The Canadian taxpayer pays heavily for the health costs incurred from alcohol  abuse. Alcohol is a poison that is detrimental to one’s health and all persons who take bad drugs and alcohol suffer undeniably irreversible brain damage, death of brain cells, become more and more mentally  retarded Even light and moderate drinking – up to one drink a day for women and two drinks a day for men – could increase the risk of cancer, say researchers. A new study suggests Canadians are thirstier than ever as sales of wine, beer  and spirits are on track to setting a record high. Increasing indulgence  has been a trend all year long with Canadians spending close to half a billion  dollars more on alcohol in the first nine months of 2012 than in 2011, and if this growth holds up through the holiday season, that would set the stage for  record retail sales of more than $19 billion in 2012. Whether it is family get-togethers,  holiday parties or just drinking to stay warm, liquor sales typically surge by  over 40 per cent of the monthly average in December, the study  suggests. BC alcohol revenues provide the government with $1 billion annually. But health and enforcement costs related to alcohol were $57 million higher than revenue generated by alcohol sales.

Alcohol consumption and cost on government-owned aircraft. Between November 13 and September 7th, 231 bottles of wine and 535 cans of beer have been downed by passengers – including staff, security and members of the travelling press – while on board government-owned Airbus and Challenger aircraft, for a combined tab of $6,053.41.

In an  note signed by Foreign Affairs Minister Stephane Dion sates  that the service of both alcoholic and non-alcoholic beverages for “official delegations on international flights” has been “standard practice since the 1970s.”

Kind of foolish encouraging people to become alcoholics at taxpayers expense, for while a few corporations will get richer in the process, the Canadian government will not, cause the costs due to job dismissals and related tax losses, Medicare cost increase, car accidents, policing, domestic violence, all associated with alcoholism is extremely costly.. No taxpayer’s money should ever  be used to buy alcohol  at any federal, provincial, municipal government functions nor encourage any alcoholism too. Really!

Drunk drivers who hurt others.. There’s just no cure for drunks.  I bet he’s a repeat offender.  There is no need to send it to court. Merely Ban the idiot from driving for the next 100 years and throw him in jail for five years. If proven to be impaired, the driver will be without insurance. they also will sue him to recover their losses, garnish his wages and put a lien on his house and anything else he owns. But he or she will continue likley to drink and drive.

Provincial Governments, cops too  do not want to reduce gambling or alcohol consumption for it is a great money maker for them, and too many Canadian politicians and cops do like to booze..

People in leadership office do have to face higher penalties as an example now too. It is clearly established, accepted fact by most people that those in leadership civil and public servants cops, teachers, ministers, politicians included  are always to be exemplary in behavior,  conduct and they do need to maintain their high standards even out of their working hours, thus to do so they are also to be exemplary  judged, prosecuted  for their own wrong doings with a higher standard over those of us ordinary folks. Too many police officers are now too often guilty of their most serious neglect of public trust and their duty. The related truth is that neither an independent police investigation, a new police commissioner,  a promised provincial or federal investigation, or just more politicians promises too often still   will not bring the much needed justice. All of the governments can prohibit the initial and further employment of any known racists for any jobs, and can  punish them for their racists acts, views. Police managers continue to promise the reforming of bad cops and the bad cops keep killing, abusing  innocent persons. The possible retaining of bad  police officers is always anyway a false myth. What thus is always needed is the real  the dismissal, criminal prosecution, of the guilty cops. So where is it

OTTAWA—High-flying bureaucrats expecting Canadians to pick up their bar tabs at conferences and social get-togethers are being reined in as part of federal government’s effort to trim Canada’s whopping $45.5 billion deficit. Treasury Board president Stockwell Day said Wednesday that for the first time these kinds of expenses will be made public along with new guidelines about where and when public servants can tipple on the taxpayer’s dime, among other things. “We want to control expenses related to hospitality, conferencing and travelling,” Day told reporters, noting it was Auditor General Sheila Fraser who shone a light on hospitality expenses. “Travel is necessary, hospitality costs are necessary and conferences are necessary, but we want to make sure only the ones that are truly necessary are moving forward,” said Day Now, the purchase of alcohol on the public purse is limited to situations such as those involving diplomats or “appropriate business with outside stakeholders.” The new guidelines will not affect MPs, who can still stick taxpayers with their booze bills under the guise of hospitality.Day said Fraser found examples of a reception that cost $31,500 or more than $100 a head; dinners that cost more than $1,500 for only 10 to 12 people and a farewell for a public servant that cost $7,200 The new cost cutting measures include: Ensuring that department spending on travel, hospitality and conferences is reported each year; Ensuring that annual budgets in these area are approved by deputy ministers; and Restricting all spending on alcohol to situations necessary for protocol, diplomacy or appropriate business with outside stakeholders. Politicains make decisions that affect millions of people, therefore I think it should be zero tolerance for politicians and alcohol. Everyday they do far more damage than some guy in his car or on his motorcycle at .05. Oh, and mandatory helmets on the golf course, you never know when you might take one to the melon and cost the healthcare system some money. If it just saves one life!

Booze rules are needed for the alcoholics called MPs and Senators. This group of officials spends SO MUCH money on alcohol, and this needs to stop. It seems that this line of work attracts a very big number of alcoholics who figure out that they can sustain their addiction with out blowing their salaries on it. Sound like a very good deal except for the suckers called tax payers.  When are we going to stand up and stop the abuse of our money? Why do we continue to allow the government to misuse our hard earned money; after all none of us would get away with this type of behavior in our private lives? Also none of us who work for the private sector would get a way with squandering the company’s money the way the government treasury does.  How can I explain to my teenage son and/or daughter to not squander her/his money on none sense when our government is doing exactly that during these tough economic times. I would like to know how much money does the government, House of Commons and the Senate spends on alcohol, lunches, dinner and receptions? I would like to recommend that for every dollar spent on the above mentioned activities that we the tax payers get a dollar returned to us, and at the end we’ll see if there is a deficit from this exchange.  The government has the audacity to collect taxes from poor people who earn less than $10,000/yr. while they spend all that tax money the collected from the poor person on alcohol, lunches, dinners and receptions and god knows what other luxuries and or immoral activities are they spending it on.

A local taxi driver complained to me how significantly he has seen his taxes go up even on his home in the last 30 years.. he attributes it all to government wastes, thefts, ineffective and wasteful civil and public servants living high on the hog.. it had to stop now a long time ago as well..

Secondly besides the negative effect of alcohol in the private sector they do not booze it up as much as our civil and public servants, politicians  have and do for sure.

Now  close to 65% of the country had  voted for political parties other then Conservatives and that they now also should have some serious say in the workings of the federal government. 

Canada’s  Prime Minister Stephen Harper legitimately  cannot  exercise  his sole prerogative to tie Canada’s foreign policy because he does not have a majority, he does not have 51 percent of the MPs,  but has only a minority government still, and thus he needs approval of the opposition parties thus too here.
 
 
Canada’s federal  Conservatives are clearly  immoral, cruel, despotic, ruthless, aggressive in demonstrating their solidarity to their leader and towards all opposition members. The lying Conservative spin doctors and Conservative Stephen Harper do now like to portray Harper as a decent, honorable, stable, good leader or whatever now we all can know that is far from the truth, not even close to any reality. Especially firstly since Harper had promised that he and his party now would act different, more positive than all of the other parties, and yet he clearly had lied, broke his promises, appointed friends into offices  just like the others. 
 
 
PM Minister Stephen Harper had also “reneged on the 2006 campaign commitment to make merit, not connections, the decisive factor in some 3,000 federal appointments to agencies, boards and commissions.” This Prime Minister, with a clearly hidden agenda as we can all see now,  also  likes to have new members on various governmental boards who hold are obedient to him and similar  strong ideological and religious views to his own as well.

A federal cabinet minister’s aide killed the release of a sensitive report requested under freedom-of-information in a case eerily similar to a notorious incident in the sponsorship scandal.  A bureaucrat had to make a mad dash to the department’s mailroom last July to retrieve the report at the last minute under orders from a senior aide to then-Public Works minister Christian Paradis.  The order was issued by Sebastien Togneri, Paradis’ parliamentary affairs director, in a terse email after he had been told the file was already on its way to The Canadian Press, which had requested it.  “Well unrelease it,” Togneri said in a July 27 email to a senior official in the department’s Access to Information section.  “What’s the point of asking for my opinion if you’re just going to release it!”  The document was an annual report on Public Works’ massive real-estate portfolio, which contained factual information on high vacancy rates and weak returns on investment. Such reports had never been made public before.  The department’s real-estate branch had consented to the full release, and the Access to Information office at Public Works had determined after extensive consultation that there was no legal basis to withhold any of the report.  The file, though, was deemed “sensitive” – partly because it was a media request – and was sent to the Conservative minister’s office for review. The office initially gave the green light, but had a change of heart on the very day it was being mailed out.  Togneri insisted that only one small section of the report be released, despite the uniform view among Access to Information officials that the entire 137-page document could not be withheld under the legislation.  The matter was eventually brought to the attention of the department’s director-general, Sylvia Seguin-Brant, who wrote a memorandum arguing that despite objections from the minister’s office, the entire report should indeed be released.  “The decision has been made in a fair, reasonable and impartial manner with respect to the processing of this request,” she wrote, referring to the bureaucrats’ handling of the file.  The decision to release the entire document was made after consulting with Justice Department lawyers.  In the end, though, the department released only a heavily censored version just as Togneri had insisted – 82 days later than allowed under the law. The final release included just 30 pages.  Internal documents showing how Public Works handled the file were released to The Canadian Press under the Access to Information Act.  The incident is reminiscent of another Public Works report, on the sponsorship scandal, requested by a Globe and Mail reporter a decade ago.  The Gomery Commission into the scandal determined in 2004 that the minister’s office tried to interfere with the release of the report. In that case, the senior public servant in charge of Access to Information, Anita Lloyd, decided the move was unethical and illegal.  After consulting her personal lawyer three times, Lloyd refused to sign off on the file.  When her resistance became widely known, she was hailed as a hero for standing up to her political masters, when the department was headed by then Liberal minister Alfonso Gagliano.  The latest incident is a rare glimpse into the murky world of so-called “amber-lighted” or “red-flagged” Access to Information requests, terms applied to files the government deems politically sensitive and which are subject to close review by a minister’s political staff. Paradis was shuffled last month to the Natural Resources portfolio, taking Togneri with him as his director of parliamentary affairs. Togneri did not respond to requests for comment.  Paradis’ current communications director said Togneri’s intervention was to suggest the Access to Information section offer fewer pages to the requester without charge rather than the entire 137 pages for a fee of $27.40, which had already been paid.  “He went through and thought that a huge section of a very big report wasn’t relevant and that you should be given the option of paying to get it or get the (smaller) chapter” without charge, Margaux Stastny said in an interview.  “No one can overrule Access officers.”  The options were never provided to the requester, however. Instead, the department simply sent the censored report and refunded the fee.  Stastny said she could not explain why Togneri’s intervention caused Public Works to miss its legislated deadline by 82 days. “There should not have been a significant delay.”  The Canadian Press complained last October about the apparent political interference at Public Works to the information commissioner of Canada. The complaint was fast-tracked last week when the office determined the file raises significant issues related to the accountability of government, said spokeswoman Sandra George.  A lawyer specializing in the Access to Information Act called the case “troubling,” saying it was unprecedented.  “This is a manifestation of political interference with the administrative processes,” Michel Drapeau said in an interview.  “I’ve never in my career seen a minister basically do or tell a bureaucrat how to do his job and how to apply the law.”  Seguin-Brant’s memo on whether to release the entire document did consider whether The Canadian Press might be persuaded to accept a partial release if fees were waived.  But there were dangers, she said.  “Since he is from the media, he would likely want to know why he cannot get the entire record and what it contains before agreeing to receive the relevant section only,” she wrote.  “Nothing can stop the requester from obtaining access to the document. He may perceive this as though the department is not being open and transparent, and is trying to withhold information that can be disclosed.”  After receiving the censored report and complaining to the information commissioner, The Canadian Press requested and received the remainder of the report.  The full report showed, among other things, that Public Works’ repair and maintenance costs for its building portfolio is much higher than in the private sector, as are vacancy rates.  The document showed that the average vacancy rate in Public Works-managed real estate was 5.1 per cent, far above its internal target of 3.5 per cent.  http://ca.news.yahoo.com/s/capress/100207/national/government_interference_1

As reported yesterday by the Star’s Susan Delacourt and Les Whittington, Clark had the temerity to suggest in a speech last week that the federal government will have to consider raising taxes in order to slay the deficit dragon. That transgression against Harper orthodoxy earned Clark an email blast from the Conservatives noting that he delivered the speech in “sunny Florida” (yes, because he was attending a conference there); that he made $11 million last year and, therefore, can afford to pay more in taxes; and that he is “Michael Ignatieff’s Bay Street buddy” and a member of the Liberal leader’s “economic braintrust.” This last volley is apparently based on a news report that Clark and other thinkers attended a private dinner with Ignatieff last year to discuss the economy. Big deal. Harper himself has held private meetings with business leaders in recent weeks to discuss the economy. That’s what political leaders are supposed to do: reach out for ideas. Clark was discussing policy – and saying something that a lot of other intelligent Canadians have said. Liberal Leader Michael Ignatieff demanded Thursday that Harper say sorry for a Conservative party email circulated by the Prime Minister’s Office that depicted one of the country’s top bankers as a shill for the Liberal party. And the NDP called on Harper to rein in his main spokesman, Dimitri Soudas, whom it accused of making “reckless and conspiratorial partisan smears.”

Jack Layton of the New Democratic Party (NDP) is now the best-ranked federal party leader in Canada, according to a poll by Angus Reid Public Opinion. 29 per cent of respondents approve of Layton’s performance.  The approval rating for Canadian prime minister and Conservative Party leader Stephen Harper stands at 26 per cent. 15 per cent of respondents approve of the way Liberal and Official Opposition leader Michael Ignatieff is handling his duties.

A real stupid move a Liberalized divorce solution still it only seems like a cheap solution

 

  besides the fact spouses of divorce and their children tend next to have more costly too health problems… many divorce women and their children end up on social aid too.. 
 
 How many of you do now know that Politicians, not just many people, can be realy stupid, they can offer stupid advice in reality.. such as go on with your life..

 

Well the so called cold, indifferent experts now say have an easy  divorce and just move on.. but the too often grim reality in the news  is not so.. for when one spouse unexpectedly files for divorce the other one often can get violent, as well as the spouse who does not like the future as she sees it.. and next the damage done before anyone can deal with it .. a more  easy divorce will not help here.

EDMONTON – Autopsies have confirmed that two young boys found dead in their Millet home were slain, RCMP said  in the double-homicide that has rocked the small town about 50 km south of Edmonton.  The boys’ father, Curtis McConnell, had found them apparently drowned in the bathtub shortly after 3 p.m. Monday.  The 31-year-old dad was estranged from his wife, Allyson McConnell, also 31. She’s recovering in hospital from an apparent suicide attempt around 2:30 p.m. Monday in south Edmonton.  Allyson had suffered broken bones after jumping from the Gateway Boulevard overpass onto the eastbound lanes of Whitemud Drive. The parents were going through a bitter divorce that revolved around custody of their boys. Allyson wanted to take the kids to her native Australia to live likely with her parents, while Curtis was against the idea, according to court documents.  “The questions go through your head. How do we move on? Why did it happen? Why now? Nothing can undo what has happened.  .”  McConnell  wrote late Tuesday: “I need answers to unanswerable questions.”

The B.C. government needs to make fighting domestic violence a greater priority, a Victoria police officer said for too many people are dying as a result of domestic violence,  and  negotiations are currently underway to develop a very costly and very likely infective still too  regional domestic violence team that includes members of the area’s four municipal police departments, the RCMP, legal officials and members of anti-violence service groups and there is not a lot of extra money available anyway from the governments.  Alberta is now spending $1.5 million over three years to pair police with social workers to intervene in situations of domestic abuse. It is hoped the extra resources under the pilot program will provide a tailored response to families identified as high risk for repeated domestic violence. The team will focus on families who have had repeated incidents of domestic violence reported to police and who want to make changes before the courts become involved. “We want to provide support and resources before violence occurs and before they find themselves entering the justice system”.. Dream on..  the losers, the Police providing  martial support, they themselves are the ones with one  of the highest divorce rates amongst the professionals. Physician heal thyself first applies here too.  But that is just a beginning of the many extra costs too.  An Alberta threat assessment report says that between 2000 and 2006, more than 500 Canadian women were shot, stabbed, strangled or beaten to death by their intimate male partners. Those numbers are five times more than all of the Canadian soldiers and police officers killed in the line of duty during that same time period, the report said. The ministry of the Attorney General has been reviewing changes to the way the province addresses domestic violence, but isn’t convinced a single province wide model is the correct approach, it is very costly to put all of these people in jail. Domestic violence cases represent the second-largest share of prosecutors’ files, after  speeding, impaired driving, drugs..

Almost no members of the local police forces have completed specialized training on domestic violence, marriage counselling as their own lives reflect it too. A police Chief had promised his members will complete a mandatory, one-day online training program by next spring… ha ha ha.. really absurd.  How stupid, foolish can the Police now even get for if a one day online computer course can help a policeman, could not the citizens take the same online course? Absurd, really ludicrous.

An outside police force will investigate allegations against five current and former Manitoba RCMP officers accused of offences ranging from fabricating evidence to torture. The charges relate to complaints filed in civil and criminal court by a Portage la Prairie man. Matthew Gray, 47, filed complaints against up to 15 RCMP officers after he was handcuffed and jolted multiple times with a Taser stun gun in June 2003.  It was recently announced that the Police in BC and Alberta would provide marital counseling, family help.. thisnext was, is the expected result of such police activities..  VANCOUVER, B.C. – Vancouver’s police chief has personally apologized to a man who was mistakenly arrested and roughed up by plainclothes officers responding to a domestic abuse call. The officers responding to the abuse call went to the wrong address in the same building, and Wu says he was pulled outside and beaten, suffering cuts and a swollen eye. Two Vancouver plains clothes police officers were responding to a domestic assault call when they knocked on the door of Yao Wei Wu. The officers had the correct building — but the wrong apartment. When they knocked on Yao Wei Wu’s door, they had woken him up. He came to the door — and the police roughed Wu up.  Yao Wei Wu’s said he was hit multiple times on the back, head and face, and he had not resisted them because they were armed. Apparently the officers only realized their mistake when they had cuffed Yao and asked his name. Yao also had said that  the officers failed to ask him for identification before they began to beat him.  Chief Jim Chu is also backing away from an earlier police statement that the victim, Yao Wei Wu, was injured while resisting arrest.  Chu says that information was prematurely released as fact. A Vancouver police investigation of the incident is being overseen by the Office of the B.C. Police Complaints Commission. of course the department will be doing its OWN investigation…..what a joke. Dennis Hart, 44, was arrested just before 3:30 a.m. on Saturday after RCMP officers in Gimli, about 80 kilometres north of Winnipeg, were called to the Misty Lake Lodge & Conference Centre. A woman at the lodge told officers she had been assaulted by her husband, RCMP said. The woman did not require immediate medical treatment for her injuries. Hart, an eight-year RCMP member, has been charged with assault, assault causing bodily harm and choking to overcome resistance.  He was released from custody on a promise to appear in Gimli provincial court on Jan. 25. Desmond Sandboe an eight-year member of the RCMP, is has also been charged with obstruction of justice. There were witnesses to the alleged assault.The response team was called in to investigate after a man was injured in the cell area at the Lac La Biche detachment in September.

The only thing the social worker did for my family was to hand us a little pamphlet that says “Street Survival Guide” Where are these magical services? How did a person coming to my house giving me a guide to educate me on being homeless on the street help us? I was disgusted, disappointed and insulted. Was mileage charged? Couldn’t someone just mail me this pamphlet? There are no services for women and children in dire straights. By the way I worked full time during this time and washed up in gas stations and ate fast food. So what is the solution?
 
Many Spouses usually accuse the other  one of what they are guilty themselves, and that is why they are so conscious of it often.. On the disintegration of Canadian family,  society. Many can see now what’s broken but they  don’t know how to how to fix it.  The diagnosis is much easier than the cure. For  the cure may involve personal changes, actions that many would prefer to avoid.  They all mostly would like to avoid being discomfited personally, verbally and socially. A real valid first possible cure for our nation’s family ills too is neither new nor complicated, it is a very simple concept: Merely first replace those in power. Why? Simply  you must admit that their own  proposed solution is still also clearly inadequate and will not rectify the family problem but rather escalate it. A liberal divorce procedure with good intentions even   may in theory allow supposedly peace next into the broken Home? In reality DO DREAM on  for the root problem of the individuals personal unhappiness has not been dealt with, even their  own laziness ,  unrealistic expectations, negative charactheristics too.  People divorced once are likely next to be divorced 3 times.. and there has to be real negative consequences associated with it now too including their personal real next loss of fortunes, job income, productivity, pension savings, health and life insurance , loss of dental insurance too.
 
But next not only will the number of family violences increase, so will the number of alcoholics, you will also get  more single moms on social aid, and also the divorcees tend to live a shorter life, pay less taxes overall,  and they  tend to be often more sicker than the long term married couple.. all causing a big costly burden on the social, Medicare system now next too. 
 
The police  already presently, and the social workers too now are unable to handle the many domestic family calls, and what will they do when the family violence next escalates with the too easy divorce, when  because the husband finds out his wife is considering divorce, he now feels he is being cheated, has been lied too, he now is being robbed, he has been taken in, he has been abused and the negative anger, his rage just increases and builds up.. so  often into family violence. ” the husband was embroiled in a fight over the ownership of the family home,   he was jealous after finding his wife in a bathroom with another man, and   he had a bad relationship with his mother-in-law”…  sadly all very typical these days too…
 
Yeah in Theory Iraq was going to be free and prosperous when the dictator was removed, but what happened to that  liberalized society next? what the Increase of Violence.. but they were promised peace, prosperity, freedom initially.. and very few divorcees find it too..
 
A real stupid move a Liberalized divorce solution still it seems like an overall  cheap solution, but it is very costly next overall.. very costly for the state too.. someone really needs to look at this plan and come up with something better. Or are they all there really that stupid still now? The police services are costly, ineffective too often, and a bad solution for most things anyway..

Those who smoked pot 10 or more times in the past year were more than three times as likely to report a brain injury. But booze and pot will  also make people dizzy and disoriented and alter their perception of distance and space.  We already do know from adult studies just how devastating the results are from  drinking alcohol  or   the pot use injuries can be on all of the people’s real quality of life, even their ability to hold steady employment, and their relationships,  and mental health.

More Canadians are trying to drink themselves to sleep, Quebec study finds  Canwest News Service ,  Canadians are spending hundreds of millions of dollars every year self-medicating their insomnia with alcohol, a new study suggests. “We were very surprised to see that so many people use alcohol as a way to promote sleep, particularly because it has more detrimental than beneficial effects on sleep,” says Charles Morin, a professor of psychology at Laval University and one of the authors of the study, published this week in the journal Sleep. Overall, eight per cent of the sample reported using alcohol as a sleep aid. Among people with insomnia, 28 per cent reported self-medicating with alcohol.   The study estimates the total annual costs of the sleep disorder in Quebec alone is $6.5 billion. “We know insomnia is a very prevalent problem, it has a very negative impact on people’s quality of life,” Morin says. “If we can show that it’s 10 times more costly not to treat insomnia because of its impact on absenteeism from work and reduced productivity than it is to treat it, why aren’t we treating it more often?” Part of the problem is that so few people seek help. Morin says some people take sleeping pills, “but there are many more who self-medicate with over-the-counter products or, worse, with alcohol.” The research found the money spent on the use of booze as a sleep aid far exceeds costs associated with visits to doctors and the use of prescription pills and over-the-counter products from antihistamines to herbal teas. “The idea that ‘schnapps before your bedtime’ is good for your sleep might have been right about 100 years ago, as long as it was the occasional schnapps,” says Dr. Adam Moscovitch, medical director of the Canadian Sleep Institute and a University of Calgary professor. “When you knock yourself out as a way of dealing with it, if you can’t shut you mind off in any other way, then alcohol has a very negative effect on your sleep. It deprives you of any of the deep stages of sleep and, once it wears off, it has a rebound effect. So your problem becomes much worse.” Of the $6.5 billion estimated annual costs associated with insomnia in Quebec, the biggest indirect cost by far — $5 billion — was reduced productivity. The highest direct cost — $339.8 million — was money spent on alcohol to promote sleep. By comparison, an estimated $16.5 million was spent on prescription drugs, and $1.8 million for over-the-counter products. The study, based on a random sample of 948 adults, distinguished between those people who drink at the end of the day, and those who use booze specifically to help them sleep, meaning they drink before bedtime, or in the middle of the night. Supermarkets in particular sell alcohol far too cheaply. I am extremely disappointed that despite having met with each of the major supermarkets, and received their personal assurances that they take this matter extremely seriously, those words have not as yet translated into meaningful action. ”On the contrary, they are flooded with festive drinks promotions that will only encourage people to indulge further in binge drinking. This, in my view, is totally unacceptable.   Action speaks louder than words. Honking, fist-shaking, screaming, obnoxious drivers: the symptoms of road rage.    Insurance Corporation of British Columbia  Psychologist John Vavrik, who studies driving behaviour for ICBC, says road rage can be better understood as “aggressive driving spectrum disorder.” According to Vavrik, road rage can take many forms.  “There’s not a clean definition of it. It’s basically an aggressive act aimed at hurting somebody or sending a message to somebody,” Vavrik said.  “The people most at risk of engaging in these behaviours are the least likely to control their behaviour,” he said. “They have low emotional intelligence. They don’t have the tools or skills or strategy to manage their emotions.  “In those extreme cases, we’re talking about sociopathic issues. The driver’s a walking time bomb.”  According to Vavrik, “road-ragers” are generally underachievers, individuals who lack assertiveness and control, and do not have the status in life they desire.  He said the “depersonalized space” of a vehicle is a trigger to road rage, as is an unexpected traffic delay, such as that caused by a slow driver, or being stuck behind an idle bus.

 Now we know that more people have accident due to road rage, impaired driving, driving under the influence of drugs, alcohol  over speeding too and we still do need to review how much time and resources do the police deal with that speeding and neglect the drunk drivers firstly? “

 In 2006, 232 Ontarians were killed in traffic accidents in which alcohol was a factor.  “We’ve had an increased number of impaired driving fatalities in Ontario though we’re still seeing a downward trend in Ontario,” is still not enough policing here.

An Australian study estimates that about half of all traffic accidents in Australia may be due to road rage and most of the others related to alcohol, impaired driving and yet the police falsely tend to pursue revenue generating speeding traffic tickets still and why?   Road rage is a relatively serious act; it can  be seen as a violation of human and property rights , an endangerment of  other’s personal well being, security.

 Now I have said it for over 3 decades in writing to all too so now call it what you want but police services generally  it is not about public safety, for it is  a self employment, empire  building, a false money grab, revenue generation, hidden taxes..  for if  the cops, the mad RCMP  were now really worried about public safety THEY WOULD FIRSTLY ARREST THEIR OWN KIND, THE BAD COPS WHO OFTEN DRIVE HOME DRUNK AFTER WORK, COMING HOME FROM THE POLICE TAVERN, and they would ALSO FIRSTLY  go after the people who drive reckless, who  fail to stop at the stop signs, or the  traffic stop lights, and go seriously after the impaired drunken drivers, deal with the unsafe cars whose brakes are squealing cause they need to be repaired.. etc. Cops , civil and public servants too often become perverse persons, unacceptable bullies still too. You and I still do not have to accept such crap.

 Toronto police said Tuesday that a “magnitude” of charges were being considered following an apparent altercation that left a cyclist dead and a former high-profile Ontario cabinet minister reportedly in custody…. some witnesses also said the driver appeared to try to remove the cyclist by brushing up against trees and poles.

Police say Sheppard, 33, grabbed onto a car following an altercation with the driver. They say the driver Mr. Bryant still drove way with Sheppard hanging on. Why did Bryant not rather stop?  He Sheppard  then next fell and suffered fatal injuries and dies one hour later. Sheppard’s girlfriend says he had been  drinking the night he died.  Misty Bailey said Sheppard was drunk when he visited her and he rested and slept, then insisted on going home.  Bailey said she didn’t ask him to leave and would have loved for him to stay where she knew he’d be safe.  Sheppard, at one point, was in the back of a police cruiser and she asked police to drive him home, but instead they let Sheppard go, she said.  Police have said they responded to a call about Sheppard barely an hour before his death, but added there were no allegations of criminal activity.  http://ca.news.yahoo.com/s/capress/090902/national/bryant_cyclist_killed

Two days after the Bloor Street collision that left a bike messenger dead, the girlfriend of Darcy Allan Sheppard is questioning why police allowed him to bicycle home in the first place. But after dozing intermittently, Mr. Sheppard insisted on bicycling back to his own apartment. Leaving Ms. Bailey’s, he was immediately apprehended by Toronto police, who were responding to a call of “unknown trouble” at the building. Mr. Sheppard was placed into the back of the police cruiser.  For Ms. Bailey, this is where she last saw her boyfriend alive. It is also where she wishes he could have stayed, and that the police could have driven him all the way home in one piece. “I asked for the police to give him a ride home,” said Ms. Bailey, 34, adding that her friends also made similar requests. “They said ‘No, he’s going to [take] himself home.”  Shortly afterward, Mr. Sheppard was killed in a collision with a black Saab convertible on Bloor Street West, just east of Avenue Road. Toronto Police are being criticized for their perceived special treatment of Michael Bryant. The former Attorney General was charged with the death of a cyclist and taken into custody Monday night. By the time Bryant held a press conference on Tuesday afternoon, he was wearing a fresh, clean suit that had been dropped off at the station. And he never appeared in bail court. Instead, Bryant was released and will face a judge for the first time on October 19. That sparked prominent defence lawyer Edward Sapiano to say that anyone else, aside from a police officer or politician, would have been forced to show up in bail court unshaven and dishevelled.

Michael Bryant, who once appointed judges and oversaw Crown prosecutors, has now suddenly found himself on the opposite side of the judicial system, accused of criminal negligence causing death and dangerous operation of a vehicle causing death in the altercation involving Darcy Allan Sheppard. Now his career and reputation have been severely damaged already as a result too so Bryant is supposedly trying to buy his way out of it by hiring the best PR, lawyers too. Reminds me of the OJ Simpson fiasco.Rich and Powerful  Michael Bryant has hired the best PR, Lawyers, Spin doctors to try to clean up his tarnished image, to falsely deny he killed someone too.

This guy should clearly not be driving, and yes, I would consider him a danger to the public based on the eyewitnesses’ accounts.  Do the police have any proof that Bryant was not drinking?  I have not heard that a breathalyser was administered to Bryant, or about whether there was alcohol purchased at the restaurant where he was celebrating. It sounds as though police are simply taking him at his word. That is insane, given the outrageous manner in which he was allegedly driving.  And if he wasn’t drinking, then there is something seriously wrong with him. He needed to stop his vehicle after allegedly hitting Sheppard, and he needed to stop his vehicle when Sheppard held on to his vehicle. Nobody in their right mind would accelerate under those conditions – particularly when there were bystanders who could help him if he felt he was in danger.  I’m just wondering how Bryant, and his PR firm have spun the story so that the guy who allegedly hit a person on a bike, and used his vehicle as a weapon is now being depicted as a “victim” who was terrorized – I think it is more accurate to say that if you hit a person/cyclist, then try to knock them away when they are trying to stop you from leaving – that is terrorizing someone. I keep reading posts with people saying that if someone held onto their car, they would accelerate (up to 90km/hr into oncoming traffic?) – that’s safe?.( that is  murderous).. I try to imagine someone calm, like my mom yelling at a cyclist, then nudging them with her car and driviing away (hit and run?), then when the person is holding on (after being allegedly assaulted..), driving her vehicle in such a way as to remove the person in any way possible. McGuinty’s move follows the revelations employees at Ontario Lottery and Gaming Corp expensed items such as a $3,713.77 dinner for 38 people that included more than 10 bottles of wine and other alcohol. The Ontario Lottery and Gaming Corp.’s 10 highest-paid employees expensed at least $2,533 on alcohol between January, 2007, and December, 2008. A sales and marketing meeting at the Keg resulted in a $260 liquor tab; 38 people at a pre- Sound of Music business dinner drank $885 worth of alcoholic beverages. Any hospitality event at which alcohol was served would have to receive prior approval. The same provincial public-service rules also require written approval before all out-of-province travel, rarely evident in the documents the province made public this week. It all now still reveals a culture of acceptability that is inappropriate in a recession and in any Crown environment. The past provincial directive, which has been in place since 2004, states that “reimbursement of meal costs must not include the reimbursement for any alcoholic beverages.” The Ontario Liberals have also ordered a review of the 600 provincial agencies, boards and commissions to root out spending abuses. New Democrat Leader Andrea Horwath said the added layer of scrutiny doesn’t assuage concerns about widespread illicit spending among government agencies. NOW WHAT ABOUT THE FEDERAL GOVERNMENT?

Alberta drug and alcohol deaths have doubled in the past decade  Edmonton Sun  CALGARY — The number of recorded drug and alcohol deaths in Alberta has more than doubled in the past decade, says the province’s chief medical examiner. From 1998 to 2008, Alberta’s population has grown by only 13% while the annual number of non-suicide deaths attributable to intoxicants has leaped to 437 from 210. Kim Borden, research officer with the chief medical examiner’s office, was at a loss to explain why the number would so far exceed the province’s population increase. “But I do know drugs and drug-related deaths are a huge problem — it’s right up there with car crash fatalities,” she said. “It’s growing every year.” , the figures for deaths caused by drugs are likely much higher because the number of autopsies are so limited.

Saskatchewan has introduced the toughest repeat drunk-driving sentencing policy in Canada, just in time for the holiday party season. The top cop in Levis, Que., Jean-Francois Roy, was stopped while driving downtown and he allegedly failed a breathalyser test. Drunk driving arrests jump. Calgary Herald February 6, 2009 –  More than 65 people –three times as many as last year –were arrested in January for drunk driving in red deer as part of a stepped-up check stop program. From Jan. 1 to 31, Red Deer RCMP, along with Alberta sheriffs and the Alberta office of traffic safety, arrested 65 people, compared with 20 people in 2008. Const.  It is estimated that 70 percent of adults drink alcohol and at least 15 percent of Canadians are alcoholics.  According to the 2004 Canadian Addiction Survey, 79.3% of the Canadian population aged 15 years and older consumed alcohol in the year prior to the survey. Drunk driving check stops thus should be enforced all year not just during December and January. Increased funding for check stops is not required also, merely reduce the number of speeding/traffic cops and put them mostly rather on drunk driving detail. Since we know that most of accidents are not even caused by speeding now in the first place too. Speeding tickets and related quotas  tend to be a false revenue generating items . Installing a 15-hundred-dollar breath-sampling device and ignition interlock on vehicles seems to be not totally effective since it seem many now have learned how to by pass it.. by having someone else breath into it, or .. Too many cops still do  go after revenue generating speeding tickets and why? Any traffic ticket on your driving record may adversely affect your insurance rates. Insurance companies also rely on “accident settlement” charts and police accident reports to determine who is “at fault” and base rates upon claims made by the insured.

OPP says highway crash numbers up this winter  Sunday, February 8th, 2009 9:25 am  ( but they lie as to the reasons) If you have been stuck in more closures on the highways this year because of crashes, you’ve been part of a growing trend.   Crashes on OPP highways have been skidding out of control this year, topping last years list.  The OPP is reporting an increase in crashes this winter compared to last. OPP Sgt. Dave Woodford says that during the months of December and January the number of collisions has risen.  The OPP responded to over 17,000 crashes on OPP patrolled highways in the last two months. Sgt. Woodford says not to blame the weather for the collisions, but drivers not driving according to road conditions, such as speeding and following too closely. While the number of crashes are up, there has been a slight decline in automobile deaths and serious injuries.  47 deaths occurred on OPP patrolled highways compared to 48 last year and 65 two years ago. Sgt. Stimulant drugs, such as caffeine, amphetamines and cocaine, may increase alertness, but this does not mean they improve driving skills. The tired driver who drinks coffee to stay awake on the road should be aware that the stimulant effect can wear off suddenly, and that the only remedy for fatigue is to pull off the road, and sleep. Amphetamines do not seem to affect driving skills when taken at medical doses, but they do make some people over-confident, which can lead to risky driving. Higher doses of amphetamines often make people hostile and aggressive.

People who use cocaine are also likely to feel confident about their driving ability. But cocaine use affects vision, causing blurring, glare and hallucinations. “Snow lights” — weak flashes or movements of light in the peripheral field of vision — tend to make drivers swerve toward or away from the lights. People who use cocaine may also hear sounds that aren’t there, such as bells ringing, or smell scents that aren’t there, such as smoke or gas, which distract them from their driving.

Cannabis impairs depth perception, attention span and concentration, slows reaction time, and decreases muscle strength and hand steadiness — all of which can affect a person’s ability to drive safely.

The effects of hallucinogenic drugs, such as LSD, ecstasy, mescaline and psilocybin, distort perception and mood. Driving while under the influence of any of these drugs is extremely dangerous.

Because people react differently to the effects of alcohol, it is very difficult for a person to judge his or her own tolerance. A person may not feel “drunk,” but may still be legally impaired.

Is there some way I can quickly “sober up” if I’ve been drinking and need to drive home? No. Once a person consumes alcohol, it enters the bloodstream, and only time can reduce the concentration of alcohol in the blood. It takes about an hour for the average human body to process and eliminate two-thirds of the alcohol in one standard drink. Studies have found that people who have been convicted of impaired driving offenses come from many different backgrounds, age and income groups. Such studies have also identified certain characteristics of people who drink and drive. Looking at convicted drinking drivers, we see that

  • most are male
  • a high proportion are “heavy” drinkers
  • many have an “antisocial attitude,” meaning they lack respect for the law and the safety of others, and
  • of those who are convicted of drinking and driving, almost all report having driven while under the influence many times before.

Impaired driving of any vehicle is a criminal offense with strict penalties under federal and provincial law. Surging welfare demands in Ontario now really still begs the Questions as to when actually many of these people had lost their jobs, were unable to find one, after all welfare is used after one’s months of Unemployment insurance is used up first? It ALSO THUS seems someone is not telling us the true figures of the number of people unemployed in Canada, Ontario firstly, the recession did not just start this year.. especially since the people on welfare are generally no longer counted as unemployed.. The province, which pays for 80 per cent of welfare benefits, has moved a “long way” towards easing the burden on municipalities, he said. “Our burden, so to speak, is four times greater than theirs when it comes to dealing with the challenge of increasing welfare roles,” McGuinty said. “Just as they have financial challenges, so do we, and we’re going to have to find a way to manage our way through these.”  

A recent TD Economics report warned that homeowners in struggling Ontario communities may be hit with big property-tax hikes to cover rising welfare costs during the recession. The report singled out Toronto, but TD economist and co-author Derek Burleton said other municipalities will face similar financial pressures as the economy sours. In its budget plan released Tuesday, Toronto signalled that residential property taxes will rise by four per cent in 2009. Mayor David Miller cited higher costs for transit, policing, snow clearance (* this  explains why there have been more road accidents in Ontario now too, 17000 in the last 2 months, since Ontario’s roads have not been immediately cleared of the snow it seems..) and welfare in defending the hike. Municipalities can’t go into deficits, but the provincial government can. Municipalities currently pay 20 per cent of welfare benefits, but they also administer the program, and the province has capped increases to its share of those administrative costs, Burleton noted in his report. 

Windsor, Ont., has been struggling for years to find a way out of a severe economic downturn that began in 2002, said Mayor Eddie Francis.  As manufacturing jobs disappeared, welfare caseloads started to “skyrocket” in 2005, he said.  With Windsor’s jobless rate hitting 11 per cent – the highest in Canada – more people are turning to welfare and other social programs as their unemployment benefits run out, Francis said.  As the costs of maintaining those programs go up, the amount of tax revenue the city is collecting is plunging, he added.  * “We’re at a point right now where… we’ve cut to the bone in terms of city services,” Francis said.  Last year, the city lost about $15 million in tax revenue – the equivalent of a four per cent tax hike – because property values are falling and companies are shuttering plants and factories, Francis said.  The loss of a GM plant alone would cost the city $3 million in much-needed tax revenue, he added.  Speeding up the provincial upload of costs from municipalities and the arrival of much-needed federal cash for infrastructure projects would ease financial burden many cities and towns are facing, he said.  “Everything is needed right now – all the tools,” he said.  http://ca.news.yahoo.com/s/capress/090211/national/ont_municipalities_welfare

Former Liberal prime minister Paul Martin complained Stephen Harper was too slow in bringing forward a stimulus package, saying the government should have acted before Christmas. “I think the situation is very worrisome and I think that when you see these job numbers it’s a pity that we didn’t begin with the stimulus much earlier,” Martin said of a $40-billion plan MPs approved in principle last week.  “The quicker you get at this kind of thing, the better off you are. I also think it’s very important the kind of stimulus that you engage in.”

Here is what I know for sure in Canada proper policing, management ,  supervision  human rights commissions are a real fact of life, society, in schools, life,  in churches, governments, commerce, institutions, civil and public services, professional services too,  and elsewhere, even on the net,  for you will always have those 30 percent at least of the persons who will try to cheat, lie  , steal, bend the rules, falsely believe they are above the laws, Self  regulation alone is too often pretentious, farcical, often not applied as well. People who use cocaine may also hear sounds that aren’t there, such as bells ringing, or smell scents that aren’t there, such as smoke or gas, which distract them from their driving.

Cannabis impairs depth perception, attention span and concentration, slows reaction time, and decreases muscle strength and hand steadiness — all of which can affect a person’s ability to drive safely.

The effects of hallucinogenic drugs, such as LSD, ecstasy, mescaline and psilocybin, distort perception and mood. Driving while under the influence of any of these drugs is extremely dangerous.

A new law that takes effect today in the province of British Columbia, Canada that now will find convicted impaired drivers breathing into a tube if they want to start their vehicle after serving a mandatory driving ban. The law will force installation of a 15-hundred-dollar breath-sampling device and ignition interlock on vehicles for at least year with the impaired driver bearing the cost. The devices will be required for anyone completing an impaired-driving prohibition, including two 90-day bans or three 24-hour roadside suspensions within a five-year period. The government says research shows the breath-test devices sharply cut the rate of repeat drunk-driving offences. For some reasons BC seems to leads the nation in drug usage and impaired driving, Alcoholism now too.. Now if they would also apply this law to the RCMP itself .

Top Ten Excuses For Drinking & Driving 

1 “I can handle my liquor”

– According to police, this one typically applies to the “macho” variety of men who feel their exaggerated sense of manliness enables them to overcome the effects of alcohol. Trouble is, there’s no physiological evidence to support that claim – alcohol is a drug, and if you drink it, your mind and body will immediately feel the effects. Drink too much, and you will be impaired – no matter how big, tough or macho you think you are.

 
2. “I don’t want to pay for a taxi”

– Depending on the distance travelled, you could indeed face a significant cost to get home in a taxi. But compared to the cost of losing your licence, injuring or killing someone, it’s a small amount to pay for a safe ride home. Other options if your celebrations involve alcohol: share a cab, take transit, walk or assign a designated driver. Whatever the option you take, you need to plan ahead. Ask a friend, co-worker or your partner to stay sober, or make arrangements beforehand to have someone come get you after the party ends. Alternatively, stay at a hotel or friend’s house where the celebration is taking place.

3.“Leaving my car overnight is a hassle”

– Going back to the bar or party location the next day to retrieve your vehicle can indeed be a burden but having your car impounded at a police roadcheck is an even bigger hassle. 4. “I always make it home after a few”

– Each year in British Columbia, approximately 120 people don’t make it home due to alcohol-related collisions. The drivers who survive those collisions often tell police afterwards that they had very little to drink and really didn’t think they were impaired, despite the fact their blood-alcohol levels were well over the legal limit. Impairment begins with the first drink. And the risk of crashing and killing yourself and others increases with each alcoholic drink consumed.

5.“It’s only a short drive home”

– If that’s the case, your taxi fare will be minimal. Remember: CounterAttack roadchecks are often set-up outside drinking establishments – so no matter how close to home you may be, you might still encounter a friendly, neighbourhood roadcheck.

6.“I’m OK to drive”

– Are you really? Alcohol affects your judgment. How many people over the course of human history have learned that the hard way? And how many lives have been lost or permanently damaged through the bad judgment of drunk drivers? It’s simple – if you drink, don’t drive.

– Wrong. Every drink you consume adds to your level of impairment. The “just one more” mentality can often lead to many more, as people get caught up in the spirit of celebration.

– Imagine for a moment that every person at a sold-out Canucks game has their licence suspended and their car impounded. Then imagine that same arena filled to capacity for another game – and once again, every person in the building has their licence suspended and their car impounded. That’s the approximate number (more than 38,000) of drivers each year in British Columbia who are caught by police when their ability to drive is affected by alcohol or drugs. Like the sign says at GM Place: “If you drink, don’t drive.”

9.“I’m more careful after a couple”

– That’s like saying you’re more intelligent after sniffing glue. It makes no sense. Alcohol affects your reaction time, decision-making, coordination and visual functions; your ability to steer, track moving objects and brake appropriately; and your ability to control your speed and lane position. The more you drink, the worse you drive.

10.“I wasn’t drinking/only smoked a joint”

– Another urban myth that has no bearing in reality. Numerous studies have shown that “stoned” drivers who have taken drugs other than alcohol including cannabis, cocaine and even prescription drugs can be every bit as dangerous as drunk drivers. And new legislation now allows police to test drivers they suspect may be drug-impaired; if convicted, they face the same penalties as alcohol-impaired drivers.

What’s Going To Be Your Excuse? Impaired drivers can face a range of penalties, including immediate
24-hour roadside suspensions and vehicle impoundment, 90-day driving prohibitions, fines, mandatory rehabilitation, ignition interlock, criminal charges and jail time. With the introduction of ICBC’s Driver Risk Premium, drivers who have one or more impaired driving convictions and/or two or more roadside suspensions will pay more for their insurance.

 
So don’t make any excuses . Remember that impairment starts with the first drink, so plan ahead for a safe ride home.
