THE GOVERNMENTS CAN ALWAYS FIND MONEY FOR WHAT THEY WANT BUT NOT FOR THE CITIZENS

The   provincial auditor’s report   had  said that the government has lost control of physician salaries. Quebec overpaid specialists nearly $400-million since 2010, the auditor found. Critics pointed out that Mr. Couillard and Health Minister Gaétan Barrette – both former specialists – are doing nothing to recover the overpayments while they cut daycare, dental services for poor children and a host of other services. “It’s austerity everywhere in Quebec except for the physician colleagues of the Premier and the Minister of Health,” Parti Québécois Leader Pierre Karl Péladeau said.

The introduction of user fees is a serious threat to universal care, the critics  have said, including the Canadian Medical AssociationQuebec Medical Association, Canadian Doctors for Medicare, and Médecins québécois pour le régime publique (MQRP as they had asked the Quebec Government to hold off on regulating fees in October.

Charging patients at doctors offices and clinics for medically necessary care is not acceptable. It strikes at the heart of the principle that access to health care should be based on need rather than ability to pay

Some  physicians  have already  outlined two choices to Quebec patients,  pay $250 up front for a quick test on the spot at the clinic or wait three months for a hospital appointment.

The  hidden charges billed for care, medication and services included — $600 for eye drops, $30 for filling out a form, $25 for a five-minute phone consultation, or renewing a prescription, and $135 for an ultrasound at a clinic that served as an overflow for a hospital. and it confirms extra or shady billing threatens access to medical services and care as  billing patients directly is not a marginal practice. It’s widespread among family physicians and specialists.

Many are feeling indignant about the injustice of having to pay amounts they considered exorbitant for medical care. Some said they could not afford to pay — they needed the money for groceries or rent.

Adopted last week, the Quebec Health Minister Gaétan Barrette’s Bill 20 included a set of amendments to legalize fees charged to patients in clinics for insured services, commonly called “accessory fees.” The list of regulated ancillary fees will come later, after the government hires an independent accounting firm to determine real costs.. The public was not consulted  on  Bill 20

Citizens are  calling on Quebec government  to suspend the extra fees and on the new federal Health Minister Jane Philpott “to act immediately to force Quebec to respect the Canada Health Act,”

Canada’s ridiculous Health care system is now also very poorly managed, in fact it is mismanaged for decades too, just like all of the federal and provincial   civil public servants, RCMP, cops, now are as well and all now undeniably too..  Putting more of your tax dollars to cover the poor , pretentious, inadequate work of our politicians, civil and public savants is a continual waste, an attempt to fill a bucket full of large draining holes.

Quebec Liberal leaders, a bad sense of what bad people are like. Why?

plq_logo_ Why is it now that the Quebec Liberal leaders, are known to associate with the really bad persons.

Lu Chan Khuong  had this year become the first elected female president of the  Quebec Bar Association  and she is also the partner of Marc Bellemare, former minister of justice under the Liberal government of Jean Charest.  The board of directors of the Quebec Bar asked the president, demanded her  to resign on Wednesday and suspended her after she refused  after was  reported she shoplifted jeans. In its statement, the board indicated that Khuong confirmed being the subject of a complaint for shoplifting in a store in Laval, and that her file was processed under the “program to deal non-judicially with certain criminal offences committed by adults” in 2014. The non-judicial handling of her  offence can be decided on by the Directeur des poursuites criminelles et pénales when the act is a minor offence that doesn’t pose a real threat to society. The decision is only taken when it has determined that the fault attributed to the offender is an offence that can be proven. Diverting the charges is often offered in exchange for community service.

59-year McGill University Health Centre CEO Arthur Porter, the former Canadian spy-agency head and McGill University hospital administrator  has died in a Panama   of cancer on Tuesday , where he was in jail fighting extradition to Canada to face fraud charges.  The Crown wants proof Arthur Porter died in Panama . At the peak of his power, Arthur Porter enjoyed the rarefied luxuries of a Caribbean villa and a chauffeur-driven Bentley, boasting of contacts with heads of state from around the world  — including no less than the present Premier of Quebec,Philippe Couillard .  The Quebec prosecutor handling the multi-million dollar fraud case involving Arthur Porter says she wants Quebec police to verify that he is actually dead, she wants to see official reports verifying accused fraudster’s death Tuesday. Two Quebec anti-corruption officers sent to Panama have been assured  Arthur Porter really is dead.  “The visual identification of the body of Arthur Porter turned out to be sufficient for us to formally confirm his death,” Just to be extra sure, however, UPAC investigators did take fingerprints from the deceased as well as DNA samples.  A week after Porter was first reported dead, of lung cancer in a Panama hospital, the legal case against him is now officially closed.

But  ” the investigation into the McGill University Health Centre bribery scandal will continue, and accusations still stand against Porter’s seven alleged accomplices. Porter, along with his right-hand man at the MUHC, Yanaï Elbaz, was accused of rigging the bidding process to build the $1.3-billion superhospital in exchange for some $22.5 million in bribes. Also accused are several executives from SNC-Lavalin, which “won” the contract, as well as those who allegedly laundered the money — like Porter’s widow, Pamela Porter, who pleaded guilty in December for her part in the scheme. So far, some $17.5 million in assets have been frozen.”

Arthur Porter  who so assiduously courted politicians —  including Philippe Couillard (when he served as health minister in the mid-2000s) — later became a political pariah after a warrant was issued for his arrest more than two years ago on corruption charges. Arthur Porter, M.D., also the former dismissed CEO of the Detroit Medical Center, Dr. Porter, whose management style had already raised questions during this job, at the Detroit Medical Centre, was later charged in one of the largest corruption and fraud investigations in Canadian history.  the  Police allege  Porter received $11.25 million in secret commissions for rigging the contract to build the new McGill University Health Centre superhospital in SNC-Lavalin’s favour.   The Crown alleges Porter received part of a $22.5-million payment from Montreal-based engineering giant SNC-Lavalin in order to fix the call for tenders to ensure the firm received the lucrative contract. Porter left the DMC to head McGill University Health Centre‘s hospital network, where he was administrator from 2004 to 2011. In late 2011.

Porter also quit the MUHC amid concerns he was involved in too many private business deals. He returned to the Bahamas, where he announced in January 2013 that he had lung cancer. Four months later, Porter and his wife were arrested by Interpol agents at Panama’s international airport on the MUHC warrants. Among Porter’s belongings was a passport from Sierra Leone which he claimed gave him diplomatic status.  In total, nine people were charged in the alleged MUHC scheme, including two other former MUHC executives and three ex-SNC-Lavalin ones. Porter was the only one not to appear in Quebec to formally answer to the charges. Porter moved to Nassau, Bahamas, just ahead of a lawsuit filed by McGill and charges by Quebec prosecutors of conspiracy, embezzlement, fraud against the government, breach of trust and related crimes related to the construction of a $1.3 billion “super hospital” in Montreal. Porter, a medical doctor and cancer specialist,   was arrested on an international warrant in Panama City in May 2013,  while in La Joya prison he was fighting extradition to Canada .

In the  Summer of 2005, Porter flies to Baltimore with Premier Jean Charest and Health Minister Philippe Couillard to persuade the Shriners at their annual convention to keep their pediatric orthopedic hospital in Montreal. Their gambit works and marks the beginning of a working relationship between Couillard and Porter.

Porter  founded a consulting company with Couillard in 2009, almost a year after Couillard left public office.

On  June 15:,  2009  Porter and Couillard were elected directors of mining company Canadian Royalties, almost a year after Couillard resigned as Quebec’s health minister and as a member of the National Assembly. The two sat on the board of Canadian Royalties until Dec. 16, 2009.

Quebec’s anti-corruption task force suspects Porter and four high-profile  executives involved in the construction of the McGill University Superhospital  were part of a massive fraud conspiracy.UPAC issued arrest warrants Wednesday morning for Arthur Porter, Pierre  Duhaime, Riadh Ben Aissa, Yanai Elbaz , Jeremy Morris. UPAC confirmed  Wednesday that Elbaz – the former associate director general of the MUHC – is in  custody and will be charged Thursday. Duhaime — the former CEO of SNC-Lavalin – will turn himself in to Surete du  Quebec headquarters Thursday morning, He has already been charged with fraud. Ben  Aissa — another former executive at SNC-Lavalin — has already been arrested  and questioned by police for his possible role in other plots. Quebec’s police task force on corruption is probing the billion-dollar contract for McGill Montreal mega-hospital awarded to a consortium led by Montreal engineering giant SNC Lavalin Group Inc. SNC-led consortium had won the McGill University Health Centre contract. Police raid the McGill University Health Centre . Up until six months ago, the hospital project had been overseen by Riadh Ben Aissa, a former head of SNC’s construction division, and also a central figure in an ongoing scandal. One of SNC’s original subcontractors in the project was a company controlled by construction magnate Antonio (Tony) Accurso – a controversial figure who now is also facing fraud and corruption charges. The hospital deal was put together under the watch of the previous chief executive of the health centre, Arthur Porter who left his own job under a cloud late last year. Arthur Porter had been appointed chair of the federal government’s security-intelligence watchdog agency, when his African business dealings with an arms dealer were revealed. Dr. Porter stepped down from both jobs. The Quebec government has earmarked $2.35-billion for an effort to reconstruct Montreal hospitals, the lion’s share going to the McGill University Health Centre campus. “Quebec’s anti-corruption unit has put several high-profile figures in its crosshairs since being established last year. It has arrested construction magnates such as Mr. Accurso and Paolo Catania, as well as Frank Zampino, a former city councillor who was the right-hand man of Montreal Mayor Gérald Tremblay.”

The tip of the iceberg is being revealed only as  the overall depth of corruption will take much more time apparently to uncover, corruptions that likley permeates the whole project. Former CSIS watchdog Arthur Porter arrested in Panama .Arthur Porter, the well-connected oncologist and hospital administer whom Prime Minister Stephen Harper appointed three years ago to oversee Canada’s spy agency, was arrested with his wife in Panama on charges including fraud against the Quebec government relating to his alleged role in the handling of a $1.3-billion Montreal hospital construction and maintenance contract, awarded three years ago to scandal-plagued engineering giant SNC-Lavalin Group Inc. The head of Quebec’s anti-corruption task force made the announcement Monday evening. In a written statement, Robert Lafreniere said the arrest was conducted after an investigation — code name Project Lauréat — by the Sureté du Québec, the RCMP and the International Criminal Police Organization (Interpol).Dr. Porter and his wife, Pamela Porter, are in police custody. Mrs. Porter is accused of handling the products of crime and con   Efforts are being made to extradite the couple to Canada, according to the statement.

Bad Dr Porter’s relationship with Dr. P. Yes the same person Couillard could not spot a crook even as he worked with him for years..  but I can work with a person one day and likely tell you if he is a crook, immoral or not..  and that is why I tend to spell Liberals as Lieberals..

The really bad  Liberals  including DR Philippe Couillard  who had  allowed this province to go down in a mess, corruptions THEY STILL REALLY do not deserve to be a governing party ever. I am not a politician, but as an ordinary Citizen I knew that Dr Porter was likely clearly corrupt, the MUHC corrupted, and the city of Montreal as well and I had objected to it. And if Pauline Marois and her separatist  party fail to address the corruptions now properly, instead of sweeping it under the table as has been done wrongfully  for decades, they too  do not deserve to be a governing party ever Both the Liberals and the PQ parties had failed to properly deal with English language laws already too..

Too many persons really cannot face the reality there are things in their life that need serious, drastic changes. These people in denial are the ones who often need professional help for their own short comings, sickness. Their false denial, diversion, distortion does not change the negative reality about their own unacceptable acts. Corruptions occurs now Not just in Churches, amongst the police, politicians, civil and public servants. These People in the state of false denials, clearly also who lie often, they do now also tend to have severe personal, mental disorders next even cause one tends to eventually believe next ones own lies as being the truth, and they can no  longer differentiate their own lies from reality, the truth. By their false denials Who is fooling whom? You cannot fool all the people all the time and now matter how smart you are there is still someone more wiser who can see the truth still too. . Narcissistic, selfish, self centered Mental Disorders too evident now even in many of the so called Professionals even bad pastors, leaders leads these persons to dwell in self-absorption, fantasy, illusion, where she or he has exaggerated claims to talents, importance, or specialness, manifesting evidence of a need for constant admiration from others, a lack of empathy for all others, persistent in this too, have rigid personality traits and coping styles, clearly inflexible, do show a hypersensitivity to any criticism , defeat or negative realities thus they rather are pathological in denial by the their falsity, contrived replacement of the truths which they still must face eventually . These SEVERE PERSONALITY disorders are generally personally ongoing too leading to more impaired social and/or occupational functioning and can make it difficult to pinpoint a clear dividing line between their pathology and their so called normality. Most of these people with their personality disorders may not perceive that there is anything wrong with their behavior and thus they are not motivated to change it. It is important to note that these personality disorders are considered to have their onset in late adolescence or early adulthood and they alone are responsible for it too.

Again false Denial, it is very   common when many an individual, even amongst so called professionals, even in pastors now included, are openly confronted with their own wrong doings, that they resort to a false denial. When confronted with the truth the denier they often respond with a similar personal counter attack remark as ”you are crazy”. “I reject your reality… and substitute my own.” Their false denial, diversion, distortion does not change the negative reality about themselves still though. Sadly it is a negative natural human tendency to devolve into denial.” It’s not just a moral compass that’s lacking, but the ability to honest, or to stand apart. Denial often comes out of a false pride, a fear of being openly exposed as being wrong. Denial is a false convenient escape, excuse for inaction for persons now facing a situation that requires a decision or action that conflicts with his or her established past policy. Denial too often can be further disastrous upon themselves and others.. for denial is not seeing data at all or seeing it and coming to an erroneous conclusion within oneself. One’s false denial is often based on a false assumption of one’s past great success and often precedes their own severe personal failure next due to a personal disconnect with real life. False Denial (also called abnegation) is a often defense mechanism in which a person is faced with a fact that is too uncomfortable to accept and rejects it instead, insisting that it is not true despite what may be overwhelming evidence, a mechanism of the immature mind that conflicts with the ability to learn from and cope with reality. The subject may now deny the reality of the unpleasant fact altogether (simple denial), admit the fact but deny its seriousness (minimization) or admit both the fact and seriousness but deny responsibility (transference). The concept of denial is particularly related to the denial of one’s addiction to alcohol for example, or to one slandering others, abusing them stealing, lying.. their denial or their minimization of their own wrong doings is the essential part of what enables them next to  continue his or her behavior in the face of evidence that, to an outsider, that is overwhelming. “The American Heart Association cites denial as a principal reason that treatment of a heart attack is delayed. Because the symptoms are so varied, and often have other potential explanations, the opportunity exists for the patient to deny the emergency, often with fatal consequences. It is common for patients to delay mammograms or other tests because of a fear of cancer, even though this is clearly maladaptive.”

Types of Denial include now Denial of fact: This form of denial is where someone avoids a fact by lying. This lying can take the form of an outright falsehood (commission), leaving out certain details in order to tailor a story (omission), This form of denial involves avoiding personal responsibility by blaming, minimizing or justifying. Denial of responsibility: Denial of impact: avoiding thinking about or understanding the harms their behavior have caused to themselves or others. Denial of awareness: they do not admit any previous awareness of the negative reality. Denial of cycle: Denial of cycle is where a person avoids looking at their decisions leading up to an event or does not consider their pattern of decision making and how harmful behavior is repeated. Denial of denial: This latter form of denial typically overlaps with all of the other forms of denial, but involves more self-delusion. People in a false denial are really nuts, delusional..

There are tools and practices that we can implement to overcome the psychological trap of anyone’s false denial. The Public exposure and prosecution of the guilty is one of the best approach serving everyone’s best interest too.

RECENT PROVINCIAL AND FDERAL ELECTIONS HAVE CONFIRMED THAT QUEBEC DOES NOT WANT TO SEPERATE FROM CANADA. Both the federal and the provincial separatist parties have been decimated, removed from Power and both leaders even lost their own ridings seat. The federal Gilles Duceppe and  the provincial Pauline Marois. The Quebec separatist vote crumbled, to the benefit of the NDP Party and  Couillard’s Quebec Liberals. PQ loses power after only 18 months in office

Nineteen months after they were ousted from power, the Liberals in Quebec will form the province’s next majority government. The Quebec Liberals won Monday’s provincial election with a majority government is a devastating blow to the sovereignty movement. With most polls reporting, the Liberals had won some 70 of the 125 seats up for grabs, compared with 30 for the PQ and about 20 for the third-placed Coalition for Quebec’s Future.  Parti Québécois leader Pauline Marois, after leading her party to a crushing defeat and losing her own seat in Roberval, announced late Monday that she was resigning her post.

“To avoid a repeat of 2007, the PQ launched its Charter of Values proposal. It was a bid to reclaim the conservative francophone electorate outside Montreal.For a while last year, the charter put Mr. Couillard in an awkward spot, as the Liberal leader was unable to unite his caucus and struggled to define a clear position. However, the charter appears now to have backfired on the PQ. The PQ’s use of the charter might have been a case of dabbling in wedge politics in the worst possible way. Québec solidaire spokesperson Françoise David was re-elected in the riding of Gouin, defeating controversial PQ candidate Louise Mailloux, who had been accused of being anti-Semitic because of her belief that kosher and halal certifications were hidden religious taxes. ” 2014 Quebec election

Follow the money trail, one of the oldest rules of good journalism, it will tell you how effective the ministers, cops, RCMP, civil and public servants, professionals,  now really are too. The Exemplary Public exposure and prosecution of the unrepentant guilty persons serves everyone’s best interest. THE POLICE, RCMP, MINISTERS, CIVIL AND PUBLIC SERVANTS, GOVERNMENT CONSULTANTS THESE DAYS, IMMIGRANT CONSULTANTS TOO  IT SEEMS , SEEM TO BE ANOTHER WORD FOR ABUSERS, THIEVES, LIARS CROOKS. SO WE ALL NEED TO DEAL WITH IT MORE EFFECTIVELY NOW TOO.

While Scandals and corruption are nothing new in politics and elsewhere too and whether it be the MPs…MLAs or Senators at all levels of government or another crook.  The political past and present times of even the politicians  are not only  rampant and full of scandals and corruptions that are too numerous to even begin to list but they are still very clearly evidence of the really bad managements by the political leaders. Even this recent wave of scandal and corruption all across the country at all levels of government is  CONTINUAL signal for us the citizens to seriously  weigh  in the matter and demand not only more safe guards such as mandatory police clearances prior to anyone being allowed to run for office but we need to see these guilty persons punished. Public exposure and prosecution of the guilty persons, with jail time, serves everyone’s   best interest even the guilty offender.  Mandatory legal actions should  be made into enforced  laws against all bad civil and public servants, politicians, crooks  that  would allow further criminal proceedings against any who are involved in taxpayer’s money abuses scandal and corruption. The time for this change even  in political governing  is in order. Not only because of our good welfare ….. but rather because of these much too many crooks, abusers.. And once elected……. periodical checks are required, even recalls on all politicians, senators too  to insure that these politicians have not next  not falling to the weigh side while in office  and they should not be treated be treated any better or differently over  anyone else in life who does wrong, evil, crimes. Obviously too many of our politicians, civil and public servants as evidenced from their past and current behavior and conduct really are no better then anybody else, are unsuited thus for their jobs and should be removed ASAP.it’s time the RCMP looked at the questionable spending practices – their own and the others

At least I as an experienced, honest,  mature person  I am very consistent the last 3 decades now too.  I am  a normal, typical  Canadian who really dislikes ALL OF THE crooked, bad politicians, BAD  civil and public servants, bad cops, bad pastors, bad lawyers, bad professionals,  bad Canadian corporations and their related bad managers and yes I seriously do try to do  something good about it.

Look the citizens are busy working, even paying their taxes and they have elected Ministers to look after them and all the issues instead.. It amazes me thus next that now for years and years    why does it takes so long for them and our civil and public servants  to  even deal with anything I have written now too..

Now for years  years I  have been writing to all of you in detail about the pensions fraud, tax evasions being carried out by New Immigrants who never have officially worked in Canada, get nice Canadian Pensions, work under the table only one, note only one of the about 24 guilty persons has even  been dealt with to date.

Now today a useless Quebec civil servants phoned me and he  is going to confirm to me by letter that the results of their tax evasions  investigations, if any that they will never be disclosed..

Firstly so no  one can know how uses, pretentious the civil servants actually are in reality.

Secondly the Quebec Government is falsely worried about the criminal’s privacy, sensitivity to their crimes being exposed publically

People in leadership office do have to face higher penalties as an example now too and all criminals as well.

UNPROSECUTED BAD CRIMMINALS ABOUND IN QUEBEC  CAUSE CLEARLY OUR BAD LEADERS, ADMINSTRATORS THEY DO NOT WANT TO PROSECUTE THEIR BAD ASSOCIATES. Ongoing Montreal Corruptions while the Police , RCMP and the Federal, Quebec Governments did nothing about it.. Most Canadians, Quebecers do not insist that religious differences ought to be accommodated and even welcomed in Canada, never mind in public life .

Here are five things the charter would do,  .

  1. Bar public sector employees — including everyone from civil servants to teachers, provincial court judges, daycare workers, police, health-care personnel, municipal employees and university staff — from wearing a hijab, turban, kippa, large visible crucifix or other “ostentatious” religious symbols while on the job.
  2. Allow five-year opt-outs from the ban for certain organizations, but not daycare workers or elementary school teachers.
  3. Require that those receiving or providing government services uncover their faces.
  4. Exempt elected members of the Quebec legislature from the regulations.
  5. Amend Quebec’s human rights legislation, the Charter of Human Rights and Freedoms, to specify limits on when someone can stake a claim for religious accommodation.

Woman alleges she and family were verbally assaulted and spit on while shopping” Senouci was shopping two weeks ago in Ste-Foy with her son and husband when an older woman approached them and began insulting their religion. The woman insisted that Senouci remove her hijab, and then told her the government would soon be forcing her to remove her headscarf anyway. Senouci says that when her 18-year-old son Ahmed intervened and asked the woman to stop harassing his mother, she spit in his face. The son pushed the older woman in reaction. She in turn hit Senouci’s son, and then the husband when he acted to separate them, with her bag. Senouci and her family are originally from Algeria 14 years ago.. She says this incident, and another one from earlier in the day where she was insulted while her car stopped at a light, are recent events where she has been a target while living here. The family says the Quebec charter has already radically changed Quebecers. She feels the charter and the controversy it has caused has made it socially acceptable to single out people like her.” Not really Muslims were never welcomed in Canada..

Now over a year ago I wrote to Jason Kenney as well , obviously you do not read important letters, saying that I was hospitalized with congestive heart failure at the Montreal , Quebec Notre Dame hospital where I then had witnessed first hand a trouble making veiled Muslim nurse causing unrest by advocating the other Muslims in the hospitals not eat the same food we were offered but for them to demand to  be given their own separate food… this religious fanatic missionary came to our Christian country, Canada to cause trouble and not to settle down in peace obviously.. so what you approve of this?

Over 1,100 Quebecers were asked a series of questions related to the debate brewing across the province on the subject of religion by SOM Research.

When they were asked whether they would be comfortable if their child’s daycare worker wore a cross, hijab, turban or kippa, 79 per cent of respondents said a cross would be fine.

Meanwhile, only 49 per cent of people said they were comfortable with the hijab, 46 per cent with the turban and 41 per cent with the kippa.

Elsewhere, 90 per cent of Quebecers said they’d be at ease with a doctor wearing a cross, while only 65 per cent of them said they’d be equally at ease with a doctor wearing a kippa.

Quebec French Hospital CHUM also under review for money abuse

The Treasury wants to end an “allowance of attraction” Annual nearly $ 100 000 paid to the Director General of the Hospital of the University of Montreal (CHUM), Christian Paire.  This additional recurring compensation granted by the Board of Directors of the CHUM, was negotiated in 2009, when the CEO came to office. The Treasury now wants to abolish the term of office in June 2013, as told to the La Presse Newspaper.
 
“In June 2009, Treasury Board authorized the Board of CHUM to pay additional recurring remuneration up to $ 101,000 to its CEO,” says Jo-Annie Larocque, Press Secretary of the President of the Treasury Board, Stéphane Bédard.
 
Recently, the Treasury Board has, however, indicated the administration of CHUM they do  not want this allocation   renewed after the agreement in June 2013. This additional compensation varied years since it was included in the total compensation of Mr. Pair, whose ceiling was set at $ 350,000 by the government. In 2011, it reached  $ 294, 100 while it was $ 93,196 this year.
 
Secret salary
 
This is the first time that the veil was  lifted on the wage conditions of Christian Paire. To date, the CHUM has always falsely refused to disclose the content of the contract between the director general, even under the Law on Access to Information.
 
The head of communications at the CHUM, Isabelle Lavigne, has also refused to comment on the compensation of Mr. Pair and allocation of attraction that is paid.
It was finally  thanks to  the Ministry of Health and Social Services, it was possible to learn that the total compensation fixed at $ 350,000, excluding the compensation from third parties.
 
This salary includes a premium of 7% because the Director General shall be available at all times, as well as allocation of school management to academic vocation and an additional remuneration (allocation of attraction) requested by the CHUM.
In the past, the CHUM has already sent to the Ministry of Health for an “additional lump sum”, which was refused.
 
By comparison, the former CEO of CHUM, Dr. Denis Roy, for his part received a fee of $ 189,000 with paid   $56 .700.
 
In Ontario, the salary of CEOs is higher, as the remuneration of doctors and nurses, and it is not uncommon that exceeds $ 350,000.
 
Additional income
 
La Presse has also learned that the Director General of the CHUM, Christian Paire, also received a salary as an annual lump sum from the University of Montreal (UdeM) without having worked there. This additional compensation was paid in 2010 and 2011 and added to the $ 350,000 received from the CHUM .
 
Following an agreement with the University, Mr. Pair was hired as an assistant clinical professor at the end of 2009, confirms spokesman UdeM, Mathieu Filion.
 
A review of the contracts was made in summer 2011. “It was noted that the contract was problematic. There was no provision of work, “says Filion acknowledging that” the case

The Permanent Anti-Corruption Unit (UPAC) must address the issue of CHUM believes Québec solidaire (QS). The embattled former mayor of Laval, Que., appeared in court this afternoon to face 12 charges, including conspiracy, fraud, influence peddling, breach of trust and gangsterism. Meanwhile A Senate committee report released Thursday recommends that Liberal Senator Mac Harb and Independent Senator Patrick Brazeau repay housing and mileage claims for the past two years, and that their expenses should be monitored for the next year.  The report recommends that Harb must repay $51,000 for housing and mileage claims dating from April 2011, and Brazeau must repay $48,000. As well, Harb’s expense claims will be audited for a seven-year period before 2011.  The report also noted that Conservative Senator Mike Duffy has already repaid money for housing expenses he submitted based on his claim that his primary residence is in P.E.I. The report explained that Duffy had written to the head of the Senate committee stating he “may have made a mistake” in filling out his expense forms. Duffy’s claims will also be monitored for the next year.. Harb, Brazeau and Duffy claimed tens of thousands of dollars in housing allowance claims in recent years. However, the Deloitte audit also found that Duffy improperly claimed expenses for a Florida trip. “Included in these claims were twelve (12) days of per diems during the period where Senator Duffy appears to be located in Florida, United States, for a total amount of $1,050.60 (12 days at $87.55 per day),” the audit said. In question period Thursday, Opposition Leader Tom Mulcair dismissed the Senate’s response to the issue as a “fraud.” “Even the bogus investigation by his handpicked cronies in the Senate found that Mike Duffy does not maintain a primary residence on Prince Edward Island,” Mulcair said in a question to Prime Minister Stephen Harper. A fourth senator, Pamela Wallin, is also being audited by Deloitte, but the firm has asked for more time to complete its report on her travel expenses between Ottawa and Saskatchewan.

Mike Duffy made secret deal with Harper’s chief of staff during audit Prime Minister Stephen Harper’s chief of staff secretly intervened to help  Conservative Sen. Mike Duffy pay back tens of thousands of dollars in improperly  claimed expenses while an external audit was still underway, CTV News has  learned.Two months before the audit was released, Harper’s top advisor Nigel Wright  had a PMO lawyer work on a letter of understanding with Duffy’s legal  counsel.Sources told CTV’s Ottawa Bureau Chief Robert Fife that the deal involved  Duffy reimbursing taxpayers in return for financial help and a promise from the  government to go easy on him.  But Liberals accused the Tories of whitewashing Duffy’s expense reports. They  also questioned why the audit of Duffy’s expense claims did not mention that the  Senate rules were clear about primary residence claims. That was mentioned in  Brazeau and Harb’s audits.

Duffy, Liberal Sen. Mac Harb and Independent Sen. Patrick Brazeau were all  audited over concerns about their housing allowance claims. Senators can claim an annual housing allowance of up to $22,000 if their  primary residence is more than 100 kilometres outside of Ottawa. Harb has claimed as his primary residence a bungalow in Westmeath, Ont., but  neighbours told CTV earlier this year that no one seems to live in the house  year-round. He was ordered to repay $51,482, including interest, for the period  from April 1, 2011 to March 31, 2013. Brazeau claimed his father’s address in Maniwaki, Que., as his primary  residence, despite the fact that it is believed he lived in a home in Gatineau,  a short drive from Parliament Hill. He must pay back $48,744, including  interest. Both Harb and Brazeau have said that they will fight the Senate’s repayment  orders.

Dr. Nataros  claims that members of the McGill Faculty of Medicine are attempting to defame his name  because he reported an incident in which serious errors were made by senior doctors. Nataros says that the incident, which took place in November 2012, and is still under investigation by an independent ombudsmen, had near fatal consequences. “It was more than just the wrong treatment, there was a missed diagnosis that made it infinitely worse and the patient almost died,” said Nataros. “It was only very quick treatment and a transfer to a tertiary care centre that saved that patient’s life.” According to Dr. Nataros, his decision to report the errors made by senior physicians prompted these doctors to target him with a barrage of personal attacks. He notes that in a meeting last December, two of the physicians arrived with numerous letters collected from different doctors stating that they found it difficult to work with Dr. Nataros. “The accusations were that ‘Alex is challenging; ‘Alex is argumentative;’ ‘Alex does not respect authority,’” said Dr. Nataros. “But, there has never been an issue with my clinical competency or my patient care.”

MONTREAL — A phone conversation involving a senior executive at engineering  giant SNC-Lavalin provided one of the first clues that Montreal’s new McGill  University Health Centre superhospital was at the centre of an intricate bribery  scheme.   During the taped conversation, Ben Aïssa — then the head of SNC-Lavalin’s  construction division — was also heard referencing the use of a “contract” to  disguise money transfers involving the Canadian hospital. That contract, which  involved a Bahamas-based company called Sierra Asset Management, was worth $30  million. The least needed remain untouched while the most needed are cut. McGll’s Mr Rinfret has  been at Porter elbow through this whole mess making sure the right people were  met and the right doors opened, how he is still there(or actually promoted) is  amazing!

I’ve never felt more sick about living in Montreal, than I do. While healthcare  (and education) are seriously underfunded, we are overtaxed. While the average  citizen suffers, the corrupt politicians, the engineers, the city bureaucrats  and the mob prosper. Taxpayer money ends up stuffed in political party safes, in  off-shore accounts and mafia coffers. I only wish that the Harper Feds would  step in and seize control of Quebec and Montreal. Our municipal and provincial  leaders have sold us down the drain and we have let them get away with this.  Quebec has more similarities with a third world country than it does with the  Western world and I doubt it will ever change. I just want to get out of here  and never come back, even to visit.

MONTREAL — Six Montreal physicians and professors of medicine are speaking out against the way the McGill University Health Centre is run, charging that the MUHC has become “dysfunctional,” that its academic teaching mission is being given short shrift and that the superhospital planning is a mess. Dissident group notes that the $1.3-billion super hospital under construction in Notre-Dame-de-Grâce will not be equipped with teaching rooms or an auditorium for medical students and, as a result, “teaching facilities may have to be rented to give lectures.”

“Furthermore, it is clear that the superhospital will be a smaller building with fewer beds and resources,” the group adds. “Many services have been abandoned, outpatient facilities will be minimal and many medical units still have no idea of how they will be accommodated in the new hospital. The health implications of these changes in hospital function have not yet been addressed.”

Dr. David Morris, a professor of medicine, obstetrics and gynecology at McGill  said in an interview. “These disasters do not occur overnight.” Dr. Andrey Cybulsky, chief of nephrology at the MUHC, said he decided to sign the comment piece because he objects to the MUHC’s “top-down planning process without really much consultation.” its.

Gwendolyn Nacos, a member of the board of directors who was elected by the population, declined to comment on the letter, saying the policy of the board does not allow for individual members to comment to the news media.

The other signatories to the open letter are Dr. Barry Posner, director of the polypeptide hormone laboratory at McGill; Dr. Mark Sherman, interim director of endocrinology at the MUHC; and Dr. Walter Gregory; a senior physician at the MUHC.

Great Quebec Liberal expecations are headed for a great fall

 As usual some of the major  Quebec English News media is openly these days shouting about , counting on the new Quebec Liberal leader Philippe Couillard to be a savior for the Anglophones,And they the Anglophone news media are falsely even censoring negative citizen comments about the Liberal leader and the Liberals now too.

As we know in the past and definitely in the future  the Liberals were useless, twits when it came to exposing and supporting Anglophone speaking rights in Quebec, and dealing with the vast Quebec Corruptions even at the McGill super-hospital contracts. Porter, a former hospital administrator, now faces fraud charges in  connection with a scandal-plagued contract to build the large McGill large hospital Now here is what I find disturbing  for 5 years Couillard partnered with Porter  and  he did not see how corrupt Porter was, either  Couillard is incompetent, or he has the same bad values as bad Porter! Philippe Couillard thus also  had  allowed the Quebec province to go down in a mess, corruptions.

THEY THE QUEBEC LIBERALS  STILL REALLY do not deserve to be a governing party ever. I am not a politician, but as an ordinary Citizen I knew that Dr Porter was likely clearly corrupt, the MUHC corrupted, and the city of Montreal as well and I had objected to it.

And if Pauline Marois and her separatist  party fail to address the corruptions now properly, instead of sweeping it under the table as has been done wrongfully  for decades, they too  do not deserve to be a governing party ever

doctors, nurses, hospitals, triages in Montreal, Quebec

Major Professional Corruptions, stealing, tax evasions, and false denials have been going on everywhere In Quebec the  last 50 years and you did not have to be a mayor to know that Montreal city hall and even the Universities, Hospitals, police, News media, politicians too   have been now  corrupted  for decades too. No such thing even here as a little bit pregnant. Sadly a lot of this corruptions now involves professionals who respond falsely even with arrogance  and false denials when confronted rightfully with their wrong doings.. This Gravy train cannot go on and on The gravy train, Corruption Bubble had to burst some time too. Make also the crooks return that which was stolen now too,  and all those abusive even  Medical Doctors and Dentists should pay back all the University medical training costs of theirs too. All, all  cities, governments,  should fire their much too many useless civil and public servants, administrators, professionals  first who  abuse others, and who who travel abroad, commit tax evasions, steal tax dollars. What the  bad people  still got paid, even a bonus, severance pay,  and get a pension.. all unacceptable . And what about all of those bad civil and public servants, managers who waste their surplus budgets at year end so they can be insured of even more money next year. All Unacceptable.

Let me be clear I rightfully am no fan of bad, lying, pretentious, incompetent professionals , doctors, dentists, lawyers, even if they have graduated from the Montreal McGill University etc. A university degree does not insure one is a better, moral  person still, not even for pastors ehh.. Just cause some ignorant ostriches supports any institution for being supposedly good in the last 20 years does not make it right too, for I personally do have had plenty of negative experiences dealing with doctors, nurses, hospitals, triages, civil and public servants  in Montreal and I can rightfully witness of their  negative realities too .

I here have rightfully made complaints  even in writing, even as posted on this  internet,  even against 5 McGill Hospitals.. the Montreal Jewish General, the Royal Victoria Hospital, the Montreal lakeshore General Hospital, the Verdun Hospital and I have yet even to have one Hospital Ombudsmen proper  response to them. This poor  responses on their parts is really also unacceptable.

A step in the right direction in Quebec now too

 Everyone can and should be held accountable even for their acts and their words now too.. no matter who you are too. We all tend to know by now that the crooks on their own do falsely  deny any guilt or wrong doings now  too. Water unrestrained runs down hill, so do self supervised Professionals, Doctors, Nurses, Cops, Mayors, Civil and Public Servants, RCMP,  Business persons  now too..  and self supervision does not work as  it tends to be only masturbation and not the real thing still too. The existing justice system has been the subject of persistent criticism from those who charge  that even the police are biased in favour of their fellow officers, establishment  and there is no  guarantee of impartiality, fairness. Civil liberty groups, student federations and social, human rights  activists have been rightfully calling even for an open,  full public inquiry into what they call excessive force against the Quebec Students by the police last spring and summer. An estimated 3,000 people were arrested or abused  during more than four months of widespread Quebec protests, social unrest.

“We are committed to setting up an independent mechanism of inquiry that will probe into incidents involving the police,” “I have to examine whether the existing system can respond to the two objectives: that those police officers who performed reprehensible acts be punished, and to re-establish public confidence in our police forces … and restore the image unduly tarnished last spring,”  .Mr. Bergeron said. The Quebec government plans to create an independent body to investigate incidents involving police. Public Security Minister Stéphane Bergeron confirmed Wednesday that “in the following weeks,” the ruling Parti Québécois would follow through on its pledge to assemble a civilian police oversight agency. Currently, investigations into incidents involving police that result in serious injury or death are handled by officers from another force.But having “police investigate police” has been strongly denounced by the Quebec Human Rights Commission and the provincial ombudsman. Several other provinces have independent police oversight bodies, though some of them are staffed by current or former police officers. Ontario has one for serious incidents and another for less-grave cases, while Alberta and British Columbia also have agencies.

You know, the people who had  claimed many years ago they were going to clean up Ottawa and end entitlements and misspending and were going to show us all a better way.. and now next  they did the same bad thing as all the others.. they even falsely still refuse to be accountiable for their expense accounts .. they clearly also  now have  much too many unacceptable liars still
