Alleged victim testifies in RCMP sex-assault trial A Yukon Supreme Court judge has heard testimony from a woman who claims two off-duty RCMP officers raped her a year ago. The woman, who cannot be identified under a publication ban, has testified that constables Graham Belak, 30, and Shawn McLaughlin, 33, sexually assaulted her in the early-morning hours of March 8, 2009, in the southern Yukon town of Watson Lake. Belak and McLaughlin were both suspended from the RCMP with pay after the charges were laid. They have since moved out of Watson Lake, as has the woman. … the woman said she met the off-duty officers at a house party. The three went back to Belak’s house, where, the woman alleged, McLaughlin held her down on the floor while Belak raped her. The woman said she could not move or speak during the alleged assault and that she blacked out a couple of times before she woke up around 6 a.m. to find she was naked from the waist down

OTTAWA — Canda’s public safety minister  Ralph Goodale says he has expressed outrage to the country’s top Mountie over the latest allegations of sexual harassment within the police force.  “All RCMP members, trainees and employees should feel safe and respected among their colleagues and superiors. Canadians expect professional and exemplary conduct from their national police service.” Ralph Goodale  also said that  he told RCMP Commissioner Bob Paulson  that  he expects a comprehensive, transparent investigation, strong discipline, support for victims and a plan to end what he calls “this toxic workplace behaviour.” after the recent  News reported allegations of unwanted sexual touching, bullying and rampant nudity in the workplace at the explosives training unit of the Canadian Police College in Ottawa.   The RCMP  has STILL been beset by numerous cases of sexual harassment and bullying of both women and men. The RCMP is to insure still a healthy workplace free from harassment and sexual violence.

The  RCMP pattern of poor treatment of  RCMP employees was justifiable  to rattle public confidence and tarnish the force’s reputation as “Harassment has no place in the RCMP.” “This is the national police force, this is an icon of the nation and it’s got to be remedied very quickly to Canadian satisfaction.  Canadians will not tolerate any half measures in the response here,” Ralph Goodale said. “It’s got to stop. CBC News REPORTS THAT  the high-profile Mountie who first spoke out against sexual harassment in the national police force is suing her employer, alleging years of “persistent and ongoing” sexual harassment and bullying.  In a notice of claim obtained by CBC News Wednesday, Cpl. Catherine Galliford alleges she was sexually assaulted, harassed and bullied during her 16 years on the force.

A pair of basement-dwelling, recovering drug addicts with few resources, Nuttall and Korody were found guilty of terrorism-related crimes by a B.C. Supreme Court jury last year. No convictions have been entered, because their defence lawyers claim the pair was entrapped, that authorities seized on the couple unfairly, pulling them into a police-contrived plot to detonate three homemade pressure cooker bombs at the B.C. legislature on Canada Day, 2013 .    .The RCMP spent just over $900,000 in overtime pay over the course of a five-month undercover operation that led to the arrests of two terrorism suspects in British Columbia. The RCMP declined comment on its anti-terrorism operations.

A $16-million RCMP project to help keep dangerous refugees out of Canada has turned out to be an expensive security flop. An internal evaluation says the screening project delivered information too late, strayed beyond its mandate, and in the end did almost nothing to catch refugees who might be linked to criminal or terrorist groups.Meanwhile, 30 Mounties were tied up for four years on duties that did little to enhance Canada’s security.Under the pilot project, the RCMP vetted potential refugees already in Canada — the names were provided by the Canada Border Services Agency — by checking domestic police databases for links to criminal or terrorist organizations, among other things.But the auditors found a raft of problems:The cost per screening skyrocketed from a planned $425 to $1,026, on average.The RCMP delivered screening checks to the border agency too late about a third of the time, rendering them useless The RCMP reported only 85 of 4,085 names as potential problem refugees,the RCMP’s work over four years likely had no bearing on the vetting carried out by border agency officers

Racism in Canada

Racism is the belief that characteristics and abilities can be attributed to people simply on the basis of their race and that some racial groups are superior to others. Racism and discrimination have been used as powerful weapons encouraging fear or hatred of others in times of conflict and war, and even during economic downturns. Racism is a well known issue. From racial profiling to other issues such as affirmative action, police brutality against minorities and the history of slavery and the rising resentment against immigrants.

There are notable records of racism, slavery in Canada from Canada’s early days, even the 17th century. More than half of all Canadian slaves were aboriginal and the United Empire Loyalists brought their slaves with them after leaving what became the United States. In 1793 the Lieutenant Governor of Upper Canada, John Graves Simcoe, passed the Act Against Slavery making it illegal to bring slaves into the colony, and mandating the gradual emancipation of all slaves in Upper Canada. In 1834 slavery was outlawed in Canada but not racism.

The white RCMP officers get off scot-free, even though they did exactly the same thing as their less white colleagues.   Now why are the clearly foolish Canadian  justice ministers, cops, so foolish still  that they do now even think that they can turn the clock backwards and continue again doing the very same bad things now that they all have even been exposed for what they really are world wide even.. they are bad people who abuse citizens and obstruct justice and do need to be put into prison themselves. You know I get a kick out of those lying spin  doctors,  police officers, bad cops, union representatives, police lovers, bad PERSONS   who STILL DO say that ALL OF  bad people, INCLUDING the ALCOHOLICS, the bad cops and their bad supervisors too they  can always be rehabilitated, retrained.. and how many millions of them now has this happened to them.. almost none.. a bad apple tends to get worse.. The RCMP maximum 10 days punishment is always absurd, permanent dismissal is what is always needed with the bad cops and their clearly bad superiors who had managed and hired them too.. Bad solicitor generals and bad Justice Ministers, bad Premiers, bad Prime Ministers as well should all be fired ASAP.   Canadian Justice is too often an empty one. The establishment cover ups for it’s own and prevails.

Alberta has become the devil’s belt and it is no longer the Bible Belt or God’s country, already has long been known to be a racist, red necked province that too readily hates others.. it also still has a high misrepresentation of natives arrested now as well.. It’s letter of the law oriented  law enforcement community, justice systems  are known to be bigoted as well even in my own direct experiences.  Incompetent, want-a-be Police rejects looking for a raise, promotion is too typical of the bad police enforcements in Alberta.. and so many of them too.. Racism often is accidental  but not always. It seems that many people who join supremacist groups do so at a young age, and a lot of recruiting by these various hate groups are targeted at children. And racism exusts often at the heart of the police force, in the US I traffic violation stops is the most common ways to raise police funds through fines, 90 per cent of those who received a ticket and 93 per cent of people arrested were black. The police routinely breached residents’ constitutional rights by stopping them without reasonable suspicion, arresting them without probable cause, and using unreasonable force against them.

Today, people of colour still face racism and stereotypes. .The North American Indian has experienced a great deal of racism. Although many people overlook or excuse the behavior it is still wrong. Even the justice system does not tend to care for its native sons and daughters. Most crimes against Native still go unpunished. Natives remain among the most economically disadvantaged groups in the country, and also do suffer from high levels of alcoholism and suicide.

OTTAWA — Aboriginal inmates in Canada make up too high a percentage of Canada’s prison population and tend to get harsher sentences and less programming, a report from the country’s prison watchdog said . More than 70 per cent of inmates in Manitoba are in provincial facilities. Statistics Canada reports 66 per cent of Manitoba inmates on remand and 69 per cent in sentenced custody are aboriginal. The OCI report also notes aboriginal offenders are less likely than non-aboriginal offenders to be granted parole, more likely to be in segregation, more likely to have been in prison before, are classified as higher risk and are more likely to reoffend after they are released. The statistics, says the report, are a sign of the corrections’ service failure to ensure aboriginal prisoners are getting the help they need. Aboriginals are severely overrepresented in federal jails: they account for 17.3 per cent of inmates but make up only four per cent of the Canadian adult population Predictions are that the numbers will go on as they have over the past decade – 131 per cent in the case of aboriginal women.

Chinese people are assumed to be smart, intelligent, short, and “yellow.” Having small eyes would have people automatically assuming you’re Chinese (or Asian). Young Black boys are assumed to be aggressive, dangerous and up to no good. This is an example of a stereotype Black people go through. They are assumed to be “dangerous.” White people are always assumed to be rich. Blonde girls are assumed to be dumb. We have all heard of the Polish, Newfies jokes.. One  main group of people that often faced with racism and discrimination are Gypsies. In Europe they have been persecuted to a similar extent as the Jews throughout history, including World War II and even now they are largely mistreated or ignored. The internet can also be a breeding ground harboring hatred. This is very serious as the number of hate sites that have sprung up in the recent years is shocking and also increasing at an alarming rate.

Racism has always been both an instrument of discrimination and a tool of exploitation. Even though it may be impossible to entirely prevent the amount of racism and discrimination that the people of colour receive, all racism is still unacceptable. Colored persons themselves are often racists too.

There is a systemic racism in health care as well. “People don’t like to see if there’s racism existing in the health-care system, but there definitely is.” During French and British Imperial days , racial bias was ingrained within the culture itself. The Canadian Truth and Reconciliation Commission has recommended that all levels of government augment “cultural competency training” in medical schools and the health system itself. A 2015 Auditor-General’s report highlighted disparities in health care provided to First Nations people in remote areas. It found about 400 nurses serve roughly 95,000 First Nations people in 85 indigenous health facilities in Ontario and Manitoba. The report found some facilities were in substandard states and that nurses were not thoroughly trained to deal with the needs of certain communities. Of 45 nurses interviewed, only one had completed compulsory courses in indigenous health offered by Health Canada.

And I am not convinced that our too often rather incompetent, racist , cost ineffective  national police, security forces, RCMP included now are capable of dealing with the Muslims terrorists especially  since they clearly cannot speak Russian or Arabic or any other foreign languages  for the most part still. MOST DRINKERS ARE LIARS

Most ostrich alcoholic  drinkers rarely admit they are alcoholics , that they are heavy drinkers or that they will suffer any negatives side effects such as cancer due to their drinking. In other words  Most ostrich alcoholic  drinkers are liars.

Most Canadians drink alcohol but they really do not know health risks:  At least 3.1 million Canadians drank enough to be at risk for immediate injury and harm, with at least 4.4 million at risk for chronic health effects, such as liver cirrhosis and some cancers.  Alcohol is a known carcinogen, and the Canadian Cancer Society says there is no safe limit when it comes to cancer prevention.  Heavy drinking increases the risk for oral, pharyngeal and esophageal cancers by five times, for laryngeal cancer by 2 1/2 times, and colorectal and breast cancers by 50 per cent.. Alcohol affects and damages our cells, and  this can cause the cells in our bodies to develop into cancer..  There are seven types of cancer linked to alcohol – bowel, oesophageal (food pipe), larynx (voice box), mouth, pharynx (upper throat), breast (in women), and liver. There’s also mounting evidence that heavy drinking might be linked to pancreatic cancer.  .The risk of liver cirrhosis, brain damage and heart disease due to alcohol are all greater in women than men. Women are advised to drink less alcohol than men because they are much more vulnerable to alcohol’s harmful effects ,  if a woman has more than one drink a day, she increases her risk of car accidents and other traumatic injuries. Her risk of high blood pressure, stroke, suicide and breast cancer goes up. And drinking more than one drink a day also increases the risk that she will go on to abuse or become dependent on alcohol. And   alcohol remains at higher concentrations for longer periods of time in a woman’s body. This exposes her brain and other organs to more alcohol. So alcohol remains at higher concentrations for longer periods of time in a woman’s body. This exposes her brain and other organs to more alcohol. Binge drinking can cause alcohol poisoning, which can cause death.

The most common cancers caused by alcohol  are breast and bowel, although head and neck remain the higher risk and the biggest impact for men was bowel cancer, where one in 12 total cases (100) every year were caused by alcohol.

  Two-thirds of deaths in were men and statisticians noted that alcohol-related death rates were highest among 55- to 64-year-olds.

It is time for a massive transformation in the way the Royal Canadian Mounted Police (RCMP) conducts its internal business, says the Mounted Police Professional Association (MPPAC), following the latest harassment allegations reported. This latest revelation is only the most recent in what appears to be an unending litany of bungled decision-making by those charged with the responsibility of care for who promised to root out the “dark-hearted” behaviour.. One has only to ask two very important questions:

  1. How has this culture of mismanagement within the RCMP been allowed to persist?
  2. Why do we rarely, if ever, hear about such truly egregious behaviour in municipal or provincial police departments?

“Three years ago, the watchdog over the RCMP said the force must take “swift and effective action” on complaints of workplace bullying and harassment to restore the shaken confidence of both members and the public. It called for a more independent process, strict timelines for responding to accusations and force-wide training on the issue.”  The RCMP has already carried out three reviews of inappropriate behaviour at the police college, but complainants have said the RCMP investigators did not want to hear fulsome accounts.

In 2012, after a long investigation, the RCMP public complaints commission found rampant bullying in the force. It unearthed 718 complaints filed by employees between 2005 and 2011, and found almost half were from men.

1: THEY ARE OFTEN BULLIES,  LAZY, NO GOOD  PERSONS, BIG LIARS TO START OF WITH.
2: YOU CANNOT TRUST THEM ANYMORE THAN YOU CAN TRUST A WOLF AS A PET..
3: THEY ARE CERTAINLY INEFFICIENT, NOT COST EFFECTIVE AS WELL..

4: THEY SERVE THEIR POLITICAL MASTERS –  MAYORS, PREMIERS, PRIME MINISTERS  ESPECIALLY AND NOT THE CITIZENS,5: THEY MOSTLY SERVE THEMSELVES TOO..

  Under the police act any professional policeman can be fired from his job for any of his bad behavior, even for anything he or she does after working hours, if his personal acts specially bring ill repute to the police force in general, and that includes adultery, alcoholism, drunken driving, abusive behavior now too.. and for sure should include stealing, expense account abuses, lying to his superiors and others.. for the RCMP as well.  We also still do  need better police managers, better Justice Ministers Canada wide too

The future shows  limited  positive visibility with few positive market signals as commodities prices fall and growth stalls,  the future looks dim, so sell, sell, sell before the lights go out.Tough action by some of the sector’s leading  companies  is an indication of more pain to come

New numbers are painting an idea of how many Albertans are feeling the effects of the recession. 97,000 people in Alberta were on employment insurance in November. ATB Financial said that’s a record-setting month, if you don’t count July. EI beneficiaries briefly topped 100,000 last summer   the first time in a long time that Alberta’s EI beneficiaries as a percentage of the labour force was higher than in the rest of Canada. Year-over-year, the number of Albertans collecting EI climbed nearly 60 per cent.

Albertans are singing the blues. They want cash from the rest of Canada. Now. This is a crisis. How could they have known this might happen? Well, for starters, they might have read some history – and I don’t mean ancient history. The history of oil-based boom and bust cycles in Alberta through the 1970s, the ’80s, the ’90s, into the new century and now the teens. As well, the history of Alberta’s “Rainy Day Fund” being abolished by the Alberta Conservative government in 1987. In 2015 this same Conservative government of Alberta was proudly advertising “Alberta’s Tax Advantage” – no provincial sales tax; no payroll tax; no health care premiums; the lowest provincial taxes on gasoline and diesel; the lowest combined federal/provincial top tax rate in the country; the highest personal tax credit amount. In short, a tax haven right here in Canada. This government boasted, “When the full impact of new tax measures is considered, Alberta’s tax advantage will be at least $8.5 billion.” So Alberta, take your $8.5 billion tax advantage and solve your problems! The rest of Canada has paid its taxes all those years you didn’t – and still aren’t.

The sudden collapse in Oil Prices and subsequent revenue to the Province can’t be magically replaced by sound budget planning. Ostriches in denial would spin like this..in reality History repeats itself.. remember the 1980’s. 2009-10 when Jobs were lost, homes went into foreclosures, property values went down due the flood of homes for sale on the market. divorce increased.. Sadly they in Alberta do not learn not the first, second or the third time. When they were rich, proud and arrogant the Conservative leaders of Alberta were too proud to heed to others, to take advice… but now that they are facing serious ,drastic economic downturn they merely pretend they are ready to listen.. and how long will that next last? Instead of saving , planning effectively for a rain days the politicians of Alberta were living high on the hog, spending the citizens money, and not really caring about the citizens own good welfare. ” The Alberta government didn’t have a plan unless you consider shovelling money out the back door as fast as it came in the front to be a plan. “Making use of the revenues” meant spending the revenues. When times were good it outspent every other province in the country on a per-capita basis. It may have been a Conservative government in name, but its spending was liberal, in every sense of the word. Many Albertans told them to save more, even the Liberals. Various groups, including one of the government’s own creations called the Financial Management Commission, were telling the government as far back as 2002 it had to save more money during the good times. Granted, Ralph Klein was in charge back then and he responded by ratcheting up spending and giving away $1.4 billion in Ralphbucks. To emphasize its pessimistic message, the government is no longer rejecting out of hand the notion of a provincial sales tax ” Alberta the two horse town, Oil and beef, needed to diversify but now is too late.. it’s electrical costs are much too high, and it’s cost of living as well, high cost labour now too… many hidden costly taxes, and add to that the many technical incompetents existing in this province and you got nothing but mostly a bunch of whiners and losers.. But now they can all put their seat belts on it is going to be a rough recession ride, about 15- 20 times worse than what Alberta had experienced in the 80’s too and alot of Albertan homes went into foreclosures. It might be hard for many Canadians, particularly in hard-hit Ontario, to feel much sympathy for this western province. After all, there was a distinct cockiness in the way “The New West” asserted its newfound position of fiscal superiority this decade over Central Canada in particular.” They had often rubbed it all proudly in our face, Alberta’s wealth, it’s importance, no taxes, a great future, and what ever before that.. Because too many Albertans were openly bashing the poor people for decades as well, now they too do have to walk in a poor man’s shoes themselves.. I REMEMBER WHEN MANY ARROGANT ALBERTANS, POLITICIANS USED TO FALSELY BOAST ON THE NET ABOUT THEIR PROSPERITY.. and I would reply they need to be really now more considerate of the poor people and the rest of Canada for they too will ONE DAY be on social aid, EVEN asking other Canadians to help them.. it is funny how reality comes to pass with time even in Alberta.

Alberta’s surprise recession is not much of a surprise to the wise… for false pride still comes before a great fall.. lay off the too many abusive cops, bad city hall employees as well in Alberta and save the money now too. Alberta is now a province of losers on social welfare now begging the East for help mainly due to the oil downturn, with massive layoffss, firms closing their doors forever, and loads of home prices dropping even foreclosures…. SO IMAGINE THE UNINMAGINEABLE. . The NDP now wins a majority government in Alberta, ending a Progressive Conservative dynasty in power for more than four decades.

Well those socialists, the NDP finally took over from the Conservative, capitalists The election results were the ultimate anti-incumbent protests, rebuke to the past endemic PC scandals and cronyism. with accountability and trust already at a sore point . OBJECTION to a government ruled by a tiny clique .

Liberals and Conservatives tend to be self centered, greedy, materialistic oriented persons. Their universe is usually small. self centered, superficial . Research has indicated that the materialism drive are due to a high neuroticism and low agreeableness. They feel incomplete. That is why they use other people to fill up the inner gap. . They are intolerant of differences. They devalue others and put them at a lesser position. It is hard for self-centered people to have a real sense of empathy. Even if they do, it is usually conditional, depending on what they are receiving from the source they are empathizing with. They expect too much for what they are willing to give. Yes when you go deep inside, their real feeling of inadequacy reveals itself. Don’t buy into their arrogance, don’t feed their excessive sense of self-importance. Don’t be their door mat. Have compassion for them since they falsely have created a wrong type of self-protection mode for them. Beyond the fact of their self-delusion is the related inability to admit to their own basic motivations . Neglect the poor and you will walk in their steps  next.

The oppressive Albertan  police enforcement of revenue generating speeding tickets enforcement is still  basically economically beneficial   to a very small, isolated segment of society, the related cops, judges, lawyers, and it is false  job security approach for them even in Alberta. While the government of Alberta fails to often still to  deal with the still much too many bad managers, bad civil and public servants abusing tax payers money, even stealing,  not doing their jobs properly, unnecessarily taking out of town trips and charging it to the job still, Alberta today  is putting 15 new sheriffs on the road in Alberta. Alberta for decades, and the police  has been falsely preoccupied with putting every person in jail in Calgary, and Edmonton, all of  Alberta for speeding,  it seems and was another main reasons they spent so much money on building new court facilities in Alberta too… this is even all being done while statistics, experiences confirms that speeding does not kill, or cause the majority of accidents, but only drunk or drug impaired drivers, bad drivers, and road rage cause the majority of the accidents the government still wants to purse now mostly  the speeders more aggressively in Alberta.

I think over the years they have just tacked on additional fines, or put up red light cameras, or doing one thing or another to try and generate revenue for their city.  Cities falsely are using traffic citations to fund city government.  Some cities it’s upwards of 8% to 10% of their revenue instead of .5 percent  is generated by fines and fees.    Many cities   have used fines and fees to fund a large portion of their budget, police budgets included . Too many Police Department  even have an illegal quota system that requires  officers to write three traffic tickets per day and make at least one arrest every two days. A  quota encourages officers to ticket people regardless of whether motorists’ behaviour is actually endangering the public or could be corrected with a warning. Traffic fines affect the poor and are ineffective against those they are to be really targeting, the rich. Most   cops saw their fellow residents less as citizens to protect than as “potential offenders and sources of revenue.”  Causing  “breakdown of trust” between people, police, governments and courts.  Cities can no longer treat their citizens like ATMs,  needed is a  bill capping how much money local governments can collect from traffic tickets and fines.” For people who have lived in these communities that fear they are going to be pulled over and harassed because that city needs money, that  needs to change.

BIGGEST JOKE OF THE YEAR – Police Services

Calgary police shot more people in 2016 than any other Canadian city’s officers 2016 has been a notoriously bad year for CPS with nine current and former officers facing criminal charges—including three officers who were charged by ASIRT for lying in their reports about the arrest of 34-year-old Clayton Prince. There are over 2,000 officers and too many bad apples. City and police admit there is a ‘problem’ with the Calgary Police Service

A  retired Calgary police detective is calling for greater oversight of the Calgary Police Service also  suggested a separate body should hold police leadership to account. Calgary Police Service,   has dealt with reports of bullying and sexual harassment throughout the last year. Calgarians need to start asking some tough questions and demand transparency from Calgary police leadership and from independent police organizations like the Calgary Police Association and Calgary Police Commission.

Toronto looks to photo radar to cut cop costs , Toronto s MAYOR  John Tory asks Wynne to bring back photo-radar to catch speeders..  Toronto’s request comes as municipalities across the province are trying to rein in ballooning police budgets. The Police driver of the vehicle then fills out a Driver Response Form, where they must justify their actions unlike ordinary citizens. Lying justifications can include a pursuit of a suspect as well or  responding to emergency calls. “Everyone will be working off the same playbook,” cops only not citizens. “So, there will be consistent accountability as well as standards of Police discipline.” in theory not in practice all police officers are subject to the criminal code when appropriate.  They  mostly get a Paid vacation and no criminal charges – and the outcome is always the same. It sure is good to be a cop these days, they get a good pay, they get away with everything including speeding and drunk driving. Lucky ducks.

Calgary police officer Jeff Duggan has been charged with assault after an alleged on-duty fight at his ex-wife’s home. Duggan’s ex-wife reported the officer “verbally threatened to assault” her current boyfriend and “attempted to force his way into the home.” Police said the accused was in uniform at the time. Police have also charged Duggan with uttering threats and four counts of breach of probation.

Society’s justice system depends on victims being confident they can report wrongdoing without repercussions, so it’s not acceptable that members of our police force believe they must remain silent. David McQueen, 53, was suffering from depression, was killed  in an armed Calgary police standoff in northwest Calgary after police were called after shots were being fired indiscriminately from the home, including one that struck a Calgary Transit bus and nearly hit the driver.McQueen, who got around in a wheelchair after becoming paralyzed in a diving accident in the early 1990s, was deeply unhappy with the healthcare system, the police and the government, whom he blamed for not giving him the help he needed, which he detailed in his Facebook posts. So the police officers and 911 dispatchers will receive enhanced training on interacting with people in crisis, particularly those with mental illness

The Mental Health Police Advisory Committee was formed and is currently working on developing a “comprehensive, standardized police mental health training model for Alberta,” said provincial spokeswoman Lisa Shankaruk.That includes ensuring police officers’ mental health is a priority, developing a two-day training model where officers can receive training and resources from experts, and building relationships with partner agencies.  So the Police officers and 911 dispatchers will receive enhanced training on interacting with people in crisis, particularly those with mental illness .You are dumb if you think a two day course or a course will change any bad cop.. dismissal is rather needed.

A Calgary police officer CPS constable Stephen Baker. who had a patrol rifle stolen from his car last year “will not be charged criminally in connection with the case,”  The officer went to a restaurant on Crowfoot Terrace N.W. and left the rifle in his personal vehicle inside a locked hard cover carrying case. Inside the case there were also two magazines containing 28 rounds each. He had been taking the rifle home  while off duty ,” The Calgary officer was in violation of the Police’s own rules…he had no business removing the gun from the station gets off scott free… The justice  finding reinforces the widely-held belief that police forces are FULL OF CORRUPTION and COVER UPS. but what else di did we expect? That’s it!….  The Police keep eroding the public confidence in police services with one law for the citizens , another for cops.  This case underscores the corruption of the Canadian legal system. Anyone else would have been criminally charged.

The Public remains generally skeptical about police investigating other police. Still an arm’s length investigation takes a step towards correcting the perception that there is a bias in favour of police in such investigations, all such investigations will have to be overseen by a civilian body, as recommended. We pay the police to handle all matters in a professional manner firstly.   And no more  . “No paid vacations”  for the cops awaiting trials..  All it takes for the bad guys to continue to do bad things is for the others wrongfully  to do nothing about it.

Over a two-year period, the City of Montreal spent nearly $120,000 on travel for support staff, on top of the $200,000 spent on trips by the mayor and elected councilors. Employees such as the mayor’s chief-of-staff, press attachés and advisors accompanied either the mayor or other city councillors on 64 separate trips in 2014 and 2015. Earlier this month, CBC reported the city’s elected officials spent $200,000 on 86 trips over two years. This comes to a total of $320,000 for travel since November 2013. Staffers went as far as Argentina, Italy, South Korea, Japan, China, Haiti, Tunisia, and India.

The crime that is repeated in every Canadian city, the non essential out of town trips, joy rides, vacations . We know or should know about the too common grotesque abuse of the taxpayers in all governments.  where even the supervisors now can be part of the abuse.. and we need to continually be vigilant here. It was recently revealed in Alberta that the man who was hired, ironically, to keep a watch on the  expenses and costs of others, was living high on the hog with taxpayers’ money   Follow the money.. include the bad employees severance pay, costs of  re-hiring and pension payouts. Fire all those persons who have or do approve any outrageous expense claims, like lavish meals, gasoline, car allowance, car washes, car insurance, a new  windshield for his Mercedes and some six packs of beer for “meals at home.” .

Undeniably still too many cops, civil and public servants, employees of crown corporations, politicians and their aides, wives as well, do still  like to make unnecessary out of town trips, eat fine food, stay in nice hotels all wrongfully paid for at the taxpayer’s expense and none, none of it is acceptable. This is still a criminal act of theft.

The general public also sees much of the so called employee  incentive programs as a matter of theft, tax evasion, not just a flagrant waste on the part of mismanaged civil and public servants too. Many persons now also have paid  taxes toward a federal, provincial Pension Plan that might not be fully available when they  retire because much of the money has been abused by the federal, provincial, municipal governments.

Sadly the Tax payers are still to often abused. And here I am not just talking about the long costly almost daily entertainment lunches with Wine and Beverages, and  those too often out of town, even out of the country mostly personal trips charged to the taxpayers. Or the city hall employee who while on paid services goes to the airport to pick up his mother in law, or the employee who takes the cultivated flowers from city hall for his own use in his own yard.  We need to call into question the sick spending practices of current  and former and the current   service executives, managers, supervisors civil servants, cops too. Even the posting of all   expense records for all, board members, executive members, is not enough for the  Posting of the expenses of direct reports to all of executives is also now very important, since without that, some unscrupulous executives could ask their assistants to pick up the tab to be approved by them later.  Critics are calling for tighter oversight on how cabinet ministers submit their  expenses, saying they should at least be held to the same standards as MPs. The system in place for ministers is too lax, they say, and allows for  too many questionable expenses to slip through.” We’ve had a number of  spending scandals with ministers, so you’d expect the red flag to be raised and  have some measure of accountability,” But it seems to go on and on and on.” ” it sometimes seems as if minister’s expense sheets receive the rubber stamp. A taxpayer watchdog group says MPs should be forced to publish spending details online .Current rules outlined by the House of Commons Board of Internal Economy enable MPs to spend 3% of their budgets, or up to $10,734, on hospitality. The city of Montreal hired d a friend of Montreal Mayor Denis Coderre to work as a $670-a-day labour negotiation consultant during the same week in late November that he hired a former underling to work for the city as an $1,800-a-day refugee coordinator.  The city was to be billed $22,827 by Robert Bouvier, who was until last year the national president of the Teamsters Canada union and a previous contributor to Coderre’s campaigns while Coderre was a Liberal MP in Ottawa. The pay was for “participating in negotiating sessions” as the employer’s representative across from the union representing Montreal police officers.  Bouvier’s contract from the city for that work,   took effect in late November and expired a month later, on Dec. 31. The contract paid up to $24,999 to represent the city in negotiations with the Montreal Police Brotherhood. Bouvier’s fees were payable at a half-day rate of $335, and up to $670 per day. Quebec law allows municipalities to award consulting contracts worth up to $24,999.99 through one-on-one negotiation with a supplier. This is not the first time the Mayor has hired Liberal  friends. It’s immoral  with public dollars to hire people who are close to the Mayor  to do a job that we have scores of people (at the city)  who could do that.

Now we already do know from the past Liberal sponsorship they like to give taxpayer s money to their friends.  The sponsorship scandal, “AdScam” or Sponsorgate, is a scandal that came as a result of a  Liberal    Canadian federal governmentsponsorship program” in the province of Quebec and involving the Liberal Party of Canada, which was in power from 1993 to 2006. The Liberal program was originally established as an effort to raise awareness of the Government of Canada‘s contributions to Quebec industries and other activities in order to counter the actions of the Parti Québécois government of the province that worked to promote Quebec independence. The Liberal program ran from 1996 until 2004, when broad corruption was discovered in its operations and the program was discontinued. Illicit and even illegal activities within the administration of the program were revealed, involving misuse and misdirection of public funds intended for government advertising in Quebec. Such misdirections included sponsorship money awarded to Liberal Party-linked ad firms in return for little or no work, in which firms maintained Liberal organizers or fundraisers on their payrolls or donated back part of the money to the Liberal Party. The resulting investigations and scandal affected the Liberal Party of Canada and the then-Liberal government of Prime Minister Paul Martin.

It was an ongoing affair for years, but rose to national prominence in early 2004 after the program was examined by Sheila Fraser, the federal auditor general.    Martin and the Liberals were adversely affected by a report from Auditor General Sheila Fraser on February 9, 2004, indicating that sponsorship contracts designed to increase the federal government’s status in Quebec resulted in little to no work done. Many of the agencies had Liberal ties, and roughly $100 million of the $250 million in program spending went missing. Two weeks after Fraser’s report was released, Martin suspended the heads of three Crown corporations: Michel Vennat, president of the Business Development Bank of Canada, Via Rail president Marc LeFran�ois and Canada Post president André Ouellet.All three men would eventually be fired.  The scandal hurt Martin’s popularity, especially in Quebec, where Bloc Québécois leader Gilles Duceppe even accused Martin of planning to widen the St. Lawrence seaway to benefit his own Canada Steamship Lines.

The scandal also cast skepticism on Liberal Paul Martin’s recommendations for Cabinet appointments, prompting speculation Martin was simply ridding the government of Chrétien’s supporters to distance the Liberals from the scandal.  The sponsorship scandal tainted members of the Liberal Party and politics in Quebec. In its aftermath, there have sadly been a few convictions and in Parliament, there came a call for the politicians to find ways to govern with accountability.  The same the issue dogged the Liberals, costing them a majority government when Martin eked out a minority in the 2004 election before losing to Stephen Harper’s Conservatives in 2006.

It is an undeniable fact that the New Conservatives had said elect us and we will next show you an honest government, accountable, transparent as well but as we all tend to know next that was a big lie now too.. They clearly were not part of the  solutions to the much too many corruptions ongoing in Canada but clearly rather a part of the problem in that they and the RCMP for sure have failed to properly address the much too many  corruptions..

Prime Minister Justin Trudeau   to respond to an onslaught of bad economic news with a bad plan to spur job creation and long-term productivity growth. Trudeau and his key ministers are holding fast to their claim that the Liberal platform — and its pledge of $60 billion in new infrastructure spending over 10 years — but how much of that money will the citizens benefit with?  The infrastructure investment — a major Liberal campaign promise touted as a fiscal jump-starter. Trudeau described investing in infrastructure as “the key” to helping lift Canada out of a slumping economy .  The infrastructure investments that the  politicians are counting on are a problem   that Canada has been facing before, corruptions. Can we trust the Lieberals as to who will get  the money again?

Hypocritical Police  want more policing over the Canadian citizens, the same persons who wrongfully firstly do not want to give us a detailed list, copy of all of their own expense accounts  and do note that too. Let the police rightfully start with the rightful better policing of themselves  and next deal  first with  our too often stealing, crooked, lying politicians, civil and public servants who also do steal  and now first also go after all the alcoholics who abuse their spouses, drive impaired … the cops included..  deal first with all all of  of   the persons who abuse any seniors.. and we now do need more cops rather in the hospitals arresting also all of  the bad Health Ministers, bad  doctors and bad nurses who fail to provide adequate medical aid to seniors, others etc.  While a few hundred persons die from car accidents Meanwhile thousands of persons die from medical errors, hospital acquired sicknesses but no  police give the medical personnel any tickets ehh

The oppressive police enforcement of revenue generating speeding tickets enforcement is still  basically economically beneficial   to a very small, isolated segment of society, the related cops, judges, lawyers, and it is false  job security approach for them even in Alberta. While the government of Alberta fails to often still to  deal with the still much too many bad managers, bad civil and public servants abusing tax payers money, even stealing,  not doing their jobs properly, unnecessarily taking out of town trips and charging it to the job still, Alberta today  is putting 15 new sheriffs on the road in Alberta. Alberta for decades, and the police  has been falsely preoccupied with putting every person in jail in Calgary, and Edmonton, all of  Alberta for speeding,  it seems and was another main reasons they spent so much money on building new court facilities in Alberta too… this is even all being done while statistics, experiences confirms that speeding does not kill, or cause the majority of accidents, but only drunk or drug impaired drivers, bad drivers, and road rage cause the majority of the accidents the government still wants to purse now mostly  the speeders more aggressively in Alberta.  Police often do calls for tougher rules on others but not upon themselves. Such real hypocrites now still too. .  So how many cops are arrested for drunk driving, speeding?

Imagine this that you a proven liar, criminal can steal over one hundred thousand dollars, and as long as the amount likley equals the cost of keeping you in jail, if you are a politician , you can rather be freed. and not do your time. Now what kind of exemplary punishment is this, and so also do the police, civil servants   will get equally special treatment over the ordinary citizens, criminals. The continual mismanagement, budget deficit, tax payer money abuses and has there been even any changes in all this really? We all  really still do need still a full  review of the waste, fraud, and abuse that has plagued governmental efforts. What is also needed is a enforced, real program to remove public officials from office that take our money and abuse it, spend it on their own false pet projects while many of our people still are not getting the help that they need.

January 2004 was the start of my recent rash of my written correspondences mainly on the unacceptable  tax payers money abuses, injustices at the federal, provincial municipal levels too, as well, and it all  has specifically initially started because I had strongly, rightfully objected to anyone in the province of BC being kicked of social welfare, even if they are alcoholics, drug users… I still do rightfully and loudly  object to anyone being kicked of social welfare even in BC or elsewhere and this is still never acceptable.

The Civil and public servants, politicians, need to be regularly supervised too. That is why we need and have the auditors, News media, Opposition parties, concerned citizens to do this too.. and it still generally is not enough as we can see.

TWO OF MY PAST NEIGHBORS, MANAGERS,  WHO WORKED FOR CITY HALL OPENLY BOASTED TO ME, AND DEMONSTRATED TO ME FOR YEARS THE COMMON CORRUPTION IN THE LOCAL CITY HALL, DONE BY THEM AND MANY OF THEIR COLLEAGUES. This included their unnecessary out of town trips, their taking stuff, computer accessories,  home from the office for their own personal use, boasted of  their lavish expense accounts, of their doing personal work at the office, and much more. Why did they think that me a tax payer would approve any of such wrong doings was their error. I reported their wrong doings rightfully rather. OTHER MANAGERS OF CROWN CORPORATIONS HAD ALSO OFTEN BOASTED TO ME OF THEM DOING SIMILAR THEFTS  AS WELL..

And speaking of the related  federal review as well, who are the high spenders last year in the federal government.. who ate at the best restaurants, traveled the most at the tax payers restaurants.. who were the drunks now too..  Politicians, and civil and public servants now included too..

Canada’s Justice system is fooling few persons

A disoriented Robert Dziekanski died after being Tasered and restrained by four members of the RCMP on Oct. 14, 2007 at the Vancouver International Airport. The incident has become a permanent  blight on the entire RCMP and public perception of the force hit an all time low.  The RCMP were fighting a losing battle, especially as the public has seen a witness video of the incident. It didn’t help the RCMP that they initially confiscated the video belonging to that witness, Paul Pritchard. The police later relented and gave Pritchard back the video. He made it public Nov. 14, 2007, so members of the public could draw their own conclusions. There were many discrepancies regarding officers’ statements concerning what happened, made immediately after Dziekanski’s death, compared with what Pritchard’s video revealed. The video shows Robert Dziekanski falling to the ground immediately after the first Taser shot. The officers at the scene claimed he remained standing for at least two Taser charges. The Braidwood inquiry gave the officers a chance to explain these discrepancies. They could not.

Const. Kwesi Millington, the RCMP officer who fired a Taser the night Robert Dziekanski died at Vancouver International Airport, has been sentenced to 30 months in prison for perjury and colluding with his fellow officers at an inquiry into the death. All four officers were charged with perjury following the inquiry into Dziekanski’s death, for testimony inquiry commissioner Thomas Braidwood called “patently unbelievable.” Millington and former RCMP corporal Monty Robinson were convicted of perjury; the other officers, Const. Bill Bentley and Const. Gerry Rundel, were acquitted.

There were, are four criminals involved here. Not just the one who used the Taser. All four are equally guilty  bad men…  All Police force members are to held accountable for their actions on the job. And  Members of the Police forces  should be held to a higher standard when it comes to the law because of the trust we put in them to enforce the law. They should get severely punished for their failure to do so, especially in circumstances where they abuse their position to try and cover up their very poor behaviour.  Abuse of authority and  Manipulation of the truth is well worthy of jail time for all bad police officers too.

It would be easy to form the impression that the four Richmond RCMP officers involved were the only ones to blame for the tragedy at Vancouver International Airport on Oct. 14, 2007. But as the lawyer for Dziekanski’s mother has astutely observed, that’s only because the RCMP’s spectacularly bad PR has stolen the spotlight. RCMP brass and the federal government could have pre-empted a damning report from Thomas Braidwood by stepping up with a genuine mea culpa and an announcement that a major overhaul of the RCMP and CBSA was already in the works. Many years later the RCMP officer who stunned Robert Dziekanski with a Taser at Vancouver’s airport lied at a public inquiry into the Polish immigrant’s death, a judge ruled. Const. Kwesi Millington fired his Taser multiple times after he and three other officers were summoned to Vancouver’s airport in October 2007. Dziekanski, who spoke no English, had been throwing furniture in the international terminal.  Millington’s verdict marks the first time a judge has concluded that one of the officers lied. Another Mountie, Const. Bill Bentley, was acquitted in 2013, while two other cases have not yet concluded.  The Crown alleged the officers colluded on a story to tell homicide investigators and write in their police notes in an attempt to heighten the threat that Dziekianski posed. Prosecutors argued the officers’ statements and notes all contained similar errors, proving they worked together. The Crown further alleged the officers met in the Vancouver area in the days or weeks before testifying at the inquiry in early 2009 to plan their testimony. A witness, whose ex-husband is Bentley’s cousin, told the court the officers met at her home, but the defence presented telephone records, credit card receipts and other evidence to cast doubt on her testimony. The judge  noted that the officer’s errors all exaggerated the threat Dziekanski posed.

There is “no denying” aboriginals in Canada are overrepresented in the country’s penal system, says Justice Minister Peter MacKay. “This is a tragedy that we have to come to grips with,” The  Justice System Encourages the Continuation of Injustice.   Aboriginal prisoners are overrepresented in Canada’s federal prisons and waiting longer for parole, according to new numbers from the Public Safety Ministry, which is responsible for corrections. Aboriginal inmates less likely to get early release from prison.  Statistically, aboriginal offenders are more likely to go right to the end of their sentence date. Nearly 85 per cent of aboriginal offenders are detained in federal prisons until they have served two-thirds of their sentences, at which time most offenders are entitled to statutory release, compared to 69 per cent of non-aboriginal offenders.  Under federal law, inmates must be released, under supervision, at the two-thirds point of their sentence, unless authorities believe there is a high likelihood those offenders will commit a violent crime. For non-aboriginal inmates, the corresponding figure is 69.3 per cent.   A disproportionate number of aboriginal people arrive in federal prison each year, despite a federal sentencing law that requires judges to consider alternatives to custody for native people. Aboriginal people make up 23.2 per cent of federal inmates, but only about 4 per cent of the Canadian population.

The number of aboriginal women in Canadian prisons is also on the rise. Aboriginal women represent about four per cent of the general population . Women of aboriginal descent now make up more than 35 per cent of the female prison population. ”

” By a wide range of measures, aboriginal offenders fare worse in prison than others. Arriving at an earlier age (48.8 per cent of those entering in 2013-14 were under 30, compared with 36 per cent of non-aboriginal inmates), they tend to be held in segregation more frequently and to be held in custody longer till their first release. They also make up 42.3 per cent of offenders held past their statutory release date, right to the end of their sentence, because of fears they will be violent, the report said. And once released, whether on parole or statutory release, they have their release suspended or revoked more frequently than others. ”  I think Aboriginal people are easy targets. They tend to be marginalized and tend to have limited resources,”  “It’s just a perfect storm for people who don’t have the resources to stick up for themselves.” Saskatoon defence lawyer James Scott has long believed Aboriginal people faced a bias in the judiciary . He Calls for public inquiry into Saskatchewan’s over incarceration of Aboriginal people.  This   disparity between native and non-native parole rates  prove that the justice system, including the parole board, is somehow stacked against natives.

Now a huge economic prosperity gap remains between First Nations and non-aboriginal populations in B.C. and across the country, especially for those living on First Nations on reserves.“ The gaps between aboriginal and non-aboriginal Canadians remain large,” There were 1,400,685 people classified as aboriginal in 2011, according to the report — 851,560 First Nations, 59,440 Inuit, and 451,800 self-identified as Métis, meaning they are of mixed First Nation-European heritage. In B.C. there were 155,020 First Nations people (103,975 living off-reserve, the remaining 51,045 on-reserve), 1,570 Inuit and 69,475 Métis. Left alone, the situation will worsen. The first place it will become apparent will be in Canada’s prisons.

The number of black inmates sent to solitary confinement in federal prisons has doubled in the last decade, according to new figures that have prompted Canada’s correctional watchdog to declare the use of solitary “out of control.” In a 2013 report on the black inmate experience, the Correctional Investigator found that all black inmates were viewed as having gang affiliations by correctional staff, even where the label was demonstrably false. Investigators also learned that correctional programs contain little material reflecting black knowledge, culture or traditions . “From our perspective, this speaks to the general trend of anti-black racism that flows throughout the criminal justice system,” said Anthony Morgan, policy and research lawyer at the African Canadian Legal Clinic. “We strongly feel these numbers scream for the necessity to do a review of systemic racism within the criminal justice system.”
