New RCMP policy on Tasers restricts use

 

Medical journal article says Taser stun to the head can cause seizures  OTTAWA – Stun guns can cause seizures if their tiny electric barbs pierce the scalp and shock the brain, says a new article on the accidental jolting of a police officer.

OTTAWA – New RCMP policy recognizes that Taser stun guns can kill – especially “acutely agitated” suspects – and restricts their use to cases involving threats to officers or public safety. The overuse of the TASER gun by law enforcement officers is a worldwide problem,  Taser use needs to be clearly restricted to cases where lethal force would otherwise be used. TASERS should only be used in situations that would normally warrant an officer firing his sidearm. Additionally, if OnStar can tell when/where a car’s been in an accident, then electronic tracking of TASER gun firings must be possible, and in fact, should be mandated for all models accepted for use by law enforcement agencies. Finally, much like when an officer discharges a firearm, every TASER incident should be fully reviewed, and each officer held publicly accountable for their actions.   I think if similar regulations were put in place, officers will think twice before they use their TASERs in unwarranted situations.  And those who fail to adhere to this policy need to be seriously punished, potentially going as far as permanent dismissal from the RCMP.   We need police who protect citizens, not police who kill them. Sadly too many of RCMP officers are “thugs”, out to harm unarmed civilians, that is why they had joined the force, and it wouldn’t follow that restricting their use of tasers would lead to more gun use  BECAUSE NEXT OF THE  related paperwork, internal reviews associated.. what every cop hates even more. The RCMP is a catastrophe from the top down. They are an embarrassment to other police forces in the country.

      At the risk being blacklisted or visited by the police, I would like to voice my grave concern over RCMP investigations of friends and acquaintances of peaceful opponents to the Vancouver Olympics.  I am particular disturbed by B.C. Attorney General Kash Heed saying the RCMP has a duty to “check out” the information they get. Since when do people who disagree with a government policy automatically need to be investigated?  I fail to see the line of reasoning that starts from dissent and leads through to security threat. And more importantly, should the country’s police forces have the arbitrary right to make that equation?  Will authorities one day place under surveillance anyone opposed to the federal budget or the war in Afghanistan, or the RCMP’s handling of the Dziekanski affair? This already happened in the U.S. when J. Edgar Hoover was FBI chief. Canada is on a very slippery slope here and the public needs to be vigilant.     Here in Canada I had attended some political meetings   at the request of a neighbor  of mine, a lawyer,  who worked for city hall, shortly after that the same neighbor had told me that the local police had next complied a report on me at the request of the mayor, for apparently it was common practice for the mayor to use the police services to evaluate all of his possible political opponents. No wonder the main jail was across from the mayor’s office too. Next the same lawyer told me that the provincial government also had an RCMP report on me as well done by police..  and apparently I was classified as a religious terrorist because I also do talk about Jesus.  .. there really is no no such thing as privacy in Canada.. I understand that the Post office office has a database on the citizens of Canada in PEI as well.

    The continual mismanagement, budget deficit, tax payer money abuses and has there been even any changes in all this really? We all  really still do need still a full  review of the waste, fraud, and abuse that has plagued governmental efforts. What is also needed is a enforced, real program to remove public officials from office that take our money and abuse it, spend it on their own false pet projects while many of our people still are not getting the help that they need.     2  Look at this, due to the undeniable Recession, budget and tax cuts,  Municipalities across Canada have  been cutting back even on their services, snow clearing now too, which has been leading up to more car accidents, and cause the police cannot tell the truth about their employers, the police now lie, and divert the truth, saying that speeding vehicles were the cause of most of the accidents. In reality now also  speeding also still is not the main reasons for accidents but driving while impaired is.. Drunk driving check stops thus should be enforced all year not just during December and January. Increased funding for check stops is not required also, merely reduce the number of speeding/traffic cops and put them mostly rather on drunk driving detail. Since we know that most of accidents are not even caused by speeding now in the first place too. Speeding tickets and related quotas  tend to be a false revenue generating items . Installing a 15-hundred-dollar breath-sampling device and ignition interlock on vehicles seems to be not totally effective since it seem many now have learned how to by pass it.. by having someone else breath into it, or .. Too many cops still do  go after revenue generating speeding tickets and why? Any traffic ticket on your driving record may adversely affect your insurance rates.     3  The effective job creation programs  should  rather be done through the established firms in the private sector and done by mainly  increasing  their existing  sales, marketing, developing additional markets, products in these existing profitable small, medium or larger firms. Most private firms still are hesitant to expand, they need incentives, encouragement to take on the extra problems, new work, to expand  for they all tend to reach a comfort operating  level and they tend not to want to next even increase their size, profitability in fact. Hoping to develop  new jobs, profitability by the creation, establishment of the  new firms is very unlikely, for  it takes years before these firms show some degree to stability and profitability.  So you have to establish reasons for a new firm to create the new jobs, such as a cash grant, rewards  for each of their new employee who lasts longer than 2 years with the firm. And provide for 2 months on the job retraining.

    I personally sat in the Alberta Minister’s career and manpower office, job creation program, office decades ago and found out firsthand the he had no plan whatsoever to deal with increasing Alberta’s  employment, for he falsely too was relying on others to do it  That seems to be still the trend of what too many of our leaders are also doing good about it.      People in leadership office do have to face higher penalties as an example now too. It is clearly established, accepted fact by most people that those in leadership civil and public servants cops, teachers, ministers, politicians included  are always to be exemplary in behavior,  conduct and they do need to maintain their high standards even out of their working hours, thus to do so they are also to be exemplary  judged, prosecuted  for their own wrong doings with a higher standard over those of us ordinary folks. Too many police officers are now too often guilty of their most serious neglect of public trust and their duty. The related truth is that neither an independent police investigation, a new police commissioner,  a promised provincial or federal investigation, or just more politicians promises too often still   will not bring the much needed justice. All of the governments can prohibit the initial and further employment of any known racists for any jobs, and can  punish them for their racists acts, views. Police managers continue to promise the reforming of bad cops and the bad cops keep killing, abusing  innocent persons. The possible retaining of bad  police officers is always anyway a false myth. What thus is always needed is the real  the dismissal, criminal prosecution, of the guilty cops. So where is it? Speeding is not the main cause of car accidents, impaired driving is, but too many cops are alcoholics it seems who wrongfully do sympathize with drunks and as a result do not arrest drunks all year

    Here is what I know for sure in Canada proper policing, management ,  supervision  human rights commissions are a real fact of life, society, in schools, life,  in churches, governments, commerce, institutions, civil and public services, professional services too,  and elsewhere, even on the net,  for you will always have those 30 percent at least of the persons who will try to cheat, lie  , steal, bend the rules, falsely believe they are above the laws, Self  regulation alone is too often pretentious, farcical, often not applied as well.     OPP says highway crash numbers up this winter  Sunday, February 8th, 2009 9:25 am ( but they lie as to the reasons) If you have been stuck in more closures on the highways this year because of crashes, you’ve been part of a growing trend.   Crashes on OPP highways have been skidding out of control this year, topping last years list.  The OPP is reporting an increase in crashes this winter compared to last. OPP Sgt. Dave Woodford says that during the months of December and January the number of collisions has risen.  The OPP responded to over 17,000 crashes on OPP patrolled highways in the last two months. Sgt. Woodford says not to blame the weather for the collisions, but drivers not driving according to road conditions, such as speeding and following too closely. While the number of crashes are up, there has been a slight decline in automobile deaths and serious injuries.  47 deaths occurred on OPP patrolled highways compared to 48 last year and 65 two years ago. Sgt. Less than 10% of all police officers in Ontario receive specific, detailed accident investigation training. NEVER MIND IN ALBERTA.   The failure of others to clear the highways adequately has contributed to the poor driving conditions firstly. Secondly the lack of winter tires does not help. Most of the car accident deaths were likely related to impaired drivers now too.

Higher doses of amphetamines often make people hostile and aggressive.

    “Alcohol, Other Drugs and Driving. How do alcohol and other drugs affect driving? When you drive, your hands, eyes and feet control the vehicle, and your brain controls your hands, eyes and feet. To drive safely, you need to be alert, aware and able to make quick decisions in response to a rapidly changing environment. Alcohol and other drugs alter the normal function of the brain and body, and interfere with even the most skilled and experienced driver’s ability to drive safely. While different drugs can have different effects on driving, any drug that slows you down, speeds you up or changes the way you see things can affect your driving — too often with tragic consequences. Alcohol blunts alertness and reduces motor coordination. People who drive after using alcohol can’t react as quickly when they need to. Their vision is affected, and may be blurred or doubled. Alcohol alters depth perception, making it hard to tell whether other vehicles, pedestrians or objects are close or far away. And because alcohol affects judgment, people who drive after drinking may feel overconfident and not recognize that their driving skills are reduced. Their driving is more likely to be careless or reckless — weaving, speeding, driving off the road and, too often, crashing. Alcohol is a depressant drug, which means it slows down your brain and body. Other depressant drugs, including some prescription drugs such as sedatives and painkillers, affect a person’s ability to drive safely, in a way similar to alcohol. Any drug that causes drowsiness, including some cough, cold or allergy medications, can also affect a person’s ability to drive safely. When alcohol and another depressant drug are combined, the effect is more intense and dangerous than the effect of either drug on its own. When taking prescription or over-the-counter medications, it is wise to consult with your doctor or pharmacist before driving.

    Stimulant drugs, such as caffeine, amphetamines and cocaine, may increase alertness, but this does not mean they improve driving skills. The tired driver who drinks coffee to stay awake on the road should be aware that the stimulant effect can wear off suddenly, and that the only remedy for fatigue is to pull off the road, and sleep. Amphetamines do not seem to affect driving skills when taken at medical doses, but they do make some people over-confident, which can lead to risky driving. Higher doses of amphetamines often make people hostile and aggressive.

    People who use cocaine are also likely to feel confident about their driving ability. But cocaine use affects vision, causing blurring, glare and hallucinations. “Snow lights” — weak flashes or movements of light in the peripheral field of vision — tend to make drivers swerve toward or away from the lights. People who use cocaine may also hear sounds that aren’t there, such as bells ringing, or smell scents that aren’t there, such as smoke or gas, which distract them from their driving.

    Cannabis impairs depth perception, attention span and concentration, slows reaction time, and decreases muscle strength and hand steadiness — all of which can affect a person’s ability to drive safely.

    The effects of hallucinogenic drugs, such as LSD, ecstasy, mescaline and psilocybin, distort perception and mood. Driving while under the influence of any of these drugs is extremely dangerous.

    Because people react differently to the effects of alcohol, it is very difficult for a person to judge his or her own tolerance. A person may not feel “drunk,” but may still be legally impaired.

    Is there some way I can quickly “sober up” if I’ve been drinking and need to drive home? No. Once a person consumes alcohol, it enters the bloodstream, and only time can reduce the concentration of alcohol in the blood. It takes about an hour for the average human body to process and eliminate two-thirds of the alcohol in one standard drink. This rate is constant, meaning that the more you drink, the longer time you need to wait before driving. Drinking coffee or other caffeinated beverages might make you more alert, but your ability to drive will still be impaired. 

    How many accidents involve drivers who have been drinking alcohol or using other drugs? About 1,350 people die each year in Canada in motor vehicle crashes involving a drinking driver, and many more are seriously injured or disabled. In Ontario in 1997, alcohol was involved in 39 per cent of motor vehicle fatalities, 45 per cent of marine vehicle fatalities and 64 per cent of snowmobile and all-terrain vehicle fatalities. Drinking and driving is the largest single criminal cause of death and injury in Canada.

    The role of other drugs, used on their own or in combination with alcohol, is not routinely assessed in traffic accidents, but is known to be an important factor in many road deaths. When people involved in traffic accidents were tested for the presence of drugs in a 1992 study, the drug found most often was alcohol. However, the total number of positive test results for all drugs other than alcohol was greater than the number of positive test results for alcohol alone. After alcohol, the most commonly detected drugs were cannabis, benzodiazepines and cocaine.

    Studies have found that people who have been convicted of impaired driving offenses come from many different backgrounds, age and income groups. Such studies have also identified certain characteristics of people who drink and drive. Looking at convicted drinking drivers, we see that

    • most are male
    • a high proportion are “heavy” drinkers
    • many have an “antisocial attitude,” meaning they lack respect for the law and the safety of others, and
    • of those who are convicted of drinking and driving, almost all report having driven while under the influence many times before.

    Impaired driving of any vehicle is a criminal offense with strict penalties under federal and provincial law. Such penalties include suspension of the driver’s licence, fines, jail sentences, treatment and education.  “

The province, which pays for 80 per cent of welfare benefits, has moved a “long way” towards easing the burden on municipalities, he said. “Our burden, so to speak, is four times greater than theirs when it comes to dealing with the challenge of increasing welfare roles,” McGuinty said. “Just as they have financial challenges, so do we, and we’re going to have to find a way to manage our way through these.”

    A recent TD Economics report warned that homeowners in struggling Ontario communities may be hit with big property-tax hikes to cover rising welfare costs during the recession. The report singled out Toronto, but TD economist and co-author Derek Burleton said other municipalities will face similar financial pressures as the economy sours. In its budget plan released Tuesday, Toronto signalled that residential property taxes will rise by four per cent in 2009. Mayor David Miller cited higher costs for transit, policing, snow clearance (* this  explains why there have been more road accidents in Ontario now too, 17000 in the last 2 months, since Ontario’s roads have not been immediately cleared of the snow it seems..) and welfare in defending the hike. Municipalities can’t go into deficits, but the provincial government can. Municipalities currently pay 20 per cent of welfare benefits, but they also administer the program, and the province has capped increases to its share of those administrative costs, Burleton noted in his report.

    Former Liberal prime minister Paul Martin complained Stephen Harper was too slow in bringing forward a stimulus package, saying the government should have acted before Christmas.”I think the situation is very worrisome and I think that when you see these job numbers it’s a pity that we didn’t begin with the stimulus much earlier,” Martin said of a $40-billion plan MPs approved in principle last week.

    OTTAWA — A parliamentary probe is being launched into the listeriosis outbreak that killed 20 Canadians after the opposition parties complained Tuesday the government-appointed investigator is hamstrung by a flawed process.

    The New Democrat’s agriculture critic Alex Atamanenko on Tuesday won the backing of Liberal and Bloc Quebecois MPs on the House of Commons agriculture committee to move forward with a plan to conduct a Parliamentary investigation on food safety.

    The three opposition parties left the committee meeting unsatisfied with the government’s investigation, and vowed to table a plan on Thursday to form a special parliamentary committee to conduct a probe in full public view.

    Prime Minister Stephen Harper last month announced the appointment of Sheila Weatherill, former head of Edmonton’s regional health system, to conduct an independent investigation into the August outbreak linked to processed meat products from a Maple Leaf Foods Inc. plant in Toronto.

    But the opposition say Weatherill does not have the power to subpoena witnesses or compel testimony, and her work is being carried out behind closed doors.

    “We have to do this because Ms. Weatherill’s inquiry is not a real inquiry and it’s certainly not public,” said Andre Bellavance, the Bloc’s agricultural critic and a vice-chair of the agriculture committee.

    Agriculture Minister Gerry Ritz on Tuesday assured MPs on the agriculture committee that Weatherill “certainly has the capacity and capability to do the job.”

    Ritz also said she doesn’t need the power to subpoena because the government is “co-operating fully with her.” The minister also emphasized that he will make public her final report, expected by July 20.

    Wayne Easter, agriculture critic for the Liberals, said the government probe “is nothing more than an absolute farce, and is trying to sweep under the rug serious shortcomings in our system, so we need to get to the bottom of it.”

    Ontario MP Bev Shipley, a Tory member of the agriculture committee, said he and his colleagues will consider the motion when it comes up for a vote, expected as early as Thursday.

     

    Conservative members of the committee cannot block the launch of the Parliamentary probe because opposition members outnumber them. “Clearly, the whole listeriosis issue is a serious issue and we have someone in place that will be giving an independent report on it,” said Shipley.

    Atamanenko said the plan is to strike a separate parliamentary committee to investigate food safety and the listeriosis outbreak so the regular business of the agriculture and health committees does not get short shrift.

    Beware laying spin doctors at work. Remember how they said in the past in Canada that the closed door  to the US borders was temporary, even for the mad cows as well, and next the reality was very severe, different . Now another lying government spin doctor says this Canada wide recession will only last one year.. but the reality is 15 years, for that is how long it takes to kick start again the Canadian economy in historical reality.  

    And making it easier to get a car loan or a home mortgage when many people have decided not to drive at all, and have clearly  stopped buying non essentials is another Harper- Conservative absurd approach too.

     There is no doubt that Stephen Harper brought his government to the brink of downfall after last fall’s economic statement that called for the abolition of taxpayer subsidies to political parties, with severe damage to the reputation of Stephen Harper as a successful leader now as well.   Stephen Harper’s SOLE RECESSION help  at that time was mainly  to cut the opposition parties grants. We all now know what happened next. The new Conservatives under Stephen Harper next came within a governor general’s decision of falling to a Liberal/NDP coalition that was propped up by a more than willing Bloc Quebecois. Harper awaken to the gravity of the situation, suspended parliament for 60 days and came out with a new budget which could have equally been drafted by Michael Ignatieff, the current Liberal leader and Stephen Harper was saved from the guillotine as a result. While the new Conservative -Harper government unveiled in shock its deficit producing, record-spending budget  that today that’s called stimulating the economy, but  few years ago, it was called the sponsorship program that was despised, objected to by the same Conservatives, Harper included. It’s overall effectivness is very much questionable again too. “Conservative ministers have been dispatched on selling trips across the country, armed with press releases and promises of much public loot at every stop” they now  should not stop any of us from examining the actual working details, productiveness, effectiveness  of the budget still and all taxpayers on high alert for taxpayer’s money abuses still too. Since we tend to know that History repeats itself and there still rather likely would be a lot better way to spend the same money and produce more effective job creation results for the unemployed, jobless citizens.  Especially “As federal Auditor General Sheila Fraser reported last week, the government spends billions of dollars every year with no clue what, if anything, it achieves.  And when a program is driven by photo ops and a need to spend public money quickly, odds are high it is a boondoggle waiting to happen. It’s not that we haven’t seen this movie before. The last time a government launched a major infrastructure spending spree to “stimulate a moribund economy” was in the 1990s. By the time the cheques were written, the program had provided fodder for not one but two damning reports by the auditor general. ” Causing a change of government and next  we taxpayers were not any better off now as well! Forecast for  days ahead, Vigilance of the new Conservatives, Stephen Harper rightfully still needed. 

    “OTTAWA – After dismal jobless reports out of Canada and the U.S., the Liberals wasted no time Friday attacking the Conservatives on their handling of the economy.  “Not only did they not see this coming, but they have no idea where they are going,” Liberal finance critic John McCallum said to kick off Question Period.  Liberal Leader Michael Ignatieff said January’s record job loss numbers paint a clear picture of just how severely the recession has affected Canadian families while the Conservatives were asleep at the switch. Ignatieff said the staggering numbers are precisely why he has put the government on probation with his Liberal budget amendment.  “Last fall, Stephen Harper said that it was a good time to buy stocks, he said that there was no need to run a deficit and he said if we were going to have a recession it would have happened by now,” said Ignatieff. “We now know that as he was saying that, the market fell further, the Conservatives were in the red, and over 234,000 jobs were lost.”  “This government has failed to plan and failed to protect Canadian jobs. It didn’t see the seriousness of the downturn and failed to bring in an immediate stimulus package when the urgency was clear,” he said.”

    The whole truth comes out.. drunk drivers, snow removal, road accidents, recession..

    Surging welfare demands in Ontario now really still begs the Questions as to when actually many of these people had lost their jobs, were unable to find one, after all welfare is used after one’s months of Unemployment insurance is used up first? It ALSO THUS seems someone is not telling us the true figures of the number of people unemployed in Canada, Ontario firstly, the recession did not just start this year.. especially since the people on welfare are generally no longer counted as unemployed.. Well the whole truth is coming out, being exposed even in Ontario. 

    “CP  Ont. – Premier Dalton McGuinty dismissed calls Tuesday to accelerate the uploading of social assistance programs from municipalities, despite warnings that surging welfare costs will mean big tax hikes for struggling homeowners. “The short answer is no, I don’t believe so,” McGuinty said in London, Ont. The province, which pays for 80 per cent of welfare benefits, has moved a “long way” towards easing the burden on municipalities, he said. “Our burden, so to speak, is four times greater than theirs when it comes to dealing with the challenge of increasing welfare roles,” McGuinty said. “Just as they have financial challenges, so do we, and we’re going to have to find a way to manage our way through these.”  

    A recent TD Economics report warned that homeowners in struggling Ontario communities may be hit with big property-tax hikes to cover rising welfare costs during the recession. The report singled out Toronto, but TD economist and co-author Derek Burleton said other municipalities will face similar financial pressures as the economy sours. In its budget plan released Tuesday, Toronto signalled that residential property taxes will rise by four per cent in 2009. Mayor David Miller cited higher costs for transit, policing, snow clearance (* this  explains why there have been more road accidents in Ontario now too, 17000 in the last 2 months, since Ontario’s roads have not been immediately cleared of the snow it seems..) and welfare in defending the hike. Municipalities can’t go into deficits, but the provincial government can. Municipalities currently pay 20 per cent of welfare benefits, but they also administer the program, and the province has capped increases to its share of those administrative costs, Burleton noted in his report. 

    Windsor, Ont., has been struggling for years to find a way out of a severe economic downturn that began in 2002, said Mayor Eddie Francis.  As manufacturing jobs disappeared, welfare caseloads started to “skyrocket” in 2005, he said.  With Windsor’s jobless rate hitting 11 per cent – the highest in Canada – more people are turning to welfare and other social programs as their unemployment benefits run out, Francis said.  As the costs of maintaining those programs go up, the amount of tax revenue the city is collecting is plunging, he added.  * “We’re at a point right now where… we’ve cut to the bone in terms of city services,” Francis said.  Last year, the city lost about $15 million in tax revenue – the equivalent of a four per cent tax hike – because property values are falling and companies are shuttering plants and factories, Francis said.  The loss of a GM plant alone would cost the city $3 million in much-needed tax revenue, he added.  Speeding up the provincial upload of costs from municipalities and the arrival of much-needed federal cash for infrastructure projects would ease financial burden many cities and towns are facing, he said.  “Everything is needed right now – all the tools,” he said.  http://ca.news.yahoo.com/s/capress/090211/national/ont_municipalities_welfare 

    * It clearly appears that the lying Police chief of Ontario and also cops themselves who wrongfully  even as of lately had have blamed most of the drivers themselves, speeding,  for most of the accidents, they clearly wrongfully had failed to mention now that snow clearing  road services were not up to par due to the recession… and definitely contributed to the accidents. the Liars, the” OPP responded to over 17,000 crashes on OPP patrolled highways in the last two months. Sgt.     Now also the recession has been  going on for years in Ontario since 2005 and Stephen Harper did not know this as the Prime Minister of Canada, so now supposedly he could not deal with it or in reality he wrongfully again did not care to know, deal with it still  oo? and he does not know firsthand about alcoholism and it’s  problem now too? 

    Former Liberal prime minister Paul Martin complained Stephen Harper was too slow in bringing forward a stimulus package, saying the government should have acted before Christmas.“I think the situation is very worrisome and I think that when you see these job numbers it’s a pity that we didn’t begin with the stimulus much earlier,” Martin said of a $40-billion plan MPs approved in principle last week.

    “The quicker you get at this kind of thing, the better off you are. I also think it’s very important the kind of stimulus that you engage in.”

    Meanwhile, Brian Mulroney expressed skepticism over Bank of Canada governor Mark Carney’s prediction the economy will pick up next year. 

    “While I hope he’s right, I find it somewhat optimistic,” said Mulroney, who grappled with a massive deficit that amounted to 8.7 per cent of the GDP when he took over from Pierre Trudeau in 1984.   http://ca.news.yahoo.com/s/capress/090210/national/tv_prime_ministers
