WINNIPEG – The Manitoba government is proposing a law that would ban misleading advertising about Internet, telephone, cable TV and other services. The Consumer Protection Amendment Act, introduced in the legislature Thursday, would require companies to prominently display the full cost of each service — not just a discount introductory rate. companies would also have to be upfront about any extra fees for equipment rentals, installation and other items. There will also be limits on cancellation fees, similar to an existing law on cellphone contracts. Consumer Protection Minister Ron Lemieux says the province has heard complaints from people who felt confused about the full price of cable TV, Internet bills and telephone services. “We’re just saying to the companies out there that are offering these services — be upfront, let the customer know what (they’re) going to be paying for.” The law would also cover satellite TV and radio services and monitored alarm systems. Fines would range from $1,000 to $5,000 dollars and, in more serious cases, the government could apply to the courts for higher penalties.
The government announced the plan last fall and asked for public input, and some 360 people responded. Many people said they had been enticed by low, introductory prices and were not clear on what the price would be once the discount period ended, Lemieux said. The move was welcomed by the Consumers Association of Canada.

“Well, the first thing that needs to be done is to make the justice system more effective in discouraging corruption. At the moment, most of the key players who were involved in the corruption schemes will probably get away with no punishment or, at worst, a tiny penalty representing a modicum of the amount stolen. The current justice system is sending a clear message that, indeed, it pays to be crooked and corrupt! The law should be, in my view, that those caught, as a given, should be stripped of their assets, including those transferred to spouses and relatives. The guiding criteria should be that the higher the crime the higher the punishment! We have seen in the last few years a number of public inquiries that cost more than the derived benefits. It seems to me that despite all such enquiries, corruption appears to persist unchecked, simply because the law did not prosecute vigorously the main players to the degree to discourage them from further corruption or to discourage others from engaging in such corruptive activities. It is a joke, for example, when a main player in the Federal sponsorship scandal was charged 10 years later, after the fact, when he was in his 80s! The public is not encouraged to do its part, even if it could, unless the public has confidence in the justice system, and based on the latest poll question on this site, the public clearly does not have confidence in the justice system. When it was reported in a well respected magazine that Quebec was the most corrupt province, the public officials at every level denounced the article. The author of the article in question was a French Canadian and member of the public trying do his civic duty to expose something that was not right. So, why should the public be motivated to help, if the system is screwed up at the very core of a society, the justice system? A world-renowned hacker, New Zealand-born Barnaby Jack who died in San Francisco in July, overdosed on a mix of heroin, cocaine and other drugs, a coroner’s report shows. Look the citizens are busy working, paying their taxes and they have elected Ministers to look after them instead.. It amazes me thus next that now for years and years one of the obvious major Citizens complaint in Canada that is still around is about the bad Bell phone company and why does it takes so long for the CRTC and the governments, ministers to even deal with it too.. and the other very often complaint still is about the bad cops getting away with abuses and murders.. Fredy Villanueva coroner report criticizes police practices.. Villanueva, 18, was shot and killed on Aug. 9, 2008, by Const. Jean-Loup Lapointe of Montreal police, after the young man was found playing an illegal game of dice with his brother and three friends in Montreal’s Henri-Bourassa Park.
“The death of M. Villanueva is the result of a multitude of human nature factors, which, if considered on their own, would not have logically justified this result,” the report states.
“Each year, thousands of infractions as trivial as playing dice in the park are the subject of police interventions that go well, even when police and members of the public disagree.”

The Conservatives had been elected on their own promises of accountability, transparency and they would be next better than all the previous governments, Political parties and we next do easily know this was not so. It never happened.
In 2006, Accountable Government: A Guide for Ministers and Secretaries of State said that ministers were responsible for “the actions of all officials under their management and direction, whether or not the ministers had prior knowledge.”. Next the guidelines from 2011 says: “Ministerial accountability to Parliament does not mean that a minister is presumed to have knowledge of every matter that occurs within his or her department or portfolio, nor that the minister is necessarily required to accept blame for every matter.”
Mr. Harper insists he did not learn that his former chief of staff, Nigel Wright, wrote a personal cheque for $90,000 to cover Mr. Duffy’s expenses until two months after the money was repaid. Mr. Wright and Mr. Duffy are now the subject of an RCMP investigation into fraud, bribery and breach of trust. He is at full fault as even both bad Duffy and bad Wright were hired by the Prime Minster firstly and he needs to fully accept the Blame for that..

Some people who pose a threat to Canadians’ security managed by the RCMP have managed to enter the country illegally because of lax border entry controls. Auditor General Michael Ferguson said he was “very concerned that our audit found too many examples of controls not working.”

Take for example the recent Mike Duffy, Pamela Wallin Affairs, where the news media contradict each other on who is really guilty… they all cannot be right.. Why the different takes too? The news media falsely is too often is here to promote itself firstly and not here merely to tell the truth, it is also here to make money for their bosses, owners, even to be a self perpetuation job guaranteed services.. and it generally will thus do anything to do this .. even lie, distort, sensationalize.. that is what is too often wrong with them.. Brazeau, Duffy and Wallin I guess their journalistic integrity was left at the door when they entered the senate, if they ever had any. “How can someone like Mike Duffy not know the difference between his primary residence (which everyone knows is in Ottawa) and a summer cottage on the PEI Island. No one and I do mean no one from the PMO’s office or the Senate made them put in faults claims for travel or housing allowance, only greed on their part. Did the PMO’s office and others screw up by trying to help Duffy, yes but trying to help some means that person made an error and in this case both of them have committed theft from the Canadian tax payers. Did the PM cause this scandal, no, The part of this story that cuts me to the bone is the fact that both of them are blaming everyone else instead of standing up and saying I made a big mistake and tell the people of Canada that they are sorry taking the blame and the lumps for their action. NO, they keep saying I did nothing wrong and others are to blame. If others are to blame why did they pay the money back and I would like to ask, what other’s are at fault for their greed? ” AS for Pamela’s so-called mistakes?’ How can someone mistakenly charge expenses based on somewhere they don’t even live? This is a criminal act not an oversight, mistake.. it seems they’ve both lost the average person’s decency in their calloused indifference to how much money they can take away out of hard working taxypayers’ money. As for pleading ignorance, I this us bit a valid defense for any wrong doing in the eyes of the law. Keeping them on the payroll is a gross injustice to the public they were supposed to be serving.

Now there are 105 seats in the Senate out of which 6 are vacant. Of 99 occupied 3 + 1 senators do not understand the Upper House rules about what they can claim and what they can not claim as a legitimate expense. That still leaves 95 senators who do understand the rules, and what one would try to believe, they do abide by them. Not a bad percentage. And get rid of the rotten apples ASAP! And It was not PM Stephen Harper caught now cheating the system and stealing tax payers money, it was those 3 senators.
The Senate is considering moving motions to suspend Senator Pamela Wallin, along with Senators Mike Duffy and Patrick Brazeau, for “gross negligence” regarding their expense claims. They thus would not receive pay or benefits, or have access to Senate resources. these Senators were already ordered to repay thousands of dollars in expenses after outside audit found they filed ineligible claims related to housing and travel. ” I do not believe that under the circumstances these individuals should be on the public payroll,” Prime Minister Stephen Harper “. you can not claim an expense you did not incur. That is not right, that is not proper, and that will not be tolerated in this party.” “Mr. Duffy now says he is a victim because I told him he should repay his expenses. Harper also said that he did expect the senator to repay his expenses “and not Mr. Wright to repay them for him.” and had he known about Wright’s decision to give Duffy the money he would not have permitted it, and that as soon as he was made aware of the $90,000 cheque on May 15, he revealed it to the public.
Sen. Pamela Wallin accused next two Senate colleagues Sen. Marjory LeBreton, former government leader in the Senate, and Sen. Carolyn Stewart Olsen of having “personal vendettas” against her, and says that a motion to suspend her from the upper chamber without pay is “baseless and premature.” What false diversion by the person who cannot face her own negative realities, as she had abused the taxpayer’s money many, many times undeniably.. LeBreton immediately rose on a point of order to deny the allegations, also saying “nothing could be further from the truth.”
Hey I saw for over 40 years 2 separate persons continually steal, commit thefts.. and just cause they were never actually convicted by a court of law did not mean they did not steal. Now when I confronted these persons many times about their stealing, they denied it.. they lied.. now the problem about these ostriches in false denial, about their lying is that they had next started to believe their own lies, you become now a mental, a basket case.. even if you are a Senator now too.There is a real absurd argument now being presented by many that a boss, employer cannot fire a bad employee with a criminal charge, conviction first made by the courts.. In the real world employees get fired all the time without the courts.. The senate can fire these bad persons now on behalf of the citizens without the courts.
Senators Wallin, Duffy, Brazeua, Harb, etc can now SEE OTHER PEOPLE’S SINS NOW BUT NOT THEIR OWN? HOW COME? This current Senate court involving Pamela Wallin, Mike Duffy, Patrick Brazeau is not the false diversion of the non ethical leadership by the Prime Minister Stephen Harper who directly appointed these three individuals even if for purely partisan reasons. they these now hired to be matured persons but now mere ostriches who falsely cannot face negative realities about themselves .. they are still personally accountable for their own bad actions, misuses of the citizens money, living high on the hog, cover ups and a false denials included.. no matter who or why someone appointed them.. This issue is not the undeniable specific breach the rule of law — to be falsely be determined solely by a legal judicial process. The real issue is their own bad actions still.. . which now was never a real matter of contention.
Now we had the cases of the clear breach of trust and fraud investigation in Quebec City halls that and mostly still all those bad people had refused to admit they had stolen taxpayers money, yes even all those crooked Montreal City hall workers, and the city of Laval, leaders now too. And there now are too many more persons like that now..

Ben Aissa — another former executive at SNC-Lavalin — has already been arrested and questioned by police for his possible role in other plots. Quebec’s police task force on corruption is probing the billion-dollar contract for McGill Montreal mega-hospital awarded to a consortium led by Montreal engineering giant SNC Lavalin Group Inc. SNC-led consortium had won the McGill University Health Centre contract. Police raid the McGill University Health Centre . Up until six months ago, the hospital project had been overseen by Riadh Ben Aissa, a former head of SNC’s construction division, and also a central figure in an ongoing scandal. One of SNC’s original subcontractors in the project was a company controlled by construction magnate Antonio (Tony) Accurso – a controversial figure who now is also facing fraud and corruption charges. The hospital deal was put together under the watch of the previous chief executive of the health centre, Arthur Porter who left his own job under a cloud late last year. Arthur Porter had been appointed chair of the federal government’s security-intelligence watchdog agency, when his African business dealings with an arms dealer were revealed. Dr. Porter stepped down from both jobs. The Quebec government has earmarked $2.35-billion for an effort to reconstruct Montreal hospitals, the lion’s share going to the McGill University Health Centre campus. “Quebec’s anti-corruption unit has put several high-profile figures in its crosshairs since being established last year. It has arrested construction magnates such as Mr. Accurso and Paolo Catania, as well as Frank Zampino, a former city councillor who was the right-hand man of Montreal Mayor Gérald Tremblay.”
Not much of a surprise? The tip of the iceberg is being revealed only as the overall depth of corruption will take much more time apparently to uncover, corruptions that likley permeates the whole project. Former CSIS watchdog Arthur Porter arrested in Panama .Arthur Porter, the well-connected oncologist and hospital administer whom Prime Minister Stephen Harper appointed three years ago to oversee Canada’s spy agency, was arrested with his wife in Panama on charges including fraud against the Quebec government relating to his alleged role in the handling of a $1.3-billion Montreal hospital construction and maintenance contract, awarded three years ago to scandal-plagued engineering giant SNC-Lavalin Group Inc. The head of Quebec’s anti-corruption task force made the announcement Monday evening. In a written statement, Robert Lafreniere said the arrest was conducted after an investigation — code name Project Lauréat — by the Sureté du Québec, the RCMP and the International Criminal Police Organization (Interpol).Dr. Porter and his wife, Pamela Porter, are in police custody. During a press conference Monday morning, Françoise David and Amir Khadir noted the lack of competition in the bidding process leading to the award of the contract CHUM formed consortium of Dalkia, Innisfree and OHL and contract research Center (CHUM Research Centre) Access to Health consortium CHUM. Québec solidaire advances that several companies involved in the tender process have a history of known collusion. Members also questioned the choice of Quebec to opt for a public-private partnership (PPP) for these two projects whose costs have increased from 1.4 to nearly 2.6 billion.
