preclude him from acting as special prosecutor. Robertson said that upon further reflection, he has concluded that continuing as special prosecutor would provoke “comment from the public and the media” as to whether he is sufficiently independent.  … Speaking at a news conference Tuesday evening, the newly reinstated Heed indicated he would retain his post as solicitor general. Heed said he has done nothing wrong. “It was reviewed by an independent special prosecutor. The findings exonerated me and I’m living by that right now and we are ready to move forward.” Heed said he has never met Robertson or had any dealings with his law firm.  Attorney General Mike de Jong told reporters he was disappointed by Robertson’s resignation. “It’s frustrating, you know? I’m angry,” he said. “We have an independent process that everyone relies upon the public relies on it, the government relies upon it, and then something like this happens.” De Jong said a new prosecutor would be appointed in the case. Meanwhile, New Democrat MLA Mike Farnworth said he was shocked when he heard the news. “I was speechless, I was stunned and at first I thought, ‘This is a joke.'”Farnworth said both Heed’s exoneration and the criminal charges laid against his campaign workers are “tainted.” “As far as I’m concerned, the premier has no choice but to reverse his decision and Mr. Heed must be out of cabinet immediately … [Heed] has no credibility staying on as solicitor general,” he said. “The fact of the matter is that the special prosecutor who exonerated him is a donor to the B.C. and the mad BC Liberal, justice circus of improprieties goes on and one.. Anyone who is honest doubts the finding when he finds out this overall was not a   independent review basically, but a Liberal one.. Can  we really thus trust this government to top produce any  kind of decent justice?

So here is the obvious.. we need now 2 independent investigators to investigate the original independent investigator now as well  and to find out how long did he know that his firm supported the Liberals and that they had donated the money to the Liberals as well? before he was appointed too? Is anyone there honest, not crooked now too?
 
B.C. solicitor general steps down… again The Canadian Press – Thu May 6, 12:45 AM   VICTORIA – The circus is back in town in British Columbia with the star attraction being former solicitor general Kash Heed performing a manoeuvre of high difficulty, the triple political flip flop. In less than a month, the former West Vancouver police chief and star Liberal recruit resigned his cabinet post, was briefly reinstated, only to quit again the next day. Heed, on the backbenches Wednesday after less than a day back in cabinet, said he felt jubilation when Premier Gordon Campbell reinstated him after a police investigation cleared him of any wrongdoing in the scandal that resulted in charges against three of his campaign officials. But the triumph sank to desperation after the man that cleared him, independent special prosecutor Terrence Robertson, quit the case after acknowledging he himself may have the appearance of a conflict of interest because his law firm donated $1,000 to Heed’s campaign. 
 
VANCOUVER – They’re supposed to be the buffer between government and any appearance of conflict of interest. But when the special prosecutor who cleared British Columbia’s solicitor general of election wrongdoing stepped down this week, he did just the opposite. Terrance Robertson resigned and revealed that his law firm had donated to Heed’s campaign. Yet the names of at least 15 of the 35 lawyers on the list of potential special prosecutors or their firms are also on Liberal party donation lists. This includes lawyers involved in some of the province’s most high-profile cases, including the legislature raid case and a lawyer who has been appointed to argue against Canada’s polygamy laws.  The revelations give at least the appearance of conflict of interest and fuel distrust among the public, legal observers say. Stephen Owen, a former provincial ombudsman and former deputy attorney general who was involved in setting up B.C.’s special prosecutor system in the early 1990s, said the controversy highlights the need for more vigilant vetting.  In the Heed case, Owen said the province should appoint a new special prosecutor to start the process from the beginning, rather than simply picking up where Robertson left off.  “They need to appoint another special prosecutor . . . to redo the whole investigation to see if charges should be laid, including against Mr. Heed,” said Owen, who now works for the University of British Columbia. “The public should have full confidence that there are no such conflicts. Alcohol is more dangerous than illegal drugs like heroin and crack cocaine, according to a new study.Heroin, crack cocaine and methamphetamine, or crystal meth, were the most lethal to individuals. When considering their wider social effects, alcohol, heroin and crack cocaine were the deadliest. But overall, alcohol outranked all other substances, followed by heroin and crack cocaine. Experts said alcohol scored so high because it is so widely used and has devastating consequences not only for drinkers but for those around them. When drunk in excess, alcohol damages nearly all organ systems. It is also connected to higher death rates and is involved in a greater percentage of crime than most other drugs, including heroin. Provincial Governments, cops too  do not want to reduce gambling or alcohol consumption for it is a great money maker for them, and too many Canadian politicians and cops do like to booze..

 

Kamloops Mountie faces impaired charges CBC – Tue Apr 6, 10:27 PM A nine-year veteran RCMP officer faces impaired driving charges after a car flipped over in a crash near Kamloops early Saturday morning. “It appeared, from the preliminary investigation of the incident, that the lone occupant of the vehicle had driven off the road and hit protection poles surrounding a hydro box,” Const. Cheryl Bush said in a release Tuesday. “The vehicle then flipped onto its roof. The driver sustained no injuries as a result of this incident.” Investigators at the scene asked the officer, 29, for a breath sample and later said they would recommend charges to the Crown, police said. The identity of the officer, currently posted in Kamloops, has not been made public. The officer has been reassigned to administrative duties and will make his first court appearance on April 26 in Kamloops, Bush said

Obviously, except for the politicians of Canada, there needs to be a better screening device for those accepted into the RCMP.  Oh boy…here we go again. And how will they wash this one away?  MADD never seems to have anything to say when a cop is charged with DUI.  I wonder why?  What great role models the various members are presenting to the youth of this Country. We spend millions trying to educate people to not drink and drive and the people who enforce the law, are breaking that very law.  Looks like drinking isn’t just a RCMP problem it is spread into every police force around the world. Why do the police not prosecute the drunk drivers all year more consistently now too? “Of the 645 sexual assaults that were reported to our service in 2009, more than 40 per cent were alcohol-facilitated sexual assaults,” A sexual assault is never the fault of the victim. She said no means no the first time, and another drink can’t change that.“ We need people to understand that consent cannot be given if the person is impaired by alcohol: If they’re passed out, if they’re unconscious, if they’re sleeping,”  Supt. Danielle Campbell,   head of the Edmonton Police Criminal Investigations Division. It seems most alcohol-facilitated sexual assault doesn’t seem to be about miscommunication, or misconceptions of consent.  Rather, it is about men who use alcohol to incapacitate women for the purpose of raping them, and who do it over and over again like they know what they ‘re doing and are doing it on purpose. Do even the police do the same thing as well?

VANCOUVER British Columbia has moved from approximately 10% of Canada’s population in 1971 to approximately 13% in 2006. I also do remember when this province was was clearly distinguished by the Queen, British Empire loyalist.- Now, these days Vancouver’s huge Asian population is also evident.  Thirty percent of Vancouver’s city inhabitants are Asian, many of them are recent immigrants, especially from Hong Kong, India as well. And the federal, provincial Government leaders, policies have reflected the ethnic changes too.

The dictatorial RCMP and Conservative Government’s typical unacceptable malaise

 

The no longer creditable RCMP are defending the arrest and detention of Alberta environmental activist Wiebo Ludwig in connection with a series of natural gas pipeline bombings in B.C. even though no charges have been laid a month after the arrest.
 
First do get real and tell me how you would feel if the Law now falsely said it could put a poisons gas  pipe directly into your bathroom, that could maybe sometimes kill your wife, children, etc, and next would you now fully  object, get angry, or resort to violence even to try to stop it? or would you merely now allow it, just turn your cheek? The  police drama now unfolding in the rich natural gas and oil fields of Western Canada has as much to say about the  the corrupt state of the nation’s extreme resource development, Provincial governments and the RCMP . It also offers a Canadian window into the state’s over wrought preoccupation with making money at all costs, disregarding the citizen’s concerns too.
  
Sadly Like too many political parties it seems the  citizens mainly do not count, or their views or needs, desires for  they only count on election days. I was once talking to deputy Minister Ken Kowalski of Alberta about this as to why and he replied cause in Alberta they do not pay the taxes. But rather the real reason  is the clear too often lack of respect for the all of citizens still by most civil and public servants, LEADERS, political parties, SOME CORPORATIONS NOW TOO,  Canada wide. This is also especially true of the RCMP, COPS  unacceptable, poor  attitudes towards most of the citizens now as well and I have often dealt with them face to face too..  For nearly a year now, the 250 useless members of the RCMP and the Integrated National Security Enforcement Teams (INSET) have been searching for the author or authors of six highly calculated yet minor bombings targeted solely against the gas facilities owned by Encana, the continent’s largest gas producer. In a scene chock full of déjà vu, notorious malcontent Reverend Wiebo Ludwig was arrested in Grande Prairie, A.B.. on Friday, Jan. 8, 2010 in connection with the bombing of EnCana pipelines in northern British Columbia, and promptly released without charge the next morning. Ludwig, who is the head of a large, religious family who live communally on a farm near Hythe, Alberta, is no stranger to RCMP in the region. In the late 1990s, he spent 19 months in jail on charges related to vandalism and bombing of oil and gas operations in the area, which he staunchly maintains are detrimental to the health and well being of his family and the environment as a whole. We all by now should know that firstly even a  RCMP officer’s word is not longer to be trusted as necessarily even being the truth, or the reality.. and that is why we have courts to decide guilt.. Now anyone who thinks that all employees of all of the oil companies or of the RCMP now are all angels is a fool. NOW I DO NOT APPROVE OF  ANY VIOLENCE, DEATH, KILLING, MURDER, BOMBING BUT I DO NOT APPROVE OF TURNING ONE’S CHEEK TO ANY OF  THE IMMORAL GAS OR OIL FIRMS OR ANY INCOMPETENT, PRETENTIOUS, DICTATORIAL RCMP, etc.,

They’ve barged into homes demanding DNA samples and fingerprints. In restaurants and coffee huts they’ve publicly accused businessmen and Cree living near Dawson Creek and Tomslake of being “domestic terrorists.” Any family that has expressed concern about the pace or regulation of industrial development has received more than two police visits. With visions of Encana’s million-dollar reward dancing in their heads, industry snitches have informed on citizens — in Tim Hortons no less. But by treating rural citizens like Taliban suspects, authorities have demonstrated a profound ignorance of the basic tenets of counter-insurgency: you can’t catch a fish by unsettling the entire sea.  This desperate investigation, in turn, reflects the political value of natural gas in British Columbia’s economy. The province no longer runs on trees, but on natural gas dollars generated by unconventional shale gas plays that consume huge amounts of energy and water. In 2008 the highly subsidized industry accounted for 10 per cent of the province’s revenue and exports. In a pre-emptive strike to spare the Olympics any unsightly controversies before the international media, the RCMP then fingered the notorious 68-year-old grandfather as their man last week but failed produce enough evidence for an extortion charge. The force then went on a grand fishing expedition on his farm.  And what does this say about the rule of law in Canada? To generate revenue to pay for an international event, an urban-based government will install deadly sour gas wells near rural schools. When regulators become facilitators, bombers create violence which, in turn, only begets silence. Under Olympic deadlines and in the name of “public security” a sullied federal police will treat fellow Canadians like Afghan detainees. The day after police officers finished scouring his property, Wiebo Ludwig was acting as gracious host, showing journalists around the homes and outbuildings where investigators searched for evidence related to a string of bomb blasts in nearby British Columbia. Mr. Ludwig, 68, who presides over a community of about 50 people, congenially pointed out which buildings had been searched first and listed some items that had been collected, including a computer, pens, some documents and even some jack knives belonging to his grandchildren. He also said he’d given police a DNA sample. Mr. Ludwig didn’t know everything the police were searching for, he said, but “didn’t think it was anything indictable.” Asked why the RCMP said his arrest was related to public safety concerns, Mr. Ludwig – who was convicted and jailed for bombing attacks against the Alberta oil and gas industry in the 1990s – shrugged.“It doesn’t make sense because I can go wherever I like,” Mr. Ludwig said Tuesday at his farm near Hythe, Alta. He was arrested Friday and released Saturday without charges. Police obtained a five-day warrant and wrapped up their search of the site on Monday afternoon. “If I’m the dangerous one, what kind of public safety is involved in that?” A polarizing figure, Mr. Ludwig is known for waging a bitter war against oil and gas companies around his home in rural Alberta and, to some, as a champion for the rights of rural citizens against unchecked industrial development. He has long blamed the proximity of gas pipelines and sour gas leaks to such health concerns as asthma, cancer and fetal development. Mr. Ludwig and the RCMP have a history. The RCMP used an undercover operation to investigate Mr. Ludwig’s role in the Alberta sabotage. This time around, the agency said in October, 2008, Mr. Ludwig was not a suspect. At various occasions over the past year, Mr. Ludwig said, he met with RCMP to talk about possibly helping in the investigation, perhaps through “profiling” the individual who was responsible for the attacks. Mr. Ludwig also wrote an open letter to the bomber. Then, this past Friday, a meeting with an RCMP officer at a hotel in Grande Prairie turned into his arrest. Mr. Ludwig says he was questioned for 10 hours, grilled about any knowledge of the bombings and told that investigators had DNA evidence against him. Free once more on his bucolic farm, Mr. Ludwig serenely says the recent focus on him, and the Tomslake bombings, should get people thinking about their dependence on fossil fuels, the collapse of the family unit and the need to seek out better ways of living. “The RCMP has said it’s common to make an arrest in a major investigation without pressing charges.” This precisely why binding civilian oversight of the RCMP is required. Wiebo Ludwig was released after 24 hours without being charged, as RCMP officials continue to investigate six bombings of EnCana facilities near the B.C.-Alberta border. Some in the Tomslake area of northeastern B.C., where the bombs were set off, said the bomber gets all the attention while not enough effort is spent to reduce the environmental and safety threats posed by poisonous sour gas. “My heart goes out to them,” Anita Berger said of the people in Tomslake. “I get why they’re frustrated.” Ms. Berger lives in Tomahawk, a community about 100 kilometres southwest of Edmonton. She was part of a group that opposed the drilling of sour gas wells near the community, and in particular near the school that two of her children attend. “I’m not condoning any sort of behaviour like that,” she said of the bombings. “But I think people who have had to deal with oil companies and the regulators get to a point where they’re so frustrated . . . and don’t know what to do next. And sometimes that sort of behaviour unfortunately is looked at as an option.” Ms. Berger and her fellow opponents lost their battle, but the company ended up abandoning the plan after drilling two unsuccessful wells. Margaret Crowhurst also opposed the Alberta wells. She has some sympathy for Mr. Ludwig’s ongoing assertion that the sour gas industry doesn’t face enough scrutiny. “I think people should wake up and realize that he’s trying to point out to us what is happening to our province.” She thinks the oilpatch in general is being developed too quickly. “I think there’s too much of a rush, that it should be regulated more and that not so many wells should be drilled. There’s tomorrow as well as today. Officer was right to ticket speeding surgeon, police say National Post –  Toronto Police say an officer did the right thing in pulling over a surgeon who was speeding on his way to perform emergency surgery on Saturday. 

 

But when the police break the law for whatever reasons it tends to be acceptable.. the cop should have rather given the doctor a police escort to the hospital.

No. Say it ain’t so The police profession is like a soap opera: sleaze, boozing, internal bickering, shameful misconduct, greed, corruption, sexism, racism and criminal activity. Shows like ” To Serve & Protect” only glamourize the industry and does little to shed light on their cohesive membership and inability to extricate too many undesirables and often, unsavory members miraculously get ahead in life or are promoted and West Van PD, like so many others, is a joke…….   Let me see if I have this right. Bruce investigated a drunk officer who had been drinking at a detachment with Bruce’s son. A few months later he went on “stress leave” hmmmm. Then, 18 months later, not ever coming off “stress” leave, Bruce retires and the investigation around him is dropped. Now Bruce is suing someone claiming HE was hard done by. And who pays for all of this? None of the people in the story. Isn’t this the same guy that couldn’t come to court to testify b/c of his so called post-traumatic stress disorder? Held up the proceedings for over a year wasn’t it? Getting paid full salary the whole time. Was finally ordered to court and so quit his job rather then testify! Isn’t this the guy? He should be paying the city for court costs etc! He’s a disgraced cop looking to cash in. a bunch of rich people fighting for more money from the tax payers…no better than the gangsters..

” I find it laughable but not unexpected that Sgt. Bruce would pursue economic redress from his employers. His actions in my opinion are a sad reflection on this public service, and should be the poster child for Complete Civilian Oversight of internal police investigation given this situation. However to be fair  let us look at the facts that I have been able to find. In 2005 Const. Lisa Alford after spending the afternoon drinking with her West Vancouver Police Buddies including Staff Sgt Bruce’s son Constable Mike Bruce attempted to drive home while drunk and smashed into another vehicle. Alford, 30, blew readings of .21 and .22 — the legal limit is .08 — and pleaded guilty to drunk driving on Jan. 25. 2007; She lost her licence for 14 months and was fined $600. Despite these facts she was placed forward for promotion, an action later reversed when all the facts of this case were made evident. Const. Lisa Alford was drinking with fellow officers” In the West Vancouver Police Station” before she rear-ended a car and blew nearly three times the legal limit for alcohol. Then West Vancouver Police Department Chief Scott Armstrong said that such get-togethers involving drinking at the station were regular occurrences; In fact, he attended a few himself before banning the practice after Alford’s accident and drunk-driving charge. In 2006, Scott Armstrong was fired as chief for that admission.  In a ridiculous case of poor optics, worse judgment and a fundamental reason why greater oversight into police investigating police must be initiated; Sgt. Doug Bruce (Mike Bruce’s father) and Insp. Bob Fontaine were appointed to head up the complaint investigation into the incident. The final report to the B.C. Police Complaints Commissioner however failed to mention that Alford was drinking at the West Vancouver Police Dept. prior to the accident and she was partying with other police officers, including Staff Sgt Bruce’s son Constable Mike Bruce. B.C.’s police complaint commissioner was already investigating Const. Mike Bruce. He was accused of forging a signature on a photo line-up during a robbery investigation. He was also suspended for three days after he failed to attend a noise complaint at a Future Shop and then wrote a false report. The officer then lied when confronted about it. He later confessed when his police cruiser’s Global Positioning System was analyzed The Police Complaints Commissioner asked the Vancouver Police Department (VPD) to investigate Bruce and Fontaine. The VPD found the officers allegedly breached the code of conduct. A disciplinary proceeding was ordered in February 2007 and there had been a couple of attempts to have a disciplinary proceeding occur,” said Bruce Brown, Deputy Police Complaints Commissioner. Disciplinary hearings were scheduled, however the officers simply refused to attend the three scheduled hearings, exposing a profound weakness in the police act; saving themselves the need to either; reveal the truth of the investigation or perjure themselves further. The two suddenly retired in late 2008. A public hearing regarding the allegations was called off in February when the police complaint commissioner, Dirk Ryneveld, decided his office’s jurisdiction likely would not extend to retired police officers. Their disciplinary hearings were cancelled after they retired in 2008.  Doug Bruce says he took sick leave due to stress. I guess he was under stress, dodging the truth and remembering that many lies is a tiring business, but I thank him for the mockery he is making of the police and the people of British Columbia. He will now hide in Penticton send his lawyer to negotiate a settlement while the public costs mount, collect his pension and leave the bad taste and public scorn of this incident for other members to live with and deal with every day.  The two members in question not only broke the law, they continued to collect over $150,000.00 each in salary, continued to have access to all police benefits and then then waltzed off into the night, thumbing their noses at the Law, its principles, the People of West Vancouver, and their own sworn oathes; saving their pensions, thank you very much. People may say that police are shown no favouritism but that can not be stated here, with out opening ones self up to ridicule, these facts speak for themselves. Bruce now in his hypocrisy, claims the former Mayor and the former Police Chief made false statements about him,  and requires redress; that the two defendants “recklessly and deliberately” breached “their” duty. The statement is outrageous. Be assure Sir, I have every sympathy for you and hope you get just what you deserve.”
 
“Why is it that Canadian police forces have so much difficulty dealing with wayward officers? Is it that they are afraid of the backlash from special interest groups … with their adherent politicians … or just afraid to admit to the public that “one of our police persons screwed up royally”? … and resort to ‘Nixonian stonewalling’ until the public forgets about the matter? Or is it that too many police forces have very poor management in place due a politically dominated selection system and an old boys promotion system? I once asked a former Commissioner of the RCMP if the RCMP intended to continue to promote those REPORTED as promotable rather than QUALIFIED to be promoted to a given position. His answer was “yes” … even though the example suggested was someone reported as being good in an administrative position being promoted to a serious investigation (supervisory) position. That, plus numerous other instances have convinced me that when it comes to promotions MANY police forces do not differentiate between choosing supervisors for OPERATIONAL investigative positions and supervisory ADMINISTRATIVE positions. I personally know of a group of RCMP persons who sent a request through channels imploring RCMP management at the higher levels to do something about carrying through with disciplining a number of police persons in the area who were known to have been complained about by the public OR OTHER POLICE PERSONS. The only other significant factor I can think of that could be associated with bad management and political affiliation is that there are simply no enforceable regulations or laws that can  be used to make errant police persons accountable … but after 150 years of having Canadian police I have to think that it is more a matter of interpreting the laws as being ineffective rather than actually having ineffective laws. Can the words “you are fired” not be used in police hearings … or the words “your paycheck has been stopped  until you and your counsel choose to deal with the situation” … or has our present judicial interpretation of the charter nullified police accountability as well as criminal accountability? “

Van Dongen was re-relected on election night. At the risk being blacklisted or visited by the police, I would like to voice my grave concern over RCMP investigations of friends and acquaintances of peaceful opponents to the Vancouver Olympics.  I am particular disturbed by B.C. Attorney General Kash Heed saying the RCMP has a duty to “check out” the information they get. Since when do people who disagree with a government policy automatically need to be investigated?  I fail to see the line of reasoning that starts from dissent and leads through to security threat. And more importantly, should the country’s police forces have the arbitrary right to make that equation?  Will authorities one day place under surveillance anyone opposed to the federal budget or the war in Afghanistan, or the RCMP’s handling of the Dziekanski affair? This already happened in the U.S. when J. Edgar Hoover was FBI chief. Canada is on a very slippery slope here and the public needs to be vigilant. Me too I am striaghforward and say what I believe , If you read my blogs you already know that I do often say and do think the police are generally part of the scum left over in the bottom of the barrel too. I have openly said it before I have not encountered a decent federal or provincial justice ministers generally the last  decades in Canada.. likely cause they generally were lawyers to start of with.. and I also have not encountered decent cops or police chiefs now as well.. Fix it …and rightfully install fair, honest, decent police commissions to protect the citizens and then not so many people will want to assault the police too.. we already know how abusive and crooked the too often lying cops, their sergeants, superiors  and their commissions tend to be.. what real practical good besides mere cheap words, unfulfilled promises are you all going to do about it as well?  Once again the Conservatives easily show to all what big liars they are when it comes to holding to accountability the bad guys in the civil and public servcies now too or one of their own..
 
THERE APPEAR TO BE THREE MAIN REASONS any so called professionals, the RCMP now too,  have  DEGENERATED IN EFFECTIVENESS  SO VISIBLY. THE SAME REASONS THAT WOULD BE APPLICABLE TO MOST PROFESSIONAL BODIES NOW AS WELL:
-The first is the  initial employee, managements hiring,  selection process. Police forces tend to have common criteria of personnel selections.
– The second clearly is  promotional mechanisms within  the force.. which seems too often to reward AND promote incompetency.. TO ME THIS EXPLAINS WHY POLICE CHIEFS, MANGERS TEND OFTEN NOW  TO LACK MORALITY, CREDIBILITY, ETHICS TOO.
– The third is the internal self regulating aspects
 
 Now   as if you all did not know that already that the Local and the national police cannot be respected to do a decent inquiry into the alleged wrong doings of any police officers, cause we can seem all to know that the accused police do not hesitate to lie, to cover-up the reality… now self regulation  of the police force, is just useless self masturbation always it seems, thus we need independent  reviews of all police complaints for all of the police forces too in Canada, with real negative consequences on the guilty persons now too and it is  as simple as that   The truth, real acts, real facts speak louder than the too often, false, cheap words now too still. Police unions, Police Public relationships departments now too  would have us all believe that the police is supposedly now aggressively tackling crime, criminals, injustice in Canada. Even a according to the RCMP Public relationship propaganda department too,  because if they the RCMP now did not write a report about it,  it all now still would not be obvious to most people who wonder what the cops are even doing now most of the time, besides giving out money generating traffic traffic tickets,  the report does not  indicate the number of  bad people actually successfully prosecuted each year for the millions of dollars already spend on the related police man-hours now too? nor  does the same RCMP report indicate the cost of the useless police enforcement per year in comparison now to the actual successful prosecutions?  

It is undeniable that self regulation tends to be merely masturbation and not the real thing.. As far as as the Public Interest being served even when the  Police are investigating themselves, RCMP, Mounties included, especially  when those cases involved serious injury or death there tends to be always a conflict of interest when the Police investigated fellow Police and so the  decent, honest investigations included independent external investigators  such as lawyers not rather fellow police officers. There have been even one too many  recent clearly and UNACCEPTABLE NEGATIVE incidents have highlighted the unacceptable  issue of police investigating police, including the case of Robert Dziekanski, who died at the Vancouver Airport after being hit with an RCMP Taser.

 
I have rightfully no respect for the RCMP commercial crime Division from my own real personal experiences.   Hey we have loads of example of how ruthless, crooked the cops are now in Canada.. their self regulation does not work, and Canada wide now  too. Now all of Canada’s police forces that are mostly mismanaged generally, they today mostly have bad police chiefs, bad police sergeants and too many rotten, bad subordinates too. All because we have mostly bad, pretentious  justice ministers  as bad and not rather good managers.  Do see all the many other posts about the bad cops, RCMP, OPP here as well. Now there is a really great gap between how the cops see themselves and how the citizens DO see them.

Now it is undeniable that Canada’s supposed law and order party that has been in power for a few years, has had time to find money and jobs for thousands of their friends., that has been electing judges to suit their own tastes as well, has been falsely spending taxpayer’s money, using governmental resources to promote their own reelection and also to promote the the new Conservative party, this same party and it’s leader Prime Mister Stephen Harper, it’s justice ministers have absolutely failed to deal adequately with the much too many bad, abusive cops, RCMP we still do now have in Canada and why was that now? Application of governmental Accountability is only an election gimmick?

Reality! What real governing skills does it take for anyone merely to spend the taxpayers monies wastefully .. any fool can spend it and any fool can make budget cuts.. Conservative or Liberal ones too.

 But now also making sure it is properly spend and not stolen firstly still requires valid managerial skills.  The civil and public servants remain remarkably unruffled, even as Ottawa and the provinces rack up close to $100-billion in new debt this year also. For the Public and civil servants in Ottawa but also those   in Ontario remember their   raises profoundly but not rather more the poor work they too often do . For most of them, it was the raise they alone also  do  think still they deserve the raise. If you’re a Stephen  Harper fan or Dalton McGuinty government , yes you’ve seen them given more money to public employees at a time of deflation, fear, market panic and widespread carnage in the private sector  Most of Ottawa’s Ontario’s budget winds up in the hands of municipalities, school boards and hospitals and health authorities, which makes it harder to track who’s getting it too and to know now know much of it was rather abused too.. Anyone reading the news lately has heard not just about the too often useless civil and public servants but also about the mafia connections on porkjects that raises the taxpayers costs up to 40 percent now as well even in Quebec. We all already  could be facing much more taxes, severe service cuts as a direct result while  the federal  and provincial governments  do brace  some more for a “long, slow grind” to economic recovery that included already unacceptable government wastes,  high deficits that even will take years to overcome. All, all of this is unacceptable!!

 Here is what also rightfully bothers me, it is an undeniable fact now  that too many Politicians in Canada, both Members of the provincial legislatures, and members of parliament, do lie, they make false claims that they the servants of the people, they thus are mainly looking after the needs, concerns of the citizens of Canada  but mainly instead wrongfully do now use tax payer’s money, do use governmental resources and personnel  to distribute  unsolicited material to others to promote firstly their own re-ELECTION and TO PROMOTE  their own political party as we clearly all have seen the New Conservative Ministers wrongfully also now doing OFTEN NOW as well.

Canadians believe Tories biased on stimulus funding: poll   OTTAWA – A new poll suggests the Harper government’s multimillion-dollar, taxpayer-funded ad blitz to promote its stimulus plan doesn’t seem to be having the desired effect.

The Conservative government’s economic stimulus spending spree that is pouring billions of tax dollars into road construction projects may turn out to be an offer the Mafia couldn’t refuse.  Even as Stephen Harper and his ministers are racing around the country showering public funds on just about every project with a cement mixer, Quebec is engulfed in a growing scandal over Mafia control of infrastructure projects.  In some excellent investigative reporting by the CBC, a credible government insider-turned-whistleblower claims Montreal’s Italian Mafia controls 80% of the contracts for road construction in the city, much of which is certain to involve federal stimulus money.  The CBC report included detailed descriptions of bid-rigging of contracts, a practice that dramatically inflates overall project costs borne by taxpayers.  One published expert on the Italian Mafia cautions that the phenomenon is not limited to Quebec, that the tentacles of organized crime are into major construction projects in other provinces across the country.  The fact that organized crime in Quebec is nothing new will likely be cold comfort to the taxpayers from Victoria to Gander who are now at risk of being fleeced by Luigi the Enforcer.  Even the parliamentary budget officer, Kevin Page, complains that the Harper government is fogging its spending on infrastructure and other economic stimulus programs beyond the point of accounting recognition.  Whatever the figure, it is a huge amount of loot that is being poured into roads, bridges and other government construction mega-projects.  The Conservative government’s latest economic update report, for instance, boasts that since the beginning of this year, more than $7.6 billion in funding has been committed as the federal share of provincial and municipal infrastructure projects worth over $21 billion. OTTAWA – A $50-million federal fund set up to build infrastructure for next June’s G8 summit is being spent partly on projects that are far from the summit site and with tenuous links to the high-powered meeting.    Industry Minister Tony Clement announced the low-profile fund last February, explaining that the fund was being “provided for G8 Summit related infrastructure, including a G8 Centre in Huntsville.”    Huntsville, Ont., will host the meeting. The town of 18,000 is in Clement’s riding, about 215 kilometres north of Toronto, and is best known for being at the heart of prime cottage country for Toronto’s wealthier class.    Huntsville has received the largest share of the money, mainly $16.7 million for a new G8 Centre, $9 million for a summit management office and $2.4 million for improvements to the road by the resort where the meeting is to take place.

But a partial list of the fund’s projects, and a series of news releases, shows that many of the towns in Clement’s riding are receiving money from the fund to build band shells, plant gardens and put up signs and lights.    Research on the spending was carried out independently by The Canadian Press alone, but the Liberal party said it would release its own analysis after being contacted for comment on numbers.    One news release announced $1.1 million to upgrade a street and replace trees in Parry Sound, Ont., some 80 kilometres away from the summit site.   Clement also announced $194,000 for a large “welcome granite stone” and new lighting for a concert stage, also in Parry Sound.    The area just south of Parry Sound is receiving $745,000 for signs, fencing and landscaping in the towns of Rosseau, Humphrey and Orrville.    The towns of Port Severn and South River, many kilometres from the summit, are each getting $65,000 for signs and landscaping, too.    “They’re somewhat disconnected (from the summit), for sure, Parry Sound and Port Severn,” said Huntsville Mayor Claude Doughty.  Bala Falls Road, a small road about 50 kilometres from the summit via another back road, is getting $400,000 for improvements.  “How is this justified? In what way is this going to improve the G8?” said Liberal MP Gerard Kennedy, who said he has completed a separate analysis of the G8 fund, with similar conclusions.

There are rumblings that, despite the $50 million set aside for in summit infrastructure, the region can’t handle such a large meeting, and that Toronto would be far more convenient.  It’s also uncertain whether the leaders and their delegations will stick with their original plan of getting to Huntsville by flying to North Bay, Ont. The city is about 100 kilometres north of Huntsville.   The airport there is receiving $5 million from the G8 Infrastructure Fund. But there are concerns that, with only one runway, it won’t be big enough to handle so many foreign dignitaries, and that Toronto’s airport is better equipped and more secure, sources said.

Clement’s riding is already the subject of scrutiny for receiving funding for dozens and dozens of projects through the federal government’s array of stimulus packages. According to an analysis released by the Prime Minister’s Office, his Parry Sound-Muskoka riding received $3.2 million for 33 projects under the Recreational Infrastructure program.   A list of other infrastructure funds posted on the Transport Canada website points to at least 42 other building projects worth more than $28 million, sprinkled throughout the riding as a form of stimulus. Those numbers were compiled by The Canadian Press.   And even though the area has a fairly low unemployment rate, it has also received millions from the Community Adjustment Fund, set up to help struggling small towns adapt to the global economic crisis.   The G8 Infrastructure Fund is in addition to that money. Two hundred photo ops showing the completely unethical use of the Conservative Party logo is by no means a small indication of what lengths and deceit this crew will go to, to advance their extremely flawed political ideology. The waste of this neo-right fiasco will show up down the road and it will be the biggest financial scandal in Canadian history! How do I know this? Simple. Harper is spending more money and running the largest deficit in Canadian history and he is a politician who cannot be trusted!

Anti-Olympic signs could mean jail: rights group..  A proposed B.C. law would allow municipal officials to enter homes to seize unauthorized and possibly anti-Olympic signs on short notice, civil libertarians say.  Violators could be fined up to $10,000 a day and jailed up to six months, the B.C. Civil Liberties Association said Friday. The proposed law was introduced Thursday as a bill to amend the Municipalities Enabling and Validating Act. The government said in a statement that the changes will “provide the municipalities of Vancouver, Richmond and Whistler with temporary enforcement powers to enable them to swiftly remove illegal signs and graffiti during the 2010 Olympic and Paralympic Winter Games.” “Telling people who exercise free speech that local authorities may barge in, rip down signs inside your property, fine you or throw you in jail will underscore the growing impression that our governments care more about their own camera appearances at Olympic events than about people’s rights,”  The B.C. Civil Liberties Association  earlier this week, the association helped two anti-Olympics activists launch a legal challenge of Vancouver’s 2010 Olympics bylaw in B.C. Supreme Court, claiming it was an unconstitutional restriction on free speech.  Wow, this is Canada? Welcome to the People’s Republic of Canada. There are  some people in this country who rightfully are not looking forward to the Olympic Games, many of whom have announced their intention to protest and demonstrate against them when the time arrives. and there are also those who would stifle the opinions of these demonstrators and protesters.   Civil rights should not be traded away for 2010 Olympics. Canada is founded on the constitutional right to freedom of thought, belief, opinion and expression, including freedom of peaceful assembly and freedom of association. When anyone violate those principles is at expense of us all..  Now in  Canada  freedom of speech and expression is considered a fundamental right. Section 2 of our charter of rights specifically describes our freedom of speech and assembly in unequivocal terms. But  the B.C. Liberal government’s Bill 13,   includes amendments to the Municipalities Enabling and Validating Act, that do run counter to these basic principles of freedom of speech and freedom of assembly . Now proposed  BC governmental “Amendments will provide the municipalities of Vancouver, Richmond and Whistler with temporary enforcement powers to enable them to swiftly remove illegal signs and graffiti during the 2010 Olympic and Paralympic Winter Games. The legislation does not change the existing scope of authority to regulate signs and graffiti. Rather, it provides, on a temporary basis, wrongfully a faster way of removing signs and graffiti that violate municipal bylaws during the short period the Games are underway. ” Not only does the amendment effectively call for the banning of dissenting opinion, it would allow municipal officers to enter private property to remove illegal signs with only 24 hours notice This  idea of creating a law which would encourage the removal of politically dissenting signs, even temporarily, is till rightfully  an affront to all of our basic Canadian liberties a there are no provisions for a “temporary” suspension of inherent rights in our Constitution. Many Canadian persons, Political parties, government instead tend to believe  in two kinds of rights: those which further the interests of their political party into more  power, and those which do not. I do   not support any actions in the name of security that would stifle political free expression”..  I  believe  that our fundamental rights and freedoms are inalienable, and beyond the purview of government—any government—to manipulate, trade away, or infringe upon even for any personal, political purposes. I  rightfully also do reject the infringement of private property rights and the curtailment of free speech, free assembly, and basic civil liberties for political expedience.  All opposition politicians not in power often do  state the same thing. But often next when they get into power, they mysteriously tend to change their minds, fail to keep their promises.. the Conservatives included as we know..

 

 
Olympic security follows protester’s friend,  A Langara College student says she was shocked to be approached outside class by Olympic security officers and questioned about her friendship with a high-profile opponent of the 2010 Winter Games. Danika Surm says she has nothing to do with the Olympic resistance movement, and her only connection is a friendship with protester and UBC professor Chris Shaw. Surm said she was on her way to class at the south Vancouver campus last week when she was approached by two plainclothes police officers with the Integrated Security Unit, the force in charge of Olympic security.  Opponents of the Games have been complaining for months that they and their families, friends and employers are being harassed and intimidated by the security unit. We complained about human rights and lack of democracy in China, and seem to trying to perpetuate that condition here in our own country. It is not a crime to oppose the Olympics, and it is not a crime to protest them either. Freedom of speech is a right in this country. Now we have “Olympic security officers” harassing citizens. What is this, the Soviet Union ? People died for opposing the Nazis and other regimes, helping put in place the laws of free speech which are now being trampled! Do not go down this slippery slope! ” Everybody?”  With all due respect  , even if it was  true, which we all know it is not , that doesn’t make it right still. The Conservatives often say that “Everybody has done it, everybody is doing it ” is firstly still basically, really not true for  I am not doing it. Many of us are basically cynical now about the  politicians and the political games they play. For example, they always promise not to play games and promise to keep all of their promises too . In reality Prime Minister Stephen Harper has no valid job creation, economic recovery vision and is instead using public funds to secure Tory seats.  Prime Minister now also acts  like a Liberal, talks like a Liberal and spends money like a Liberal, so really what is he ? A non Conservative.. but meanwhile the Conservatives say that  Liberal Leader Michael Ignatieff,  will raise taxes if he is  elected and so next what is the difference anyway  now under Harper, who in spite of whatever he say will have to cut back on our social programs and raise our taxes sooner or later.. so which federal leader “is on the right track to keep taxes low? reality, none of them..” And based on the present actual economic recovery it  is very unlikely  the economic growth will be enough to pay off the deficits..  As fixated as politicians are on balanced budgets, no Canadian political leader, not even Stephen Harper, is going to be able to keep from raising taxes with a projected $100-billion federal deficit”   It is time the Conservative politicians, all those other Conservative MPs who, at photo-op cheque presentations have repeatedly given the impression Government of Canada economic stimulus money is coming from them personally, and not the government, and   including Prime Minister Stephen Harper  started coming clean and honest with all Canadians. For  to make sure Canadians know about their poor in reality “economic action plan,” the Harper Conservatives have now even wasted  millions of dollars – millions of tax dollars – on a massive advertising campaign, including TV commercials and billboards. ” These ads, of course, do not change the reality that tens of thousands of Canadian workers are running out of employment insurance benefits, their workplaces closed down and their pensions gone up in smoke. ” Despite  the Conservatives Government claiming  to be good fiscal managers, and now still next best qualified to manage the economy. Billions of dollars in past Liberal surpluses evaporated under Harper – even before the real  recession hit Canada. Reality “This government’s stimulus package has failed, “Stimulus funds are not going into areas that need it — the forestry and manufacturing sectors and into places with high unemployment”, for  “what they wanted to do was keep the money up in Ottawa and dole it out to Conservative ridings and their friends, “says Liberal Leader Michael Ignatieff   too.

OTTAWA – The Harper government risks being sucked into a political scandal raging in Quebec with the revelation that a top Conservative organizer and senator had ties to key players.  The Canadian Press has learned that Tory Senator Leo Housakos worked politically with now-disgraced Montreal politician Benoit Labonte from about August 2008 to February 2009.  Labonte has alleged that there was an elaborate kick-back scheme to finance Montreal municipal political parties. OTTAWA — The Harper government says there was no political interference in a $1.4-million contract that was awarded last month to a consortium that included a firm which employed a Tory fundraiser and senator. But the government was forced to defend itself on Monday as opposition politicians went on the attack over new revelations about the contract, awarded on Sept. 22 for a preliminary study about replacing Montreal’s Champlain Bridge. No role for Ottawa in Quebec Mafia investigation: Nicholson  OTTAWA – The buck passing Ostrich Justice Minister Rob Nicholson insists the federal government will not get involved in Quebec’s investigation into Mafia corruption in the construction industry. The Prime Minister is still Canada’s chief Justice Minister.
 
Just a Small Detail.. CBC contacted the office of Natural Resources Minister Lisa Raitt to ask about the lobbyist who helped organize a fundraiser on her behalf on Sept. 24.  Michael B. McSweeney is vice-president of the Cement Association of Canada.   Both he and the association are registered with the Office of the Commissioner of Lobbying of Canada.  And a search of the registry shows that on Sept. 24, the Cement Association reported having lobbied Raitt directly.   In an email to Raitt’s new communications wrangler Jocelyne Turner, CBC News asked for more information about McSweeney’s involvement in the fundraiser, as well as whether McSweeney was paid for his services.  “Minister Raitt is committed to working with the Ethics Commissioner and is cooperating fully. The federal government preaches accountability, but is being only selectively transparent about its own spending activities.  Compare this cloaking to Stephen Harper’s boasting about his stimulus package. Even here, there is less transparency than meets the eye. Quebec Justice Minister Kathleen Weil said last month she is also looking at the possibility of initiating civil action against  the ex-Quebec lieutenant-governor Lise Thibault who pleaded not guilty to fraud. Thibault had said she spent the money on security and transportation  had a lso said it was natural for taxpayers to foot the bill for her personal trips, meals she had with friends, office parties and the ski and golf lessons.

Vaunted reforms to fast track skilled immigrants and quickly plug gaps in Canada’s labour force have not lived up to advance billing, says Auditor General Sheila Fraser. When the Harper government introduced the controversial reforms in 2008, it argued they were necessary to eliminate the backlog of more than 600,000 skilled-worker applications and reduce wait times of up to seven years.  But in her latest report, Fraser says the changes have done little to cut the number of new applications pouring in or put a dent in the backlog.  Moreover, she says the majority of occupations chosen by the minister for priority treatment are regulated professions. Yet she points out that immigrants admitted to fill professional occupations often find their foreign credentials are not recognized in Canada.  As part of the efforts to streamline the process, the government set up centralized intake office for skilled worker applications in Sydney, N.S. It was to receive and pre-screen initial applications, collect processing fees and forward eligible applications to Canadian missions abroad for more detailed processing.  Fraser questions the relevance of the centralized office given that most applications so far have wound up being forwarded to missions for processing.   Fraser’s annual audit also looked at the temporary foreign worker program and found that it is open to abuse.  There is no systematic assessment to ensure the jobs being offered are genuine or that employers live up to their commitments to provide adequate wages and accommodations, Fraser says. “The issues … pose significant risks to the integrity of the program and could leave many foreign workers in a vulnerable position, particularly those who are physically or linguistically isolated from the general community or are unaware of their rights.”     http://ca.news.yahoo.com/s/capress/091103/national/auditor_immigration

Police ‘protesters’ called before ethics panel  The Quebec Police Ethics Committee has ordered a review of the conduct of three provincial police officers who posed as protesters at the summit of the three North American leaders in Montebello, Que., in August 2007. Infiltration by police officers to arrest criminal offenders is acceptable, but all acts committed by the officers towards that end are not necessarily legitimate, the committee said. And people barely raised a peep when this police state action was uncovered. It’s about time. I have nothing against cops posing as drug dealers to catch criminals. I have nothing against cops posing as 12 year old girls in chat rooms to catch paedophiles. What I do take exception to is cops entering into a legal and peaceful protest in order to ‘attack’ the police and thereby justify the police attacking the crowd to maintain law and order.  The bad cops do need to be kicked off the force and their superiors need to be shown the door sans golden parachutes as well.
 
The bigger question isn’t these criminal cops behavior but how widespread these despicable tactics are used? I think we are barely touching the surface with these thugs behavior. Our entire police system needs a thorough cleansing. This just goes to show how vital a Cop watch program is needed to protect what’s left of our democracy  ..Canada used to be a free country with free speech and freedom of movement. Quebec – Delegates to a weekend meeting of the Quebec Liberal Party voted today to bring back highway tolls, one of a series of measures to balance the provincial budget. Delegates also approved resolutions to increase the excise tax on alcohol and to introduce a new excise tax on energy drinks, chips, soft drinks and candies. An excise tax is built into the price of products such as gasoline and alcohol. Resolutions calling for royalties paid on water for commercial uses and a minimum royalty payment by mining companies were also adopted. The retired judge said large donors wield too much influence when it comes to the awarding of municipal contracts, and that an inquiry could explore those links.. Quebec’s highways cost 11 per cent more per kilometre than in Ontario and 43 per cent more than in the rest of Canada… Curbing corruption could save several hundred million dollars every year.. adds 20 to 35 per cent to the cost of public works projects… the savings would pay for better repairs to, and snow removal from, streets and sidewalks. It would reduce pressure on raising property taxes, parking-meter fees, and bus fares. And it would make tram lines (which cost $40 million per kilometre) more affordable.

Police dip into victims’ cash   TORONTO STAR Sep 29, 2009 04:30 AM   41 victim cash award decisions by the Criminal Injuries Compensation Board in the last three months of 2008, but the incidents in question occurred from 1999 onwards. Taxpayers paid $1.5 million to officers hurt on job out of coffers meant for civilians  A police officer received $10,000 as compensation because he can no longer enjoy gardening, visiting flea markets and collecting carnival glass. Another officer was awarded $1,000 after a suspect bit his arm but not hard enough to break the skin. A third broke a finger while making an arrest and received $6,500 after he claimed the fracture led to arthritis and a lower quality of life. A provincial fund that compensates civilians victimized by violent crime is routinely and increasingly paying “pain and suffering” cash awards to police officers who suffer minor injuries on the job. Workplace insurance already compensates these injured officers. A Toronto Star investigation has found that since 2005, more than 400 officers and prison guards across Ontario received a total of $1.5 million from the taxpayer-funded Criminal Injuries Compensation Board (CICB).  The board released 10 per cent of its decisions to the Star, and an analysis shows the officers who receive the cash often return to full duties, carrying a gun. A Star analysis shows the number of payouts and the average amount of each award have risen dramatically over the past four years. The amount of money given annually to officers has more than doubled since 2005, with $623,000 awarded in 2008. The number of payouts has also jumped, from 92 in 2005 to 137 last year. That’s a 49 per cent increase.  “I’m absolutely appalled,” said Dr. Leslie Balmer, a Peel Region psychologist who counsels families of murder victims. “I thought this is a fund … for victims of crime, not police officers … doing their job.”  Alan Young, law professor and author of a 2003 report on victim compensation systems across Canada, said: “I am somewhat shocked by the audacity that police forces feel they can tap into money that (is not) intended to assist them. It seems like this is double-dipping going on.” Toronto Police Service employees top the list with 133 cash awards since 2005. Ontario Provincial Police is second with 71. Peel Regional Police is next with 25. Ottawa Police ranked fourth with 20. The forerunner of the current law, the 1967 Law Enforcement Compensation Act, was meant to compensate civilians injured while assisting police, like the widow of Jack Blanc, a Toronto resident who was killed helping police try to stop a bank bandit. Over the years the law changed and has become widely known as a fund for civilian victims of violent crime who lose wages or suffer out-of-pocket expenses. It is now the Compensation for Victims of Crime Act. Ottawa Police Chief Vern White said   ”I am surprised. Quebec Premier Jean Charest has been given a green light from his Liberal party to raise government revenue on several fronts – everything from boosting electricity rates to introducing new excise taxes on booze and energy drinks. TORONTO — Ontario’s health bureaucracy is facing yet another scandal in the wake of more revelations of spending and procurement abuses. In a special report released Wednesday morning, Auditor-General Jim McCarter outlines numerous problems at hospitals and local health integration networks (LHINs), regional funding agencies created by the Liberal government. McCarter points to the questionable hiring of pricey consultants, many of which were sole-sourced and often not required to justify the work they did. The report details a litany of questionable consulting gigs at hospitals, including one, worth $700,000, that was so vague it didn’t even list a detailed description of services needed. Another hospital completely failed to account for a $170,000 consultant contract, and was unable to produce the initial request for proposal, the names and number of firms invited to bid, the bidders’ proposals or any evaluation criteria used to reward the contract. The same firm was retained for another, $430,000 contract. Another hospital paid $8.3 million to one consulting firm for IT services over the past three fiscal years, including $180,000 the firm charges for each consultant it provides. The auditor’s report also details questionable expense claims by hospital consultants. They include one temporary executive who, despite his $275,000 annual salary, also billed the hospital nearly $150,000 for other consultants and administrative support, $14,000 for salary bonuses, foreign exchange fees and a Christmas luncheon, and numerous expensive hotels (including one, in Chicago, where he paid $500 for hotel phone charges) and lavish meals around the world. McCarter also questioned the use of lobbyists by half the 16 hospitals he audited.   “We questioned the appropriateness of using government funds to pay lobbyists to help obtain more government funding.”Health minister Deb Matthews reacted swiftly to the report, announcing legislation that will ban the use of lobbyists and open hospitals to freedom of information legislation by January 1, 2012.  The auditor-general also found “significant” problems with consultant contracts signed by LHINs The revelations contained in Wednesday’s report are reminiscent of those unearthed last December, when Mr. McCarter detailed spending abuses at eHealth Ontario. That agency, created by the Liberal government, was found to have given millions in sole-sourced contracts to high-priced consultants with few controls and little oversight.“I’m not afraid to say that I’m really sorry this has gone on,” said Matthews. “I don’t think this is acceptable. I don’t think we’ve been as accountable as we ought to have been. VICTORIA- BC- — A new Ipsos Reid poll that shows that more than 70 per cent of British Columbians believe they were “intentionally misled” during the election could signal Premier Gordon Campbell and his B.C. Liberals will suffer long-lasting effects on their credibility, Ipsos Reid vice-president Kyle Braid said Thursday. The poll released Thursday found that 72 per cent of people believe the Liberals willfully deceived the electorate.  Only 10 per cent of people contacted for the poll said they believe Campbell’s story that he and his government only learned the gravity of B.C.’s fiscal crisis once the election was over. How come the  fiscal and budgetary materials released this week in BC failed to acknowledge the growing number of British Columbians who have lost their jobs in recent months. According to B.C. Stats, from July 2008 to July 2009, the ranks of the unemployed nearly doubled, growing from 119,000 to an even 200,000. And while the rate of job losses has slowed slightly in recent weeks, even the Campbell government expects unemployment to continue to rise, up to 8.3 percent of the total labour force in 2010. Of course, those numbers do not include the hundreds, and probably thousands, of workers across the public-sector who already have lost, or soon will lose, their jobs as a result of cuts to provincial grant programs. And that’s not all. In addition to cutting expenditures and putting people out of work, the Campbell government’s revised fiscal plan for 2009/10 outlines several measures by which Victoria will squeeze ever more money out of beleaguered British Columbians. Alcohol does a lot of brain damages, negatively affects your ability to work, to live normal, alcohol is a major cause of car accidents, tends to destroy your family life, so of course I have no use for alcohol or alcoholics anywhere. Neither should any of us not just MADD, Mothers Against Drunk Drivers. and a  bad immoral Conservatives is not better than a bad immoral Liberal, especially firstly the alcoholic ones. “

And in the last decades I have dealt, with written to almost every single federal and provincial justice ministers too and I too  can say for certainty most of them were liars, incompetent, pretenders too.. not surprisingly cause they were also lawyers.. and most of us already have a low, low opinion of these too often liars, leeches anyway..
