Alberta ATCO unit got an untendered Haiti project. New aid project in Haiti will be carried out by a company with ties to the Conservative Party after being awarded the multimillion-dollar contract without a public bidding process. Naturally a subsidiary of Calgary-based ATCO Ltd., which has three Conservative donors on its board of directors, was handed the $12-million contract to build temporary offices in Port-au-Prince for the Haitian government. The project was announced by Prime Minister Stephen Harper. The immoral federal government opted to bypass procurement guidelines that usually require government contracts of more than $25,000 to be submitted to a public tendering process. It also chose not to post an advance contract award notice, which in cases where there is no tendering process normally gives rival businesses an opportunity to submit counter-proposals. And this is what the Conservatives meant when they said they would provide a visibly better, more responsible, uncorrupted government now unlike all the others. Hard to see any difference.

More Canadians on the Internet even abusing others too
MONTREAL – The Ipsos Reid polling company says that for the first time ever, Canadians are spending more time each week online than watching television.Monday’s finding comes from the Inter(at)ctive Reid Report, an Ipsos Reid study that tracks online Canadians usage of the Internet. The report finds that overall, Canadians are now spending more than 18 hours a week online, compared with 16.9 hours watching television.Internet usage is up from 14.9 hours last year. The number of hours watching television also rose in the last year, from 15.8 hours in 2009. And younger Canadians generally spend more time online than those over 55.
Some industry watchers have noted that the cost of watching TV is rising as cable TV companies and satellite operators raise the monthly cost of service. As that happens more people are watching TV online for free. In breaking down its survey, Ipsos-Reid noted that males are spending significantly more time online than females – 20 hours compared with 16. In addition, 18-34 year olds are spending 20 hours a week online on average, compared with 18 hours for those over 35. ’The data indicates that not only are people of all ages spending more and more time online, but it also points to a shift in how online Canadians are consuming media and where they are spending their free time.’Today, online Canadians are finding a myriad of entertainment options available to them within the walls of their homes. Ex-Alberta MP Jaffer’s drug, Impaired driving charges dropped
Politically, the story is toxic. Former Conservative MP, husband of (currently embroiled) Conservative cabinet Minister, gets special treatment because of his status — that’s the line on the street and in every coffee shop in the country. Once again the story, almost immaculately in this case, fits the negative stereotype. Politicians have one set of rules, ordinary people another. Big people get the easy out, the little guy gets whacked on the head. The Jaffer story has the force of a parable. Like his wife’s it is emblematic. It confirms, as that most weary phrase has it, what “everybody knows.”And it cuts right to another core concept of the current administration. They have made law and order, toughening up on criminals, applying the law with its full force, a cardinal element in their appeal to Canadian voters. On a populist understanding, the outcome of Jaffer’s case turns that precisely upside down. One law for “them,” another for “us.”

It is a dreary parade of lumpy middle-aged people in suits reading misleading and evasive talking points to one another, projecting emotions they don’t feel as they defend their parties, attack other parties and attempt to attract the attention of tuned-out voters with dim-witted propaganda. Thank goodness, then, for Helena Guergis and Rahim Jaffer, the Tory poster couple for bad behaviour, for offering young people a bit of titillation this week. It has been pretty good theatre — a farce in two acts — wherein they behave badly, with no consequences to themselves beyond public scorn, and we all get to enjoy the spectacle. The Tories look like they are coddling a couple of spoiled brats, and they look like hypocrites. Much of the Tories’ electoral success was based on a simple-minded anti-crime message. They promise to get tough, and pass laws requiring mandatory sentences. They self-righteously and dishonestly bleat at the opposition for obstructing those bills, and then kill those bills by proroguing. The Jaffer case still points to the reality of our criminal justice system. A lot of people get light sentences because of plea bargains.Sad..
Jaffer and Guergis have done us all a favour for drawing attention to the limits of the Conservatives’ crime agenda. Their farcical support of it too.. When it came to appealing the light sentence given to one of their own the Conservatives shut up.
Conservative minister Helena Guergis, minister of state for the status of women, was recently forced to apologize for an angry outburst against airport and Air Canada staff in Charlottetown. She allegedly seethed at being put through airline procedures as she arrived minutes before a scheduled flight, calling the city a “hellhole” and uttering a profanity. Guergis is also dealing with the fallout from husband Rahim Jaffer’s careless-driving charge. Jaffer, a former Conservative MP, saw charges of impaired driving and drug possession dropped – a “break” in the words of the judge who heard his case.
This is the same new Political party that had promised to be good, different from all the others firstly but basically still are the same.
Too many Canadians consider the apparent incompetence, favouritism and indifference exhibited by the Crown in withdrawing the more serious charges, including impaired driving, laid against Jaffer as unacceptable. The former Reform and Conservative MP Rahim Jaffer gets a slap on the wrist. He received what even the judge in the case conceded was a “break”. Next the Law and order Conservative Prime Minister Stephen Harper, federal Justice Minister, and the federal security minister are not demanding a retrial cause they are happy one of their own got off scott free? Considering Jaffer’s own tough-on-crime messages and the Conservative government’s dim view of lenient sentencing by judges, this all smells of real hypocrisy now to all..

Sadly this is a crappy judgment.. a poor ordinary fellow would get no breaks like this.. Our Conservative government law and order, accountability falsely does not apply to one of their own..

Cop already convicted of assault faces new allegation
Veteran Victoria policeman who is brother of MLA Ida Chong suspended with pay while being investigated over assault of prisoner, the same Cop already convicted of assault faces new on the job allegation should have been terminated, fired the first time firstly.. Last March, Sgt. Chong received a written reprimand from Victoria police after he pleaded guilty to assaulting Randy Kerr, a pedestrian. The court gave Sgt. Chong a conditional discharge and nine months probation and ordered him to undergo anger management counseling. What is this with the cops when cops do something they wrong, they get suspended.. WITH pay? “its bloody ridiculous, its like there getting a vacation for failing to be the one we should trust for public safety. pretty ridiculous if you ask me.” Bad Cops should be exemplarily prosecuted now and immediately jailed as well.. Unlawful use of authority, obstruction of justice, home visits, bullying, false intimidations by the politician’s watch dogs is nothing new to me as well…

Cops seem to have it too easy in Canada, they do what they want, they abuse citizens and tend to get away with it too. Too many COPS, persons distort the LAW. it’s meaning still too.

Police love to lie and say that all accidents are mostly speed related, to justify their fat cow cash grabs, especially in Alberta and in Ontario now too.. they lump all of their homemade statistics as the accidents, deaths realted all to speeding.. not in reality to drunk driver, bad drivers, road rage, poor roads, bad snow cleaning.. so the annual return of cold and snow will bring out another annual event, more car accidents.
- Most reasonable and reasoning people have seen the folly of speed cameras as a mere cash grab for decades now too.

Study Finds Correlation between Marijuana Use and Auto Accidents A study, which was recently published by the University of Montreal in Canada, says that men who drive under the influence of marijuana are more likely to be involved in traffic accidents. A senior author of the study, Jacques Bergeron, wrote the following about his research conclusions: “Individuals scoring high on impulsivity or sensation-seeking scales demonstrated an elevated risk of driving under the influence of cannabis.”The study found that men who use marijuana are much more likely to be involved in accidents. In fact, of the 83 participants who were surveyed, 35 percent had been involved in a crash, resulting in material damages within the previous three years. Of these 83 men, 30 percent said that they had used pot and 80 percent of those said that they had driven under the influence of marijuana at least once in the year before the study. The age range of the men who were interviewed ran from 17 to 49 years old. The study itself was published in the journal: Accident Analysis & Prevention.
Study Shows that High Mileage Drivers are More Accident Prone A recent study, released by Quality Planning, concludes that drivers who spend more time on the road and behind the wheel actually have a higher incidence of traffic accidents. This may be because the ratio of driving time to accidents is not taken into consideration; however, many drivers who use their cars for under 3,000 miles of driving each year have begun to demand lower rates from their insurance companies. Such drivers are 44% less likely to be involved in an accident than those who drove an average amount. Those drivers who were behind the wheel for more than 28,000 miles each year are 28% more prone to accidents.

A profile of collisions in Canada
In Canada, there were approximately 1,700 motor vehicle collisions every day during 2000, of which about 75 percent resulted in property damage only, and 25 percent involved an injury or a death. In 2000, eight people died on our roads every day, and 623 were injured, 2,566 fatal collisions
Two-thirds of fatal collisions occurred on rural roads Most deadly collisions took place on rural roads – primary and secondary highways and local roads Approximately 67 percent of the 2,566 fatal collisions occurred on rural roads in 2000. Of all injury collisions, 42,700 or 28 percent occurred on rural roads, while the majority occurred in urban areas . Almost one in five fatal collisions occurred on Saturday A single three-hour time period, from 3 p.m. to 6 p.m., posed the highest risk for fatal crashes and those producing injuries. This high-risk time period was even riskier on weekends. Saturday was the peak day for fatal collisions, although the period from midnight to 3:00 a.m. was the most risky. Friday was the peak day for injuries. Fewer serious crashes occurred on weekdays, with Monday the safest day by a slight edge.
July and August observed the highest frequencies of fatal collisions On average, the peak months for fatal collisions were July and August. Injury collisions were also consistent: injury collisions involving two vehicles peaked in June, July and August, while single-vehicle injury collisions often peaked in November and December.
The number of motor vehicles involved in crashes each year was still over 1.1 million in 2000, displayed by collision severity and vehicle type.. automobiles, light trucks and vans are most frequently involved in collisions.
The alcohol-related casualty figures remain grim. Of almost 3000 road users killed in 2000, alcohol was a factor in approximately 1000 deaths. Many of the fatally injured drivers who had consumed alcohol were severely impaired is about 40 percent.. Seat belt use by Canadians is ranked among the highest in the world. 40 percent of Canadians killed had not buckled up Most Canadians believe that seat belts will reduce the risk of death and injury; yet, almost 40 percent of motor vehicle occupants who died were not wearing a seat belt at the time of the collision. Among those seriously injured, 20 percent were not wearing their seat belts.

Almost all Canadians, regardless of age group, were safer on the roads Almost all Canadians, regardless of age group, were safer on the roads, but two age groups showed increases in fatalities of 19 percent and 21 percent in the 45-54 and the unknown age groups, respectively, over the 10-year period. The 45-54 age group posted a strong increase in population as mentioned above. All age groups under 35 years of age showed strong double-digit decreases in injuries. Commercial vehicle collisions accounted for one in five deaths In the National Safety Code for Motor Carriers, commercial vehicle is defined as a truck, tractor, or -trailer, or combination thereof exceeding a registered gross weight of 4 500 kilograms; or a bus designed, constructed and used for the transportation of passengers with a designated seating capacity of more than 10, including the driver, but excluding the operation for personal use. The National Safety Code currently contains 15 standards addressing factors necessary for the safe operation of all commercial vehicles. The federal government has jurisdiction under the Motor Vehicle Transport Act to regulate truck and bus carriers that operate beyond the limits of a province. The Act creates a framework for shared responsibility between federal and provincial governments for the safe operation of motor carriers. The provinces and territories regulate the operations of carriers within their respective jurisdictions. Over the period 1991 to 2000, injuries resulting from commercial vehicle collisions fell from 15,564 to 14,860; and fewer people died – a decrease from 662 to 587. As impressive as these improvements are, however, commercial vehicle crashes are often deadly, and particularly dangerous to other users of the road. Although commercial vehicles, on average, accounted for approximately 8 to 9 percent of all vehicles involved in crashes, they accounted for an average of 19 percent of all road user fatalities or one in five road fatalities in Canada.
By far the majority of victims in commercial vehicle crashes were the occupants of the other vehicles involved. In 2000, for example, crashes involving commercial vehicles killed 587 persons; 447 of whom were occupants of the other vehicles involved.
School bus travel is very safe The number of school bus occupants fatally injured over the ten-year period was ten, two drivers and eight passengers. From 1995 to 2000, only three passengers of school buses were killed.
While vehicle occupants account for over 75 percent of the deaths and injuries the pedestrians still do face considerable risks. Crashes involving these vulnerable road users claimed 567 lives in 2000. Motorcyclists accounted for one in 18 fatalities Motorcycle registrations in Canada 311,000 in 2000. GOOD NEWS Greens would replace RCMP with B.C. force

The inquiry heard last month that in the first two days after Dziekanski died on Oct. 14, 2007, the RCMP’s public statements on the incident contained false information about how many officers were involved, how many times Dziekanski was stunned and what state Dziekanski was in when approached by officers.
Inquiry commissioner Thomas Braidwood ruled that Supt. Wayne Rideout could only address his decisions about what RCMP media spokespeople had told the public following Dziekanski’s death — despite a request by the lawyer for the Polish government to expand the scope of questions Rideout can be asked when he returns. Don Rosenbloom wanted to question Rideout about why the RCMP fought to withhold amateur video of the Taser incident, and why investigators failed to question the four Mounties who were deployed to handle Dziekanski when discrepancies were discovered in their statements.

“The deaths of Ian Bush and Robert Dziekanski are examples of recent failures to provide helpful enforcement services to the people of B.C.,” Green party Leader Jane Sterk said in a news release. Bush, 22, died in police custody in July 2005 from a gunshot wound to the head after a fight with an officer. The mill worker was arrested after being found with an open beer outside a hockey game in Houston, B.C. Dziekanski, 40, died after being hit five times with a Taser by an RCMP officer at the Vancouver International Airport in October 2007. The details of the Polish immigrant’s death, which was captured on camera by a bystander, are currently being investigated by an inquiry. “The Green party would end the RCMP E Division contract and replace the RCMP with a new B.C. police service. The B.C. police service would no longer make use of Taser electric weapons, and would be subject to civilian oversight under the auspices of an independent provincial police commissioner,” she added.
