Montreal police force

00-bad-cops-15

The Quebec government is broadening its investigation into allegations of corruption and wrongdoing within the Montreal police force, municipal forces from Quebec City, Longueuil and Gatineau will help provincial police because the number of allegations has risen in recent days. “This serious information suggests that beyond certain files, there are also more systemic issues, notably involving the (Montreal police’s) internal investigation practices.” The role of the RCMP in the investigation will be increased, and a separate administrative probe will look specifically at how Montreal police handles internal investigations and how the force operates.  The investigation will now be co-directed by SQ assistant director general Yves Morency and Madeleine Giauque, the head of the Bureau des enquêtes indépendantes (BEI), an independent police-oversight agency set up in 2013.

Public Security Minister Martin Coiteux   will also ask Police Chief Philippe Pichet to give a report on what measures he intends to take to ensure the problems in the SPVM do not worsen in the short term, and to restore public confidence in his police force. And finally, the minister will consider amending Bill 107 to ensure that certain types of allegations that undermine public confidence in police services be conferred to the BEI. Coiteux also announced a new “info line” for SPVM officers who wish to report instances of corruption within their own force. That number, which is being staffed by SQ officers, is 514-598-4336. But the leader of the official opposition at City Hall, Valérie Plante, said the measures announced by the minister fall short “because they do not attack the root of the problem, which is the culture of secrecy that reigns in the police service,”

Police unacceptable surveillance of journalists in Canada

bad-cops4

The mayor pf Montreal , embarrassed by police leaks to the media, calls the police chief. A police investigation ensues, during which a journalist has his phone tracked. There are few citizens in this city who have the police chief on speed dial; fewer still who sit on the municipal bodies that oversee the force.  Not one but nine journalists were spied upon — a consensus broadened among politicians that police may have overstepped their boundaries.   The bad city hall managers hire bad cops starting with the bad police chief now too.. as simple as that. Police surveillance scandal:   Montreal’s public safety commission will study the issue of police spying on journalists. The future of the city’s police chief will also be determined by the commission. Montreal’s police brotherhood called on Philippe Pichet to resign as head of the city’s police force after it was revealed that the cellphones of at least four journalists including La Presse columnist Patrick Lagacé were being monitored by police, who were listening in to calls and tracking their location.  Néron, a justice reporter at 98.5 FM since 2013, told the Montreal Gazette she had been tipped off months ago that her phone might be tapped by police. After she produced a column in June criticizing SPVM management for “muzzling” longtime police communications director Ian Lafrenière by transferring him to a new job, sources contacted her to warn her her phone might be tapped.Coderre’s “political meddling in the operational affairs of a police force” was an affront to press freedom and the police response was excessive

.

Nearly three-quarters of Quebecers, or 72 per cent, believed it was unacceptable to monitor the cellphone of a journalist to obtain information about their sources. The poll also found 74 per cent of Quebecers believed there should be an independent inquiry into police methods with respect to journalists.  The leaders of the city’s major newsrooms called the spying an attack on the freedom of the press. The head of the Montreal police union said police Chief Philippe Pichet should be fired for allowing his officers to spy on journalists, calling the decision to track the cellphones of La Presse columnist Patrick Lagacé and at least three other reporters “unforgivable.” He has lost all credibility and legitimacy.” They published an open letter calling on Pichet to reveal which other journalists have been or are being spied on by police. ”  The police surveillance of Lagacé “constitutes a serious infringement of constitutional guarantees.”

.

The SPVM is the second largest police service in Quebec and the fifth largest municipal force in North America, so we need a strong leader.” The courts have already established the principle that surveillance operations on journalists should be as rare as those on lawyers and judges, and can only be justified in cases involving serious crimes, when all other methods have been exhausted. With the Quebec premier saying journalistic freedom is a fundamental right, the provincial government is tightening the rules that allow police to obtain warrants to conduct surveillance of reporters. Public Security Minister Martin Coiteux has ordered inspections of Quebec’s main police forces including Montreal’s and the Sûreté du Québec to verify their investigation practices. Pichet’s future is also chiefly the responsibility of Montreal and its executive committee. Mayor Denis Coderre’s reaction to Monday’s revelation that Montreal police, with the approval of Quebec court judges, electronically monitored a journalist was unacceptable.  Government responses to police spying on Montreal journalist fall short If Quebec is serious about preserving democracy and freedom of press, it will set up an impartial investigative body to shed light on the Lagacé and Nguyen affairs, independent of the province’s police forces and the government. It will also hold decision-makers in these cases accountable. Any public official — politician, prosecutor, judge or cop — who authorized or carried out the surveillance of journalists, or even remained silent as it was happening, is not deserving of the public’s confidence. We’re spied on more often than you think, journalists groups say. “This is just one case, but I guarantee there are dozens of others,” The bad city hall managers hire bad cops Canada wide still too

.

Many continue to question the tactics used by Montreal police after it was revealed they obtained warrants to spy on a Montreal journalist. The fact that Montreal police chose to spy on Lagacé in the first place   points to “the cultures that have been built up within policing or security services,” Montreal police Chief Philippe Pichet resists calls to step down.  “Public confidence has been shaken in the SPVM [Montreal police service] as the result of this espionage. We find it … hard to understand how such espionage could help the SPVM solve allegations that a police officer fabricated evidence – which is the underlying criminal allegation in this case.” We’re spied on more often than you think, journalists groups say , the revelation that Montreal police had been spying on La Presse columnist Patrick Lagacé for six months is just the latest in a worrisome pattern.  The Sûreté du Québec seized Journal de Montréal reporter Michael Nguyen’s computer in September after he reported on a Quebec judge’s questionable behaviour after a Christmas party.

police

Police in Quebec may be battling perceptions that their surveillance campaigns have run amok.  Canada’s prime minister Justin Trudeau says police surveillance of journalists on Quebec ‘troubling’ in any  free democracy. Trudeau’s remarks came as the Quebec government called an inquiry into a growing scandal over police spying  on  journalists.  Montreal’s Mayor Denis Coderre as also troubled by news police were tracking journalist

.

UNPROSECUTED BAD CRIMMINALS ABOUND IN QUEBEC  CAUSE CLEARLY OUR BAD LEADERS, ADMINSTRATORS THEY DO NOT WANT TO PROSECUTE THEIR BAD ASSOCIATES. Ongoing Montreal Corruptions while the Police , RCMP and the Federal, Quebec Governments all still did nothing about it.. Exemplary Public exposure and prosecution of the guilty serves very ones best interest… too often still missing in the PROFESSIONAL BODIES, EVEN IN THE RCMP, police   forces, churches, ALL GOVERNMENTS  as well it seems too. HOUSE CLEANING IS STILL VERY MUCH IN ORDER.

.

Two police forces in the provinces have admitted to telephone surveillance of reporters.  Police with the backing of a Canadian judge tracked a prominent Montreal journalist’s movements and communications over several months, hoping to identify his sources . Montreal police spying on journalists through their phone in an intense way for the particular reason, a specified reason of uncovering sources behind their journalism, is a radical attack on journalism of the free press,” Revelations this week that two Quebec police forces spied on journalists by secretly monitoring their smartphones was widely condemned in Canada and abroad as an outrageous attack on press freedom.

.

Montreal police department’s spying on a La Presse journalist through his cellphone is  a violation of freedom of the press and is  an “extraordinary example of overreach” by the authorities.  The Montreal police department’s ill-fated spying on journalist Patrick Lagacé came to light after La Presse stumbled upon warrants allowing investigators to track Lagacé’s iPhone calls, texts and location.

.

Regardless of the laws the police used to justify requesting the warrants, a justice of the peace falsely approved them. Usually police know which justice to go see .  We are all being watched, regardless of whether we are doing anything right or wrong. Unlawful use of authority, obstruction of justice, home visits, bullying, false intimidation   by the politician’s watch dogs the police is nothing new. But what is more troublesome,  is that judges responsible for protecting Quebecers’ charter rights to privacy and freedom of expression have approved the related  warrants — in Lagacé’s case, 24 times. “As the Supreme Court has said over and over again: a free press is a fundamental characteristic of a democratic society. Once we start infringing on freedom of the press, we’re infringing on democracy.”

.

One thing you learn in Canada is there is no right of free speech here, especially if you exposes the sins of the  cops. The police do too often lie, abuse their positions, authority, misrepresent themselves and try to stop you from posting the truth, the bad things about them..  they get especially upset when they find out you have been sending letters to the elected representatives about how bad the cops really  are and they falsely try to intimidate you. But the Police are not the only one who hate public exposures of their wrong doings, so do some bad mayors, bad politicians, bad judges, bad guys, crooks, bad corporations.

.

The same police can’t catch all of the social welfare frauds, drug pushers, drug users, real bad guys, tax evaders, child molesters, citizen abusers, crooked cops, drunk drivers, crooked civil and public servants, bad politicians but they found time to harass , to unlawfully use their authorities, those writing openly about the crooked too often cops too  and the need of  their rightful prosecutions..

The Quebec government has given the body looking into the police surveillance of journalists the power of a commission of inquiry, including the ability to call witnesses and hold public audiences. The announcement was followed Thursday by new revelations in the ever-widening scandal, when Quebec provincial police confirmed to Radio-Canada journalist Alain Gravel, former host of the network’s investigative program Enquête, that his cell phone call logs had been monitored for five years straight, from Nov. 1, 2008 to Oct. 1, 2013.

.

Two members of the Montreal police department’s anti-gang squad are  already facing criminal charges after an internal investigation alleged they lied to get search warrants and one of them traded for sexual favours.

.

no

Too many police officers are now too often guilty of their most serious neglect of public trust and their duty. The related truth is that neither an independent police investigation, a new police commissioner,  a promised provincial or federal investigation, or just more politicians promises too often still   will not bring the much needed justice. “In the case of police, it is in everyone’s best interest that there is full, effective, independent, transparent and objective oversight. It goes without saying that an absence of effective oversight will inevitably result in the erosion of the community’s confidence in the police.” “To many police officer abuse the power given them by “we the people.”

.

Needless to say police resources are often misused where even the mayors do instruct the police to find out all they can about their opposition members too.  ” and it all is still unacceptable! Free speech is a right for bullies, crooks, abusers only it still seems in Canada now. LAZY, INDIFFERENT, IMMORAL, BAD POLICE, BAD JUSTICE MINSTERS, BAD SOLICITOR GENERALS  is not a new aspect in Ottawa, Ontario and in the rest of Canada. SO NEVER  EXPECT A FULL HONEST INVESTIGATION WHEN CLEARY THE RESULTS WILL SHOW BAD COPS, BAD ATTORNEY GENERALS, BAD MINISTERS WHO HAVE NOT BEING DOING A GOOD JOB. ALL UNACCEPTABLE.

.

I was told years ago by a lawyer reporting directly to a municipal mayor that  ot is was  a normal practise  of a mayor to use the police to investigate all potential opposition  members.
.
For decades the police have had a file on me and likely you as well  especially if you write letters of complaint about city hall, police..  . All it takes for the bad guys to continue to do bad things is for the others wrongfully  to do nothing about it.

.
It is clearly established, accepted fact by most people that those in leadership civil and public servants cops, teachers, ministers, politicians included  are always to be exemplary in behavior,  conduct and they do need to maintain their high standards even out of their working hours, thus to do so they are also to be exemplary  judged, prosecuted  for their own wrong doings with a higher standard over those of us ordinary folks. The police themselves now rather too often are  the bad guys where too many persons now  they have more to fear from the police than from criminals! Why?  Too many  cops hired these days it seems are now still the bad  guys, and  not   rather the citizens themselves.  http://postedat.wordpress.com/2009/10/12/supressed-right-of-free-speech-in-canada/

Police  Managers, Politicians,  Police  Unions, the Police themselves are  Facing  Nation Wide Outrage , Public Anger, as  Canada wide there is an UNDENIABLE  problem in how the police do their jobshttps://thenonconformer.wordpress.com/2013/02/13/time-for-us-all-to-fight-to-lower-police-costs-canada-wide-rcmp-included/

Montreal bagpiper Jeff McCarthy ticketed  by police for wearing a knife, an accessory for men in traditional Scottish garb. The 48-year-old bagpiper was slapped with a $221 ticket and his knife was confiscated. Members of the local Scottish cultural groups were outraged by the ticketing of McCarthy.“There is no religious significance to the knife, but there is a cultural significance. I think that needs to be respected,” “Seriously, with all the crime and corruption rampant in Montreal, is this the best that our police can do?” “Next, will they be closing the Black Watch Armory, cancelling the Scottish games, stopping the Burns Suppers, etc. that require men to wear traditional Scottish highland dress?” Are they going to set up a paddy wagon in front of the Highland Games? “Are they going to be bring in the task force when they hold the annual St. Andrew’s Ball in a couple of weeks? Let me tell you, there are lot of people there wearing a sgian-dubh.”McCarthy, whose grandmother was Scottish, said he felt his ancestry was being targeted by police. “It’s sort of like crushing a culture, and it’s disrespecting a culture,”

bad-cops5

The police forces are horribly corrupt and tainted with  lies, criminality and scandals. The related Judges should be removed from the bench for signing the warrants  , The Montreal police Chief, the other decision makers within the police,  the judges who authorized the surveillance , plus   the related police involved need to be dismissed and criminal charges need to be brought against them all. Canadians simply cannot be confident that security intelligence agencies are safeguarding and respecting our rights and freedoms.Canadians simply cannot be confident that security intelligence agencies are safeguarding and respecting our rights and freedoms. We need Elections and term limits for Police Chiefs, Crown Prosecutors and Judges too.

BIGGEST JOKE OF THE YEAR – Police Services

Calgary police shot more people in 2016 than any other Canadian city’s officers 2016 has been a notoriously bad year for CPS with nine current and former officers facing criminal charges—including three officers who were charged by ASIRT for lying in their reports about the arrest of 34-year-old Clayton Prince. There are over 2,000 officers and too many bad apples. City and police admit there is a ‘problem’ with the Calgary Police Service

.

A  retired Calgary police detective is calling for greater oversight of the Calgary Police Service also  suggested a separate body should hold police leadership to account. Calgary Police Service,   has dealt with reports of bullying and sexual harassment throughout the last year. Calgarians need to start asking some tough questions and demand transparency from Calgary police leadership and from independent police organizations like the Calgary Police Association and Calgary Police Commission.

.

Toronto looks to photo radar to cut cop costs , Toronto s MAYOR  John Tory asks Wynne to bring back photo-radar to catch speeders..  Toronto’s request comes as municipalities across the province are trying to rein in ballooning police budgets. HOW ABSURD, CUT POLICE COSTS, LAY OFF MORE USELESS COPS..

MONEY GRAB (2)

Answer the  question: Does photo radar save lives? Does it reduce collisions and increase safety? Or  does photo radar provide a steady stream of income for the municipalities who use it? Initially, photo radar was always going to be used for school and construction zones.  The one answer  that is without question.  It makes money – lots and lots of money and it’s simply too easy for municipalities to get drunk with easy money..

MONEY GRAB (1)

The oppressive police enforcement of revenue generating speeding tickets enforcement is still  basically economically beneficial   to a very small, isolated segment of society, the related cops, judges, lawyers, and it is false  job security approach for them, stealing the taxpayers money, a false hidden tax. Speeding is not the major cause of car accidents, related deaths but Drunk driving, impaired, drive, road rage and texting are. Photo Radars do not address this as well. “Seriously, with all the crime and corruption rampant  is this the best that our police can do?”

.

The Calgary  police vehicles photographed with a speed on green camera or red light camera are reviewed separately. The Police driver of the vehicle then fills out a Driver Response Form, where they must justify their actions unlike ordinary citizens. Lying justifications can include a pursuit of a suspect as well or  responding to emergency calls. “Everyone will be working off the same playbook,” cops only not citizens. “So, there will be consistent accountability as well as standards of Police discipline.” in theory not in practice all police officers are subject to the criminal code when appropriate.  They  mostly get a Paid vacation and no criminal charges – and the outcome is always the same. It sure is good to be a cop these days, they get a good pay, they get away with everything including speeding and drunk driving. Lucky ducks.

.

Citizens are still calling for change in   local speed traps. I think over the years they have just tacked on additional fines, or put up red light cameras, or doing one thing or another to try and generate revenue for their city.  Cities falsely are using traffic citations to fund city government.  Some cities it’s upwards of 8% to 10% of their revenue instead of .5 percent  is generated by fines and fees.    Many cities   have used fines and fees to fund a large portion of their budget, police budgets included . Too many Police Department  even have an illegal quota system that requires  officers to write three traffic tickets per day and make at least one arrest every two days. A  quota encourages officers to ticket people regardless of whether motorists’ behaviour is actually endangering the public or could be corrected with a warning. Traffic fines affect the poor and are ineffective against those they are to be really targeting, the rich. Most   cops saw their fellow residents less as citizens to protect than as “potential offenders and sources of revenue.”  Causing  “breakdown of trust” between people, police, governments and courts.  Missouri cities can no longer treat their citizens like ATMs,  as the state’s governor signed a bill capping how much money local governments can collect from traffic tickets and fines.” For people who have lived in these communities that fear they are going to be pulled over and harassed because that city needs money, that’s going to change,”
.
CALGARY an other  city gone mad with revenue generating traffic tickets. While Automobile traffic accidents are the number one cause of death for Americans, Canadians  ages 3 to 33 and while Automobile traffic accidents are the most common source of personal injury the reality is that   SPEEDING NOT THE MAIN CAUSE OF ACCIDENTS,  What is then the cause of major car accidents? Drunk driving, road rage, impaired driving, distracted while driving…. and what the revenue generating traffic division has not gone after all this mostly instead yet too? and why Not?
.
The insurance industry itself too  often sleeps with legislators, cops because it wants to make loads of money by finding out reasons not to pay out as well.. they support traffic tickets even though they do not reduce the car accidents significantly cause it gives more money to the insurance firms,  this is immoral gouging of consumers too often rather too.. now what about having some honest watchdogs and legislators rather. Go after the drunk drivers, raise the price of the booze firstly..
https://thenonconformer.wordpress.com/2009/09/10/speeding-is-not-the-major-cause-of-car-accidents-still/
.
GET THE POLICE TO BE BETTER EDUCATED AND HAVE THEM LEARN THE FACTS AS TO THE MAIN CAUSES OF TRAFFIC ACCIDENTS, AND AS TO WHO THE MAJOR REAL CRIMMINALS NOW ARE AS WELL.  AND IT IS NOT MERELY THE ORDINARY  PERSONS WHO DRIVES A LITTLE BIT TOO FAST.. IT IS OK FOR COPS TO LIKE TO DRIVE FAST AND TO LOVE HOT CARS EHH

COPS

.
Police often do calls for tougher rules on others but not upon themselves. Such real hypocrites now still too. .   Do what I say over do what I do is part of the hypocrisy now existing too often too at all levels, federal, provincial, municipal, in cops as well and not just in many preacher’s lives now as well..

.

Calgary police officer Jeff Duggan has been charged with assault after an alleged on-duty fight at his ex-wife’s home. Duggan’s ex-wife reported the officer “verbally threatened to assault” her current boyfriend and “attempted to force his way into the home.” Police said the accused was in uniform at the time. Police have also charged Duggan with uttering threats and four counts of breach of probation.

.

“It’s worrying to learn the Calgary Police Service is a workplace marred by accusations of sexual assault, sexual harassment, bullying and intimidation. Society’s justice system depends on victims being confident they can report wrongdoing without repercussions, so it’s not acceptable that members of our police force believe they must remain silent. It is one thing to present an image of unity to the public, but it’s quite another to be afraid to call out colleagues for reprehensible behaviour.  The Calgary Police Service’s management and the Calgary Police Commission need to make reforming this toxic workplace environment their highest priority.”

.

An internal workplace review of the Calgary Police Service has revealed claims of sexual assault, sexual harassment, bullying and intimidation, and a workplace culture that’s left some officers too fearful to formally complain.  http://calgaryherald.com/news/local-news/review-unearths-claims-of-sex-assault-bullying-and-intimidation-at-calgary-police-service

 .
Wrongful inactions, Cover ups, False denial of bad politicians, bad cops, bad persons, false pastors, false priests are much too common in Canada too.
.

David McQueen, 53, was suffering from depression, was killed  in an armed Calgary police standoff in northwest Calgary after police were called after shots were being fired indiscriminately from the home, including one that struck a Calgary Transit bus and nearly hit the driver.McQueen, who got around in a wheelchair after becoming paralyzed in a diving accident in the early 1990s, was deeply unhappy with the healthcare system, the police and the government, whom he blamed for not giving him the help he needed, which he detailed in his Facebook posts. So the police officers and 911 dispatchers will receive enhanced training on interacting with people in crisis, particularly those with mental illness

.

The Mental Health Police Advisory Committee was formed and is currently working on developing a “comprehensive, standardized police mental health training model for Alberta,” said provincial spokeswoman Lisa Shankaruk. That includes ensuring police officers’ mental health is a priority, developing a two-day training model where officers can receive training and resources from experts, and building relationships with partner agencies.  So the Police officers and 911 dispatchers will receive enhanced training on interacting with people in crisis, particularly those with mental illness .You are dumb if you think a two day course or a course will change any bad cop.. dismissal is rather needed.

CALGARY POLICE (4)

According to the police anyone who does not respect the Police is a mental case too.

.

CANMORE RCMP
.
It’s all very simple: obey the laws.  You broke the law, accept the consequences, and if that hypocritical, absurd, extreme statement was the reality, the truth, everyone would next be in jail, all of the politicians, civil and public servants, cops firstly..
.ALBERTA POLICE .
.
A Calgary police officer CPS constable Stephen Baker. who had a patrol rifle stolen from his car last year “will not be charged criminally in connection with the case,”  The officer went to a restaurant on Crowfoot Terrace N.W. and left the rifle in his personal vehicle inside a locked hard cover carrying case. Inside the case there were also two magazines containing 28 rounds each. He had been taking the rifle home  while off duty ,” The Calgary officer was in violation of the Police’s own rules…he had no business removing the gun from the station gets off scott free… The justice  finding reinforces the widely-held belief that police forces are FULL OF CORRUPTION and COVER UPS. but what else di did we expect? That’s it!….  The Police keep eroding the public confidence in police services with one law for the citizens , another for cops.  This case underscores the corruption of the Canadian legal system. Anyone else would have been criminally charged.

.

The Public remains generally skeptical about police investigating other police. Still an arm’s length investigation takes a step towards correcting the perception that there is a bias in favour of police in such investigations, all such investigations will have to be overseen by a civilian body, as recommended. We pay the police to handle all matters in a professional manner firstly.   And no more  . “No paid vacations”  for the cops awaiting trials..  All it takes for the bad guys to continue to do bad things is for the others wrongfully  to do nothing about it.

Canada wide the hiring of and the continued employment of bad police officers with records bearing patterns of even alleged violent misconduct, brutality, falsely signifies a high level of tolerance for corruption and brutality in the forces. These patterns tell you that you have bad orchards, not just a bad apple. It’s difficult to change institutions, as they are set in their bad ways. Police are still out there doing the same bad things and so are their supervisors, politicans,  attorneys and judges. “How has anything changed?” All government officials  do fail to deal with the much needed police reforms.

By Graeme MacKay, The Hamilton Spectator – Saturday, December 14, 2013Hamilton police arrest video goes viralA citizen’s video of Hamilton police subduing a screaming female suspect, while using minimal force, has gone lightly viral, garnering hundreds of thousands of views since being posted Wednesday.”Honest Cops” was posted on You Tube and then linked to a popular reposting site. YouTube video link: http://www.youtube.com/watch?v=f23CPcTdY2M&feature=youtu.beIt quickly sparked thousands of comments and was closing in on 400,000 views by Thursday night. In the nearly 8-minute-long video, shot outside The Source store on Mohawk Road near Upper Gage, Hamilton constables Mark Morelli and Chantelle Wilson are shown first subduing and then arresting an out-of-control suspect in what police say was “a domestic related” incident. The arrest took place Sunday. The woman can be heard screaming and seen thrashing about on the sidewalk in front of the store, ignoring Morelli and Wilson’s commands to stop resisting and to put her hands behind her back. Seemingly hysterical, she claims “I can’t breathe” repeatedly, and complains that her chin is cut and she’s lost a tooth. For several minutes the officers struggle to control and cuff her and take her to the waiting patrol car. They treat her sternly, but with evident restraint, employing force only to contain her, not hurt her. Eventually Wilson and Morelli succeed in placing the 21-year-old Hamilton resident in the waiting cruiser.During the arrest and afterwards Morelli, aware they are being videotaped, attempts to answer the complaints of the videographer and other bystanders, explaining what they are doing and what the law permits them to do.”You can’t do that … she’s only a weak girl” the videographer admonishes the officers repeatedly as they struggle to cuff the woman.”I’ll explain it to you in a second,” Morelli says, holding up one hand in a “wait there” gesture.True to his word when the woman is finally securely in the rear seat of the cruiser, he catches his wind and proceeds to explain the law and the use of force choices they made during the arrest.Hamilton media relations officer Debbie McGreal-Dinning would offer no information on the arrest, citing the service’s policies against commenting on ‘domestic incidents.’ (Source: Hamilton Spectator)

April 22, 2015

one of the most read topics here is the subject of bad police officers in Canada

All Police force members are to held accountable for their actions on the job. And  Members of the Police forces  should be held to a higher standard when it comes to the law because of the trust we put in them to enforce the law. They should get severely punished for their failure to do so, especially in circumstances where they abuse their position to try and cover up their very poor behaviour.  Abuse of authority and  Manipulation of the truth is well worthy of jail time for all bad police officers too.

.

A democratic, free nation never needs to fear any oppression, perversity  intimidation even  by police or the state.  Free speech is still a valid right for all too, not just for the bad persons, cops.. escalating violence by anyone leads to more violence.  The use of police force — against minorities and whites alike — is so poorly monitored that there is no precise accounting of how many citizens are abused, killed by officers, much less  the RELATED crucial details which tend to be  manifested only by the fact that citizens are posting unsettling cellphone Police videos and pictures of police brutality and because  of the many the records  are visible mostly from news media reports, some crucial details. Still details of  the race of officers and suspects, often are missing.  But still Canada has an ugly history of police abuses now too. The Police can do their part to repair their tarnished  images by firstly to acknowledging that  the person ‘s  rights, as an equal  the one right in front of them a person that the Police  force is supposed to  be  serving and protecting. even  to protect  people under arrest. And  people around the world are demanding more accountability from the  Governments , Civil and public servants, Police and all professionals too

.

J36 .

Few bad  police  officers are ever charged and found guilty.. Less than one percent..  Face it one of the most read topics here is the subject of bad police officers in Canada which clearly indicates the citizens concern on this topic too. . The Police in Canada as well do owe a “special duty” to the “justice system,”, “Citizens” and all members of the police owe a special duty to be faithful to the justice system and the  taxpayers .

.

“When the perpetrators of any crime are police officers sworn to uphold the law, the objective of their denunciation also has heightened significance. “Public confidence in the honesty of the police is fundamental to the integrity of the criminal justice system.”. .

. 2 .

All persons in leadership office do also now have to face higher penalties as an example standard now too. It is clearly established, accepted fact by most  people is that all persons  in leadership civil and public servants cops, teachers, ministers, politicians included are always to be exemplary in behavior, conduct and they do need to maintain their high standards even out of their working hours, and thus to do so they now are also to be exemplary judged, prosecuted for their own wrong doings with a higher standard over those of us ordinary folks. . 281 . Unacceptably too many officers facing criminal or police act charges remain suspended for years, using loopholes and stall tactics to stay on the payroll as long as possible before resigning or retiring. Officers convicted criminally are still paid, unless they are incarcerated and can’t report for duty, because only a police act conviction can lead to termination. Many officers facing criminal or police act charges remain suspended for years, using loopholes and stall tactics to stay on the payroll as long as possible before resigning or retiring. Officers convicted criminally are still paid, unless they are incarcerated and can’t report for duty, because only a police act conviction can lead to termination. .

.

Yes now what also has already raised the ire of the Citizens is that taxpayer’s cover costs for officers who are charged, but not convicted, of a criminal or disciplinary offence especially at a time when there is some criticism about the ever-increasing police budget. It is absurd that police are suspended with full pay while the local authorities, the Justice Department investigate , the court as well, all which can take years even. Paid leaves are unacceptable. The manner in which the administrations, criminal justice system handles cases involving police officers is driven by anything but the principle hat we are all equal in the eyes of the law.. Yes when the Police or the senior public officials are under investigation by the police, they should, at the very least be suspended at least with half-pay until the investigation concludes, to maintain public confidence in the system. . .

Four years after one of Hamilton’s highest-ranking police officers was suspended with pay, he has collected more than half a million dollars in salary and is eligible to retire without ever answering to his police act charges. Due to legal delay tactics and a controversial ruling by an adjudicator, are paving the way for Inspector David Doel to stave off his hearing until he can retire . If that happens, he will get his full retirement package, keep the money he “earned” while suspended and the 13 charges he faces — including having pornography on his police computer, having sex on duty and using police equipment to spy on an alleged former lover — will vanish. http://www.thespec.com/news-story/4232642-handcuffed-how-accused-cops-avoid-a-date-with-discipline/

.

After almost $600,000 in salary paid to him during more than four years of suspension, disgraced Hamilton police inspector David Doel is … comfortably retired. http://www.thespec.com/news-story/4442557-clairmont-retirement-saves-disgraced-hamilton-cop-from-charges/

.

And what constitutes even for the RCMP “gross misconduct” and a firing offence? Sexual incidents involving members are not tolerated. Neither, for that matter, are most cases of drunk driving and assault. But criminal convictions do not always lead to dismissals, and internal RCMP sanctions, if they result at all, can be weak. Serious cases of RCMP misconduct are not unusual, particularly, it seems, in B.C., where court documents outline serious indiscretions and allegations. Reporters have also obtained lists of RCMP adjudication board decisions that describe shocking behaviour and admissions by officers on active duty http://www.bcpolicecomplaints.org/bc_police_complaint_commissioner_stan_lowe_rollie_woods_coverup_vancouver_vpd_taylor_robinson_brutality.html . .

The Police Managers, Politicians, Police Unions, the Police themselves are Facing Nation Wide Outrage , Public Anger  Canada wide   is an UNDENIABLE problem in how the police do their jobs. . So how do the administrators  deal with it? They threaten laws suits against those who try to complain..

.

All Police officers do not only need to maintain the respect and good will of citizens to do their job effectively, they also depend on that good will in their salary, pensions and benefits, in which they have been even far more successful than other public employees in recent years. . The undeniable present lack of trust of police by the minority community is also unacceptable. .

.

When Police enforcement goes bad, the police and the police unions historically close ranks around suspect officers Police PR and these Police cover-ups will not do. . It is important for the police unions, Police managers to become honestly self-critical about police conduct and to not blindly defend each and every egregious incident by officers.

.

And the criminal justice system should be doing what it was supposed to do, carry out real, valid   justice against the police now too. . These total ongoing increasing costs in defending bad officers which will also next result in fewer officers on the street . All Police criminal trials can be expensive. A multimillion-dollar legal bill for five former Toronto police drug squad officers is absurd. John Schertzer and four other officers were convicted in June of attempting to obstruct justice. Three of the officers were also convicted of perjury…

.

All police divisions need to hire, train, supervise, retain, to property train and/or supervise officers and to conduct a fair and impartial investigation even against police officers, . Any Police officers can even be charged for “unlawful detention,   battery, false arrest and unreasonable search and seizure,  the use of excessive and deadly unjustified, unreasonable, and illegal use of excessive force, including deadly force .

.

About the money. Looking more at concerns that many citizens have raised in recent years about police practices, many are about money and police departments’ roles in collecting it—whether to supplement their own or their municipality’s budget. Even there is a concern about the usage of radars, automated speed cameras and whether their use was being driven by public safety goals or a desire to maximize revenue and not  reducing  the deaths of citizens in car accidents. The re is  serious concerns about the immoral  behavior by the Police department and court system aimed at advancing revenue collection rather than public safety—and that fact that too many of those efforts were managed to ensure that the Police department was “bringing in revenue at the desired rate.” Creating a way for police activities to become partially self-funding, and setting them up in that way that as rather “criminals” seems to be politically attractive and has the approval  of the Police itself.

.

It is too common for small towns even like Canmore Alberta  to falsely raise revenues from traffic enforcement..

.

Watch out for the RCMP speed trap in Canmore , Alberta as you leave Banff park.. it generates the RCMP millions and millions of dollars per year.  ( Revenue generating ) “Speed limits in the mountain parks are set with an eye toward preventing collisions with wildlife.” ( and how often does that occur? once a year?).

.

Canmore  the home of the perverse Canmore Traffic court, and RCMP  traffic ticket revenue generation as I have already written about.

.

Police do love to lie and say that all accidents are mostly speed related, to justify their fat cow cash grabs, especially in Alberta and in Ontario now too.. they lump all of their homemade statistics as the accidents, deaths related all to speeding.. but not in reality to drunk driver, bad drivers, road rage, poor roads, bad snow cleaning..  This is also still simply not acceptable. There is a direct link between DRIVING and collisions. The MORE you drive, the more likely you are to be involved in a collision and the more likely you are to get seriously hurt . So the police will now give tickets to all drivers   https://thenonconformer.wordpress.com/2013/06/20/watch-out-for-the-money-making-speed-traps/ .

.

About the municipalities and their false collection of revenue through traffic fines these municipalities “victimize those whom they are designed to protect.” and these practices are “immoral.”  The additional taxation of the citizens through traffic enforcement is unacceptable even if it s falsely being carried out Canada wide. What’s the point of fining people for violating the rules of the road? Surely it is to ensure motorists are driving safely and not endangering others. That obvious point, it seems, is lost on Canada’s municipal and provincial governments, which are increasingly treating traffic tickets as just another source of revenue http://news.nationalpost.com/full-comment/national-post-view-raising-revenue-on-the-roads .

.

About 10 years ago, police charged an Alberta driver with careless driving for flashing his headlights at oncoming drivers to warn them of a speed trap ahead. The driver fought the ticket. At trial, the Crown argued that flashing high beams was dangerous because it might startle other drivers thereby distracting them and causing accidents. The judge wasn’t buying that. He ruled that drivers flashed their lights at one another for plenty of reasons, some of which enhanced safety — such as reminding another motorist to dim his brights. Besides, the judge added, the government’s principal purpose in setting up speed traps was to ensure drivers operated their vehicles at a safe rate of speed. It was not to raise money through fines. So since light-flashing motorists served the same purpose as government speed traps — keeping traffic within the speed limit — the government had no authority to end the practice of one driver giving another a heads-up. http://www.edmontonsun.com/2014/10/23/revenue-crucial-for-photo-radar-gunter

.

Speeding is not a major cause of  vehicular  accidents  but drunk driving rather is. https://thenonconformer.wordpress.com/?s=speeding

.

Winnipeg residents are up in arms because the city has been collecting record amounts of money from fines on drivers who break the rules, in part because it has refused to let drivers know what the rules actually are. Revenue received from photo-radar tickets increased 25 per cent between 2013 and 2014, generating $14.6 million last year — the equivalent of a $22-a-year tax for every resident. The city also took in $4.5 million from other types of traffic tickets. Part of the increase was due to the introduction of new rules lowering the speed limit in school zones and doubling fines in construction zones. http://news.nationalpost.com/news/canada/winnipeg-traffic-tickets

.

Photo radar’s real goal..  Are motorists school-zone scoff laws or haplessly feeding a cash cow? http://www.winnipegfreepress.com/opinion/analysis/photo-radars-real-goal-299297351.html . .

Even the RCMP are known to be unprofessional as well as  cost ineffective.. even alcoholics and so are many other police forces in Canada now too. I have dealt with the RCMP 6 times and rigthfully have no respect left  for the incompetent,  lying , pretentious RCMP. In fact I  had been abused  by the RCMP in Canmore Alberta  twice and next I saw firsthand how the RCMP  lied, covered up their own.. Say no to an RCMP police State  https://thenonconformer.wordpress.com/2011/11/10/rcmp-managers-abuse-their-employees-and-get-a-ridiculous-punishment-for-it-next-too/ .

.

The per versed  municipal courts too often do lie at the heart of this corrupted police, justice system now too.. Their  criminals out of citizens who want to abide by law and then they the citizens  can’t get jobs that would bring in taxes clearly has the devil’s support. . These municipal officials need to be charged with corruption and racketeering. https://thenonconformer.wordpress.com/2013/07/15/they-often-do-steal-the-designated-monies/ .

.

While the goal of having every call for Police service fast and effectively, actively engaging diverse communities, preparing for security threats like terrorism, and responding to societal problems as varied as drug abuse, mental illness, youth violence and human trafficking, having discretionary resources to allow the police flexibility in their efforts to do all those different tasks seems to be a viable goal, the devil is always in the false diversions, Promotions and empire building. These are certainly competing goals here. If the Police Management, officers start getting overly rewarded for how much revenue they bring in, the legitimate  concern becomes whether their law enforcement action will become driven more by the goal of revenue and less by the goal of public safety, service as is too often the case. They should not be forced to think more like a sales person than a public servant. . It shouldn’t be a surprise that the prospect of police departments generating revenue would seem like a great idea to municipal leaders and to the police leadership. As the ability to achieve promotional goals is significantly driven by having the monetary resources available to do so.

.

During the financial crisis, Provincial, federal and local budgets are hit hard. The pain of tight budgets has been felt across the board in many jurisdictions and the resources available to police departments fell, requiring changes like service and staff cuts.”

.

Yes the citizens rightfully do the government, police, courts, to be effective at minimal cost, thereby limiting the burden of taxes on the public. But Citizens “wouldn’t expect other public mission agencies—the public health department, for example—to become profit centers, and we shouldn’t expect that from law enforcement.” . A Perceptions of police officers as merely collection agents rather than public protectors cannot help but undermine that legitimacy and trust. Too many citizens have lost confidence in the police amd the justice systems. . . Amongst the major Citizens concerns are all of the related taxpayer’s is the high legal costs of the lawyers with their high lawyer. rates for a start , example of $470 per hour and hourly rates of $275 for a lawyer with six years experience, $260 for a first-year lawyer, $230 for an articling student and $235 for a law clerk should make us more costs conscious as well . Among the absurd legal fees approved this year was a bill of $280,000 for the successful defence in provincial court of a constable charged with assault bodily harm during the arrest of a suspected drug dealer. “The fees were substantial due to the protracted period of time it took to conclude the matter,” . And even if acquitted of criminal charges, all charged police officers accused of wrongdoing should be the focus of a coroner’s inquiry, a civil suit or a complaint to a civilian review agency. . see also https://thenonconformer.wordpress.com/2012/01/21/so-who-realy-protects-the-canadian-citizens-from-the-too-often-bad-cops-bad-rcmp/ .

.

Needless to say police resources are often misused where even the mayors do instruct the police to find out all they can about their opposition members too.  ” and it all is still unacceptable! Free speech is a right for bullies, crooks, abusers only it still seems in Canada now. Police already have arrested me for complaining about the Calgary Police in the Calgary Police chief office even.. the charge was talking out loud in a public place.. Many people are shocked to discover free speech is not being allowed too often in many places in Canada,  on the net, in churches, letters to governments, to the news editors too… the police have visited me or objected now at least 7 times in response to my writings.. still decades later I  am still rightfully openly complaining about the much too many bad police supervisors and the too many bad acts of the so called professionals, the police included. The abuse of the citizens is not acceptable anywhere. . .

THERE ARE MUCH TOO MANY BAD COPS IN CANADA -FIRE THEM ALL NOW

.

No cop is above the law. Too bad for them they are paid to work still too.

.

Police still fail to catch most of the real criminals including the car thieves, and the Fraud perpetrated over the Internet which still is a growing citizen concern in Canada and throughout the world. The police always claim they lack resources, they will never have enough resources if they reuse to do a decent days work for their pay. http://postedat.wordpress.com/2009/03/24/the-police-cannot-get-the-crimminals/  .

.

“A new Alberta police database will track citizen’s every interaction with police, and it can be used without a warrant or even a supervisor’s permission”.. they had an old system already do doing this too..   the police falsely too often do not observe the laws..   . The Alberta government has passed new legislation designed to reduce the number of  complaints against police officers. The changes, which include new restrictions on who can launch a complaint, more powers to dismiss frivolous complaints and provisions to shorten appeals, are Unacceptable. .

.

Alberta is clearly another  police state.. where I got arrested for failing to pay a speeding ticket, 3 tickets from the same cop in Alberta even, and twice on the same spot in Canmore, Alberta by the RCMP, I next got no tickets for decades in Quebec and elsewhere. Ironically the same Conservatives who preach the letter of the law approach on others, tend not to practise it too often themselves, tend to feel falsely they are above the law.. the law of personal accountability.  I even got arrested in the Calgary Chief of police office for talking too loud, I had said you cops are crooked  while trying to file my rightful   police complaint. http://postedat.wordpress.com/2009/03/24/the-police-cannot-get-the-crimminals/
.

LAZY, INDIFFERENT, IMMORAL, BAD POLICE, BAD JUSTICE MINSTERS, BAD SOLICITOR GENERALS  is not a new aspect in Ottawa, Ontario, Alberta, Quebec, BC,  and in the rest of Canada.  A useless , no good, bad Conservative politician  is not any better for any of us over a useless , no good, bad Liberal  politician in Canada now too.
.

SO NEVER  EXPECT A FULL HONEST INVESTIGATION WHEN CLEARY THE RESULTS WILL SHOW BAD COPS, BAD ATTORNEY GENERALS, BAD MINISTERS WHO HAVE NOT BEING DOING A GOOD JOB. ALL UNACCEPTABLE.  NOW WHY IS IT BAD PEOPLE DO NOT CHANGE NEXT BESIDE THE FACT THEY LIKE TO DO BAD THINGS, IT IS ALSO CAUSE THEY FALSELY  REFUSE TO ADMIT THE THINGS THEY DO ARE BAD.

.

You know I get a kick out of those lying spin  doctors,  police officers, bad cops, union representatives, police lovers, bad PERSONS   who STILL DO say that ALL OF  bad people, INCLUDING the ALCOHOLICS, the bad cops and their bad supervisors too they  can always be rehabilitated, retrained.. and how many millions of them now has this happened to them.. almost none.. a bad apple tends to get worse..
.
NOW WHY IS IT BAD PEOPLE DO NOT CHANGE NEXT BESIDE THE FACT THEY LIKE TO DO BAD THINGS, IT IS ALSO CAUSE THEY FALSELY  REFUSE TO ADMIT THE THINGS THEY DO ARE BAD.
.

The RCMP maximum 10 days punishment is always absurd, permanent dismissal is what is always needed with the bad cops and their clearly bad superiors who had managed and hired them too.. Bad solicitor generals and bad Justice Ministers, bad Premiers, bad Prime Ministers as well should all be fired ASAP.  The Canadian Justice is too often an empty one. The establishment cover ups for it’s own and prevails.   Imagine that we have liars for justice Ministers and cops too.

https://thenonconformer.wordpress.com/2010/05/25/canadas-two-tiered-justice-system-opposed/

.

DON’T BE STUPID AND BELIEVE ALL THE LYING SPINS AS TO WHY IT TAKES SO LONG TO INVESTIGATE THE BAD COPS.. I have had many experiences in laying simple complaints against bad cops that never got anywhere cause the investigators were clearly pretenders.. in Contrast the investigations of all citizens clearly would not take so long..
 .
Decades and decades later the police are still  covering up for their own again and again but the police are not the only bad professionals who do this these days as well, so do the Hospitals, doctors, nurses, civil and public servants, governments… When it comes to dealing with the rightful needs, complaints of the ordinary citizens our Canadian civil and public servants, politicians and their representatives too, and most church pastors now too, they are still mostly unacceptable liars and  PRETENDERS, LAZY, GOOD FOR NOTHING PERSONS,  and that has been mostly my undeniable experiences the last 4 decades now too..  How about having now some real professionalism.
.

They the police are an essential part of our community for sure, but they all also do need to be fiscally responsible . . We do till do need to Manage EVEN the RCMP more effectively. There are about 19,200 regular members and another 3,760 civilians in the RCMP. RCMP racks up $800M in overtime in 5 years The total does not include extra duty pay for standby or operational readiness. http://www.cbc.ca/news/politics/story/2012/12/04/rcmp-overtime-costs-harris.html

. .

Now “it’s also true that the police costs in general, and the related police salaries in particular, are now out of control. My very contacts with the police for decades have also left me seriously wondering what these people do. As far as I am concerned they are all already overpaid. . Most police officers are very well compensated overall, with too many making well over $100K per year, and they still do get a very generous pensions and many paid days off. Right now they are also paying retired officers, who are collecting their full pensions, $75 an hour to walk around the airport and babysit crime scenes. That’s all thus the equivalent of $150K per year. . The total spending on police services nationally has doubled since 1997, is reaching $12-billion. While the average Canadian income has grown by 11 per cent over the past decade, the average police salary has grown by 40 per cent. . The cost of Policing is doing to municipal budgets what health care is doing to provincial budgets: threatening to consume them.” Both systems do need better cost control management too..

.

Canada’s Police Among the Best Paid in the World. While the volume and severity of crime in Canada have been steadily declining for the last decade, police strength has gone in the other direction. There are now 200 officers for every 100,000 people – an increase of 9 per cent since 2001, though homicides rates are at their lowest in more than 30 years. Some high-crime cities, such as Regina and Winnipeg, have high police strength, but so, too, do cities such as Toronto and Montreal, which rank low on the crime-severity index. The number of Criminal Code incidents per officer has declined steadily since peaking 20 years ago . Unlike other public-sector employees, many municipal police forces continue to receive annual raises that outpace inflation. From 2009 to 2011, expenditures on police salaries and benefits increased by 5 per cent across the country, while other police operating expenditures fell 4 per cent, Statistics Canada reports.

.

A first-class officer in Canada’s big cities now earns $80,000-$90,000 a year on average – before overtime and benefits. That makes them among the most generously compensated police in the world. During this year of hard-pressed public finances, the Toronto Police Association negotiated an 11.5-per-cent pay increase over the next four years for its members. Officers get 18 annual days of sick leave, and can bank unused leave, half of which can then be paid out in salary. They can retire at 50, with full pensions, after 30 years of service. http://terrywhitehead.ca/canadas-police-among-the-best-paid-in-the-world/

 .

The cost of policing cannot continue to rise indefinitely in Canada, or cities will end up bankrupt. Pools, camps, parks and libraries will have to close. There are other municipalities with the largest police officers per 100,000 population and they have still some of the worse crime statistics. Adding more police officers especially bad ones does not necessarily guarantee that we yield better results. .

,

LAZY, INDIFFERENT, IMMORAL, BAD POLICE, BAD JUSTICE MINSTERS, BAD SOLICITOR GENERALS  is not a new aspect in Ottawa, Ontario and in the rest of Canada. SO NEVER  EXPECT A FULL HONEST INVESTIGATION WHEN CLEARY THE RESULTS WILL SHOW BAD COPS, BAD ATTORNEY GENERALS, BAD MINISTERS WHO HAVE NOT BEING DOING A GOOD JOB. ALL UNACCEPTABLE.

.

The sad truth about how many  Canadian cops get convicted for on-duty shootings? None.. says it all too..

Time for us all to fight to lower police costs Canada wide, RCMP included

police-start
Police  Managers, Politicians,  Police  Unions, the Police themselves are  Facing  Nation Wide Outrage , Public Anger, as  Canada wide there is an UNDENIABLE  problem in how the police do their jobs. Police officers do not only need to maintain the respect and good will of citizens to do their job effectively, they also depend on that good will in political battles over salary, pensions and benefits, in which they have been far more successful than other public employees in recent years.  The lack of trust of police by the minority community is also unacceptable.  When Police enforcement goes bad, the police and the police unions historically close ranks around suspect officers   Police PR and Police cover-ups will not do.  It is important for the police unions,  Police managers  to become honestly self-critical about police conduct and to not blindly defend each and every egregious incident by officers. .
It is an undeniable fact that the New Conservatives had said elect us and we will next show you an honest government, accountable, transparent as well but as we all tend to know next that was a big lie now too.. They clearly are not part of the  solutions to the much too many corruptions ongoing in Canada but clearly rather a part of the problem in that they and the RCMP for sure have failed to properly address the much too many  corruptions.. https://thenonconformer.wordpress.com/2013/03/08/most-politicians-civil-and-public-servants-think-the-rules-dont-apply-to-them/
.
Yes, we all can easily know that corruption has even plagued Quebec ( not just Ontario too)  at multi levels in City Halls. Hospitals, etc., from the top down to the bottom and for a very long time over 50 years.. Obviously nothing has changed.. because the watchdogs did nothing good about it.. the police, RCMP included also were, are themselves as bad as ever here.. the fiascos go on and on.. Money generating Speeding and parking tickets were their main Police occupations it seems.   It is sad that Job preservation was too often the false reason why most of the ostrich  employees also had went along with the vast corruptions instead of opposing it.. all it took for evil to triumph was for the good people to do nothing about it.

” Turns out that every aspect of Quebec public service is completely corrupt. Unfortunately, it is not just the city of Montreal that needs more investigation, it is:

– the SQ for giving themselves illegal bonuses and shutting down investigations that touch the “gouvernement national”.

– The MUC police force, and their contracts between Yvan Delorme and BCIA

– Union Montreal. It appears that at their fundraisers, they sometimes keep part or all of the money.

– We can look forward to “the corruption float” this Sunday which will be led by Montreal’s new mayor mayor Michael “I swear I am not under investigation” Applebaum.

PS: Merci to the SQ for tipping off the mayor about current UPAQ investigations.  Obviously nothing has changed..”

.
“Spending on policing has increased steadily while the volume and severity of reported crime have both been on the decline” even or has the police falsely rather discouraged the reporting of the crimes firstly?
.
Two police officers have been judged to be in breach of 4 code of ethics clearly  criminal charges. Why were their names not released?  and what if  when the same  police officers punch  someone it an ethics violation but if a citizen does  do the same, its an Assault conviction with a criminal record?  http://www.cbc.ca/news/canada/montreal/story/2013/02/13/montreal-racial-profile-farid-charles.html

OTTAWA — A new report by a respected international human rights watchdog has accused RCMP officers of abusing aboriginal women and girls in northern British Columbia.  http://www.ctvnews.ca/canada/scathing-report-accuses-b-c-mounties-of-raping-abusing-aboriginal-girls-1.1154727

Human rights group says RCMP, native relationship ‘dysfunctional’ -A number of women interviewed by Human Rights Watch researchers alleged that RCMP officers used excessive force in arresting them, mistreated them while they were in custody and, in some cases, physically or sexually assaulted them. Many of the aboriginal women he spoke with did not trust police and felt little confidence that any complaints would be addressed. He said he was surprised to find that the fear of police expressed by some of the women was comparable with what he has seen in post-conflict situations in countries such as Iraq and Libya. http://www.theglobeandmail.com/news/politics/human-rights-group-says-rcmp-native-relationship-dysfunctional/article8572404/

RCMP has a bullying problem, watchdog says. Commission chairman Ian McPhail said about 90 per cent of the complaints involved bullying. Only four per cent of the complaints dealt with sexual harassment, A national police force where abuse of authority is possibly a systemic problem means a really bad Police force!  and  the simple perception of a continual pattern of poor treatment of employees is enough to rattle all public confidence in   RCMP and severely already tarnished the force’s reputation. Instead of them all talking about the problems, do something How about some real solutions to problems within the RCMP?  Real Accountability instead of cover-ups and transfers, real punishments now too, Punishments that fit the crime  plus no more two or three year plus investigations into wrong-doing.  about the RCMP.  http://www.cbc.ca/news/canada/story/2013/02/14/rcmp-harassment-report-ian-mcphail.html

it’s time the RCMP looked at the questionable spending practices – their own and the others   http://www.thestar.com/news/canada/2013/02/13/ndp_seeks_rcmp_probe_into_senate_expenses_controversy.html …

.
The Public Safety Minister Mr. Vic Toews gave a speech the last month in which he questioned the spiralling costs of policing. Most policemen and their managers  are still really cost ineffective It is really Time to fight to lower police costs Canada wide, the RCMP included even by an clearly, enforced effective cost control framework ensures that no one rewards themselves at public expense,  that  ensures that the public is getting the most for its money, ensures  that all expense and travel claims are appropriate and handled with a high level of transparency and accountability.  And here too an example needs to be made of all those who abuse the expense account or sign off on illegitimate expenses by even make such acts criminal plus having the guilty individual return the stolen money. Thousands or millions of dollars abused are an enormous amount of money, and to not have adequate, stringent cost controls in place by now  is an unacceptable  failure of any  leadership on all the part of the governments , ministers, mayors, administrators .
.
By the way the people who make false expense statements are also guilty now of tax evasion
Follow the money trail, the oldest rule of good journalism and why is that so? as the love of money is the root of ell evil still..  He or she who cannot be trusted to handle money cannot be trusted to handle anything else now too.People in leadership office do have to face higher penalties as an example now too. It is clearly established, accepted fact by most people that those in leadership civil and public servants cops, teachers, ministers, politicians included  are always to be exemplary in behavior,  conduct and they do need to maintain their high standards even out of their working hours, thus to do so they are also to be exemplary  judged, prosecuted  for their own wrong doings with a higher standard over those of us ordinary folks.
.
Now “it’s true that police costs in general, and police salaries in particular, are out of control. Total spending on police services nationally has doubled since 1997, reaching $12-billion. While the average Canadian income has grown by 11 per cent over the past decade, the average police salary has grown by 40 per cent. The cost of policing cannot continue to rise indefinitely in Canada, or cities will end up bankrupt. Pools, camps, parks and libraries will have to close. Police in England and several U.S. cities have already undertaken drastic and innovative reforms to transform the delivery of law enforcement for a modern era  This has not yet happened in Canada. But there is no time to waste. http://www.theglobeandmail.com/commentary/editorials/cost-of-policing-in-canada-cannot-continue-to-rise/article7437935/

Its time to ban and disband the RCMP and replace them with a real Police force,

Quebec shale-gas opponents have come under RCMP police surveillance..  SO MUCH FOR FREEDOM OF SPEECH.   http://www.montrealgazette.com/technology/Quebec+shale+opponents+have+come+under+police+surveillance/7818434/story.html …

you cannot trust me

“Its time to ban  and  disband the RCMP and replace them with a professional policing force, accountable to the same laws as every other Canadian, and accountable to their communities. Its clear, and we get reminded almost every day, that the RCMP has no clue about what professional policing is, what accountablity to the law is, and what accountablity to the communities they serve in, is. Get rid of them, do it now, and make sure that no one what has ever worked for the RCMP be allowed to ever work in a law enforcement related job, or with vulnerable groups.:”

” I’m of the opinion these guys in the RCMP  management, GOVERNMENTS,  are still living more or less in the unrealistic past and they still have no concept how to modernize the force.  They cand do l order studies to be done but then disregard the valid suggestions made.  They’ll hop on any new trend of the day ie: hire university graduates at elevated pay (a bust years ago), reduce the physical requirements, adopt overtime (which blows their budget out the window and reduces policing due to cost) hire women who are not suitable for policing to fill their quotas, hire special classes of people and then try to pound these people into their own RCMP police mould that still just doesn’t work. And they wonder why they are having problems.  Once upon a time they used to hire people who wanted to serve and protect … or … maintiens le droit … now they hire anyone who will meet their government imposed quotas to be representative of a   cross secton of the population … but not any good police men  … and women … God save us from them all now.. …

THE FACT THAT no one within the RCMP had a comprehensive list of all of the Mounties who’d been disciplined, became undeniably  after CBC News asked for basic data between 2005 and 2008 that included offences and findings by internal adjudications boards. The CBC News submitted the request in November 2008. It was delivered four years later in November 2012. An officer who handled the file offered an embarrassed apology, and explained the delay was due to the list having to be created from scratch. The head of the RCMP admitted that Canada’s national police force neglected to keep tabs on hundreds of cases of serious misconduct committed by Mounties across the country for years. Commissioner Bob Paulson acknowledged that an access to information request by CBC News inadvertently revealed that not even senior leaders in the RCMP could say with confidence whether incidents of misconduct that include assaults, impaired driving and fraud were a problem in the force. The Quebec Liberals and City of Montreal now had the police looking in the wrong place too

Now  this year, the City of Montreal revealed, through an access to information request, that the student protests had cost the city more than $11.6 million in overtime just in the Month  of Aug. All this wasted expenditure  while major rampant corruption was being carried out next to the Justice center, police station all  unstopped and unchecked, the foxes in the Montreal City Hall were continuing to steal money from the taxpayers and City Hall executives, personnel falsely went along with it?

.

The Students next had anway  won still and got their Justice and now we need real justice in our City Halls… and in the meat plants now too

We all can readily know that the RCMP, Police do not like us to use our right of free speech

Over 1/3 of the RCMP officers IT SEEMS  still cannot be trusted to be honest, tell the truth, respect the laws now.. that is really unacceptable..   http://www.globalnews.ca/one-third+of+the+rcmps+use-of-force+incidents+not+being+reported+documents+show/6442763926/story.html

BAD BAD BAD RCMP failed to track internal misconduct for years UNACCEPPTABLE http://cbc.sh/OnmSsZP

.

A rare criminal libel investigation was launched by the RCMP against a New Westminster resident this summer relate to alleged defamatory statements made online against a clearly bad, immoral RCMP officer mired in a scandal over sexually explicit photos and other wrong doings. The B.C. Civil Liberties Association,   together with media outlets is rightfully questioning why a criminal investigation was needed when defamation issues are normally handled through civil channels. Kinda of excess.. police brutality rather..  http://www.canada.com/news/Criminal+libel+case+linked+comments+made+against+Mounties+erotic+website/7285169/story.html

.

Have you also not noticed that the bad cops and bad politicians they tend to behave like those world wide terrorists who abuse and deny others their right of Free speech, like the Jews in Israel and the Muslims, the fundamentalists, cause they are all alike, demonic..

.

No one is above the law.. starting with the cops now too… they too are too often lazy, buck passers even..  and their self regulation is still mostly masturbation only.. I have yet to see one of my complaints about bad cops properly dealt with by anyone now too..

.

The mostly self serving, money hungry police forces in Canada, for they are not serving the public’s best interest for sure , the politcal watchdogs rather, they have  seem to often to have hired thugs, alcoholics, incompetents, even for their managers and so they too often tend to do a real bad job, even  in my experiences as well, and also yes  they realy are also too often cost ineffective as well as we saw in their operation of the gun registry even, and they are too often discriminatory, even racists, and if you make such negative remarks openly to them the police will tend next to try to intimidate you by trying to force you to shut up, or threatening to close your mouth for you, or threatening to lay a criminal charge against you, or by the unlawful use of their authority. I know this firsthand for they had visited my home least 6 times in objection to my public computer posts, they do not have to visit my home as all I write about them is openly found in federal and provincial cabinet minster’s offices, on the net, and in the Canadian news media departments.. and when they first do say they want to talk to me I openly do tell them I will insist that the news media be present at any and all such discussions, and they readily leave me alone. Yes I am no fan of even one abusive cop and I do not accept any of their abuses rightfully quietly.

.

In regard to the   mostly self serving, money hungry police forces in Canada, this is not an isolated fact.. the police are very materialistic in my own direct conversation with them now too.. and seek often means to get rich, legal or otherwise..  and we hear many examples of this on the news.. The “Niagara Regional Police are investigating a few of their own officers for smuggling cheese into Canada.. The alleged scam involves jamming cases of “brick” cheese — used as a common pizza topping — into their vehicles to smuggle across the border. With U.S. cheese being as little as a third the price it is in Canada, drivers are making $1,000 to $2,000 a trip, according to numerous sources…  Canada Border Services Agency officials say anyone — officer or civilian — caught smuggling large shipments of cheese into Canada would be in violation of the Customs Act for failing to declare, and pay duties on, the controlled goods…   As well, CBSA says it would be a violation for failing to have proper permits and licences from both the Canadian Food Inspection Agency and the Department of Foreign Affairs and International Trade… The accused officers either face police act charges (internal discipline) for either discreditable conduct or neglect of duty or Criminal Code charges of breach of trust if any were found to have intentionally plotted to avoid customs and duties ….   charges are expected soon against a few officers who are alleged to have been involved in the movement of caseloads of cheese from the U.S. to sell to Canadian pizzerias and restaurants…  The cheese-smuggling investigation stems from information gathered from a U.S. Department of Homeland Security (DHS) arrest in April of Niagara Regional Police Service Const. Geoffrey Purdie in Buffalo on charges of conspiracy to smuggle more than half a million dollars in anabolic steroids and other drugs into Canada. Jeff McGuire, Niagara’s new police chief, has  only confirmed the suspension of Const. Purdie due to allegations of drug smuggling. “He’s been suspended with pay, and our professional standards [group] … are conducting an investigation … but we first have to allow the American investigation to continue and be completed,” McGuire also confirmed the suspension of an officer from Purdie’s Fort Erie detachment following Purdie’s arrest, but he would not discuss why.     http://www.cbc.ca/news/canada/story/2012/09/21/niagara-police-cheese-smuggling-allegations.html

.

A southern Ontario police force has charged one current and one former officer in a “large-scale” scheme to smuggle cheese and other food items into Canada. Niagara Regional Police say cases of cheese and other foods were purchased in the U.S. and smuggled into Canada, without declaring the items or paying duty. The items were then prepared for distribution to restaurants in southern Ontario. Police say the investigation revealed over $200,000 worth of cheese and other products were purchased and distributed for an estimated profit of more than $165,000. Niagara police Const. Scott Heron, 39, faces charges that include conspiracy to commit an indictable offence, false or deceptive statements, and acquiring or disposing of illegally imported goods.Police say Casey Langelaan, 48, who was a police officer at the time of the alleged offences, faces counts that include conspiracy to commit an indictable offence, and various Customs Act charges including smuggling.A third man, Bernie Pollino, 44, faces similar charges to Heron and Langelaan. All three suspects are from Fort Erie, Ont. Niagara chief Jeffrey McGuire suspended Heron and Langelaan from duty on July 26 in accordance with the Police Services Act.

” ‘There are still good RCMP officers around”? You are kidding right, Not in the RCMP-or haven’t you noticed the killings, the assaults, the extortions, and the sexual misconducts? We need to replace this criminal gang posing as police officers with honest, professional, accountable to the law, and to the communities they work in, police.”

“ how about the Police Officers that find themselves on the wrong side of the law be asked …”What did you think would happen when you broke the law?” and pay for your own defense attorney….how about accountability? how about being held to a higher standard? how about doing your friggin job? Remember the oath to uphold the laws of this country? Pay for it themselves…period “

“if the average Canadian has to pay for his / her legal defense whether they are guilty or not so should the RCMP. they are not above the law and if they are charged with an offense they should have to be out of pocket for any costs and not the taxpayer because they make a better than average wage. i don’t know any employer who would step up and say “i understand you have been charged with assault, how about the company pays for all of your legal fees and we get you a nice easy desk job at the same rate of pay until it’s over?”. not likely and an every day guy would be out the door.”

“If those RCMP had to pay their own legal costs they would become much more accountable. Why should the public defend criminals and thugs because they carry a gun ????”

“They do the crime and we pay there dime. How the hell did Canadian law come up with that deal for any cop of any branch.”

“ My,my. The RCMP officers court cases are paid for by the government, which in turn you are saying the Canadian tax payer is paying for the defense of officers being charged with criminal offences. I think I spent my life in the wrong profession. What else is being paid for? “

“ I was recently in court filing a 810 application against the RCMP which by they way has many many road blocks. I spoke for an hour about activities unbecoming a police officer. The Judge ruled I did not show enough fear. hmmm” Their Respect has to be earned firstly.

“ The RCMP have conducted themselves as a gang for a long time now. We need to replace the RCMP with honest, professional, accountable to the law, and to the community they work in, police officers. We also need to make sure that no one who has ever worked for the RCMP can ever work again in anything related to law enforcement, or with vulnerable populations. We just can’t these RCMP officers infecting Canada’s good police departments. The sooner we disband and replace them, the better for everyone.”

All “Just another H U G E reason that those useless, overpaid killers should be disbanded.”

“Tax dollars should not fund any who find themselves on the ‘other end’ of the justice system if they can afford a lawyer. Legal aid should be there for those in need though.”

“The RCMP needs to be shut down permanently now. The RCMP is a danger to the public. The disgraceful, disgusting RCMP are not going to stop abusing members of the general public until they are stopped. This poor individual was fully restrained with a whole bunch of thugs (the revolting RCMP) ganging up on the helpless victim. This morally reprehensible behaviour is the mark of vicious cowards. As for their (the RCMP’s) so called explanation: what a lie! To make matters even worse the abuse victim can’t even hear properly.  This is just another shining moment for the vile, evil RCMP. Using the avenues available under the law get rid of the terrible RCMP and make sure no one who has ever worked for this horrible organization of police officers is allowed to work in policing again.”

Now throughout the province of Ontario, there were 95 pedestrians killed in 2010, a non existent amount compared to how many persons were actually killed or hurt by drunk drivers, so the police and the judge wants the whole province to slow down while driving, and what they also next likley will want to ban all vehicles on the road too ? all without still dealing more effectively, seriously  with the much too many  drunk and impaired drivers, who cause most of the traffic accidents, and  and fail still to deal with the much too many even cops who drive home drunk from the police taverns or the ones who are tigger happy.

Finally Police probe McGill hospital contract

.

.
Not much of a surprise? The tip of the iceberg is being revealed only as  the overall depth of corruption will take much more time apparently to uncover, corruptions that likley permeates the whole project. Birds of feathers tend to flock together. And no one should tell us that  these initial suspected persons, now  were even  just isolated individuals acting on their own without the vast help and knowledge of any others now too. Higher education never insures one’s good moral standings.  https://thenonconformer.wordpress.com/2011/10/26/mcgill-administrators-likley-run-their-hospitals-the-same-way/
.
Quebec’s police task force on corruption is probing the billion-dollar contract for McGill Montreal mega-hospital awarded to a consortium led by Montreal engineering giant SNC Lavalin Group Inc. SNC-led consortium had won the McGill University Health Centre contract. Police raid the McGill University Health Centre . Up until six months ago, the hospital project had been overseen by Riadh Ben Aissa, a former head of SNC’s construction division, and also a central figure in an ongoing scandal. One of SNC’s original subcontractors in the project was a company controlled by construction magnate Antonio (Tony) Accurso – a controversial figure who now is also facing fraud and corruption charges. The hospital deal was put together under the watch of the previous chief executive of the health centre, Arthur Porter who left his own job under a cloud late last year. Arthur Porter had been appointed chair of the federal government’s security-intelligence watchdog agency, when his African business dealings with an arms dealer were revealed. Dr. Porter stepped down from both jobs. The Quebec government has earmarked $2.35-billion for an effort to reconstruct Montreal hospitals, the lion’s share going to the McGill University Health Centre campus. “Quebec’s anti-corruption unit has put several high-profile figures in its crosshairs since being established last year. It has arrested construction magnates such as Mr. Accurso and Paolo Catania, as well as Frank Zampino, a former city councillor who was the right-hand man of Montreal Mayor Gérald Tremblay.”  http://www.theglobeandmail.com/news/national/police-probe-mcgill-hospital-contract-awarded-to-snc-lavalin/article4551179/
.

MONTREAL – A second investigation has been launched stemming from the Police raids at the MUHC’s headquarters. According to a search warrant filed with the Quebec  courts, there are allegations  that former MUHC Director Stella Lopreste may have defrauded the McGill  University Health Centre out of as much as $1.6 million over 10 years. It is alleged that the money was used for the purchase of personal  items. Lopreste left the MUHC in 2011. http://montreal.ctvnews.ca/sq-conducting-second-muhc-investigation-1.967628

.

NASSAU, BAHAMAS — For more than a year, reporters have tried without success to reach Arthur Porter, a mysterious figure who occupied important, sensitive positions in Canada before controversies erupted and forced his resignations. He left the country, leaving serious questions and allegations unanswered. An oncologist by trade, Dr. Porter was appointed by Stephen Harper’s government in 2010 to chair Canada’s Security and Intelligence Review Committee, which oversees the national spy agency, CSIS. He was also in charge of the McGill University Health Centre (MUHC), one of the country’s largest public health agencies where, it was recently disclosed, a number of financial irregularities occurred during Dr. Porter’s leadership. This week, the National Post found Dr. Porter working inside a private cancer clinic that he owns and operates in this sunny Caribbean city. Would Dr. Porter, 56, ever return to Canada? “What for?” he replied curtly. “It’s a question that I don’t choose to answer at this time.”  http://news.nationalpost.com/2013/01/10/the-elusive-arthur-porter-scandal-plagued-former-spy-watchdog-found-ailing-in-nassau/

.

Dr Arthur Porter  it seems to gain sympathy has indicated recently  he has cancer and is being treated for it in his own hospital.. well I do not believe him.. he has clearly been a con man and a liar much too long time.

“Executives at engineering giant SNC-Lavalin Group Inc., won’t comment on allegation $22.5M payment linked to MUHC super hospital project. Leslie Quinton, an SNC-Lavalin spokesperson, was quoted in the La Presse  as presently not wishing to confirm or deny that $22.5 million of the questionable payments that surfaced earlier this year involved the super hospital contract.” The persons at the receiving end of the bribe as well is yet to be fully confirmed..

Here is what I have found interesting.. Now for decades I too have known that association with money tends to tempt and to corrupt people, the Judas syndrome, and follow the money trail, the oldest rule of Journalism.. and I have even decades ago  written that it is still  an understated fact that the corruption most often exists firstly  in the purchasing, procurements departments even  in Corporations, Governments, Hospitals, Public and Civil Services and yet  no many persons has been  arrested, exposed for that. until recently in Quebec, at least.  Now as per  the Major Montreal Hospitals  and  the City of Montreal I too do still just cannot believe that less than a handful of civil and public servants   were , crooked in the procurement, tender departments now even for decades.. all an unbelievable unblemished record.. and why was that now realy?
.

Kuwait deal uses MUHC doctors and nurses  A private Montreal company with close ties to the McGill University Health Centre signed a five-year, $86-million hospital-services agreement with the government of Kuwait in 2010, a deal that makes regular use of MUHC doctors and nurses.. Under the deal, the MUHC is to be paid by the private company, Montreal Medical  International Inc. (MMI). However, an accounting of those funds has never  appeared on any MUHC annual reports or other public document. The Régie de l’assurance-maladie du Québec is investigating the business model  of Medical Second Opinion to determine if it confirms with the Quebec medicare  law, as MUHC doctors are providing therapeutic advice to patients who have  private insurance.

.

He claims he can be a competent premier but  Dr. Porter’s relationship with Dr. P. Couillard, who was Quebec’s health minister  and now the Premier of Quebec too, at the time, appears to be far more extensive than previously thought.  Couillard, claims he did not know that his long time business partner was a crook must have really really bad jugdement  or is lying.  Not only did Couillard and Porter go on fishing trips when Porter served as chief executive officer of the MUHC, he says, but Porter claims that Couillard phoned him every day for political advice.  http://www.montrealgazette.com/news/Arthur+Porter+dishes+dirt+Harper+Couillard/10188705/story.html

but the same person Dr Couillard could not spot a crook even as he worked with him for years..  but I can work with a person one day and likely tell you if he is a crook, immoral or not..  and that is why I tend to spell Liberals as Lieberals..  https://thenonconformer.wordpress.com/2014/09/18/unbeliveable-disgusting-what-a-clai/

PS The penalty for while collar crimes still tends to be ludicrous.. A judge has sentenced a bookkeeper to two years in prison for defrauding a family-run Toronto business of $653,000. Christine Trotter started crying Tuesday when Justice John McMahon told her he could not agree to the conditional sentence recommended by her lawyer after she pleaded guilty to one count of fraud over $5,000. http://www.thestar.com/news/gta/crime/article/1261898–bookkeeper-jailed-2-years-for-defrauding-toronto-firm  just 2 years?

Seriously I would now still investigate all purchases made at the McGill University Health Centres Hospitals..

.
Now how about my complaints  also about the too often perverse Quebec and Hopsital Ombudsmen, Hopsital administrators who falsely  tend to turn their blind eyes to the inadeqaucies, wrong doings of their assciates and subordinates  coming along too? https://thenonconformer.wordpress.com/2011/08/16/the-dishonest-pretentious-quebec-hospital-ombudsmen-health-ministers/
.
Quebec is also known to be too soft on crimes https://thenonconformer.wordpress.com/2012/09/09/the-federal-and-the-quebec-governments-are-undeniably-soft-on-crime-social-welfare-abusers-tax-evaders-new-arrivals/

POLICE WHO STRIKE OFTEN WANT PUBLIC SUPPORT DENY OTHERS THE RIGHT TO STRIKE ? THIS IS REALY ABSURD..

MONTREAL— A peaceful evening march that began with people banging pots and pans in support of protesting students ended in the early morning hours with police kettling demonstrators and arresting 400 of them after officers were pelted with projectiles. Montreal wasn’t the only city to have roundups Wednesday night.  There were also mass arrests at student protests in Quebec City and Sherbrooke. Kettling is a police tactic widely used in Europe where riot cops surround demonstrators and limit or cut off their exits. It has been widely criticized because it often results in the scooping up of innocent bystanders as well as rowdies. A recent report by Ontario’s police watchdog blasted Toronto police for their use of kettling during the G20 summit two years ago, saying they violated civil rights, detained people illegally and used excessive force. The Montreal demonstration was the 30th since the student protest against tuition fee increases began more than three months ago. http://www.thestar.com/news/canada/article/1183346–around-400-people-arrested-as-police-use-kettling-in-latest-montreal-student-protest?

IMAGINE THAT STUDENTS.. CLEARLY IT HAS LOST CONTROL AND CREDIBILITY THE FASCIST QUEBEC GOVERNMENT AND THE POLICE ARE GETTING A REAL BLACK EYE WORLD WIDE.. POLICE WHO STRIKE OFTEN WANT PUBLIC SUPPORT DENY OTHERS THE RIGHT TO STRIKE ? THIS IS REALY ABSURD.. WE ALREADY KNOW THAT THE POLICE THEMSELVES ARE NO SAINTS AND FALSELY EVEN GET AWAY WITH KILLINGS EVEN..

False cover-ups, clearly Canada’s police still get preferential treatment

False cover-ups, clearly Canada’s police still get preferential treatment and so do do our much too many bad justice Ministers, politicians it seems.. as we have now seen in the Charboneau  corruption commission in Quebec https://thenonconformer.wordpress.com/2013/03/21/and-the-quebec-corruption-gravy-train-went-on-and-on/

The police officer who had been up all night partying with his police buddies, colleagues and did they all drive drunk home as well now?  The Police often visted the Police tavern.. many cops are alcoholics undeniably now too.. Unacceptable still.

WINNIPEG — A trial began Monday for a former Manitoba police chief accused of deliberately torpedoing a drunk-driving investigation into another officer. Harry Bakema is accused of obstruction of justice, perjury and breach of trust in a car crash that killed Crystal Taman, a mother of two who was stopped at a red light while driving to work on the morning of Feb. 25, 2005. Taman’s compact car was rear-ended by a truck driven by Derek Harvey-Zenk, an off-duty Winnipeg police officer who had been up all night partying with colleagues. Despite clear road conditions and a big warning light ahead of the intersection, Harvey-Zenk never hit the brakes as his pickup plowed into Taman’s stopped car. The accident happened in the Winnipeg bedroom community of East St. Paul, where Bakema was the police chief. He was among the first officers on scene. The Crown’s first witness Monday testified that Bakema was pretty certain what had caused the crash.“He told me (Harvey-Zenk) was impaired at the time” said RCMP Cpl. Chris Blandford, a collision reconstruction expert who attended the scene hours later.“He was very disappointed . . . that a member of the Winnipeg Police Service was an offender.”But any evidence of intoxication never made it to Harvey-Zenk’s trial.   http://thechronicleherald.ca/canada/91705-rcmp-officer-testifies-at-former-manitoba-police-chief-s-trial

Join the RCMP and have sex in a government supplied police car too

Mountie who had police-car sex with her superior shouldn’t lose her job; Her boss and his superiors rather should

VANCOUVER – An RCMP officer who had an on-going affair with her boss — including having sex in a police car —shouldn’t lose her job while her superior simply loses 10 days pay, her lawyer told an RCMP panel. Larry McGonigal told the panel Wednesday it would be inappropriate and disconcerting for Const. Susan Gastaldo to be fired after the panel found her guilty of disgraceful conduct. Her superior officer, Staff Sgt. Travis Pearson, has already been reprimanded and docked 10 days pay by the same panel after admitting to the affair and using a Blackberry to exchange suggestive emails.
