Liberal MP Jim Karygiannis

Toronto Liberal MP Jim Karygiannis is calling for speed limiters to be fitted to cars in order to prevent them from exceeding 150 km/h, in the wake of a fatal accident on Monday in which a speeding car slammed into a concrete pole, splitting the vehicle in half. He would not be so extreme,  hypocritical if he  had also demanded that breathalyzers be also installed on all new cars, as the impaired drivers still cause most of the accidents and not the car speeders, and also now if he rightfully demanded that there be no spending of any taxpayers money on any booze entertainment in any of the governments, since we can all readily know the harmful effect of alcohol on society in general as well. He also should demand also that the police in all parts of Canada pursue drunk drivers year around, police included and not just part time, or occasionally.. and he now should deal with the much too many drunk cops, politicians too, civil and public servants that  we have employed in Canada now too.

Prime Minister of Canada announces legacy gift to Michaëlle Jean Foundation

 
 
Prime Minister Stephen Harper today recognized the contributions made by Her Excellency the Right Honourable Michaëlle Jean during her tenure as Canada’s 27th Governor General.  In keeping with the tradition of honouring outgoing Governors General, the Prime Minister announced that the Government of Canada will be supporting the Michaëlle Jean Foundation as its legacy gift to Her Excellency the Right Honourable Michaëlle Jean.  “As Canada’s 27th Governor General, Her Excellency the Right Honourable Michaëlle Jean has distinguished herself through her engagement with Canadians and her compassion and leadership in responding to the earthquake in Haiti,” said Prime Minister Harper.  “I am proud to announce support today for the Michaëlle Jean Foundation, which will help more young people become active citizens in their communities.”  The Government of Canada will be providing $3 million in support of the Michaëlle Jean Foundation, a non-profit organization that will promote citizen engagement through the arts and creativity, with a special emphasis on youth from underprivileged, rural and northern communities in Canada.  The Government will also match funds raised privately by the foundation, to a maximum of $7 million over a ten-year period. When I see in comparison TO THESE MERE 3 MILLION DOLLARS NOW  as to how much the government of Canada now still spends on entertainment booze, alcohol I can see where their wrong priorities now still is.. and cops falsely are still mainly going after the car speeders, the money making generating revenues and not the drunk drivers who cause the majority of the accidents too.. EVEN COPS, RCMP DRIVE WHEN DRUNK THESE DAYS IN CANADA

 You know I get a kick out of those lying spin  doctors,  police officers, bad cops, union representatives, police lovers, bad PERSONS   who STILL DO say that ALL OF  bad people, INCLUDING the ALCOHOLICS, the bad cops and their bad supervisors too they  can always be rehabilitated, retrained.. and how many millions of them now has this happened to them.. almost none.. a bad apple tends to get worse.. The RCMP maximum 10 days punishment is always absurd, permanent dismissal is what is always needed with the bad cops and their clearly bad superiors who had managed and hired them too.. Bad solicitor generals as well should be fired ASAP.

Provincial Governments, cops too  do not want to reduce gambling or alcohol consumption for it is a great money maker for them, and too many Canadian politicians and cops do like to booze..
 
Don’t be also absurd and say that one man the RCMP boss alone was, is the problem, even  the last many many decades.. the RCMP officers and all of their bad superiors were, are rather the problems still. I have been rightfully complaining about the too often  bad, drunk, cost ineffective, pretentious  RCMP for over 25 years ever since they had abused me in the Canmore Alberta and othe places too.. even with their revenue generating money pit where they make for decades annualy millions and millions of dollars from tourist  leaving the Banff park, or going to an airport.
 

 NOW WHY IS IT BAD PEOPLE DO NOT CHANGE NEXT BESIDE THE FACT THEY LIKE TO DO BAD THINGS, IT IS ALSO CAUSE THEY FALSELY  REFUSE TO ADMIT THE THINGS THEY DO ARE BAD.

I am known to be a common sense radical. One of the oldest rule in Journalism is to follow the money trail, do follow the expense account statements, follow all of the tax payer’s money  expenditures included but here also do here follow the employee trails now as well. And  you do not have to be an auditor, accountant to do that to see what the the  civil and public servants, managers, supervisors too now  are doing firsthand.
Just merely often sit in the city hall, police stations, hospitals, nursing and old age homes and do also follow the employees, do see how many times their paths cross your path as well, see what they are actually doing, how many are just walking around, how many are doing their own personal business on tax payer’s money time now too. Now do the same thing with a TV camera.
City hall is so ready to put red light cameras on traffic lights as per cheaper alternative  like lengthening the red lights so  first do rightfully rightfully first that they put TV cameras, direct on home TVs especially on our tax paid  civil and public servants  employees. And  so do  put them also in in aldermen offices, in all of the city hall employees rooms, cafeterias, snack bars, hallways.
Here is what I see anyway for decades when I enter a the   civil and public servants  work place, I often do still see employees gathered  together in bunches in hallways, rooms, nursing stations, triage, all chit chatting, gossiping, have a great time with each other joking around, Now when I come back another day after my making these observations known to all and when they see me there is a clear expression of great, white fear on their faces, and they disperse, do rather start working, and do  jokingly or sarcastically even call me “the Supervisor” at the federal, provincial, municipal government offices
.
People in leadership office do have to face higher penalties as an example now too. It is clearly established, accepted fact by most people that those in leadership civil and public servants cops, teachers, ministers, politicians included  are always to be exemplary in behavior,  conduct and they do need to maintain their high standards even out of their working hours, thus to do so they are also to be exemplary  judged, prosecuted  for their own wrong doings with a higher standard over those of us ordinary folks.
Now again recently I HAVE TOO OFTEN SEEN SENIOR NURSES HIDING AWAY LOOKING ON THEIR COMPUTERS, BEING ON THE INTERNET, WHILE PATIENTS WERE IN SERIOUS PAIN, AGONY, PATIENTS RATHER NEEDING THEIR ATTENTION.

Tax agency workers caught wasting time on web The Canadian Press  OTTAWA  Misuse of the Internet and email systems is by far the most common problem cited by the agency’s internal affairs and fraud prevention division. – Some Canada Revenue Agency workers have been spending far too much time browsing the Internet and sending offensive emails — and not enough time collecting taxes. Internal reports show an average of 85 employees a year are disciplined for wasting their work days surfing the web, setting up sports pools, sending chain letters, promoting “illegal substances,” sharing offensive cartoons and running pyramid schemes. Crap!!! ” (One) employee browsed the Internet an average of three hours and 32 minutes per day,” says one investigation report from last July, or about half the shift. “He installed four unauthorized software (programs) on his workstation.” Managers at the Canada Revenue Agency were lenient in their undisclosed discipline of the employee because of his “good performance” — even though it was a second offence, says the report. A year earlier, the same worker had been caught browsing the Internet an average of two hours and 25 minutes each day. Another employee — found to be web-surfing an average of 83 minutes a day — was also given lenient treatment in view of his “remorsefulness.”  The Canadian Press reported last  that agency employees have also been caught reading confidential tax files of ex-spouses, family members, creditors and others without authorization. Officials uncovered an average of 29 of these more serious cases each year — including one instance in which a female employee downloaded 37,500 emails and 776 documents onto personal CDs.
And you know that is all so common in many places now too, our civil and public servants, wasting, stealing the tax payer’s money    and those in house security TV’ cameras should now all rather be used to fine them all as well. Fine the offending in civil and public servants,  and not just the red light speeders.
PS I rightfully suggest that you put them also in the local  motels, hotels, police bars, local restaurants and measure how long the  civil and public servants. legislative members, do even also  take for their lunches, coffee breaks too.

Cash grab and not a serious attempt on improving safety on the road

 

There should be a uniform national Canadian standard on road safety and related laws  including DRUNK DRIVING and CELLPHONES. Impaired driving, and also Talking on the phone while driving creates a condition known as “inattention blindness,” meaning drivers “see things before them, but it won’t register that they’re a danger.”, “studies show no difference between the distraction presented by a hands-free cellphone compared to a hand-held one.” Both are leading causes of vehicular accidents now too.. “It’s the conversation that’s the distracter. And the conversation with the passenger is actually very different than the conversation you’re having with someone that doesn’t see the traffic conditions you’re in,”  Dr. Louis Francescutti, a professor in the department of Public Health Sciences at the University of Alberta. The legislation should have included higher fines, demerit points and a ban on hands-free cellphone use, he said. “If the province is actually going to expect that there’s going to be less collisions by doing this, studies tell us that there’s not going to be less collisions. You need a total ban.”  Cellphone usage wile driving fines without a demerit points are merely just a cash grab and not a serious attempt on improving safety on the road.

According to the Insurance Bureau of Canada (IBC), people who talk on cell phones and drive are six times more likely to be involved in an accident than the average driver. That rate goes up to 23 times more likely for those who text and drive.

Cop already convicted of assault faces new allegation

Veteran Victoria policeman who is brother of MLA Ida Chong suspended with pay while being investigated over assault of prisoner, the same Cop already convicted of assault faces new on the job allegation should have been terminated, fired the first time firstly..  Last March, Sgt. Chong received a written reprimand from Victoria police after he pleaded guilty to assaulting Randy Kerr, a pedestrian. The court gave Sgt. Chong a conditional discharge and nine months probation and ordered him to undergo anger management counseling. What is this  with the cops when cops do something they wrong, they get suspended.. WITH pay? “its bloody ridiculous, its like there getting a vacation for failing to be the one we should trust for public safety. pretty ridiculous if you ask me.”  Bad Cops should be exemplarily prosecuted now and immediately jailed as well.. Unlawful use of authority, obstruction of justice, home visits, bullying, false intimidations   by the politician’s watch dogs is nothing new to me as well… 

We  also do still need real civilian oversight – distinct from our police officers (not retirees) that has the power to punish criminal activities within all of our forces. Police investigating Police leads to lies, cover-ups and an enormous amount of public concern

“If I don’t see jail time for that “cop” I have no belief in Canadian justice, or the police…  Anyone else charged with assault would be arrested and detained to appear for a bail hearing. They would also most likely lose their job, whatever it is. It is truly disturbing that a police officer does not seem to be treated the same way when it comes to committing an obvious crime.  Surprise , surprise another dirty cop in our country, how shocking. In reality the too often self serving, money hungry, promotional and empire oriented police, and their superiors, bad justice ministers, bad politicians really do not care about the citizens good welfare but only their ownNow even since I was about 8 years old I had learned that the Cops were not to be trusted, when my neighbor was a cop,  and I saw firsthand what he was really like.. and decades later that has still been true as well in my unwanted police encounters, RCMP included now … but rightfully now I don’t even trust the pastors, lawyers, realtors, accountants as well.. It has always confounded me as to why the crooks, abusers too often do still do think they can get away with now, next and forever. Unlawful use of authority, obstruction of justice, home visits, bullying, false intimidations by the politician’s watch dogs, the cops is nothing new to me and I still rightfully have been often bluntly truthful , even that while 70 percent of the citizens are average good people, 30 percent are liars, thugs, criminals and you can find them at work, school, hospitals, real estate, police stations, politics, churches too, and these bad people they do belong in jail, jail is what they deserve.

All Cops need to go after real criminals still

People in leadership office do have to face higher penalties as an example now too. It is clearly established, accepted fact by most people that those in leadership civil and public servants cops, teachers, ministers, politicians included  are always to be exemplary in behavior,  conduct and they do need to maintain their high standards even out of their working hours, thus to do so they are also to be exemplary  judged, prosecuted  for their own wrong doings with a higher standard over those of us ordinary folks.

The self serving political watchdogs, the police forces in Canada  in reality they  still do too  often lie when they say they serve the citizen’s, public best interests..

Too many police officers are now too often guilty of their most serious neglect of public trust and their duty. The related truth is that neither an independent police investigation, a new police commissioner,  a promised provincial or federal investigation, or just more politicians promises too often still   will not bring the much needed justice. All of the governments can prohibit the initial and further employment of any known racists for any jobs, and can  punish them for their racists acts, views.

Police managers continue to lie with their own promises of the reforming of bad cops and the bad cops keep killing, abusing  innocent persons. The possible retraining of bad  police officers is always anyway a false myth. What thus is always needed is the real  the dismissal, criminal prosecution, of the guilty cops. So where is it?

While Automobile traffic accidents are the number one cause of death for Americans, Canadians  ages 3 to 33 and while Automobile traffic accidents are the most common source of personal injury the reality is that  NOT ONLY IS SPEEDING NOT THE MAIN CAUSE OF ACCIDENTS, RATHER ROAD RAGE AND  IMPAIRED DRIVING ARE. but the  statistics also still indicate that hospital deaths now due to hospital acquired sickness, medical errors, medical negligence exceedingly surpass all of these deaths, numbers. Alberta drug and alcohol deaths have doubled in the past decade  Edmonton Sun  CALGARY — The number of recorded drug and alcohol deaths in Alberta has more than doubled in the past decade, says the province’s chief medical examiner. From 1998 to 2008, Alberta’s population has grown by only 13% while the annual number of non-suicide deaths attributable to intoxicants has leaped to 437 from 210. Kim Borden, research officer with the chief medical examiner’s office, was at a loss to explain why the number would so far exceed the province’s population increase. “But I do know drugs and drug-related deaths are a huge problem — it’s right up there with car crash fatalities,” she said. “It’s growing every year.” , the figures for deaths caused by drugs are likely much higher because the number of autopsies are so limited.

VICTORIA — Alcohol consumption has increased almost twice as much in British Columbia as it has in the rest of the country, according to a new study. Researchers at the University of Victoria Centre for Addictions Research say British Columbians’ alcohol consumption has risen 16 per cent since 1998. Saskatchewan has introduced the toughest repeat drunk-driving sentencing policy in Canada, just in time for the holiday party season. As of Friday in Saskatchewan, there will be a minimum mandatory 30-day jail sentence for repeat offenders who have had one prior conviction in the past five years or two convictions in the past ten years.  Further, if a convicted drunk driver has two convictions in the past five years or three in the past ten years, the mandatory jail sentence will be 120 days.  These sentences will be more severe if the drunk driving offences have caused bodily harm or if the offender is found to be driving while disqualified. http://www.torontosun.com/news/canada/2009/12/09/12098391.html 

 

Yet  ex OPP Commissioner Julian Fantino called it “the Lord’s work arresting anyone except the cops for speeding, thus ” “Saving lives“. The devil disguised as an angel of light again. He said his officers will “make no apologies” for continuing to enforce a law that gives police the power to impound vehicles, suspend licences, and slap high fines against drivers before the driver has a chance to appear in court. After all it is a profitable revenue generating law too.
  
False image of racing.. On Sept. 4, 2009 Ontario Justice G. J. Griffin overturned an earlier guilty verdict on a grandmother caught doing more than 50 km/h over the posted limit of 80 km/h on a stretch of Highway 7 near Kaladar. At the time, Jane Raham, 62, was overtaking a truck. Among many other opinions, Justice Griffin said Raham certainly didn’t conjure up the image of a stunt driver. Griffin’s ruling means convicting someone on excessive speeding alone under the street racing law is now considered unconstitutional.  That makes some common sense. And it doesn’t mean reckless street racers who swerve in and out of lanes endangering others won’t face the strict penalties under the street racing law. Those penalties include having your car impounded as soon as you’re charged and a $2,000 to $10,000 fine. Some may say driving more than 50 kilometres over the posted speed limit is dangerous so it should fall under the stunt driving law. But there are already sufficient fines and penalties, not to mention insurance ramifications, to deter driving at such a high speed. Impounding someone’s car at the scene in a simple case of speeding does seem somewhat onerous. Jailing them – although up to the discretion of a judge – would still be outrageous.

Note this important  brief introduction to road safety .. Yes  you always do have to drive safely, in control, not impaired as well and yes there are many, many different factors that now can cause a vehicular, automotive  accident, including but not limited to the actual daily road conditions, even the type of tires you have .. for  it is a fact that good tires lead to a safer drive, and so does a 4 wheel drive.  Next when you start to first drive at any day do first immediately test the road condition by coming to a planned sudden stop at a slow speed too, and see firsthand how your car reacts accordingly.. then next do use this experience to set how you will drive the rest of the day too. And no matter what car, or tires you have, or who is the driver, if you do hit a patch of black ice, due clearly to the failure of others to apply salt and gravel on the icy / snowy road,  it can be very, very hazardous now too. Give them a fine, ticket, they firstly do deserve it too.  And  hypothetical if you do not drive at all you are less likely   to have an   accident, assuming another driver does not hit you while walking.. The insurance industry itself too  often sleeps with legislators, cops because it wants to make loads of money by finding out reasons not to pay out as well.. they support traffic tickets even though they do not reduce the car accidents significantly cause it gives more money to the insurance firms,  this is immoral gouging of consumers too often rather too.. now what about having some honest watchdogs and legislators rather. Go after the drunk drivers, raise the price of the booze firstly..
 
Even so, snow tires are still a wise choice for motorists in southern Ontario too. However, a snow tire is no surety against the repercussions of reckless or dangerous driving. And that’s the key thing.   More often than not, vehicular collisions on winter roads aren’t caused by the lack of snow tires on a vehicle. It’s (ALSO NOT ) caused by motorists who are driving too fast or not accordingly to the conditions.  This is also what Ontario Provincial Police Commissioner Julian Fantino (FALSELY) touched upon this week when he urged the government to increase fines and demerit points for drivers speeding in bad weather conditions – whether it’s snow, heavy rain or thick fog.  Fantino’s pitch came on the heels of a weekend that saw provincial police officers respond to more than 3,000 collisions as large swaths of the province were walloped by two snowstorms. At least 40% of crashes are caused by speeding in poor conditions and not paying attention, Fantino said. (His  unofficial, unreliable statistics, remark NOW  refers to a small period of accidents and not RATHER  the  true statistics for the whole year firstly  since most accidents are caused by rage, impaired driving, poor drivers, vehciles and driver errors). The Highway Traffic Act already has provisions and penalties for speeding and careless driving.  In regard also to the The Quebec bill to amend the Highway Safety Code and the Regulation respecting demerit points whicj was adopted on December 19, 2007.  The rules and measures adopted mainly concern drinking and driving, speeding, photo radars and red-light cameras, driving courses, the use of cell phones while driving, and over-speed governors for certain heavy vehicles. This legislation introduces more severe penalties for repeat offenders of impaired driving and excessive speeding. It allows for the implementation of a photo radar and red-light camera pilot project providing for three photo radar locations and the installation of red-light cameras at two intersections in each of the three pilot regions. These fifteen locations will be announced at a later date. The law also provides for the institution of mandatory driving courses for new drivers and imposes probationary driver’s licenses on all new drivers, including new drivers of 25+ years of age, as well as gradual access to demerit points for new drivers under 25. A driving course will also be mandatory for mopeds. it will henceforth be forbidden for drivers to use a hand-held cell phone while driving but the person can still do text messaging, and what an contradictory absurdity too.. The activation of over-speed governors is now mandatory for certain heavy vehicles, and the maximum speed for these vehicles must be set at 105 km/h.  The law also provides for the obligation to equip vehicles with winter tires from November 15 to April 1, greater latitude for municipalities that regulate speed limits on their territory and the possibility to carry out pilot projects, in particular for new types of vehicles. New road safety measures come into force in Québec on April 1, 2008: The use of hand-held cell phones will be banned from then on .Tougher penalties will be imposed on drivers guilty of excessive speeding  Some of the motives for the false, partial restive applications, implantation of these laws can certainly now still be questioned as well. The oppressive police enforcement of revenue generating speeding tickets enforcement is still  basically economically beneficial   to a very small, isolated segment of society, the related cops, judges, lawyers, and it is false  job security approach for them even in Alberta. While the government of Alberta fails to often still to  deal with the still much too many bad managers, bad civil and public servants abusing tax payers money, even stealing,  not doing their jobs properly, unnecessarily taking out of town trips and charging it to the job still, Alberta today  is putting 15 new sheriffs on the road in Alberta. Alberta for decades, and the police  has been falsely preoccupied with putting every person in jail in Calgary, and Edmonton, all of  Alberta for speeding,  it seems and was another main reasons they spent so much money on building new court facilities in Alberta too… this is even all being done while statistics, experiences confirms that speeding does not kill, or cause the majority of accidents, but only drunk or drug impaired drivers, bad drivers, and road rage cause the majority of the accidents the government still wants to purse now mostly  the speeders more aggressively in Alberta.  
 
Police often do calls for tougher rules on others but not upon themselves. Such real hypocrites now still too. .   Do what I say over do what I do is part of the hypocrisy now existing too often too at all levels, federal, provincial, municipal, in cops as well and not just in many preacher’s lives now as well..
 
Wrongful inactions, Cover ups, False denial of bad politicians, bad cops, bad persons, false pastors, false priests are much too common in Canada too.
 
About the bad drivers.. Now Speed-related highway fatalities are down some 42 per cent in Ontario supposedly  this year, and much of that has to do with the new laws enacted last spring, Ontario Provincial Police commissioner Julian Fantino said.  But since speeding causes apparently less than 15 percent of the overall accidents, and bad cars, bad vehicles, road rage, drunk drivers, impaired drivers, talking on the phone causes the majority of the accidents still so how much did the police help now to  reduce these more important statistics? Nothing again? and why not? and why is it too often unacceptably the bad cops are never found guilty as well?

As a citizen I too find it very dangerous when drivers do not stop at the stop signs, run through read lights, speed in residential areas, use a phone in a car and do their drive cars rather now now as well.. so we should ban now all car drivers firstly, practically now. 

This is no more absurd than the New Project that hopes to slash the  actual  Edmonton residential car speed limits .  The speed limit will plunge as low as 30 km/h in some Edmonton neighborhoods next year as the city continues to wage its war on all lead-footed drivers.  A committee of council members  gave administration the green light to get to work on the pilot project. It will see the top speed hopefully lowered to between 30 km/h and 40 km/h on residential streets in three to five neighborhoods for a period of six months  for some people  the current 50 km/h top speed is too high for their neighborhood streets, It’s a mostly a quality of life issue for the people. The People want to feel safe.  A quality of life issue mostly  and not really a safety issue. It is cheaper to buy then some medical pills to help them to feel better though.   The reduced speed would not apply to major arterial roadways for now ?. The current top speed is unacceptable to some local people, especially when the  police generally don’t start issuing tickets until a motorist is driving at least 10 km/h above the posted limit.  “We need to do something to catch people’s attention,”  But  still the upfront cost of lowering the limit on all neighborhood streets would be in the millions of dollars, yes “a staggering amount.” That would include the cost of new signs, photo enforcement equipment, municipal, court overheads.  Most if not all of the costs may be offset by increased ticket revenue. Don’t forget the freebie, the increase of profits for the insurance firms with every police traffic ticket now issued as well. These  desired residential speed reductions are not effective unless they are enforced. Edmonton Police Chief Mike Boyd recently vowed to devote all possible resources to crack down on excessive speeding in the city after officers issued an average of almost one ticket per minute in their latest 24-hour speeding blitz. Generating thousands of dollars. It is still better and cheaper to buy the complaining residents some medical pills to help them to “feel better” though.

After all all THOSE PEOPLE LIVING HIGH ON THE HOG AT THE CITY HALLS ARE NOT ABOUT TO GIVE UP THEIR EMPIRE BUILDING, LAVISH LIFESTYLES, EXOTIC BENEFITS, MOSTLY UNNECESSARY OUT OFF TOWN TRIPS.. and we have seen this already being carried out in Calgary, Edmonton, Winnipeg, and now in Montreal.
 
For decades I too  have rightfully opposed to all  the extravagant, wasteful spending of the city’s , tax payers money by civil, public servants because it is next the programs to the poor people that are cut first when financial problems occur… The continual mismanagement, budget deficit, tax payer money abuses and has there been even any changes in all this really? We all  really still do need still a full  review of the waste, fraud, and abuse that has plagued governmental efforts. What is also needed is a enforced, real program to remove public officials from office that take our money and abuse it, spend it on their own false pet projects while many of our people still are not getting the help that they need.  January 2004 was the start of my recent rash of my written correspondences mainly on the unacceptable  tax payers money abuses, injustices at the federal, provincial municipal levels too, as well, and it all  has specifically initially started because I had strongly, rightfully objected to anyone in the province of BC being kicked of social welfare, even if they are alcoholics, drug users… I still do rightfully and loudly  object to anyone being kicked of social welfare even in BC or elsewhere and this is still never acceptable. They all Civil and public servants, politicians, need to be regularly supervised too. That is why we need and have the auditors, News media, Opposition parties, concerned citizens to do this too.. and it still generally is not enough as we can see. TWO OF MY PAST NEIGHBORS, MANAGERS,  WHO WORKED FOR CITY HALL OPENLY BOASTED TO ME, AND DEMONSTRATED TO ME FOR YEARS THE COMMON CORRUPTION IN THE LOCAL CITY HALL, DONE BY THEM AND MANY OF THEIR COLLEAGUES. This included their unnecessary out of town trips, their taking stuff, computer accessories,  home from the office for their own personal use, boasted of  their lavish expense accounts, of their doing personal work at the office, and much more. Why did they think that me a tax payer would approve any of such wrong doings was their error. I reported their wrong doings rightfully rather. OTHER MANAGERS OF CROWN CORPORATIONS HAD ALSO OFTEN BOASTED TO ME OF THEM DOING SIMILAR THEFTS  AS WELL.. The fish stinks from the head but many cut the tail of first..  Reducing, cutting of the programs to the poor and needy persons for  that seems how the governments wrongfully still do wrongfully  respond to budget cut backs,  deficits, and to the poor and needy people too now, rather than dealing still firstly with the major crooks, tax payer’s money abusers too in the government and elsewhere,  How many people in reality even in the civil, public services governments now  have been arrested all together  for tax evasions and tax payers money abuse now last year? How many? Anyone care to answer the question? Even in our governments, history tends to repeat itself, including thefts, waste and mismanagement, deficits, and they tend not to rather get better and why?
 
There are also plenty of places to try to save the tax payer’s money but starting to save the tax payer’s money at the expense of the poor people and their welfare programs is not the best  way to do this, not at all the way to do it!   The governments firstly should though clearly manage better it’s civil and public servants.. and the capital expenditures. Why? Well I do also know from real  experiences that it is also the services to the poor and needy persons, those who can afford it the least, that are wrongfully cut to make up for the past budget mismanagement by Ministers, managers of the civil and public servants too in Canada’s Provinces, Municipalities too. Rather than cutting back on the governmental aid, programs to  the poor and needy persons even next  because of the government’s own unacceptable past mismanagement we all do now too need to really take another continual look at how effective our tax dollars are always all of being used by the civil and public servants, and their managers, politicians now too. Cutting back on the Corporate welfare also is what the government still does also needs to deal with and not cutting firstly the Social welfare. The Corporations got what Billions  in social welfare from the tax payers? and we do not have money for the poor people? or for proper medical care, or for proper Justice, police, consumer protection  too? It never surprises me anymore when the superiors, Managers even  at City hall as well can also still  find money for new furniture, more staff, larger personal expense accounts but cannot find  the money to help the ordinary, poor and needy people during the good and bad times now too. Unacceptable. We all need to care about the unemployed and the poor people, Elected officials now included. It also  seems even  the governments and it’s managers are too often rather still just for sale to the highest bidder… and it doesn’t care who they are involved with or what they are up to or what it looks like as long as they are rewarding themselves or  their friends, and thus they wrongfully and too tend  not too  really look after all of the good ordinary citizens welfare..  this is still never acceptable. They all Civil and public servants, politicians, need to be regularly supervised too. Making all of the poor people, social welfare recipients, those who can afford it the least, to pay for the sins of others is an immoral and  criminal act still. 
 
Furthermore here are thee, 3 things I know for sure in Canada the last 35 years
 
- It is not the poor people who have  mismanaged the majority of the tax payer’s money… but they do pay for it the most, those who can afford it the least
 
- if the public and civil servants had better managed the tax payer’s money there still would not  have been likely more money for the poor people cause the rich people would still try to steal it for themselves. I have met even covetous, greedy middle class and rich persons now too.
 
Thirdly  if all persons paid their taxes, and did not commit tax evasions, an ongoing major unacceptable sin that still do needs to be prosecuted there would be plenty of money for the poor people  assuming it could get to them without being stolen, intercepted again.
 
Even in my local evangelical church the pastor is also now was wrongfully  being  paid too an astronomical price for his poor services, his poor neglect of the poor people too, and I rightfully also do not agree with this  and say so as well. Jesus himself and the Apostles did not have a fixed salary nor a high paying one

Speaking of safety, health now too . It is absolutely shocking to me, and I  wonder how the federal government can make a budget distribution based on need, when there is no real credible statics in Canada easily, readily available as to how many people have died from all together, separately, annually for  cancer, heart attacks, diabetes, drunk driving, speeding, homicide   in Canada  and why is that? No one cares? not even the Ministers? If you have such latest real info do let us all know..

Motor Vehicular accidents and Homicides do not account for even 10 percent of the causes of all annual deaths in Canada. and  yet more  than 9,300 hospital patients died solely of sepsis – a form of blood poisoning caused by infections – last year in Canada, new data reveal. 150,000 people will be diagnosed with cancer and 70,000people will die as a result per year?.  ”Trends suggest that by 2010, cancer will be the leading cause of deaths in Canada and  will surpass heart related deaths..,” Also  1 in 4 Canadians will contract some form of heart disease . There are about 400,000 related acute care hospitalizations per year.  Cardiovascular disease is still the leading cause of deaths in Canada and accounted for at least 33% of all deaths (34% among women, 32% among men) . 75,000 Canadians suffer heart attacks each year and there has been a decreasing trend as well.  All people yes  also will die anyway sooner or later but someone needs to care about the good welfare of the living in reality now.. not in pretence

 But none of them cancer or heart patients now will get any police tickets. Why? and what only speeders, drunk drivers will?

Not one cent of tax payer’s money should ever be used to purchase alcohol at any function, on any expense account.. and all alcoholics working in the government should be fired immediately if they are not getting proper treatment for it as well.

- Major cause of accidents now  also are not caused by speeding. ” The official statistics showed that only five per cent of crashes are caused by drivers breaking the speed limit. Drivers who let their attention wander cause more than six times as many accidents.” Driver error accounted for 66 per cent of accidents.. and add the road rage, impaired, drunk drivers, bad poorly maintained vehicles to that too .. Police love to lie and say that all accidents are mostly speed related, to justify their fat cow cash grabs, especially in Alberta and in Ontario now too.. they lump all of their homemade statistics as the accidents, deaths realted all to speeding.. not in reality to drunk driver, bad drivers, road rage, poor roads, bad snow cleaning.. so the annual return of cold and snow will bring out another annual event, more car accidents.
- Most reasonable and reasoning people have seen the folly of speed cameras as a mere cash grab  for decades now too.

- Men who drive under the influence of marijuana are more likely to be involved in traffic accidents and what do the traffic police do about this? nothing?
-  Most accidents occur on rural roads and not in the cities.. yet the traffic police force is mostly in the cities..

Nearly 80 percent of crashes and 65 percent of near-crashes involved some form of driver inattention within three seconds before the event. Primary causes of driver inattention are distracting activities, such as cell phone use, and drowsiness. “This important research illustrates the potentially dire consequences that can occur while driving distracted or drowsy.  It’s crucial that drivers always be alert when on the road,” said Jacqueline Glassman, acting administrator of NHTSA. Her remarks were made during a news conference at VTTI in Blacksburg, VA. 

   

Study Finds Correlation between Marijuana Use and Auto Accidents  A study, which was recently published by the University of Montreal in Canada, says that men who drive under the influence of marijuana are more likely to be involved in traffic accidents. A senior author of the study, Jacques Bergeron, wrote the following about his research conclusions: “Individuals scoring high on impulsivity or sensation-seeking scales demonstrated an elevated risk of driving under the influence of cannabis.”The study found that men who use marijuana are much more likely to be involved in accidents. In fact, of the 83 participants who were surveyed, 35 percent had been involved in a crash, resulting in material damages within the previous three years. Of these 83 men, 30 percent said that they had used pot and 80 percent of those said that they had driven under the influence of marijuana at least once in the year before the study. The age range of the men who were interviewed ran from 17 to 49 years old. The study itself was published in the journal: Accident Analysis & Prevention.

 

Study Shows that High Mileage Drivers are More Accident Prone   A recent study, released by Quality Planning, concludes that drivers who spend more time on the road and behind the wheel actually have a higher incidence of traffic accidents. This may be because the ratio of driving time to accidents is not taken into consideration; however, many drivers who use their cars for under 3,000 miles of driving each year have begun to demand lower rates from their insurance companies.  Such drivers are 44% less likely to be involved in an accident than those who drove an average amount. Those drivers who were behind the wheel for more than 28,000 miles each year are 28% more prone to accidents.

 Two-thirds of fatal collisions occurred on rural roads  Most deadly collisions took place on rural roads – primary and secondary highways and local roads  Approximately 67 percent of the 2,566 fatal collisions occurred on rural roads in 2000. Of all injury collisions, 42,700 or 28 percent occurred on rural roads, while the majority occurred in urban areas . ( ***These figures are still unreliable, they seem to assume that speeding is a major cause of the accidents, there is generally no proof of that, not even in the police reports, rather speeding was, is not the main cause, Drunk driving was, is, and impaired driving, road rage, reckless drivers etc.,,)
 
Motor Vehicle Traffic Collisions 1991-2000
Three out of four serious collisions occurred in clear weather  road conditions for traffic deaths and injuries. But, in fact, the majority of collisions causing death and injury occurred in clear weather on straight, level roads with a dry road surface.( The drunk drivers drive often and have accidents on good roads, and good days )  More than half of fatal collisions and two thirds of the injury collisions occurred on such roads and the proportion of crashes on these roads has been on the increase. Almost one in five fatal collisions occurred on Saturday  A single three-hour time period, from 3 p.m. to 6 p.m., posed the highest risk for fatal crashes and those producing injuries. This high-risk time period was even riskier on weekends. Saturday was the peak day for fatal collisions, although the period from midnight to 3:00 a.m. was the most risky. Friday was the peak day for injuries. Fewer serious crashes occurred on weekdays, with Monday the safest day by a slight edge. 
 

July and August observed the highest frequencies of fatal collisions  On average, the peak months for fatal collisions were July and August. Injury collisions were also consistent: injury collisions involving two vehicles peaked in June, July and August, while single-vehicle injury collisions often peaked in November and December. 
 
The number of motor vehicles involved in crashes each year was still over 1.1 million in 2000, displayed by collision severity and vehicle type..  automobiles, light trucks and vans are most frequently involved in collisions.
 
The alcohol-related casualty figures remain grim. Of almost 3000 road users killed in 2000, alcohol was a factor in approximately 1000 deaths. Many of the fatally injured drivers who had consumed alcohol were severely impaired is about 40 percent.. 9 out of 10 Canadians buckle up!  Seat belt use by Canadians is ranked among the highest in the world. 40 percent of Canadians killed had not buckled up Most Canadians believe that seat belts will reduce the risk of death and injury; yet, almost 40 percent of motor vehicle occupants who died were not wearing a seat belt at the time of the collision. Among those seriously injured, 20 percent were not wearing their seat belts.
 
Seventy-six percent of road user fatalities are occupants of motor vehicles. Drivers accounted for 50 percent and passengers 26 percent.

Almost all Canadians, regardless of age group, were safer on the roads Almost all Canadians, regardless of age group, were safer on the roads, but two age groups showed increases in fatalities of 19 percent and 21 percent in the 45-54 and the unknown age groups, respectively, over the 10-year period. The 45-54 age group posted a strong increase in population as mentioned above.  All age groups under 35 years of age showed strong double-digit decreases in injuries. Injuries in all age groups over 34 years of age increased from 1991 to 2000 and were most notable in the 45-54, 65 and over, and unknown age groups showing increases of 28 percent, 12 percent and 52 percent, respectively. Commercial vehicle collisions accounted for one in five deaths In the National Safety Code for Motor Carriers, commercial vehicle is defined as a truck, tractor, or -trailer, or combination thereof exceeding a registered gross weight of 4 500 kilograms; or a bus designed, constructed and used for the transportation of passengers with a designated seating capacity of more than 10, including the driver, but excluding the operation for personal use.   The National Safety Code currently contains 15 standards addressing factors necessary for the safe operation of all commercial vehicles.  The federal government has jurisdiction under the Motor Vehicle Transport Act to regulate truck and bus carriers that operate beyond the limits of a province.  The Act creates a framework for shared responsibility between federal and provincial governments for the safe operation of motor carriers.  The provinces and territories regulate the operations of carriers within their respective jurisdictions.  Over the period 1991 to 2000, injuries resulting from commercial vehicle collisions fell from 15,564 to 14,860; and fewer people died – a decrease from 662 to 587.  As impressive as these improvements are, however, commercial vehicle crashes are often deadly, and particularly dangerous to other users of the road. Although commercial vehicles, on average, accounted for approximately 8 to 9 percent of all vehicles involved in crashes, they accounted for an average of 19 percent of all road user fatalities or one in five road fatalities in Canada. 
 
By far the majority of victims in commercial vehicle crashes were the occupants of the other vehicles involved. In 2000, for example, crashes involving commercial vehicles killed 587 persons; 447 of whom were occupants of the other vehicles involved. 
 
School bus travel is very safe The number of school bus occupants fatally injured over the ten-year period was ten, two drivers and eight passengers. From 1995 to 2000, only three passengers of school buses were killed.
 
While vehicle occupants account for over 75 percent of the deaths and injuries the  pedestrians still do face considerable risks. Crashes involving these vulnerable road users claimed 567 lives in 2000.   Motorcyclists accounted for one in 18 fatalities Motorcycle registrations in Canada  311,000 in 2000. In 2000, there was one motorcycle for every 57 motor vehicles registered. Nonetheless, motorcyclists still accounted for almost six percent  00-04

Ontario Provincial Police Commissioner Julian Fantino DEFENCE, COURT ACTIONS, THE CITIZENS AGAIN?
 
“The Canadian Press  TORONTO – An adjudicator had every reason to feel he was being threatened by an experienced lawyer acting for Ontario Provincial Police Commissioner Julian Fantino, and his reaction did not indicate bias, a court heard Thursday.  Lawyer Julian Falconer, who represents two officers charged by Fantino with professional misconduct, told Divisional Court the adjudicator’s anger at being told he would be appealed if he didn’t step down was perfectly understandable.  “It was an extraordinary submission to make to an adjudicator. It was unnecessary. It was offensive.”  At issue is whether Leonard Montgomery is unfit to continue hearing a disciplinary case against the two senior officers, as Fantino contends.  In November, Fantino’s lawyer Brian Gover asked Montgomery to step down and said he would take the matter to court if the retired justice did not do so. Gover also insisted he had the full support of the province’s attorney general – something the ministry immediately disavowed.   Montgomery refused to step down. Gover’s comments, Montgomery said, amounted to a “highly improper” attempt to intimidate a judicial officer. He also complained about apparent political interference and conflicts of interest related to the Ministry of the Attorney General’s involvement.  Fantino HAS A new lawyer Tom Curry . At several points, Justice James Carnwath challenged Curry’s assertion that Montgomery had shown bias rather than a normal reaction to Gover’s announcement he would go to court if not satisfied.  “This kind of statement leads to some pretty harsh responses from the bench,” Carnwath noted.  “(Montgomery) was pretty constrained.”   Montgomery had  called Fantino’s credibility into question when the commissioner changed his testimony during the disciplinary hearing in October.   The labyrinthine disciplinary hearing involves two former members of the provincial police internal standards bureau.  They are accused under the Police Services Act in relation to an investigation they did into how officers responded to a domestic violence complaint involving an officer and his estranged wife more than four years ago.  But the case has ensnared Fantino, with the defence accusing him of petty vindictiveness and witness tampering.  The judges reserved their decision. ” http://ca.news.yahoo.com/s/capress/090108/national/fantino_hearing
