The RCMP is to  be an exemplary force of decency, goodness but if you read the news the last many years they are nothing but that. It seems that they hired officers that are just as bad as the criminals they are  pursuing.

Dec 1, 2017  An RCMP officer in Manitoba  has been charged for refusing to give a breath sample after his vehicle was pulled over near Birds Hill Park. The news of the charge, which was made in September but was only made public by RCMP Friday, follows a string of arrests involving Winnipeg police officers.  The Manitoba RCMP officer. Corp. Scott Hanson, a 17-year member of the RCMP, is facing impaired-related charges.

In October, Const. Justin Holz, 34, was charged with impaired driving causing death in connection with the collision that killed Cody Severight, 23, in October. Earlier this week, more charges were added including dangerous driving causing death, dangerous driving and driving with a blood-alcohol level over .08 per cent causing death.

A man Christian Duck Chief, 24,   from the Siksika First Nation, southeast of Calgary,   suffered broken facial bones during a violent RCMP arrest last year.   On April 1, 2016   officers entered his home, broke at least four bones in his head and face during an arrest, and then walked him naked through their detachment. An RCMP officer hit Duck Chief at least 20 times after he stopped struggling, even as he lay handcuffed on the floor. According to Stonechild, Duck Chief was yelling “I’m not resisting” over and over as an officer hit him and elbowed him in the face “more than 20 times.”  “After arresting him, they took him out of his home naked, put him in the back of a police cruiser naked, and then took him through the detachment nude in the presence of a female civilian personnel at the guard desk.  His lawyer,   maintained the use of force was excessive and that the officers were in Duck Chief’s home without a warrant, “violating his privacy and his dignity.”

 The RCMP failed women. An unprecedented settlement that will pay up to $220,000 to women who were sexually harassed while working for the RCMP over the past 40 years   “This is the first workplace gender-based harassment class action settlement in Canada,”  Despite having formally apologized for nearly five decades of discrimination and sexual harassment carried out members of the RCMP against their female colleagues, officials from the RCMP refused to provide specific details on the number of settlements agreed to or the amount of tax dollars used to resolve these complaints.

  November 23, 2017 RCMP facing additional sexual harassment, discrimination claims from roughly 1,100 women. A year after the RCMP announced a landmark settlement with victims of sexual harassment and discrimination, there’s been an astounding number of women who have come forward. As many as 1,100 women have begun the process of opening sexual harassment or discrimination claims against the RCMP. MP calls new numbers on RCMP sexual harassment claims ‘mind boggling’. “It’s really completely unacceptable and quite discouraging to see the magnitude of the situation. The fact that it could continue to grow and it’s a stark reminder that work needs to be done — both on the part of the government and the RCMP.”

Nov 27, 2017  An incident between two married members of the RCMP has lead to Nova Scotia’s police watchdog laying charges assault and uttering threats against the husband.

A retired RCMP inspector had a mistaken belief that a civilian employee consented to sexual activity in a washroom at the force’s British Columbia headquarters, the Crown says.  Michelle Booker said Wednesday that Tim Shields did not take any steps to see if the woman provided consent for him to allegedly kiss and grope her in 2009. Shields, 52, was charged with one count of sexual assault in May 2016 and has pleaded not guilty. Shields joined the RCMP in 1996 and was promoted to inspector in 2009. He was the Mounties’ media spokesman in B.C., and was suspended with pay in May 2015 in the middle of the code of conduct investigation. He left the force in December of that year.

Alleged victim testifies in RCMP sex-assault trial A Yukon Supreme Court judge has heard testimony from a woman who claims two off-duty RCMP officers raped her a year ago. The woman, who cannot be identified under a publication ban, has testified that constables Graham Belak, 30, and Shawn McLaughlin, 33, sexually assaulted her in the early-morning hours of March 8, 2009, in the southern Yukon town of Watson Lake. Belak and McLaughlin were both suspended from the RCMP with pay after the charges were laid. They have since moved out of Watson Lake, as has the woman. … the woman said she met the off-duty officers at a house party. The three went back to Belak’s house, where, the woman alleged, McLaughlin held her down on the floor while Belak raped her. The woman said she could not move or speak during the alleged assault and that she blacked out a couple of times before she woke up around 6 a.m. to find she was naked from the waist down

Canadians expect professional and exemplary conduct from their national police service.” Ralph Goodale  also said that  he told RCMP Commissioner Bob Paulson  that  he expects a comprehensive, transparent investigation, strong discipline, support for victims and a plan to end what he calls “this toxic workplace behaviour.” after the recent  News reported allegations of unwanted sexual touching, bullying and rampant nudity in the workplace at the explosives training unit of the Canadian Police College in Ottawa.   The RCMP  has STILL been beset by numerous cases of sexual harassment and bullying of both women and men. The RCMP is to insure still a healthy workplace free from harassment and sexual violence.

CBC News REPORTS THAT  the high-profile Mountie who first spoke out against sexual harassment in the national police force is suing her employer, alleging years of “persistent and ongoing” sexual harassment and bullying.  In a notice of claim obtained by CBC News Wednesday, Cpl. Catherine Galliford alleges she was sexually assaulted, harassed and bullied during her 16 years on the force.

A pair of basement-dwelling, recovering drug addicts with few resources, Nuttall and Korody were found guilty of terrorism-related crimes by a B.C. Supreme Court jury last year. No convictions have been entered, because their defence lawyers claim the pair was entrapped, that authorities seized on the couple unfairly, pulling them into a police-contrived plot to detonate three homemade pressure cooker bombs at the B.C. legislature on Canada Day, 2013 .    .The RCMP spent just over $900,000 in overtime pay over the course of a five-month undercover operation that led to the arrests of two terrorism suspects in British Columbia. A $16-million RCMP project to help keep dangerous refugees out of Canada has turned out to be an expensive security flop. An internal evaluation says the screening project delivered information too late, strayed beyond its mandate, and in the end did almost nothing to catch refugees who might be linked to criminal or terrorist groups.Meanwhile, 30 Mounties were tied up for four years on duties that did little to enhance Canada’s security.Under the pilot project, the RCMP vetted potential refugees already in Canada — the names were provided by the Canada Border Services Agency — by checking domestic police databases for links to criminal or terrorist organizations, among other things.But the auditors found a raft of problems:The cost per screening skyrocketed from a planned $425 to $1,026, on average.The RCMP delivered screening checks to the border agency too late about a third of the time, rendering them useless The RCMP reported only 85 of 4,085 names as potential problem refugees,the RCMP’s work over four years likely had no bearing on the vetting carried out by border agency officers

It is time for a massive transformation in the way the Royal Canadian Mounted Police (RCMP) conducts its internal business, says the Mounted Police Professional Association (MPPAC), following the latest harassment allegations reported. This latest revelation is only the most recent in what appears to be an unending litany of bungled decision-making by those charged with the responsibility of care for who promised to root out the “dark-hearted” behaviour.. One has only to ask two very important questions:

  1. How has this culture of mismanagement within the RCMP been allowed to persist?
  2. Why do we rarely, if ever, hear about such truly egregious behaviour in municipal or provincial police departments?

“Three years ago, the watchdog over the RCMP said the force must take “swift and effective action” on complaints of workplace bullying and harassment to restore the shaken confidence of both members and the public. It called for a more independent process, strict timelines for responding to accusations and force-wide training on the issue.”  The RCMP has already carried out three reviews of inappropriate behaviour at the police college, but complainants have said the RCMP investigators did not want to hear fulsome accounts.

In 2012, after a long investigation, the RCMP public complaints commission found rampant bullying in the force. It unearthed 718 complaints filed by employees between 2005 and 2011, and found almost half were from men.

2: YOU CANNOT TRUST THEM ANYMORE THAN YOU CAN TRUST A WOLF AS A PET..
3: THEY ARE CERTAINLY INEFFICIENT, NOT COST EFFECTIVE AS WELL..

4: THEY SERVE THEIR POLITICAL MASTERS –  MAYORS, PREMIERS, PRIME MINISTERS  ESPECIALLY AND NOT THE CITIZENS,5: THEY MOSTLY SERVE THEMSELVES TOO..

  Under the police act any professional policeman can be fired from his job for any of his bad behavior, even for anything he or she does after working hours, if his personal acts specially bring ill repute to the police force in general, and that includes adultery, alcoholism, drunken driving, abusive behavior now too.. and for sure should include stealing, expense account abuses, lying to his superiors and others.. for the RCMP as well.  We also still do  need better police managers, better Justice Ministers Canada wide too

RCMP officers missed an opportunity to stop gunman before he entered Parliament

The   Mounties will scrutinize spending of the Senate’s top leadership along with that of several other past and sitting senators. They include Senate Speaker Leo Housakos, recently named to the top job by Prime Minister Stephen Harper; Conservative government leader Claude Carignan; and Senate Liberal caucus leader James Cowan. All three were among 21 pegged by auditor general Michael Ferguson’s report as owing money.   So the RCMP  wants to review findings on all 30 senators flagged for questionable expenses should  also start of with it’s own personnel as well.

RCMP officers missed an opportunity to stop gunman Michael Zehaf-Bibeau before he entered Parliament because a radioed warning of his approach came out “garbled,” RCMP Assistant-Commissioner Gilles Michaud said Jun 03, 2015 after the release of four reports into the Oct. 22 attack.  The report on the RCMP’s deployment on Parliament Hill, conducted by the Ontario Provincial Police, also cites a lack of “operational preparedness,” including planning, training and resources.  The report stresses the approach to security and protection on the Hill is “highly inadequate” and concludes the shooting was a “grim reminder that Canada ad the RCMP itself s ill-prepared to prevent and respond to such attacks.” The reports come as the cost ineffective  RCMP is set to assume control of a new Parliamentary Protective Service and take over sole responsibility for security in and around Parliament Hill.

A garbled police radio transmission failed to immediately alert RCMP officers that an armed Michael Zehaf Bibeau was storming Parliament Hill on Oct. 22, 2014, an Ontario Provincial Police report has found.

A woman with a baby carriage first alerted a female RCMP officer on the Hill about a man with a gun, RCMP Assistant Commissioner Gilles Michaud told a news conference Wednesday.

As the terrified woman attempted to seek shelter in the back of the officer’s cruiser, the officer tried to radio others about Zehaf Bibeau, who had forced his way inside a ministerial limo and was driving towards Centre Block.

However, the officer’s radio message came out “garbled” and no one understood what she was saying, Michaud said.

Another officer saw the limo approaching, but did not realize that Zehaf Bibeau was inside.

The gunman then made his way into Centre Block, where he was shot within seven seconds of entering the building, the OPP report says.

Zehaf Bibeau was shot 31 times, including two shots that would have been immediately fatal, according to the review.

The House of Commons and the RCMP released the redacted versions of the OPP report Wednesday. The names of all the officers and civilians involved are redacted in the OPP report.   The belief of many Parliamentarians is the RCMP officers on Parliament Hill are unhappy with their assignment and are only posted there temporarily.

The pretentious, useless, cost ineffective RCMP

Not much has changed since his September 2014 study for the Fraser Institute found a key cost driver to be the rising number of officers in Canada per 100,000 population. According to his analysis, per capita police expenditures rose more than 45% between 1986 and 2012, while Criminal Code incidents per officer declined by almost 37% .  Call volumes to police remained stable between 2002 and 2012, but provincial expenditures on security grew at an average annual rate almost double the GDP growth. An arbitration system some feel consistently awards salary increases to police without regard to  their productivity.  is part of the problem.  There is a need for a “consistent and rigorous” review of internal police operations to ensure services are efficient and are deploying officers appropriately. Communities across the country grapple with police budgets that in some cases are eating up to 50% of their operating budgets. Most attempts at cost-cutting to date have amounted to tinkering around the edges. Many communities are over-policed, laying off officers is   the best way to save money.

The RCMP gas spent over 4 million dollars per year for 500 police officers  against terrorism and has  yet to catch one major terrorist in Canada.

The pretentious, useless, cost ineffective RCMP is not something new even if the Canadian Auditor General now says the same thing… Several major federal departments have failed to fix previously identified weaknesses in safeguarding taxpayers’ dollars and are dragging their heels on long-overdue changes, the federal auditor general says in a new report. Some people who pose a threat to Canadians’ security managed by the RCMP  have managed to enter the country illegally because of lax border entry controls. Auditor General Michael Ferguson said he was “very concerned that our audit found too many examples of controls not working.”

The auditor general’s report found gaps in security at Canada’s entry points, which have allowed some dangerous people to slip into the country.“We know in one sample of 49 that two people were successful getting into the country, people with serious criminal backgrounds,” Ferguson said.“In the sample, the numbers don’t sound large, but these samples were over a short period of time and if you extrapolate that over a longer period of time and the number of people trying to get into the country, the results are concerning.” http://www.ctvnews.ca/politics/highlights-of-auditor-general-michael-ferguson-s-report-1.1561040

Useless Minister of Public Safety Steven Blaney said his government will accept the AG’s recommendations.”I have asked and can confirm that both CBSA and the RCMP are implementing…the findings and recommendations the Office of the Auditor General,”   and who believes these liars, I do not.. RCMP still cannot say for sure what percentage of people get nabbed when they try to sneak across the border between regular ports of entry.

Why doesn’t The RCMP admit that more than a  few RCMP rogues might just be complicit with facilitating crime at the border?  Including neglecting to record data about it.  We need the corruption cleaned up!

Dangerous people have slipped into Canada because of insufficient border controls, according to a report by the auditor general. Imagine this you a proven liar, criminal can steal over one hundred thousand dollars, and as long as the amount likley equals the cost of keeping you in jail if you are a politician  you can rather be freed. and not do your time. Now what kind of exemplary punishment is this, note this the law  and order Conservatives -Liberals, and so the police, civil servants do, will get equally special treatment over the ordinary citizens, criminals. Hypocritical Police and Conservatives want more policing over the Canadian citizens, the same persons who wrongfully firstly do not want to give us a detailed list, copy of all of their own expense accounts  and do note that too. All this wasted expenditure  while major rampant corruption was being carried out next to the Justice center, police station all  unstopped and unchecked, the foxes in the Montreal City Hall were continuing to steal money from the taxpayers and City Hall executives, personnel falsely went along with it?

Time for us all to fight to lower police costs Canada wide, RCMP included

Police  Managers, Politicians,  Police  Unions, the Police themselves are  Facing  Nation Wide Outrage , Public Anger, as  Canada wide there is an UNDENIABLE  problem in how the police do their jobs. Police officers do not only need to maintain the respect and good will of citizens to do their job effectively, they also depend on that good will in political battles over salary, pensions and benefits, in which they have been far more successful than other public employees in recent years.  The lack of trust of police by the minority community is also unacceptable.  When Police enforcement goes bad, the police and the police unions historically close ranks around suspect officers   Police PR and Police cover-ups will not do.  It is important for the police unions,  Police managers  to become honestly self-critical about police conduct and to not blindly defend each and every egregious incident by officers. And the criminal justice system should be doing what it was supposed to do,  carry out real, valid police justice.

The Public Safety Minister Mr. Vic Toews gave a speech the last month in which he questioned the spiralling costs of policing. Most policemen and their managers  are still really cost ineffective It is really Time to fight to lower police costs Canada wide, the RCMP included even by an clearly, enforced effective cost control framework ensures that no one rewards themselves at public expense,  that  ensures that the public is getting the most for its money, ensures  that all expense and travel claims are appropriate and handled with a high level of transparency and accountability.  And here too an example needs to be made of all those who abuse the expense account or sign off on illegitimate expenses by even make such acts criminal plus having the guilty individual return the stolen money. The mostly self serving, money hungry police forces in Canada, for they are not serving the public’s best interest for sure , the politcal watchdogs rather, they have  seem to often to have hired thugs, alcoholics, incompetents, even for their managers and so they too often tend to do a real bad job, even  in my experiences as well, and also yes  they realy are also too often cost ineffective as well as we saw in their operation of the gun registry even, and they are too often discriminatory, even racists, and if you make such negative remarks openly to them the police will tend next to try to intimidate you by trying to force you to shut up, or threatening to close your mouth for you, or threatening to lay a criminal charge against you, or by the unlawful use of their authority. I know this firsthand for they had visited my home least 6 times in objection to my public computer posts, they do not have to visit my home as all I write about them is openly found in federal and provincial cabinet minster’s offices, on the net, and in the Canadian news media departments.. and when they first do say they want to talk to me I openly do tell them I will insist that the news media be present at any and all such discussions, and they readily leave me alone. Yes I am no fan of even one abusive cop and I do not accept any of their abuses rightfully quietly.

 In regard to the   mostly self serving, money hungry police forces in Canada, this is not an isolated fact.. the police are very materialistic in my own direct conversation with them now too.. and seek often means to get rich, legal or otherwise..  and we hear many examples of this on the news.. The “Niagara Regional Police are investigating a few of their own officers for smuggling cheese into Canada.. The alleged scam involves jamming cases of “brick” cheese — used as a common pizza topping — into their vehicles to smuggle across the border. With U.S. cheese being as little as a third the price it is in Canada, drivers are making $1,000 to $2,000 a trip, according to numerous sources…  Canada Border Services Agency officials say anyone — officer or civilian — caught smuggling large shipments of cheese into Canada would be in violation of the Customs Act for failing to declare, and pay duties on, the controlled goods…   As well, CBSA says it would be a violation for failing to have proper permits and licences from both the Canadian Food Inspection Agency and the Department of Foreign Affairs and International Trade… The accused officers either face police act charges (internal discipline) for either discreditable conduct or neglect of duty or Criminal Code charges of breach of trust if any were found to have intentionally plotted to avoid customs and duties ….   charges are expected soon against a few officers who are alleged to have been involved in the movement of caseloads of cheese from the U.S. to sell to Canadian pizzerias and restaurants…  The cheese-smuggling investigation stems from information gathered from a U.S. Department of Homeland Security (DHS) arrest in April of Niagara Regional Police Service Const. Geoffrey Purdie in Buffalo on charges of conspiracy to smuggle more than half a million dollars in anabolic steroids and other drugs into Canada. Jeff McGuire, Niagara’s new police chief, has  only confirmed the suspension of Const. A southern Ontario police force has charged one current and one former officer in a “large-scale” scheme to smuggle cheese and other food items into Canada. Niagara Regional Police say cases of cheese and other foods were purchased in the U.S. and smuggled into Canada, without declaring the items or paying duty.The items were then prepared for distribution to restaurants in southern Ontario. Police say the investigation revealed over $200,000 worth of cheese and other products were purchased and distributed for an estimated profit of more than $165,000. Niagara police Const. Scott Heron, 39, faces charges that include conspiracy to commit an indictable offence, false or deceptive statements, and acquiring or disposing of illegally imported goods.Police say Casey Langelaan, 48, who was a police officer at the time of the alleged offences, faces counts that include conspiracy to commit an indictable offence, and various Customs Act charges including smuggling.A third man, Bernie Pollino, 44, faces similar charges to Heron and Langelaan. All three suspects are from Fort Erie, Ont. Niagara chief Jeffrey McGuire suspended Heron and Langelaan from duty on July 26 in accordance with the Police Services Act.

Now throughout the province of Ontario, there were 95 pedestrians killed in 2010, a non existent amount compared to how many persons were actually killed or hurt by drunk drivers, so the police and the judge wants the whole province to slow down while driving, and what they also next likley will want to ban all vehicles on the road too ? all without still dealing more effectively, seriously  with the much too many  drunk and impaired drivers, who cause most of the traffic accidents, and  and fail still to deal with the much too many even cops who drive home drunk from the police taverns or the ones who are tigger happy.

High-profile Mountie suing The RCMP, alleging years of “persistent and ongoing” sexual harassment and bullying”.

 

CBC News REPORTS THAT  the high-profile Mountie who first spoke out against sexual harassment in the national police force is suing her employer, alleging years of “persistent and ongoing” sexual harassment and bullying.

In a notice of claim obtained by CBC News Wednesday, Cpl. Catherine Galliford alleges she was sexually assaulted, harassed and bullied during her 16 years on the force.

The notice names Canada’s attorney general, B.C.’s justice minister, four Mounties, an RCMP doctor and a Vancouver police officer.

Galliford was the face of the B.C. RCMP for years, revealing charges had been laid in the Air India bombing and announcing the arrest of serial killer Robert William Pickton.

According to the 26-page statement, the abuse began before Galliford was sworn in as an RCMP member. She alleges then RCMP Insp. VANCOUVER – An RCMP officer who had an on-going affair with her boss — including having sex in a police car —shouldn’t lose her job while her superior simply loses 10 days pay, her lawyer told an RCMP panel. Larry McGonigal told the panel Wednesday it would be inappropriate and disconcerting for Const. Susan Gastaldo to be fired after the panel found her guilty of disgraceful conduct. Her superior officer, Staff Sgt. Travis Pearson, has already been reprimanded and docked 10 days pay by the same panel after admitting to the affair and using a Blackberry to exchange suggestive emails.
